  • This article analyzes the new approach to regulation with regards to the railway industry and determines the government's new role. For this purpose, the regulations are categorized into three dimensions (economic, societal and administrative), following the criteria adopted by the Regulatory Reform Committee. Furthermore, these items are analyzed as compulsory vs. incentive, and prior vs. ex post, according to the managerial characteristics. As a result, some recommendations were derived: the economic regulations should be deregulated and the societal regulations should be modified in order to rationalize the criteria. From this perspective, the government's role needs to be repositioned in order to activate the railway industry.

  • This paper suggests that the introduction of Seoul-Pusan High Speed rail system makes related railway industry to be developed through transfer of high technology and other related industries to be jointly grown by technology' ripple effects. Technology transfer and localization implementation process in the period of technology introduction was reviewed synthetically and problems at that period was also analyzed. And technology development countermeasures of railway industry was discussed in order to maintain and expand railway system technology in the future.

  • The inter-industrial inducement effects of the korean railway services on the output, value-added, imports of the 403 industrial sectors of the korean economy have been computed by the input-output analysis technique utilizing the 2003 Input-Output Tables, which was published most recently in April 2007 by the Bank of Korea. The korean railway service industry produced \2,766 billion worth of passenger and freight railroad services in the 2003 year, and it has induced \1,701 billion worth of output, \781 billion worth of value-added, and \580 billion worth of imports of the korean industry as a whole. The energy sector industries such as diesel fuel, thermal power generation, nuclear power generation, crude oil, liquid natural gas, bituminous coal, liquid propane gas have been most affected by the korean railway services. Other industries mainly affected by the korean railway services include railroad car manufacturing, cleaning and decontamination, medical and health service, machinery equipment and rental, construction and maintenance, transportation related services, business R&D, property insurance, and telecommunication.

  • In 1990's, in Europe and some advanced nations, the structural reform of the railroad industry for improving the productive efficiency of the railroad industry and competitive power had been progressed. This paper empirically explores the relationship between railway restructuring and productive efficiency in the railway industry. We use Data Envelopment Analysis (DEA) to construct efficiency scores, and explain these scores, using Tobit regression analysis by using variables reflecting institutional factors and organizational type. Our results suggest that vertical separation, infrastructure and services are separated, and horizontal separation, passenger service and freight service are separated, improve productive efficiency. We also find that market competition has positive effect on the efficiency, but independent management from the government has negative effect, which is in line with economic intuition as well as with expectations on the railway restructuring. As a consequence, increased independence without sufficient competition and adequate regulation may deteriorate incentives for productive efficiency.

  • The inter-industrial inducement effects of the Korean railway services on the output, value-added, and imports of 383 industrial sectors of the Korean economy have been computed by the input-output analysis technique utilizing the '2013 Input-Output Statistics', which was published most recently in December 2015 by the Bank of Korea. The research results are, then, compared and contrasted with the former research results with the '2003 Input-0utput Statistics', which were published in the Journal of the Korean Society for Railway, August, 2008. The economic inducement effects computed in this study are as follows. The Korean railway service industry produced \5,841 billion worth of passenger and freight railroad services in the year 2013, and it induced \8,511 billion worth of output, \84 billion worth of value-added, and \1,050 billion worth of imports for Korean industry as a whole.; the production inducement multiplier, value-added multiplier, and imports inducement multiplier of 2013 results are shown to be quite different from 2003 multipliers.; it has been shown that it is necessary to utilize the most recent Input-Output Statistics for the computation of the most recent inter-industrial analysis.

  • RCM(reliability Centered Maintenance) 적용 시 나타나는 장점으로 인해 이미 여러 산업 분야에 적용되고 있다.

  • Since 1990s, the European railway sector has undergone both a vertical separation and a vertical integration. Recently Simar and Wilson (2008) provides a bootstrap test procedure for testing whether two groups' mean efficiencies are equivalent. The purpose of this paper is to ascertain the relationship between vertical separation and operational efficiency of railway industry using the Simar and Wilson's bootstrap test procedure not used in previous studies with a data set of 20 European countries from 1998 to 2005. From the value of test statistic it seems that the mean operational efficiencies of vertically separated railway industry were higher than those of vertically integrated railway industry. However the p-value indicates that the differences of mean operational efficiencies are not significat at any meaningful level.
