Research on the assessment of the risk factors of serious railway accidents (철도 중대사고의 위험지수 추정에 관한 연구)

  • To establish the national railway safety system, the railway total safety technology development project has been promoted by Ministry of Construction and Transportation (MOCT) since August 2004. The project has producted successful results in many areas of railway safety, however, it is required that the research field should be re-examined to meet the aim of the project. To do that, the precedence of the investment of research resources should be reviewed and determined. The risk of serious railway accidents such as train collision, derailment and level crossing accidents are estimated. From the estimation result and the statistics on the railway accidents over fast few years, the risk factors of railway accidents can be calculated.

  • In this paper, we performed analysis and comparison on emergency response action for passengers, drivers, workers and controllers in case of failure occurrence on rail infrastructure and rolling stock. In general, the subjects of emergency response action perform the response action with following emergency response procedures when accidents occurred. In reality, however, no matter how well the subjects are trained, it is hard to follow the emergency response procedures precisely without making any mistakes. As for emergency response action, the most significant factor for the subjects is to follow the emergency response procedures as learned, without any hesitation. In this paper, therefore, we analyzed the emergency response actions that should be performed by passengers and railway workers when emergency accidents occurred. We also examined the communication facilities for emergency response among train, wayside and station in order to provide the emergency reporting system for passenger and the method for cleaning out the accident area.

  • Generally a road vehicle's wrong entry into level crossing gives rise to hazardous events, the eventual collision with a approaching train depends on the effective operation of safety barriers such a abnormal condition detecting or emergency braking. In this paper, the risk assessment models developed for the level-crossing accidents will be introduced. The definition of hazardous events and the related hazardous factors are identified by the review of the accident history and engineering interpretation of the accident behavior. A probability of the hazardous events will be evaluated by the FTA, which is based on the accident scenario. For the severity estimation, the critical factors which can effect on the consequence will be reviewed during the ETA. Finally, the number of casualty for the public(vehicle drivers) and the train passengers are converted into an equivalent fatality.

  • Recently the Emergency Response is very important issue in Korea because there are lots of damage of people and property. In this paper, we have studied person's injury related to emergency action to minimize the damage on KTX. We defined what Activities of the emergency response workers should take when the Person's injury occurs on the railway. This has been possible through the development of the scenario that is focused on the person's injury accident. We considered all kinds of environment of KTX related to emergency action of person's injury accidents. Finally, we developed the role and responsibility of emergency response workers against KTX person's injury accidents.

  • This study shows risk-based evaluation results of casualty accidents for passengers, railway staffs and MOP(Member of public) on the national railway in South Korea. To evaluate risk of these accidents, the hazardous events and the hazardous factors were identified by the review of the accident history and engineering interpretation of the accident behavior. A probability evaluation model for each hazardous event which was based on the accident appearance scenario was developed by using the Fault Tree Analysis (FTA) technique. The probability for each hazardous event was evaluated from the historical data and structured expert judgment. In addition, the severity assessment model utilized by the Event Tree Analysis (ETA) technique was composed of the accident progress scenarios. And the severity for the hazardous events was estimated using fatalities and weighted injuries. The risk assessment model developed can be effectively utilized in defining the risk reduction measures in connection with the option analysis.

  • In January, 2005, "railroad security law" was presented, preparing the systematic equipment that allows several railroad operators to consider the railroad security issue, and each of railroad operative institutions accepted such situation that construct the integral railroad security system, resulting in constructing the emergent system coping with the railroad fire accident through the relevant study business to improve the railroad security efficiency against fire. This study tried to present the studying direction on developing the emergent educational program coping with the railroad fire accident, which is distributed to the spot, about the railroad worker for improving the railroad security efficiency against fire through the education of systematic and efficient emergent countermeasure procedure of emergent system against the railroad fire accident.

  • The basic concept of analysis of human error that induced railway accident is that errors are consequences, not causes. But in most cases, it is likely that direct causes of the accident could be concluded as real causes, which make it difficult to find out root causes. Design, training, staffing, culture and condition are general category applied to investigate human error. In order to examine how those approach could help accident analysis, this paper studied accident investigation reports of UK RAIB(Rail Accident Investigation Branch). Rather than consider specific investigation method, we focus investigation result on how to describe causal factors and how to indicate recommendations to prevent similar accident. The reports show that they try to find out causes more in organizational, environmental and job factors, which implies the necessity to improve investigation process of human error accident in Korea.

  • Numerous advance studies usually have focused on preventing human error through mechanization and automation; however, this study. by connecting with accidents caused by careless handling on the basis of the present aptitude test, aims at investigating an improving plan for the railroad safety management system. To attain this purpose, present situation and point at issue of the aptitude test were surveyed through the questionnaire. Through this research, the aptitude test on railroad safety might be systematically improved by reforming some institutional issues.

  • According to ' Monthly report of train accidents and incidents ' of KNR, 95 numbers of rolling stock fire accidents/incidents had happened during last five years(from 1999 to 2003). Among them, there have happened only one injured accident which happened at Whamyung station in 1999. But it is necessary to consider a countermeasure for fire accidents/incidents, because they have big risk which might produce a large scale damage and lots of injured persons as the Taegu subway fire accident last year. This paper analyzes the rolling stock fire accidents/incidents which have happened during last five years in KNR, and suggests their countermeasures.

Among them, there have happened only four injured accidents such as West Daejeon derailment accident, Jungang line, Pyegje station, and Daejeon station one. But it is necessary to consider a countermeasure for derailment, as its accident/incident have big risk which might produce a large scale damage and lots of injured persons. This paper analyzes the derailment accidents/incidents which have happened for last five years in KNR, and suggests their countermeasures.
