Development of Safety Equipment for Protection of Trackside Personnel Maintaining Using Radio Frequency Equipment (선로변 작업자 철도교통 사상사고 예방을 위한 안전설비 개발)

  • Personnel maintaining or repairing the railway tracks or signaling device around tracks may experience the sensory disorder when they do routine works for many hours and they may not recognize the leading to train accidents. In order to prevent such train accidents that may occur because railway track workers are unable to recognize the approaching train, a safety-equipment is developed to make the approaching train send signals. We developed the new alarm equipment for protection of trackside maintenance workers using radio signals.

  • In this paper, we review the regulations relating to railway safety and station workers interviewed, eight urban rail accidents decreased operating agencies through the prevention research currently being conducted into the (Seoul Metropolitan Rapid Transit Corporation City, Seoul Metro, Incheon traffic mortality, etc.) the root cause for the lack of aggressive prevention measures performed on the difficulties related regulations, organizational culture and work environment, prevention of negative operating authority derived in three improvements were obtained through this direction.   • This paper proposes an improved methodology for estimating traffic accident cost savings in the transport appraisal. Four major problems from the existing framework are identified and their alternatives are suggested. First, casualties in the established approach are classified by just two types of 'killed' and 'injured'. This study supplies the indices of fatality further details. Namely, road victims are regrouped by 'killed', 'seriously injured', 'slightly injured', and 'accident reports'. Those of railways are similarly sorted by 'killed', 'seriously injured', and 'slightly injured'. Second, damage only accidents are not satisfactorily considered in the current arrangement. The accidents should be considered as one of the accident types and the social cost of them should also be evaluated. Third, the unit cost of accidents is given by the total value. The unit cost is consisted of several elements and each loss would be useful for a policy frame. This study breaks down the total figure into four pieces of costs, namely production loss, medical treatment, property loss, and administrative costs. Finally, there is inconsistency in the audit between roads and railways. Road accidents are analyzed by road types. On the other hand, patronage or others is the classification rule of rail accident costs. This paper suggests a way that the accident costs of two modes can be coherently estimated based on the level of services by each mode. The result of this study is expected to help frame more cautious social overhead capital investment policies.

  • Since the introduction of PSD in 2005, the number of accidents involving passengers falling onto the tracks accidentally or intentionally have drastically decreased, but the number of PSD related passenger accidents is increasing. While existing papers on PSD have been devoted to systemic introduction and system improvement, papers on passenger casuality accidents due to deteriorated PSD have been limited. This paper proposes revising of the scenario model for passenger accidents using classified hazard sources of PSD.

  • The LTE-R system is a system consisting of a packet network that provides all IP-based services. Continuous failures related to the platform safety gate and subsequent safety accidents related to passengers and safety gate workers continue. The secondary damage caused by the failure of the platform safety door and the related human life damage have emerged as a major social issue.. By linking the beacon system to the Long Term Evoluton-Railway (LTE-R) network, an LTE-based railway wireless network currently in operation or being installed, it precisely locates trains and provides standardized fault alerts to train crews. When entering into the station, ultimately we will decelerate the train and reduce the accidents of metropolitabn railroad traffic by securing safe driving.

  • The number of deaths for railway traffic accidents is mainly caused by working close to the track, or when unauthorized passage pass through the track. The safety fences are being used to ensure safety for workers close to the track, and to improve the efficiency of the work, without interfering with the passage of trains. However, a safety fence for railway tracks needs to be examined to see if it will interfere with the passage of trains. The purpose of this study is to analyze the safe distance between train and safety fence developed in Korea. In addition, the lateral load condition of wind pressure by trains is estimated and numerical analysis is carried out according to the installation intervals of railway safety fences. It has been confirmed that the proper spacing between the train and the railway safety fence should be at least 200 mm from the vehicle limit, and that the proper spacing of railway safety fence must be calculated in consideration of the wind pressure by trains.

  • Different to other social infrastructures, bridge elements or bridges can be damaged or collapsed and this may cause death toll and severe social and economical damage, bridges should be managed to maintain a safety level. Diverse strengthening methods is developed to improve a deteriorated bridge performance up to original design level. But rational decision-making process and methodologies to select a optimum strengthening method are absence yet in Korea. This paper therefore derived items and proposed methodologies for quantity estimate considering uncertainty to select a optimum strengthening method among conceptually designed alternatives. And also, to demonstrate the applicability and verification of the proposed approach, it was applied to select the optimum strengthening method for the deteriorated T-shape concrete girder bridge. The model and the procedure can greatly contribute to the uncertainty-oriented alternative selection.
