Service Design for Utilizing Government Information -Focusing on the Case of Gov3.0 Design Group for East North Statistics- (정부 정보의 활용을 위한 서비스디자인 -동북지방통계청의 국민디자인단 사례를 중심으로-)

  • This study is to innovate policy service development by utilizing beneficiary - centered service design to public information and public data and services that citizens can experience. The Gov 3.0 Design Group operated by the Dongbuk Regional Bureau of Statistics in Daegu in 2015, proposed a 'start-up decision support service' for pre-founders, using data mining on the GIS spatial information held by the Statistical Office and real-time settlement information of credit card companies. For this, service design process and methodology were adopted and participation of various stakeholders. This study suggests that national design activity based on service design is effective in transforming public service based on government information disclosure. It is also worthwhile as an approach that can be considered when the government wants to release or open information or public data in useful form to the public.

  • Shedding new light on the research trend on entrepreneurial ecosystems in the 40-year history of the Asia Pacific Journal of Small Business, this study aims at exploring a potential measurement framework of ecological inputs and outputs in an entrepreneurial ecosystem that promotes entrepreneurship at geographical and spatial levels. As a result of the analysis of research on the entrepreneurial ecosystem in the journal, we found that prior studies emphasized the managerial importance of various ecological factors on the premise of possible causalities between the factors and entrepreneurship. However, empirical research to verify the premised causality has been underexplored yet. This literature gap may lead to unbalanced development of conceptual and case studies that identify requirements for successful entrepreneurial ecosystems based on experiential facts, thereby hindering the generalization of the research results for practical implications. In that there is a growing interest in creating and operating productive entrepreneurial ecosystems as an innovation engine that drives national and regional economic growth, it is necessary to explore and develop the measurement framework for ecological factors that can be used in future empirical research. Hereupon, we apply a conceptual model of 'input-output-outcome-impact' to categorize individual environmental factors identified in prior studies. Based on the model. We operationalize ecological input factors as the financial, intellectual, institutional, and social capitals, and ecological output factors as the establishment-based, innovation-based, and performance-based entrepreneurship. Also, we propose several longitudinal databases that future empirical research can use in analyzing the potential causality between the ecological input and output factors. The proposed framework of entrepreneurial ecosystems, which focuses on measuring ecological input and output factors, has a high application value for future research that analyzes the causality.

The Study of Communication and Knowledge Sharing Processes for Start-up Teams Agility under Task Conflict (과업 갈등상황에서 스타트업 팀의 민첩성 향상을 위한 의사소통과 지식공유 프로세스에 관한 연구)

  • Startup teams should be prompt to seize an business opportunity and handle various business problems with which they has not been faced before. This research examines and compares the hypotheses about the processes of communication media usage, knowledge sharing and team agility by the level of task conflict. In order for detailed investigation, each of antecedent was divided into sub-dimensions: communication media usage into synchronous and asynchronous media usage, and knowledge sharing into speed and quantity of knowledge sharing. Team agility, the dependent variable, was proposed as an important success factor of startup teams. The research model describes that the communication media usage affects knowledge sharing and consequently team agility. The differences of media usage and relationships among variables were proposed as the level of task conflict in teams. 230 data points were collected from startup teams under 5 years and statistically processed to test research model and hypotheses. From the total sample analysis, the results indicate that the knowledge sharing speed is positively associated with the quantity, and the knowledge sharing speed and quantity have positive associations with team agility. Both synchronous and asynchronous communication media usage also has significant positive associations with knowledge sharing speed. On the other hand, media usage did not show significant direct association with knowledge sharing quantity. From the group comparisons of task conflict, it was found that the higher task conflict, the higher in media usage, knowledge sharing speed and quantity, and team agility. The process of media usage, knowledge sharing, and team agility were found to be different between the high and low task conflict. From these results, the authors discussed and proposed some implications for startup team leaders.

  • Technology innovation activities are very important for companies to secure technological competitiveness and continue to grow. Korea operates a certification system at the national level to promote corporate innovation activities, and strives to enhance SMEs' global technological competitiveness. Among these, the representative system related to technological innovation is the New Excellent Technology (NET) certification. NET is certified through a strict three-stage screening process, and is operated for the purpose of commercialization of new technology, technology trading, and promotion of early market entry by companies. Acquiring NET certification means that the company has a certain level of technological competitiveness. Therefore, this study attempted to conduct an empirical analysis on which technology innovation activities of companies affect the success of R&D projects and improvement of management performance, centering on NET certification system. To verify this, technology strategy, technology planning, systematic R&D process, internal cooperation, and external cooperation activities were set as major variables. As a result of the empirical analysis, it was confirmed that all variables set in this study individually contributed to the success of the R&D project and improvement of management performance. However, when looking at a comprehensive level that considers all variables, it was analyzed that systematic R&D process management and cooperation activities with external organizations have a statistically significant effect on R&D project success, and technology strategy establishment and technology planning activities, which are the initial stages of R&D, have a statistically significant effect on management performance. This study was conducted on innovation-oriented SMEs that have established and operated corporate R&D centers and are actively conducting R&D activities, and multiple regression analysis was used as an analysis method.

  • A change request in design education is a phenomenon manifested by changes in the value of the industry and market demands. Changes in external requirements and internal values that affect the design industry today are shifting from consumer-centered design to stakeholder-centered design. At the center of these changes, design education should be transformed into an educational mechanism that conforms to the characteristics of each field and design specialization should coincide with the direction of the capitalist market. Design specialization must realize the policy of education in economic value first, and should be changed to a design process that enhances rationality and efficiency from the previous apprenticeship education.

  • In this study, there is a purpose of research to secure competitiveness through the effective utilization of intangible corporate resources of founded enterprises. For this research, we conducted a survey on the way the customers who used the products of the BI center and founders less than 7 years evaluated the founded company. Schmitt's empirical element was examined as a theoretical background, and it was examined whether these empirical factors and attitudes acted as a preprocess in the decision-making process as a repurchase intention. The Result of research is as follows. First, It clearly indicated that customer experience and search experience affected the degree of re-purchase. Second, customer's experience (use experience, search experience, contact experience) were grasped with significant influence on customer's attitude. Third, we discovered that customer's attitude had mediated between customer's experience (use experience, search experience) and re-purchase. This research suggests that if we manage empirical factors well, we can increase the degree of re-purchase and cope appropriately with the limitations of small and medium enterprises.

The Characteristics of commercialization process in government-sponsored information and telecommunication technology: Korean Case (정보통신 국책개발 기술의 상용화과정 특성에 관한 연구)

  • 우리나라에서 수행된 국책연구개발기술과 관련된 기존 연구는 주로 기술개발에 초점이 맞추어진 관계로, 개발기술의 상용화는 연구개발 결과평가요인의 하나로서 다루어졌을 뿐, 그 자체를 효율화하기 위한 체계적인 연구는 없었다고 해도 과언이 아니다. 이러한 결과로 실제 국책연구개발의 기술적인 이전이 부족하고, 여러 분야에로의 2차 확산을 통한 상용화에 대한 성공률이 상대적으로 낮은 수준에 머무르고 있다. 또한 국내에서 출원된 특허를 포함한 산업재산권의 휴면 율이 55%-65% 수준에 이르고 있다. 이와 같이 연구개발기술의 산업계로의 확산이 부족한 관계로 국제적인 기술경쟁력의 제고가 어려우며, 기술발전과 산업발전이 상호 작용하는 선 순환적 구조를 이루지 못하고 있다. 따라서 본고에서는 기술집약형 중소기업 또는 기술벤처기업을 통한 정보통신산업분야의 정부지원 연구개발 기술의 상업화를 촉진하기 위한 효율적 방안의 도출을 위하여, 일차적으로 연구개발 기술의 상용화프로세스 모형을 도출하고, 다음으로 도출된 모형의 단계별 특성에 대한 기술개발자, 기술사용기업, 지원기관간의 중요도 차이를 분석하고자 한다. 이를 위하여 기존의 기술상용화 관련문헌 분석과, 우리나라의 정보통신 분야의 상용화 특성분석을 통하여, 우리나라 기술개발특성에 맞는 6 단계의 상용화프로세스 모형, 즉 1) 연구개발 계획 및 제안서 작성, 2)연구개발의 수행, 3)개발기술의 인큐베이팅과 시작품제작, 4)테스팅, 엔지니어링 및 시험생산, 5) 공장입지 결정 및 대량생산, 6) 시장판매, 마케팅 및 확산 등을 도출하였다. 아울러 동 모형의 단계별 특성을 설문지로 작성하여, 기술사용기업(벤처기업 및 기술집약형 중소기업), 기술개발자(국책연구소, 대학, 및 일반기업), 관련기관(정부, TBI운영기관, 정책 및 지원기관)을 대상으로 설문조사를 하였다. 회수 및 사용된 142개 설문지 분석을 통하여, 일차적으로 정보통신 국책개발기술의 상용화에 관한 변수들의 중요도 순위로 본 중요도 실태를 분석하였으며, 나아가 이들 변수에 대하여 앞에서 제시한 기술사용기업-기술개발자-관련기관 즉 세 집단 간의 차이분석 즉 ANOVA 분석을 하였다. 이러한 분석을 통하여 우리나라 정보통신 국책연구개발기술의 상용화와 관련된 특성을 도출하는 동시에, 이를 촉진하기 위한 인프라조성과 관련한 중요한 특성 및 지원정책 대안을 도출하였다.

Development of Death Valley Venture Business Process (죽음의 계곡 벤처기업 비즈니스 프로세스 개발)

  • Youth unemployment reached a record high in 2017, and business revitalization is emerging as a means of overcoming this situation. The number of venture companies and amounts of new venture investments are increasing year on year, and the government has upgraded Small and Medium Business Administration to the Ministry of SMEs and Startups. However, the success rate of startups is relatively poor. Over the past three years only 39.1% of Korean startups survived and 90% of companies failed in the Valley of Death phase. Survival this phase is critical for early startups, and thus, the amount and timing of investments are critical. Current models for establishing business startups do not effectively attract investments because they lack practical, corporate evaluation variables. In this paper, we develop a mixed process that incorporates the factors and business models focused on by venture capital investors. In addition, we compared our Death Valley Venture (DVV) process with current methods and provide an example of its application.

The Effect of New Product Development Activity on New Product Development Performance (신제품 개발활동이 신제품 개발 성과에 미치는 영향)

  • This study analyzed the effect of NPD(New Product Development) strategy and standardized NPD activity on NPD performance in KODAK companies. As a result of this study, companies with a specific NPD strategy that can lead and integrate NPD programs were 48.5% and companies without NPD strategy were 51.5% among KOSDAQ companies, which showed that companies without NPD programs were relatively higher than companies with NPD programs. According to result of NPD performance, success rate of new product showed 51.2% and success rate of new product revenue showed 44.87%, but respondents who evaluated NPD performance as "very successful" and "successful" were 53% based on the study of 77 various industries by Kuczmarski & Associates in America in 1993, and the companies in this study showed relatively below-average marks to the result of the study examined by USA PDMA in 1995 as compared to 59% of NPD success rate according to the 2nd study of best practice in 1995 by USA PDMA(Product Development & Management Association). As a result of testing the difference between NPD performances depending on whether company has NPD strategy or not, it showed a significant difference in success rate of NPD depending on NPD strategy and had a higher success rate of NPD as company has NPD strategy. Although NPD activity does not provide with documented process, companies which follow clearly recognized procedure until individual business for product development is completed were 39.6%, indicating that KOSDAQ companies still have fewer standardized NPD procedure than USA companies with 76% as compared to the result of 1990 PDMA in America. As a result of ANOVA test, NPD success rate showed the difference depending on the presence of officially documented process. As a result of Scheffe and Bonferroni test as post hoc test, companies with officially documented process, carrying out a series of business in a given section showed a higher NPD success rate by 18.385 at the 5% significance level than companies with individual business procedure without officially documented process. The difference of this research from the previous studies is that the findings of PDMA in America throughout the United States were applied to the domestic KOSDAQ companies. In addition, the existing studies related to NPD in Korea were conducted for some limited industries in the past, but this study was applied to various industries of KOSDAQ companies. The implications of this study suggest that it is necessary for KOSDAQ Industry Association or other related governmental departments to educate and guide the standardized process about NPD for increasing survival rate and reinforcing competitiveness of the companies.

  • To promote the commercialization of high technology based start-up company, it is essential to activate technology trading for the Innovative Small & Medium companies which eager to acquire technology competitiveness through technology trading and facilitate financial system which provide Small & Medium companies with technology commercialization money. This study focus on enhancing credibility of technology valuation solutions through the improvement of the existing technology valuation solutions. The existing technology valuation solutions in practice have deficiency in reasonable valuation because of subjective technology factor's calculation. And the commercialization risk of high technology based start-up companies cannot be fully reflected in the existing valuation solutions. The high risk of technology commercialization acts as a hurdle in the facilitation of providing money for the start-up companies. The improved new model will have more acceptable objectivity and reasonably reflect the commercialization risk of start-up companies. The new model has two distinctive features compared to existing solutions. The new model newly adopts commercialization success factor which reflects the risk of high technology based start-up company. And the new model excludes technology factor which is controversial among interested parties. The exclusion of technology factor will improve the objectivity of technology valuation and the adoption of commercialization success factor will solicit investor and capitalist who concern the high risk of technology based start-up companies. In conclusion, the improved new model is expected to activate technology trading and facilitate the money market through which high technology based start-up companies raise commercialization money.
