  • 최근 들어 인쇄체 문자 인식 기술의 발전에 힘입어 필기체 한글 인식에 관한 연구가 활발히 진행되고 있다. 인쇄체 문자와는 달리 자연스럽게 필기된 한글 글씨는 동일한 문자라 하더라도 같은 모양을 가지고 있다고 단정하는 것이 불가능할 정도로 필기자의 필기 유형에 따른 다양한 변형을 내포하고 있다. 따라서 효과적인 한글 글씨 인식기를 개발하기 위해서는 다양한 변형을 포함하는 대용량의 한글 글씨 영상 데이터베이스가 필수적이다. 본 논문에서는 시스템공학연구소 주관 국어 정보 베이스 개발 사업의 일환으로 고려대학교에서 구축 중인 오프라인 한글 글씨 영상 데이터베이스, KU-1에 대해 간략히 소개하고자 한다. 본 데이터베이스는 KS C 완성형 한글 사용 빈도순 상위 1,500자에 대하여 다양한 계층, 직업, 연령, 지역 분포를 고려한 1,000명 이상의 필기자가 정서체와 본인의 평소 자유 필체로 필기한 1,000벌의 명도 한글 글씨 영상으로 구성되어 있다.

Medical Practice and the Fundamental Rights: Approaching by Constitutional Interpretation (의료행위와 기본권: 헌법 해석적 접근)

  • Promulgation of the medical practice rule without specific definition in Medical Law has brought about many constitutional issues. The major issue is that the law has the government punish unlicensed medical practice without defining what it is. Instead, the law chooses a license-centered structure of criminal punishment for medical malpractice, saying "no one can practice medicine without the government-approved license." This regulation violates the rule of "void for vagueness" based on the principle of "nulla poena nullum crimen sine lege." Judicial interpretation should be required for a citizen to understand the Medical Law provision intuitively. In addition, the law infringes upon the freedom of occupation of the unlicensed and the licensed who wish to extend his or her practice area for "holistic medicine." The central issue of the law is that it was established under no ground of professionalism even though medical practice has been understood professional. The government has centrally controlled the medical field for its needs. Lastly, the current law violates the right of medical selection of the consumers of medicine. Because patients have the right of health and life, they have to hold the latitude of selection for medical treatments. Especially, they should have an opportunity for considering the Complementary and Alternative Medicine if they want. But under the current rules, this medicine is not permitted. To correct those problems, a new provision for the definition of medical practice should be adopted at once.

The Effects of Social Class on the Leisure Activities in Korea: based on types and satisfaction of leisure activities (사회계층 변수에 따른 여가 격차 : 여가 유형과 여가 및 삶의 만족도를 중심으로)

  • This study investigates the patterns of leisure in Korea and the effects of social class on the objective and subjective dimension of leisure activities and life satisfaction. A data set of 1376 Korean men and women over 18 years old is analyzed to yield five main results. First, Korean prefers domestic entertainment to outdoor activities as is exemplified by domestic audio-visual entertainment(TV/DVD/VCR) which ranks the highest in the favored leisure activity. Leisure activities are divided into four types; "activity-based", "relationship-based", "alcohol-based", "relaxation". Second, the function of leisure activity is to strengthen relationships. The main purpose of leisure activity is to relax and revitalize, while creating prospective social network ranks next to relax. But the effect of leisure time is often compromised by recurring thoughts related to work. Third, respondents with high educational and economic backgrounds are more likely to engage in "relationship-based," "activity-based", "alcohol-based" leisure type. However, such factors do not influence on "relaxation" type of leisure. While students and housewives rank highest in number of respondents, respondents with managerial/professional or white-collar/semi-professional occupations enjoy more diverse activities. Fourth, the effort to discern the significance of social class with respect to the leisure-activity-index revealed followings; the index scores elevate with higher education, younger age and higher income. Fifth, leisure-activity-index is the most important variable predicting leisure satisfaction. Leisure satisfaction is influenced by gender, age, income and occupation. The younger the age and higher the income, the higher it is the leisure satisfaction. Men are more satisfied with leisure activities than women. Students experience the highest satisfaction with leisure activities while service/sales workers, industrial/technical/blue-collar workers shows the least satisfaction. Also, the number of family members decreases significantly the leisure satisfaction. While "activity-based" leisure induces the highest satisfaction, "alcohol-based" leisure produces the least satisfaction. The frequency and diversity of leisure activities, and "activity-based" leisure incur the most positive effects on the life satisfaction.

  • The purpose of this study is to investigate the improvement of career self-efficacy of middle school students through the fashion career educational program designed for Free-semester. For the purpose of this study, three middle schools were implemented and their effects were verified. First, the fashion career educational program was designed based on subordinate elements of career education: job information searching, self-understanding and exploration, career-planning, and problem-solving. The results of this study were as follows: First, the fashion career education program has positive effects on the improvement of career self-efficacy of middle school students. The positive experiences of accomplishment through task solving, the role experience of successful role model, the return of successful experience, and the positive interactions of teachers and friends that can be done in the future have brought positive changes to career self-efficacy. Second, this program has positive effects on the career self-efficacy sub-factors, which are career exploration efficacy, career decision making efficacy, and career-performing efficacy. As a result of practicing and exploring activities related to fashion, It seems to be due to the self - confidence of planning and preparing their own career through their self-understanding and exploration, collecting information of job, problem solving, career planning, etc.

Eine verfassungsrechtliche Rechtfertigungspr$\ddot{u}$fung von der Preisbekanntmachung der Individuellen Gesundheitsleistung (비급여진료비용 공개에 관한 헌법적 정당성 고찰)

  • Obwohl die Preisbekanntmachung der individuellen Gesundheitsleistung(PiG), die im Jahr 2010 im Arztrecht neu eingef$\ddot{u}$hrt wird, zum Management der Gesundheitskosten sehr n$\ddot{u}$tzig werden soll, muss eine verfassungsrechtliche Rechtfertigungspr$\ddot{u}$fung von PiG zun$\ddot{a}$chst durchgef$\ddot{u}$hrt werden. Angesichts der staatlichen Regulierung und Lenkung auf die Wirtschaft des Art. 119 Abs. 2 KV besitzt die PiG zun$\ddot{a}$chst eine Verfassungsrechtfertigung. Nach der st$\ddot{a}$ndigen Rechtsprechung des koreanischen Verfassungsgerichts folgt das Selbstbestimmungsrecht der Verbraucher aus der Menschenw$\ddot{u}$rde von Art. 10 Abs. 1 Koreanische Verfassung(KV) und dem Recht auf Gl$\ddot{u}$ck von Art. 10 Abs. 2 KV. Demnach k$\ddot{o}$nnen Konsumenten den Einkauf der G$\ddot{u}$ter und Service, die Partei des Vertrags, Gesch$\ddot{a}$ftsbedingungen, usw. frei entscheiden. Indem der Preis der individuellen Gesundheitsleistung mithin bekanntgemacht wird, werden das Selbstbestimmungsrecht der Verbraucher sowie das Recht der Konsumenten sicherlich gew$\ddot{a}$hrleistet. Dar$\ddot{u}$ber hinaus steht die PiG im Einklang mit dem Recht auf Information, aber auch z$\ddot{a}$hlt sie nicht zu den Informationen der Nichtbekanntmachung vom Gesetz $\ddot{u}$ber die Bekanntmachung der Information(GBI). Nach der staatlichen Gesundheitspflicht des Art. 36 Abs. 3 KV kann die PiG eine Verfassungslegitim$\ddot{a}$t besitzen. Im Hinblick auf die Berufsfreiheit kann die PiG einen Eingriff in den Gesch$\ddot{a}$ftsaktivit$\ddot{a}$ten der Unternehmen bedeuten. Trotzdem ist die PiG als eine verfassungsrechtliche Legitimit$\ddot{a}$t zu qualifizieren. In der Konsequenz kann die PiG, die auf dem Selbstbestimmungsrecht, dem Recht auf Information, dem Gesundheitsrecht, der Regulierung und Lenkung auf die Wirtschaft von Art. 119 Abs. 2 KV, und dem Recht der Verbraucher beruht, als eine verfassungm${\ddot{a}}{\ss}$ige Politik gesch$\ddot{a}$tzt werden.

Development of Curriculum Framework for Entrepreneurship of Youth (청소년 기업가정신 교육과정 틀(Framework) 개발)

  • The purpose of this study was to develop curriculum framework for entrepreneurship development for adolescents. In order to achieve this goal, we studied and developed entrepreneurship semantics, entrepreneurship education, entrepreneurship education, entrepreneurship education contents. This study was developed through Delphi survey. The results of this study were as follows. First, the meaning of entrepreneurship is Innovative mind-set to create true value by experience into life in order to pursue 'self full-filling life' as the organizer of life. Second, the nature of entrepreneurship education for youth is that entrepreneurship education aims to find and solve new problems through self-management to young people who will lead the future, and to create dynamic challenges and creative changes to create innovative values. Leadership skills, challenging spirit, and ability to solve practical problems'. Third, we developed a general goal for youth and elementary, middle and high school goal for entrepreneurship education. Fourth, as a domain of entrepreneurship education, we have developed 'core discovery', 'entrepreneurial skills', 'becoming an entrepreneur' and developed key themes. Based on the results of this study, we developed a systematic entrepreneurship education linkage and educational condition creation for young people outside schools; entrepreneurship program application and educational condition development according to the operation of the free-learning semester system; the strengthening of business start-up support for youth in late adolescence, the establishment of measures to utilize related institutions in local communities and others.

An Analysis on Predictors of Move Intention to Silver Town in Jeju Island (실버타운 입주의도 예측요인에 대한 분석)

  • The purpose of this study was to examine predictors of move intention to silver town in Jeju Island. Participants were 449 middle age and elderly who live in Seoul, Gyungido, Inchun Metropolitan and Jeju island. Participants were completed a questionnaire and/or structured interview that included measures of socioeconomic variables, motivation to move, determinants of move selection, conditions of location, and preparation for old age. Results of descriptive analysis revealed that cognition level of sliver industry and silver town was relatively high and medical service was the best necessary field, followed by field of leisure activity, house, life and finance. Logistic regression analyses on the effects of socioeconomic variables on move intention indicated that region, occupation and house ownership had significant effects on move intention to silver town. Result of motivational effect on move intention revealed that solution of offspring's burden was the most important factor, followed by convenient life of the aged, enjoyment of freedom for the elderly life. Result on the influence of determinants of move selection indicated that medical service facilities, resort facilities and leisure, cultural service facilities had significant effect on move intention. Among conditions of location for Jeju island, mild climate, comfort environment and low-price were significant predictors on move intention. Overall, result on relative influence of individual factors indicated that low price factor was the most important predictor, followed by resort facilities, cognition on necessity of silver town, enjoyment of freedom for the elderly life, leisure cultural service facilities, and medical service facilities.

Biological Hazard of Electromagnetic Field Exposure: A Review (전자기파의 생체 위해성에 관한 소고)

  • The safety of human exposure to an ever-increasing number and diversity of electromagnetic field (EMF) sources both at work and at home has clearly become a public health issue. To date many $in$ $vivo$ and $in$ $vitro$ studies revealed that EMF exposure can alter cellular metabolism, endocrine function, immune activity, reproductive function, and fetal development in animal system. The major parameters found to be altered in cells or individuals following EMF exposure include an increase of free radicals, DNA damage, cancer risk, developmental defect, and reproductive dysfunctions. Epidemiological studies reported EMF can increase life-threatening illnesses such as leukemia, brain cancer, amyotrophic lateral sclerosis, clinical depression, suicide, and Alzheimer's disease has been identified. These effects of EMF exposure differ according to duration of exposure, frequency of waves, and strength (energy) of EMF. In the present review, we briefly introduced the physical properties of EMF and summarized the effect of EMF on human and wildlife animals according to types of EMF, duration of exposure at cellular and organism levels.

The TV Audience's Traits, Media Usage and the Adoption of the Satellite DMB : Focus on the Understanding and Evaluation of the Local TV Audience (시청자 특성, 미디어 이용과 위성 DMB의 수용 : 지역 시청자의 인식과 평가를 중심으로)

  • This study considered the factor of the adoption of the satellite DMB. This study focus on the TV audience's demographic traits and media usage. The results are follows : 1) the elder-aged group, high-educated group and car driver group have high intention to be subscriber for the satellite DMB service. 2) the white collar group and the middle income group have high intention to be subscriber for the satellite DMB service. 3) the many media use group and the many function use of mobile phone group have high intention to be subscriber for the satellite DMB service. 4) the local TV audience like the entertainment genre in video and audio service and the information genre in data service 5) the local TV audience don't mind of the re-transmission territorial broadcasting by the satellite DMB service.

  • Customizing system is acting a main role for the character production system of MMORPG. However, since using the high degree of freedom in MMORPG, these characters are too individual and lack of awareness. We can describe each character's emotional characteristics and understand the correlation of characters more easily by adjusting design factors capable of cognitive decision to characters. Game character developer should consider seeking efficient character design process that is suitable to MMORPG game environment and users for proper character recognition and promoting character preferences. In addition, this research being extended on the article vol.13, no.3, "A Study on Cognitive and Preference of Games' Character" on Korean Society of Basic Design in June 2012 issue and this study is expected to have effectives as one method for the purpose of this research is to inquire and present what type of relation lies between recognition and preference of game characters of MMORPG.
