This study was to investigate the usefulness of the measures of the Korean Public Library Operation Assessment. The analyzed data were collected through a fulfillment degree of the evaluation indicators and the opinions of librarians for public libraries evaluation indicators. Same time, the comparative analysis of public library statistical indicators and evaluation indicators was performed. Based on the results of the analysis, I was selected assessment items that need to delete and modify. The improvements proposed in this study will provide a direction for the improvement of the Korean Public Library Operation Assessment. And may be applied to improve the process of the public library evaluation.

With the introduction of new teacher evaluation system, teacher librarians' evaluation indicators and questions were presented for the first time. The purpose of this study is to review the validity of current indicators and questions and to develop new one, based on it. The result is as follows : Current indicators mainly focus on the management of school library facility and collection, not on teacher librarians' educational activities and have the low validity to evaluate the expertise of teacher librarians. As a result, this study will suggest new evaluation indicators and questions to evaluate their expertise appropriately.

메가가뭄으로 인한 적응전략 수립은 국민의 물 안보 및 수자원 재해에 대한 안전 증대에 매우 중요한 핵심기술임에도 불구하고 메가가뭄의 정량적인 평가지표는 개발 중인 상황이다. 본 연구에서는 국내/외 메가가뭄 분석 및 영향평가 관련 선행연구사례를 분석하여 메가가뭄 확산 단계별 평가지표를 도출하고자 하였다. 메가가뭄을 평가하기 위해 선행연구에서는 이상 강수량과 이상기온을 함께 고려하는 방법을 지속적으로 제안해 왔다. 이상 강수량은 기상학적 가뭄과 토양수분의 저하, 수문학적 가뭄, 사회경제적 영향에 이르기까지 가뭄을 평가할 수 있는 지표로써 활용할 수 있으며, 이상 기온은 폭염 등 기온 상승으로 인한 증발산량의 증가로 토양수분 저하와 저수량 감소 등의 영향을 평가할 수 있는 지표이다. 본 연구에서는 메가가뭄의 확산을 4단계로 구분하고 확산단계별 평가지표를 개발하였다. 또한 가뭄유형을 기상, 농업, 수문, 사회경제적 가뭄으로 구분하여 메가가뭄의 발생 단계와 그에 따른 가뭄의 확산 분야별 영향 분석을 수행하도록 제시하였다. 가뭄단계는 메가가뭄의 징후기, 진입기, 확산기, 지속적인 메가가뭄으로 인한 국가적 위기 4단계로 구분하였다. 메가가뭄은 1년 주기의 분석이 아닌 Carry over되는 연속적인 사상임에 따라 본 연구에서는 메가가뭄의 단계를 각각 2년, 3년, 4년 연속적으로 지속하였을 때로 구분하였으며, 이에 따른 기상, 농업, 수문, 사회경제적 평가지표를 제시하였다. 기상학적 메가가뭄 평가지표는 누적강수량을 이용한 강수량 부족으로 인한 가뭄, 이상기온(폭염)으로 인한 폭염으로 구분하였다. 농업적 메가가뭄 평가지표는 농업용수를 공급하는 농업용 저수지와 밭작물 생육에 영향을 미치는 토양수분에 관련한 평가항목을 이용하였으며, 수문학적 메가가뭄 평가지표는 다목적댐의 저수율과 하천 갈수량을 이용한 하천건천화 지수를 이용한 평가지표를 제시하였다. 사회경제적 메가가뭄 평가지표는 국민이 실제로 체감할 수 있는 지표로써 농작물 가격과 생·공용수의 제한급수 발생 현황을 이용한 평가가 가능하도록 제시하였다.

The purpose of this study is to develop the evaluation indicators of school libraries in Korea. To do this, the indicators were extracted from an analysis of seven foregoing studies. The draft of evaluation indicators was made after reviewing the validity of each indicator according to the criteria: quantifiability, objectivity and possibility of obtaining evaluation materials. The feasibility of the standards and measures used by the Committee on Library and Information Policy was examined to improve the validity of new indicators. To decide the distribution of marks for evaluations, the opinions of teacher librarians and professionals on the importance of indicators was surveyed, the evaluation indicators used by the Committee on Library and Information Policy were analyzed, and an intensive review was done by professionals. A draft of an evaluation index with thirty indicators in six categories is proposed.

본 연구는 재난대응훈련시 훈련의 결과를 객관적으로 평가할 수 있는 지표를 개발하는 것이 목적이다. '재난대응 안전한국훈련'은 전 국민이 참여하는 훈련으로 재난대응 행동요령 숙지는 물론, 안전문화 확산에 기여토록 추진하고 범국가적 재난대응체제 확립을 위한 발생가능한 모든 재난유형을 대비한 국가종합훈련이다. 재난대응훈련 평가지표 개발에는 재난대응 안전한국훈련의 평가분야별 평가지표 분석 및 적용, 최종점수 100점 만점을 기준으로 평가결과 3등급(A, B, C) 부여, 중앙평가위원회에서 기관별 평가결과 및 협력도를 종합적으로 검토, 우수기관 선정 및 포상 추진, 미흡기관(C등급 하위 10%) 역량교육 및 재훈련, 기관별 미적용 평가지표는 해당 배점을 제외하는 것 등으로 지표 개발을 고려한다. 재난대응훈련 평가지표 개선을 위하여 개발된 표준훈련절차와 평가지표를 바탕으로 테스트베드를 통한 문제점을 도출한 후 운용 및 적용성을 보완하여 시스템 운영을 하도록 한다.

The purpose of this study is to develop evaluation indicators for academic libraries in Korea. The evaluation model developed in this research consists of three elements:(1) Confirmation of evaluation methods, procedures and criteria,(2) Development of qualitative and quantitative evaluation indicators, and(3) Assessment of the applicability and feasibility of those indicators. Evaluation indicators were developed to measure a basic state, a common use of library resources, specialized services, and user satisfaction for academic libraries. To test the feasibility and applicability of those evaluation indicators, a pilot assessment of academic libraries was conducted in 2010.

Evaluation indicators reflecting recent digital environments are needed as a tool to increase research library's competitiveness and productivity. Especially, research libraries have different subject backgrounds and there are many one-person libraries. In this study, we developed new evaluation indicators based on the draft indicators made in 2007 considering these environmental elements so that it may be used easily and applicable to various research libraries. In developing the new indicators, we reviewed other library type's indicators and listened carefully to the comments from expert librarians in the research libraries through several meetings. After developing the indicators, we made a survey in order to verify its validity as well as its effectiveness and also made a test evaluation for research libraries. The proposed indicators will contribute in evaluating the current level of Korean research libraries and promoting them to the future-oriented libraries.

기관평가제도는 경영관리과정의 최종단계로 평가결과에 의한 인센티브 부여와 피드백과정을 갖는 경영관리의 중심분야 임에도 불구하고 아직까지 정부출연연구기관의 기관평가제도에 대한 유효성 평가에 대한 실증연구가 없는 실정이다. 본 연구에서의 기관평가제도의 유효성에 대한 평가는 기관평가지표가 기관성과를 평가하기에 적절하게 구성되었는지의 여부와 연구기관의 의견이 반영되었는지 여부로 검증하였다. 본 연구의 목적을 달성하기 위하여 다음과 같은 세부적인 방법론을 사용하였다. 첫째, 연구기관의 특성분석과 선행연구를 통하여 연구기관의 BSC 모형을 도출하였다. 둘째, 출연 연구기관의 특성을 고려하여 관점을 도출한 후 전문가를 통한 델파이법(Delphi Method)으로 관점을 확정하였다. 셋째, 기존 평가제도에서 평가지표의 가중치(weight)를 분석하여 관점별로 분류한 후 BSC 형태로 재조정하여 기존 평가제도의 유효성을 분석하였다. 넷째, 피평가자의 설문조사를 통하여 피평가기관의 의견이 반영된 평가지표의 유효성을 분석하였다. 기존 평가제도의 평가지표와 연구기관의 의견이 반영된 평가지표가 BSC 모형에서 적절하게 구성되었는지 분석하기 위하여 연구기관의 BSC 관점간의 가중치가 기존 평가제도와 연구기관의 의견이 반영된 평가지표에 반영되었는지 검증하였다. 연구결과 기초 ${\cdot}$ 원천 연구에 주력하는 기초기술연구회, 산업화 ${\cdot}$ 상업화 연구에 주력하는 산업기술연구회, 공공성 ${\cdot}$ 대형연구에 주력하는 공공기술연구회간에는 미션과 특성이 다르기 때문에 검증결과 관점간의 가중치가 다르게 나타났다. 따라서, 현행 기관평가제도는 연구기관의 특성과 미션을 고려한 유효한 평가제도로 볼 수 있겠다. 연구기관의 의견이 반영되었는지 여부는 기존 평가제도와 연구기관의 의견이 반영된 평가제도를 대상으로 관점간 가중치의 우선순위로 검증하였다. 연구결과 관점간 가중치의 우선순위가 동일할 경우 현행 평가제도는 연구기관의 의견이 반영되었다고 볼 수 있으나, 검증결과 관점간 가중치가 다르게 나타났다. 또한, 추가적인 분석에서 연구회별 관점의 가중치와 소속 연구기관별 관점의 가중치를 분석한 결과 일부 연구기관에서는 연구회의 가중치와달리 나타났다. 따라서, 현행 기관평가제도는 일부 연구기관의 특성이 충분히 반영되지 않아서 유효한 평가제도로 볼 수 없다고 하겠다. 본 연구의 결과에 따라 출연연구기관의 기관평가지표에 대한 각 지표별 가중치와 지표 문항 개선시 유용한 자료로 활용되리라 본다.

신뢰성 있는 프로젝트 가치평가를 위해서는 프로젝트 투자에 의해 발생하는 효과들을 정확하게 파악하고, 이를 계량적이고 객관적으로 측정할 수 있는 평가방법론을 개발하는 것이 매우 중요하다. 전통적으로 제조시스템에서의 프로젝트 가치평가는 재무적 방식에 의한 평가에 기초해 왔다. 그러나 제조시스템에서의 프로젝트 가치평가는 재무적 방식에 의한 평가에 기초해 왔다. 그러나 제조시스템에서 품질, 재고, 리드타임 등 비재무적 성과지표를 화폐가치로 정량화하는 것은 매우 어렵다. 따라서 최근에는 재무적 성과지표와 비재무적 성과지표를 모두 고려하는 성과지표 중심의 프로젝트 평가방법의 개발이 보편화되고 있으며, 전통적인 프로젝트 평가에서는 고려하지 않았던 불확실성을 확률분포로 고려하는 평가방법의 개발이 요구되고 있다. 그러나 현재까지 성과지표 간의 상호관계를 고려하여 프로젝트 투자에 의한 개별 성과지표의 개선을 정량적으로 평가하는 방법론에 관한 기존연구는 거의 없다. 본 논문은 제조시스템에서의 성과지표를 중심으로 공리적 설계에서의 정보공리의 정보량 개념을 이용한 프로젝트 평가방법론에 대해 제안한다. 본 논문에서는 개별 성과지표의 정보량 계산을 위한 수학적 모델링에 대해 고찰하고, 해석적 분석의 어려움을 해결하기 위해 몬테카를로 시뮬레이션의 적용에 대해 서술한다.

This research examines whether the evaluation index used Dream Start services operation evaluation has 'reliability in evaluation field and area' and 'whether there is discrimination according to evaluation index'. To do this, we conducted an empirical analysis based on the evaluation data of 126 municipal and provincial governments that received the 2018 Dream Start services operation evaluation. First, as a result of examining whether there is trust in each evaluation area, it was found that the reliability of the basic construction, integrated case management, and service operation field is higher than .6 and the lower evaluation indexes are the same Standards were met. However, the field of resource exploit and connectivity was not so reliable as the concept of sub-domains. Second, 'Are there discriminatory power according to the evaluation indexes?' The results showed that 18 of the 28 indicators were highly discriminative. On the other hand, 10 indicators showed low discrimination power.
