Analysis of Characteristics of Vertical Response Spectrum of Ground Motions from Domestic Earthquakes (국내 관측자료를 이용한 수직 응답스펙트럼 특성 분석)

  • The vertical response spectra using the observed ground motions from the recent more than 30 macro earthquakes were analysed and then were compared both to the seismic design response spectra (Reg Guide 1.60), applied to the domestic nuclear power plants, and to the Korean Standard Design Response Spectrum for general structures and buildings (1997). 176 vertical ground motions, without considering soil types, were used for normalization with respect to the peak acceleration value of each ground motion. The results showed that response spectrum had strong dependency on epicentral distance. The results also showed that the vertical response spectra revealed much higher values for frequency bands above 5~7 Hz than Reg. Guide (1.60). The results were also compared to the Korean Standard Response Spectrum for the 3 different soil types and showed that the vertical response spectra revealed much higher values for the frequency bands below 0.2 second (5 Hz) than the Korean Standard Response Spectrum (SD soil condition). These frequency-dependent spectral values could be related to the characteristics of the domestic crustal attenuation and the effect of each site amplification. However, through the qualitative improvements and quantitative enhancement of the observed ground motions, the conservation of vertical seismic design response spectrum should be considered more significantly for the frequency bands above 5 Hz.

Comparison of Perception Differences About Nuclear Energy in 4 East Asian Country Students: Aiming at $10^{th}$ Grade Students who Participated in Scientific Camps, from Four East Asian Countries: Korea, Japan, Taiwan, and Singapore (동아시아 4개국 학생들의 핵에너지에 대한 인식 비교: 과학캠프에 참가한 한국, 일본, 대만, 싱가포르 10학년 학생들을 대상으로)

  • This study was done at a scientific camp sponsored by Nara Women's University Secondary School, Japan. In this school, $10^{th}$ grade students from 4 East Asian countries: Korea, Japan, Taiwan, and Singapore, participated. We made a research on students' perceptions about nuclear energy. Sample populations include 77 students in total, with 12 Korean, 46 Japanese, 9 Taiwanese and 10 Singaporean students. Overall perceptions comparison about nuclear energy shows average values from the order of highest Korea, Taiwan, Singapore, and to lowest, Japan. We implemented a T-test to identify perception differences about nuclear energy, with one group that include 3 countries (Korea, Taiwan and Singapore) and another group that includes all the Japanese students. T-test results of perceptions about nuclear energy shows students from the 3 countries of Korea, Taiwan and Singapore having higher average than Japanese students. (p<.05). Korean average scores regarding overall perceptions about nuclear energy show as the highest in all 4 East Asian countries and also highest in all subcategories. On the contrary in Japan, they have lower and negative perceptions of nuclear energy. In spite of these facts, perceptions of Japanese students about nuclear energy seem lowest and negative mainly because of the recent Fukushima nuclear power plant disaster, caused by the tsunami and its subsequent damages and fears of radiation leaks, etc. This shows that negative information about future disasters and its resulting damages like the Chernobyl nuclear accident could influence more on people's risk perception than general information like nuclear energy-related technologies or the news that the plant is operating normally, etc. Even if the possibility of this kind of accident is very low, just one accident could bring abnormal risks to technology itself. This strong signal makes negative image and strengthens its perceptions to the people. This could bring a stigma about nuclear energy. This study shows that Government's policy about the highest priority for nuclear energy safety is most important. As long as such perception and decision are fixed, we found that it might not be easy to get changed again because they were already fortified and maintained.

  • Our country is defenseless against the aging population in society that is suddenly and rapidly increasing. This is expressed as the aging shock and aged society earthquake, warning us of the crisis in the future society. Senior citizens of Korea are a group that does not receive proper education due to various social factors, and it is a group that requires lifelong education more than any other group, and therefore, senior citizens have become a priority target for lifelong education. Thus, the need for lifelong education for seniors can be said to be in establishing a new senior citizen image so that they may live a fuller retirement by improving their abilities to appropriately adapt to the rapidly changing modern society due to the digital times. Furthermore, with the enhanced cultural level and personal desire for a fuller life in the modern society, the necessity for leisure activities has been emphasized. Instead of simply relieving stress through leisure activities, it aims at being provided with educational opportunities through leisure activities. Therefore, senior leisure activity education should be an important method for establishing the senior citizen identity of a self-oriented senior, productive senior, volunteering senior, informed senior, and a well-rounded senior, which are all the image of senior citizens in the 21st century. In addition, a specialized leisure activity program that systematically provides education for leisure activities should be performed from the perspective of lifelong education. Hence, the significance of senior citizen leisure activities as lifelong education is in improving health, enhancing sociability and realizing one's self, while improving the quality of life for senior citizens. It will be greatly meaningful for establishing the new senior citizen image in which they independently live their own lives, while not being dependent on others, as required in the 21st century.

Characteristics on Volcanoes Monitoring and Disaster System of Japan (일본의 화산감시 및 분화대응 특성)

  • 작년 아이슬란드에서의 화산폭발로 발생된 화산재가 대기 중으로 이동하면서 유럽 공항 곳곳의 항공기 수천 편이 운항 중지되기도 하였다. 한반도내의 백두산은 약 1000전(서기 946년~947년 경) 대규모로 분화하였고, 서기 1903년, 소규모 분화한 후, 앞으로 수년~수십 년 사이에 폭발적인 분화를 재개할 가능성이 제기되고 있으며, 백두산 분화 시, 아이슬란드 화산폭발 때보다 훨씬 심각한 피해가 예상되고 있다. 따라서 백두산 화산에 대한 현지 자료의 수집과 꾸준한 모니터링(감시, 관측) 자료의 분석과 재해 예상 범위 및 대응 방안의 모색이 필요한 시점이다. 본 연구에서는 지리적으로 가까이 있으며 108개 활화산의 화산재해 방재에 관하여 꾸준히 활동하고 있는 일본에서의 화산감시 및 분화대응 시스템을 파악하고, 우리나라의 화산재해대책을 수립하기위한 시사점들을 고찰하였다. 화산의 평균적인 분화 간격은 풍수해나 지진 등 다른 재해에 비해 길기 때문에 일본 기상청에서는 과거1만년 이내에 분화한 증거가 있는 화산이 활화산으로서 인정되고 있다. 백두산은 약 1000년 전에 분화한 뒤 최근 분화의 전조현상을 보이고 있으며, 중국과 북한에 인접하여 있으므로 우리나라에 직접적인 피해는 예상되지 않으나, 우리나라에 일본과 같은 활화산이 존재하지 않기 때문에 생소하였던 화산재해란 어떠한 것이며, 향후 잠재적인 분화 가능성을 가지고 있는 백두산폭발로 인한 재해의 종류를 미리 예상하고 준비할 필요가 있다. 일본의 경우 계속적인 감시와 관측을 통한 분화예보, 경보를 발령하고 분화 시 즉각적인 방재정보를 전달, 지역주민들이 빠르게 인지, 주의하도록 화산재해 대책 시스템이 갖추어져 있다. 우리나라는 아직 중국과 북한에 인접한 백두산에 대한 관측 자료가 거의 없고, 연구를 위한 접근 또한 쉽지 않은 상황이다. 분화로 인한 직접적인 영향권에서는 벗어난다할지라도 계절적인 기상장의 영향 및 아직 예측 불가능한 백두산의 잠재적인 폭발규모에 따라 간접적인 영향을 받을 경우에 대비하여야 할 필요성이 있다고 사료된다. 또한 우리나라의 화산재해 방재력을 향상시키기 위하여 백두산 폭발로 인한 재해위험범위를 가시화하고, 분화 시에 대한 구체적인 가상시나리오를 작성하여, 화산재 및 대기오염물질의 확산시뮬레이션, 기후변화에 끼치는 영향 등을 포함하는 화산재해대책을 미리 세워 피해를 저감시킬 수 있는 방재대책을 수립해야 할 것이다.

The language world of dystopia : focusing on the "Fuji-no-shima" and "Gentoshi" of Yoko Tawada. (디스토피아의 언어세계 - 다와다 요코의 「불사의 섬」과 「헌등사」를 중심으로 -)

  • Representing the future of language is a very difficult but important issue, because it signifies a world of language different from the present; at the same time it secures the identity of the present language between the future changed language and the present one. This paper examines the linguistic world of dystopia, focusing on the "Fuji-no-shima" and "Gentoshi" of Yoko Tawada. First of all, "Fuji-no-shima" shows that, for Yoko Tawada, who was crossing the border between German and Japanese as a bilingual writer, the accidental Fukushima nuclear power generation in 2011 was accepted as the destruction of verbal order between signifiant and $signifi{\acute{e}}$, due to physical changes caused by radiation leaks. "Gentoshi" tells that human ties can be maintained through language activities that can capture multiple meanings, even in a world where traditional language order is destroyed through a policy of seclusion. From the above discussion, the novel Distopia, can actually be called Utopia as long as humans rely on the power of various languages to sustain it.

  • In recent years, lots of damages appear frequently due to cyber terrorism and natural disasters such as typhoon 'Chaba', earthquake at Kyeongju. The damages lead to people's anxiety and public institutions connected directly with them also can't be free from the threat situation. In addition, public institutions must prepare business continuity issues with the highest priority in the event of disasters because they are closest with people's safety. However, preceding researches suggest needs of disaster mitigation activities management system or central office oriented top-down BCP establishing system. In this study, We grasp the current status of public institutions's business continuity plan(BCP) against disaster and we propose an efficient bottom-up method for structuring the BCP of public institutions.

Marine Terrace of the Jinha-Ilgwang Area, Southeast Korea (진하-일광 지역의 해안 단구)

  • The southeasternmost coastal area of the Korean peninsula has been regarded as a seismologically stable area as neither Quaternary faults nor earthquake activity has been reported. To clarify whether the active tectonic movement has occurred or not, a digital marine terrace mapping and fracture mapping have been done in the coastal area. Bed rocks are composed of the Cretaceous volcanic and sedimentary rocks and the Paleogene granite. Wave-cut platform in the area is smaller and narrower relative to that of the northern coastal area. Most of the platforms in the area have little Quaternary sediment. The platforms except the Holocene terrace (1 st terrace) can be divided into three steps. The lowest platform (2nd terrace) has an altitude of 8-11 m. The broad middle one (3rd terrace) is 17 to 22 m high. The highest terrace (4th terrace) is a narrow and sporadic bench with an altitude of about 44 m high. The lowest terrace is correlated to the 2nd terrace of the northern area, which corresponds to the oxygen isotopic stage 5a. The uplift rate calculated from a graphic method is 0.19 m/ky. This low uplift is typical of an intra-plate, suggesting that the area is tectonically stable. The elevation of the platforms tends slightly lower from the north to the south in the survey area. The decreasing altitude of the platforms towards the south is interpreted to result from a local block tilting during the Latest Pleistocene. This also indicates that the eastern coast of the Korean peninsula has been suffering a subsidence to the south.

  • The importance of disaster management and response is emerging as various disasters such as COVID-19, torrential rains, and fires occur one after another. In addition, in order to respond efficiently throughout disaster response activities, it is necessary to quickly collect disaster site information and quickly check the site situation through photo and video information so that rapid disaster response can be achieved. In this study, essential information required for decision-making was derived by analyzing the essential activities of each disaster response stage, analyzing the crisis management standard manual and related laws for each disaster type, and daily comprehensive report. In addition, a list of information necessary to grasp the situation of the disaster site and grasp the status of real-time damage was derived to establish guidelines for collecting volatile disaster site information, and disaster situation information can be efficiently displayed through a spatial information-based display system. By presenting essential disaster management information to be collected first, the person in charge of collecting information can efficiently collect information, and the situation room in charge of disaster response decision-making is expected to enable more efficient disaster situation management by receiving only the necessary information.

Improvement in Design Load and Seismic Performance Objective for Industrial and Environmental Facilities (산업환경시설의 설계하중과 내진성능목표 개선안)

  • Industrial and environmental facilities, which are national growth engine, must sustain their structural safety and maintain their process to continue production activities under various load conditions including natural hazards. In this study, by improving existing design codes which aim to secure the structural safety only, new structural and seismic design codes are proposed to secure both the structural safety and the operability of facilities. In the proposed structural design code, a variety of loads to reflect the characteristics of industrial and environmental facilities are considered and load combinations for the ultimate strength design and the allowable stress design of structures are suggested. Considering the importance of a unit industrial facility and that of a unit process, the seismic design class, design earthquake, and seismic performance level of a unit component are determined to achieve the dual seismic performance objectives for securing both the structural safety and the operability. Also, the proposed design code are applied to an example of an environmental facility in order to examine its applicability.
