The Korean government has put mamy efforts into the protection of ecological values of coastal and marine ecosystems since the mid 1990s, recognizing ecological values and economic contributions of coastal and marine ecosystems. Rapid increase of coastal and marine protected areas in terms of number and size implies the innovative change of national policy regarding ecosystem protection. As of the end of 2006, the total number and size of the protected areas account for 425 and $10,666.8km^2$ respectively. Despite of this achievement, the current policy regime on the protected areas has not been quite successful dealing with in managerial issues. The ambiguity and the lacking objectivity of designation criteria have, been causes of pending issues such as conflict outbreaks, 'paper parks', duplicated designation, etc. This paper aims at improving current designation criteria based on AHP(Analytic Hierarchy Process). The suggestion of the study covers both the new designation criteria and the weighing factor on each criterion considering different ecological and socio-economic characteristics of 'wetland protected area' and 'marine protected area'.

전파지정기준은 한정된 전파자원을 효율적으로 이용하기 위하여 무선국 허가시 주파수 지정 등에 관한 필요한 사항을 규정하는 것이다. 중요 내용은 국내 무선통신 업무별, 용도별 분배 및 할당한 주파수에 대하여 무선국 개설 허가시 지정(Designation)할 수 있도록 세부용도, 주파수, 전파형식, 공중선전력, 시설자, 사용지역 등의 지정조건에 관한 사항을 정하고 있다 .이에 본 논문에서는 먼저 전파지정에 대한 각국의 현황을 분석하고 국내의 기술기준 규정과의 차이점, 현 규정의 문제점을 분석하여 전파지정 기준의 효율적인 운영에 대한 방법을 제안하고자 한다.

This study was done to develop indicators for cities that can be used in the long term and in a sustainable manner. Activation indicators were developed to improve the resilience in the downtown area of Seo-gu, Incheon. Preliminary indicators were derived from prior studies on similar indicators of resilience for urban regeneration, and an expert opinion survey was conducted to analyze the suitability and importance of the indicators. Activation indicators were established for improving urban resilience in six areas: population stability, social inclusion, industrial diversity, local productivity, environmental sustainability, and social-based convenience. From 60 preliminary indicators, 42 indicators were selected through the expert opinion surveys for securing an economically active population, establishing a living infrastructure, improving the settlement environment, and upgrading industry to reflect the characteristics of the West, including industrial complexes. It was found that diversification is necessary. Further study is still necessary to improve the objectivity of the indicators and calculate a resilience index. The significance of this study is that it looks at quantitative indicators, complements other studies on regional decline diagnosis, and presents realistic alternatives suitable for domestic situations based on the concept of resilience.

There are some problems for the designation criteria of metropolitan railroad project such as the similarity between urban railroad and metropolitan railroad, and the discriminative government subsidy. In this paper, the revised designation criteria is suggested. The ratio of commuter trips over all trips should be over 5% and the radius from the CBD of the central city be below 50km for the range of metropolitan railroad. The journey speed of metropolitan railroad should be over 60km/h. The revised criteria suggested in this paper can prevent the waste of central government subsidy and raise the responsibility of the local government.

국립수의과학검역원은 30일 식육가공품(식육추출가공품)에 대한 HACCP평가기준과 HACCP적용 작업장의 지정변경사항 중 소재지변경을 추가하는 축산물위해요소중점관리기준(검역원고시 제2008-28호)을 개정했다고 밝혔다. 식육추출가공품 HACCP 평가기준은 2008년 3월부터 학계, 협회, 업계, 공무원 등 전문가를 중심으로 T/F팀을 구성하여 현장실태조사, 실무 및 전문가 협의회 등을 통해 개발됐으며 HACCP적용 작업장 지정 변경사항의 경우에도 현행 중요관리점 회사명 대표자 변경 등에 한하여 변경지정이 허용되고 있었으나, 이번 개정고시에서는 불가피하게 HACCP적용 작업장이 소재지를 이전하는 경우에도 HACCP관리의 지속성을 감안하여 지정변경이 가능하도록 반영했다. 소재지 변경의 경우 무분별한 소재지변경에 따른 HACCP 수준저하문제가 발생하지 않도록 하기 위하여 작업장의 현장실사를 실시하고 소재지 변경이 완료되기 전까지는 HACCP 로고를 사용하지 못하도록 하는 조치도 함께 마련됐다. 검역원은 이번 식육추출가공품 HACCP 평가기준 개발과 HACCP 적용 작업장의 소재지 지정변경 인정으로 축산물 가공품 안전성 확보와 HACCP 제도가 더욱 활성화 되어 국민보건 향상에 기여할 것이 기대된다고 밝혔다.

본 논문은 현 지진·지진해일 대피장소를 지정하는 기준과 관리하는 방안을 해외 사례와 선행연구를 통해 개선안을 제시한다. 국내의 대피장소도 각 지역의 인구 분포나 유동인구, 지형, 대피 시설 등의 지역 특성을 고려할 필요가 있다. 재난피해경감을 위해 대피시간 내의 긴급대피장소로 이동할 수 있는 대피 인원을 산정하여 적정 수용인원의 기준을 산정한다. 지정기준의 근거 제시를 위해 지역별로 대피장소의 수용률을 비교·분석하여 대피장소의 지정요인에 지역특성이 고려되야 함을 확인하였다. 마지막으로 본 연구는 이를 실무적으로 적용할 수 있는 개선안을 제시하여 지자체 시스템과의 연계를 통해 효과적인 대피방안에 활용가능하도록 하고, 이와 관련한 운영지침 연구도 요구된다.

The paper is aimed at evaluation method for technology-focused professional ESCO. We set up some premise about the evaluation indicators, there are such as the financial soundness, energy savings performance excellence, customer satisfaction, source technology vendor's participation, and guaranteed savings contract. The evaluation indicators consist of the evaluation of expertise (40points), management state (15points), customer satisfaction (20points), technical skills (25points), and detailed indicators were determined. We can apply technology categories such as lighting, cogeneration, process improvement, waste heat recovery, cooling & heating equipments.
