  • The Cadastral Renovation is a National project to investigate and survey the registration of Cadastral Record and replace the existing Cadastral Record with a new Cadastral Record by digital, and to correct the registration of Cadastral Record if the registration of Cadastral Record does not match the actual status of the land. The Business Period generally takes about one year and six months to two years. The time required is getting longer due to problems that occur in the course of the Adjustment amount after the cadastral resurvey survey due to complex structure and internal conflict due to the interest between landowners. After Boundary Decision of the real boundary, the land area is confirmed by the landowners, and the cadastral office is to settle the Cadastral Renovation by calculating the Adjustment amount according to the confirmed area and the increase and decrease of the cadastral area. Therefore, the solution plan was suggested so that reasonable Adjustment amount can be applied through empirical research applied to the time of calculation of Adjustment amount and the method of calculation of Adjustment amount. The improvement method showed the expected effect that can lead the agreement with the landowner to the shortest period, and it was also possible to set the real boundary that meets the purpose of the Cadastral Renovation. This study suggests improvements in the method of calculating standard Adjustment amount, the method of imposing Adjustment amount, and the method of boundary adjustment that does not impose adjustment amount through the cadastral Renovation and parallel studies, and it is expected that the Cadastral Renovation will be completed by 2030.

  • Intellectual capital is the driving force for the competitive advantage and durability of the public library. This asset consists of the library members' competences, the organizational structure constructed by the members, and the interrelationships among the people sharing the same interests. These are called human capital, structural capital and social capital in the respective order. The purpose of the study was to provide foundational information for the public library's intellectual capital assessment as well as creating an experimental assessment model. It analysed the three characteristics of the capital, which generated an assessment index. In addition, it identified the relationship between the components of the intellectual capital and performance were discovered through empirical study to improve the assessment system.

  • Recently, "Cadastral Confirmation Surveying" has been established to promote efficiently and systematically its work. To do so, it is necessary that cadastral control point should be set up and transverse grid coordinates should be determined for high accuracy and boundary restoration based on the cadastral control point. This study expects the potentially institutional problem of detail surveying and the limitation of Network-Real Time Kinematic, introduced to measure the cadastral control point first in the issued regulation, and thus presents the improvement and the management of the block boundary of larger parcel as solutions. This can be applied promptly, when the location difference of ground and border, registered in cadastral record for quake and others, occurs. Thus, the public confidence of cadastral record may become higher and relevant social costs get reduced by the advanced prevention effect of boundary dispute, which represents much to the management of cadastral institution. Provided cadastral confirmation surveying is implemented with the management of the block boundary of larger parcel, proposed in this study.

  • The Ministry of Land, Infrastructure and Transport carried out a pilot project for data maintenance in 2011 to ensure the accuracy of cadastral records nationwide, and now trying to reduce the errors such as omission of the cadastral book, inconsistency of land category between cadastral account book and cadastral map, etc. and the boundary between the map boundary, scale, and administrative areas. In this study, we looked at the currents status and problems of the cadastral research, improving the cadastral map, which has been promoted by the government and the cadastral office. In order to revitalize the cadastral map data maintenance project, it is necessary to re-establish the plan for each step for challenging the limitation of current data maintenance, and the master plan for promotion system, and develop manuals to maintain consistency and secure accuracy of cadastral map maintenance, such as "Coverage and Maintenance Guidelines for Cadastral Maps", and secure the national budget for error correction in cadastral map led by government.

  • Since 1910 the enactment of the Land Survey Act, Special Act on Cadastre Resurvey was enacted after about a century and the Surveying for the Cadastral Resurvey Project will be scheduled by 2030. The establishing boundaries occupies an important proportion in this project and the regulation on surveying for the cadastral resurvey provide specific examples of the criteria for it. This regulation can be set according to not only ground boundary and cadastral boundary, but also customary boundaries of the relevant region and boundaries agreed between landowners. However, there is no standard rule whether to accept the agreement boundary and can be abused some problems. In addition, there is a question about the subject that agreement between individuals on the public record managed by the nation. In this study, boundary agreed in cadastre related subject is examined in depth and improvement proposal about the problems. The research results can be established evaluation standard of competent authorities of the cadastral records and the Surveying for the Cadastral Resurvey Project will be progressed smoothly with effective use of land.

  • Cadastral map information is created by registering parcel information such as location, lot number, land category and boundary through the cadastral survey. However, with regard to boundary point coordinate, computerized cadastral information data was registered to either two decimal places (unit in centimeter) or three decimal places (unit in millimeter) so that a confusion in cadastral administration and cadastral survey has been caused. Therefore, the purpose of this study is to look for a method of matching two different coordinate systems through the consideration of registration of cadastral information data and area calculation. In conclusion, the result of the investigation not only shows that areal change and the creation of minute polygons resulted from land alteration could be solved by changing boundary point coordinate from two decimal places to three decimal places, but also suggests that the related laws and regulations to register boundary point coordinate to three decimal places should be institutionally corrected and applied.

  • South Korea makes and manages the ground boundary points record to efficient menage for the installed ground boundary points from cadastral survey with established the Land survey Channel investigation and Cadastre law Section 65 on 17 July 2013. However, this system's negative perception is spreading across the country because of the excessive business process time and inadequate availability. Consequently, this study has analyzed implementation problems of the ground boundary points record. Moreover reasonable development plans have been proposed through the investigation of the advanced foreign cases and interview of the international cadastral experts. Based on this study, it looks forward to improvement more enhanced reliability of the Korean cadastral system.
