되 물림 되고 있는 '빈곤' 대책 마련 무엇이 문제인가

  • 사회복지공동모금회에 의하면 지난 '희망 2005 이웃사랑캠페인'에서 전년보다 개인기부나 기업기부가 각 60% 이상씩 늘어났다고 한다. 경제가 최악이라고 다들 말하지만 국민들의 따뜻한 마음은 최악이 아니였던 것이다. 이렇게 모인 금액은 우리가 흔히 말하는 불우이웃, 즉 빈곤층과 소외계층에 나누어져 지원된다. 그런데 문제는 이러한 분위기가 정부보다는 국민들에게 더 강하게 어필되고 있는 느낌이다. 우리나라 빈곤층은 1997년 경제위기 이후 급격히 늘어 1999년 정점에 이른 뒤 2000년부터는 감소추세였다. 그러나 2003년 기점으로 절대빈곤률과 상대빈곤률이 다시 높아지고 있으며, 특히 상대빈곤층은 최악의 상태였던 1999년보다 높아졌으며 중산층은 줄고 고소득층은 늘어 사회가 양극화 되고 있다. 가난의 굴레를 벗어나기가 쉽지 않다고는 하지만 그나마 사회안전망이라 할 수 있는 국민기초생활보장제도도 빈곤층에게 인간다운 아름다운 삶을 보장받게 해주지 못하고 있는 것이 사실이다. 또한, 정부의 복지정책의 근간이 되는 기본 실태조사좌도 그 신뢰성에 문제로 제기하고 있는 현 상황과 대책을 알아보고자 한다.

  • "국가 또는 지자체는 환경전문공사를 다른 업종의 공사와 분리발주하여, 중소환경전문공사업체를 지원해야 합니다. 또 일정 금액 이하의 환경전문공사는 환경산업이 자리 잡을 수 있도록 일정기한 동안 대기업의 참여를 제한해야 합니다." 국회 환경노동위원으로 활동하고 있는 서용교 국회의원은 환경분야에도 대기업과 중소환경업체와의 상생의 길을 모색해야 한다고 강조했다. 서 의원은 이밖에도 폐기물 관련법 개정안 등 다수 입법발의 했다. 서용교 의원은 1968년 경상남도 밀양에서 태어나, 1993년 서울대학교 국사학과를 졸업했으며, 제18대 대통령선거 박근혜후보 중앙선대위 직능총괄본부 환경본부장으로 일 했었다. 제19대 국회의원 선거에서는 새누리당 부산 남구(을) 선거구 국회의원에 출마해 당선 되었다. 현재 서 의원은 국회 환경노동위원회에서 활동 중이다. 다음은 서용교 의원과의 인터뷰 내용이다.

  • This paper proposes a design of phone card IC with the self-test features and the hardware and software security functions. We design and verify the proposed functions with modeling the terminal system environment. The proposed phone card IC provides instructions and a non-volatile memory block containing the manufacturer / issuer / user information, the unit (money) value, and the security key. The self-test functions are designed to improve the test time degradation due to a serial I/O communication. Also some security features are implemented using hardware and software approaches.

  • 신경망을 이용해 고객집단을 분류하고 고객의 특성에 따라 세분화된 고객들에 대해 다단계 연관규칙을 적용해서 고객의 상품 구매패턴을 찾아 줌으로써 마케팅 전략 결정을 지원하는 구매패턴분류 시스템을 설계한다. 고객분류를 위한 신경망 시스템은 다층 퍼셉트론에 역전파 알고리즘을 이용한다. 주소, 구매금액, 구매횟수, 고객 구분, 상긴 등과 같은 고객정보를 입력층에 입력변수로 지정하고, 이에 따른 우량/일반고객을 출력변수로 지정한 후 신경망을 학습시키면, 실제의 우량/일반의 간과 예측되는 우량/일반의 값의 차이론 최소화시키면서 모형을 형성시켜 나가게 된다. 구매패턴 분류 시스템은 다단계 연관규칙을 이용한다. 고객분류 서브시스템을 통해 고객집단이 세분화되면 각각의 고객집단에 대해 TID와 품목 트랜잭션을 입력으로 cumulate 알고리즘과 개념계층을 이용해 일반화 과정을 수행하면서 빈발 항목을 찾게 되고 이론 근거로 항목간의 연관규칙을 찾아내게 된다.

An Empirical Analysis on the Presumption of Public Apartment's Construction Cost in Housing Land Development Project (택지개발사업의 공공주택건설공사비 추정의 실증적 분석)

  • Providers haven't recently had a flexible construction cost estimation system to meet various needs of consumers about public housing. So the subject of this study is to estimate construction cost reasonably in early project stage of public housing and then develop reliable means which is able to support construction cost management and establish a adequate funding investment plan as a provider. In this study, Regression analysis was performed by the case on 20 public apartment complex which were designed from the first half of 2007 to the first half of 2008. A total construction cost of construction, civil engineering, machinery, elevator, land scape, electricity and communication work was used as one sample for increasing explanation and representativeness of the case. In addition, The total construction cost which is devided into design, contract and completion cost was variously analysed for increasing relevance of model and actual utilization. The result of estimation model based on a total construction cost set up completion and design cost showed that error rate is within 2%, which is a excellent result. The estimation model of the construction cost developed by this study is expected to estimate approximate construction cost which is adjacent real construction cost in early stage of the project by using some data.

  • Sport industry creates value-added by production and distribution of product or service related with sports or sports. Because this industry shows promise in becoming a major industry area, the government is making an effort to bring up or develop it. The financing to firms of sport industry area(sporting goods industry, sport facility industry, sport service industry) with low interest rate and long-term repayment period on the basis of sports promotion fund is excellent scheme to promote sport industry. Nevertheless, Because many people indicate operational inefficiency of it, it is necessary to check operational efficiency through investigation for loan system of sports promotion fund. The purposes of this paper are to present some directions for the improvement of efficiency by the analysis to public loan system using funds of other government organization and to the current status of loan system of sports promotion fund. The result of this study are as follows. First, we propose enlargement of loan size and range. Second, it is necessary to use mortgages loan to technology in case of sporting goods industry and sport service industry. Third, we suggest the mitigation of loan disproportion and flexible application among loam amount of sport industry areas. Fourth, we suggest the construction of loan practical committee. Finally we propose the establishment of selection criteria to firms and ex-post evaluation system related with loan system of sports promotion fund.

Impacts on the Support to Start-up Venture Company using Public Purchases (공공조달수요를 통한 창업벤처기업 지원의 거시경제 파급효과)

  • This study analyzed the ripple effect of the demand-side support for start-up venture companies on the macro economy using Dynamic General Equilibrium model. In the model, start-up venture companies were expressed in a manner that distinguished between workers and entrepreneurs by applying the span of control in the Lucas(1978). As a result of the analysis, when the share of public procurement of start-up venture companies was increased from 5.7% to 10%, the actual production of start-up venture companies increased by about 46.17% and the number of venture companies increased by about 150%. In addition, it was analyzed that the number of jobs through venture companies increased by about 61.56%. In addition, it was found that the economic effect was greatly reduced when the start-up venture company was supported as a subsidy for the supply sector with the same amount as the public procurement support. This is interpreted as the fact that if the government implements the supply-side support policy, the expansion of supply causes the price of start-up venture companies to fall, reducing the effect of the support policy in half. Therefore, when supporting start-up venture companies, the government should make efforts to maximize the policy effect by expanding the demand-side support through public procurement and reducing the payment of simple subsidies to start-up venture companies.

The Application of Generalized Additive Model in the Effectiveness of Scale in Funding Policy on SMEs Overall Performance (일반화 가법 모형을 이용한 정책금융 수혜규모가 중소기업 경영성과에 미치는 효과성 연구)

  • The aims of this study is to analyze the effectiveness of firms financial status quo and the scale of financial support on SMEs overall performance. We have gathered the financial guarantee data from 1998 to 2013, provided by Korea Credit Guarantee Fund (KODIT), to analyze the effectiveness of Financial policy. To classify both financial status quo and scale of financial support, we utilized the following variables; Interest Coverage Ratio (ICR) and newly guaranteed amount ratio. To take the measurement of the overall performance, we employed profitability, growth ratio and activity index. To minimize the effect of repeated financial support (redundancy benefits), firms were selected based on the following criteria: firms that receive no financial support prior to implementing such policy over the last 3 years and no new financial support over the last 2 years. Results suggest that firms with higher ICR and large newly guaranteed amount influence on financial performance in terms of profitability index. Firms with lower ICR and large scale financial support showed a better performance compare to firms with small-scale financial support. Firms with large-scale financial support, irrespective of ICR inclined to have better performance to those of small-scale financial support in terms of growth index. For activity index, however, firms with large scale support led to higher performance in the short term. In turn, our analysis presents objective perspective with respect to the effectiveness of financial policy through credit guarantee on overall performance of SMEs. This study, therefore, implies that well-balanced SMEs supporting policy may lead to better directions.

A study on the job creation of environmental industry in Korea (우리나라 환경산업 노동수요 추정에 관한 연구)

  • In this study, we estimate the labor demand function of environmental industry with environmental industry survey of Ministry of Environment. To do this, we apply the panel estimation technique. We follow the widely accepted estimation methods: panel generalized least square, panel generalized least square with heteroskedasticity/auto-correlation, random effect model and random effect model with auto-correlation. On the average, each industry is estimated at the elasticity of sales on labor demand from 0.193 to 0.259. It means that the increase of sales by 214billion won can create around $1,600{\sim}2,300$ jobs, and this is merely a direct effect. So when we consider the whole effect of labor demand increase including indirect derived job creation, the labor demand increase will be higher than this. So it is desirable for the government to support the development of environmental industry for sustainable development.

Financial Resource Allocation for Seoul Metropolitan Railway Transfer Center and Connection Transportation Facility (수도권 철도역 광역환승센터 및 연계시설의 재원분담 방안)

  • In this paper, the current financial resource allocation principle and issues are studied in the beginning for the metropolitan transfer centers and connection transport facility. In addition to this, foreign cases for this matter are performed for the USA and Japan. Based on the foreign cases, the optimal subsidy ratio of central government is suggested. For the metropolitan transfer centers, at least 50% of subsidy is required from 30% at present and from "necessary costs" to "total costs." For connection transport facility, 50% for road facility and 70% for railway facility are proposed, which is not supported at all at present. As far as connection transport facility are concerned, resources allocation scheme between local governments has also been proposed in the proportional to the length of connection transport facility of each local government.
