Regional Industrial Cluster Policy in Germany: A Case Study of the State Bavaria (독일의 지역산업 클러스터 정책: 바이에른주의 사례 연구)

  • Industrial clusters are being promoted in various ways to enhance industrial competitiveness around the world. This study aims to examine the formation and development process of regional industrial clusters in Bavaria, which are strengthening the competitiveness of local industrial enterprises and leading the continuous development of related industries in Germany, which shows stable industrial growth amidst global competition. To this end, this study first theoretically overviews the regional industrial clusters, followed by a case study of the development process and characteristics of cluster promotion policy in Bavaria, Germany. In particular, this study seeks to identify the formation and organization system of industrial clusters in Bavaria. Based on these analysis results, this study examines the main characteristics and success factors of regional industrial clusters in Bavaria, Germany, and tries to derive policy implications for creating and fostering industrial clusters in the future.

  • Despite growing recognition of the significance of industrial clusters to regional economic success, there has been only limited attention paid to the effectiveness of cluster policies in old industrial regions. Many of these regions still retain functioning industrial clusters, or have clusters which are adopting new strategies as part of a process of regeneration. This paper argues that the effectiveness of cluster policies in old industrial regions depends upon the extent to which they recognise the evolutionary nature of industrial clusters. It reviews the literature on the transformation of old industrial regions in Europe, and examines how cluster policies have risen to prominence as a policy tool. These strands ate brought together in an exploration of cluster policies in old industrial regions. A brief case study is presented of the evolution of the steel industry supply chain in north east England. The conclusions focus upon the data requirements that form a starting point for informed policy intervention into presses of cluster evolution.

  • This article aims to analyse the change factor of the industry in rural area. As the regional economy is consist of variety industry in local Revitalization of Rural Economy should consider the growth factor of industry. Analytical method is Shift-Share analysis, analysis data is used GRDP of the 5 target area. Analysis is showed that Agriculture, forestry and fishing is leading position. but Farm population decreased rapidly underway. Side work farmer and industry population is increasing rapidly. the Regional Economic growth inhibitory of 5 Gun is the weakness of the internal factor. especially Competition component is than industry-Mixed component. and the Growth of Agriculture, forestry and fishing is external factor. To improve the regional economy, 5 Gun must improve the fault. and the growth of Agriculture, forestry and fishing should promote the consumption of local products to as the local food system.

  • This study focuses on the impact of government deregulation policies since the early 1990s on the change of industrial location anti the accompanying problems, especially of land use and environment. Since 1960s, the planned industrial location has played a leading role for the development of industrial location. However. since mid-1990s, individual(unplanned) industrial location has been increasing, especially in semi-agricultural area and in the Capital region, reflecting the impact of the deregulation policies on the industrial location. The effective policies are required to solve the problems caused by the increase of the individual industrial location. in that the standard of the environmental control for individual industrial location is much lower than for the planned industrial location.

  • The purpose of this article is to reinterpret the existing innovation policy with 'the societal innovation policy' framework. It is looking into characteristics of societal innovation policy and the prospects for socio-technical systems transition and citizen participation are discussed. After the discussion, new interpretation of innovation policy elements will be dealt with lenses of societal innovation policy. It sheds new light on the key elements of innovation policy, such as Innovation policy governance, industrial innovation policy, regional innovation policy, and infrastructure policy and suggests direction of policy improvements from societal innovation policy perspectives. This will be an opportunity to reinterpret the existing innovation policy measures and to approach to science technology innovation policy for system transition with participatory perspective.

Spatial Features of the Linkages Developed in the Towel Industry in the Daejeon and Chungcheong Regions and their Implications on Government Policy (대전.충청권 타올 산업 연계의 공간적 특성과 정책적 함의)

  • This study investigated the agglomeration process of the towel industry in the Daejeon and Chungcheong regions, which are located in the mid-western part of South Korea, focusing in particular on industrial restructuring. Moreover, it aimed to identify the spatial features of the towel industry by analyzing the subcontracting linkages and to discover the implications of such linkages on government policy. The towel industry in the Daejeon and Chungcheong regions began to grow from the end of the Korean War when textile technicians from North Korea settled down in this area, spreading their techniques and know-how within the region. Later, in the 1980s, the industry underwent restructuring when companies within the region strengthened their linkages through corporate specialization based on the concept of social division of labor. Accordingly, the industrial linkages and linkage spaces, as well as characteristics of the industry, should all be considered to develop and implement policies for the regions of the towel industry.

The Impact of Industrial Diversity to Unemployment and Employment Instability: An Analysis of Regional Economy Using Panel Regression Model (산업구조의 다양성이 실업과 고용불안정에 미치는 영향: 패널회귀모형을 이용한 지역경제 분석)

  • This paper investigates how industrial diversity affects unemployment and employment instability from the perspective of the regional economy. Through this analysis, we examine how the industry-specific policy to promote some industry strategically in most of areas affects the stability of the regional economy. We measure Herfindahl indexes using the 1993-2010 data of 16 regions in Korea, and use panel regression model for empirical analysis. The main results from this empirical analysis are summarized as follows. First, we confirm that the industrial structure of most regions has been changed to the direction of specialization in 1990s and to the direction of diversification in 2000s through analyzing the changes in the values of Herfindahl indexes during the given period. Second, we find from the estimation results of panel regression model that the higher industrial diversity in most of regions is, the lower the unemployment rate is. However, a statistically significant relationship between industrial diversity and employment instability only partially confirmed. Third, there exist high unemployment rate and employment instability in most metropolitan areas, but it is hard to say that this relationship is highly statistically significant. From the results of the empirical analysis, it is likely that the industry-specific policies such as the regional strategic industry development policies unlike policy goals make the unemployment rate to rise and economic instability to increase. From the viewpoint of employment aspects, the strategies to increase industrial diversity would be desirable rather than those to specialize in the industrial structure.

  • With the qualitative methods for casino-related policy analysis on sense of residents, the degrees of expectation, support, adequacy, awareness, participation, contribution, and benefit which were derived from results are as follows: Firstly, from the recognition analysis on casino related policy, recognition III ranked at the top, and benefit and contribution II followed next. From the result, promotion policy on closed mine area fell short of expectations. The second phase of development project and appropriate the dead-mine development fund for promotion of substitute industry by the needs of residents. Secondly, derived from the comparative evaluation of casino-related industry, all comparison targets ; awareness of promoting policy and contribution to regional development, participation and contribution to Regional development, benefits and contribution to regional development, participation in the closed-mine area and contribution to regional balanced development, and lastly benefits and regional balanced development) are related to each other.

Industrial Cluster Policies of the Korean Government in the Early 2000s: The Case of Daejeon (지방 차원의 산업 클러스터 정책: 대전광역시를 사례로)

  • To tackle the problem of regional economic and social disparities in Korea, the government of Roh, Mu-Hyun(2003-2007), launched a series of radical policies and programs to decentralize administrative activities of the capital region and stimulate economic growth in less developed regions, based on regional innovation systems and industrial cluster concepts. This paper highlights the Roh government's approach to reducing regional disparities, and makes some comments on the innovation cluster strategy by investigating the realities appearing in a major city, Daejeon. It concludes that many ministries of the Roh government created various competing, undifferentiated programs that were assigned too much money and energy, and drained resources from other governmental activities. In fact, very few programs show positive signs of achieving the goals of innovation in less developed regions, balancing the growth gaps between well-off regions and the rest of Korea, and generating overall economic growth for the country.
