Criteria of Importance-Evaluation Method of Plant Species and Plant Community -Application to Establishment of the Conservation Class of Plant Species and Plant Community- (식물종 및 식물군락의 중요도 평가의 기준-식물종 및 식생의 보전등급 설정에의 응용-)

  • To evaluate the natural environmental conditions of the local areas, the methods using the plant species and plant community are discussed here, Based on Ohba's(1979), Nakanish's(1980a: 1980b), Okuda and Nakamura's(1989), and Haber et al.'s systems(1991), as the evalution-items, 9 in plant species level and 16 in plant community level are proposed. The evalution-items are classified as 3 criteria in plant species level and 4 criteria in plnat community level. The evalution method could be used to promote the spacial planning and to alleviate other administrative problems. Also it could be applied to decide conservation level of plant species and plant community.

  • 현재 우리나라에서 자동차 배출량 평가에 이용되는 주행거리를 산출하는 방법으로는 환경부에서 이용하고 있는 등록대수 및 일 평균주행거리에 기초한 방법과 통행량을 고려하는 방법(한국에너지기술연구원, 2001)이 있다. 자동차 주행거리의 지역 분포는 배출량의 공간분포와 직접적으로 연결되어 있음에도 불구하고 이 방법들에 대한 적절한 검토 없이 배출량 산출에 이용하고 있어서 이에 대한 연구가 시급하다. 이러한 배경 하에 이 연구에서는 자동차 주행거리 평가에 이용되는 두 방법을 비교하여 향후 신뢰성 있는 주행거리 평가방법 개발의 기초자료를 제공하고자 한다. A Critical Review about Application of IUCN Red List Criteria at Regional Level to Korean Endangered Vascular Plants Assessed by the Ministry of Environment, Republic of Korea (환경부 멸종위기 관속식물 지정 기준으로 사용된 IUCN 지역 적색목록 평가 분석)

  • The aim of this study was to examine whether the guideline by the Ministry of Environment (ME) successfully and appropriately applied the IUCN Red List criteria at regional level and the rare and endangered national list considered eligible. A certain number of vascular plants, which are widely distributed in the world or in east Asia, deemed to be ineligible for assessment at a regional level as Not Applicable category (NA), because it occurs at very low numbers in South Korea. Among 377 vascular plant taxa evaluated by the ME, NA included 238 species, which represented 63.1%. The number of synonymized species or illegitimate name species were 13 species, which accounted for 3.4%. 21 species (9.3%) were threatened at global level and 103 species were possibly candidates species list for Red List assessments at regional level in the near future. The proportion of NA or waiting list was 66.6% among the list assessed by the ME. The most common errors involved incorrectly application of species extinction in case of population extinction in South Korea to the assessment and provided incorrect interpretation of the Red List criteria at regional level. The most assessments proposed by ME were not backed up without quantitative data quality, justifications, and sources. It is suggested that the risk of extinction should be reassessed at least in the Korean peninsula within the light of their overall distribution including far eastern Russia and North eastern China in north and for Japan and Taiwan in south for regional assessment. The results obtained here using the IUCN criteria at regional level showed that the list proposed by the ME produced an overestimation of the number of threatened vascular plants. Also, the misapplication of the term 'species extinction' for regional assessment was open to some degree of subjectivity and misinterpretation.

Application of An Ecological Engineering Approach in Evaluating Protected Area at Local Scales (생태계 보호지역 평가에서 생태공학 도입과 활용)

  • This research developed an approach to identify ecologically important areas at local scales and explained how the results of this approach could contribute to extend the protected areas in the Republic of Korea (ROK). While most developed countries have considered various biotic and abiotic factors, ecological processes, migration routes, habitat connectivity, ecosystem services, and etc. to determine the protected areas, ROK has considered a few factors focusing on biodiversity, landscape, and the habitats of endangered organisms. However, for sustainable management of our nature, we need comprehensive understanding of various ecosystem factors and interactions among them at local scales in designating protected areas. Forthis, we developed a conceptual model based on the ecological engineering approach and then explained how the results of this approach could contribute to extend the protected areas. In particular, we considered future land-use and climate change in determining the priority areas for novel protected areas. Our research suggested an effective methodology 1) to include various ecosystem factors and 2) to consider future environmental changes as well as current environmental conditions in finding the ecologically important areas and prioritizing these areas. However, our approach has limitations on the real-world applications due to the lack of fundamental information and data on our ecosystems. To improve the effectiveness of our approach in the real-world applications, we need various long-term ecological research results, environmental and ecological monitoring data, and both current and future spatial environmental data.

환경산업(環境産業)의 경제성평가 모델: 난방시스템을 중심(中心)으로

  • 본 연구는 다양한 변수에 따라 달라지는 환경산업의 경제성을 비교평가히는 모델을 개발한 것이다. 최근 환경산업으로 부각되고 있는 지역난방과 개별가스난방사업을 사례로 모델을 실증적으로 적용하여 시뮬레이션하였다. 열병합발전과 보조보일러 및 쓰레기 소각로로 구성된 지역난방시스템과 소각로와 개별 가스보일러로 구성된 개별난방시스템을 각각 최적화하고 최저비용을 구하여 비교한 것이다. 분석대상에 쓰레기소각로을 첨가함으로써 매립에서 소각으로 바뀌는 쓰레기정책을 반영하였으나 소각로 규모는 사전에 열공급과는 무관하게 결정되므로 다른 시스템과 연계하여 최적화 하지 않고 600톤/일의 규모로 정하여 분석하였다. 최적화하는 경우는 훨씬 규모가 줄어드는 것으로 나타났다. 국가경제적인 측면에서 다양한 난방방식에 따른 규모별, 열원별, 지역별(기후별), 사용연료별로 경제성과 환경성을 비교평가함으로써 변수의 변화에 따른 합리적인 난방방식 및 사용연료를 선택하도록 하였다. 환경배출량도 동시에 비교하였으나 시나리오 간에 크게 차이가 나지않아 비교에는 포함시키지 않았다. 이 모델은 난방사업 뿐만 아니라 갈등이 예상되는 다른 환경산업들을 평가하는데도 용이하게 활용될 수 있도록 GAUSS프로그램으로 개발되어 있다.

An Integrated Assessment of Green Environment on Urban Space (도시공간의 통합적 녹지환경 평가)

  • The purpose of this study is to assess the green environment on urban space and to suggest the sustainable green space planning. The study area is Dalseo-gu which has the biggest spatial imbalance of green space among 7 districts of Daegu. Three functions such as nature-ecological, environment-control, and usage function were established for assessing the green environment. For the assessment step of nature-ecological function, 'green connectivity' and 'animal movement' were used. Also,'thermal environment' and 'temperature decrease' were utilized in terms of environment-control function and 'green space's service supply' were utilized in terms of usage function. According to the results of integrated assessment, the green rich zone(Grade I) was 44.8% of total area in Dalseo and this zone was distributed along the southern forest of Mt. Ap and Mt. Biseul and the northern forest of Mt. Gung and Mt. Waryong. On the other hand, the green broken zone(Grade IV) was located in the residential areas of Gamsam and Jukjeon and the residential and industrial areas of Wolseong 1 and Jincheon and this zone was 5.5% of total area. The findings from this study can be used as the plan criteria for construction and distribution of green space in urban master plan.

  • The aim of this study is to develop evaluation indicators for parking environment in residential areas. Recently, lots of local governments in korea are implementing projects for parking environment improvement. However, there are no indicators for parking environment evaluation except for the rate of parking supply by registered cars. So, it is really difficult to prioritize projects and monitor the result of projects. Therefore, this study presents six indicators for parking environment evaluation and its weights using AHP through the survey. The result of this study proposed the assessment model for parking environment based on indicators and it was found that actual data in Incheon can be simulated in reality. And this result also is expected to help monitoring and selecting projects.

Improving Soil Environment Policy to Build New Greenfield at Brownfield Redevelopment Projects (기훼손(오염)지역에서의 재개발사업 사례를 통해서 본 토양환경개선방안)

  • In this work, soil environment policy which should be taken into account at brownfield redevelopment projects was deduced from investigation on their environmental impact assessment statements. Soil contamination sources such as small-scale factories were found at a few large-scale brownfield projects, so contaminated soils did often exist at these sites. Especially, military facilities within the sites caused severe soil contamination problems. Therefore, soil environment policy was presented in detail to solve soil contamination problem at brownfield redevelopment projects. Furthermore, land-use planning focusing on greening (soil and vegetation) should be pursued at brownfield redevelopment projects in order to maximize environmental benefits of greenspace.

  • While the role of local community is getting important in reducing greenhouse gases, current financial supports have not considered these efforts. Instead, development activities have been the only basis of fiscal distribution, which have led to unsustainable development. In this context, this paper analyzes the emission and absorb of air pollutants by local districts in Daegu Metropolitan city and constructs an empirical energy database for local energy use and environmental emissions. Based on the data, it prioritized environmental contribution by region through using MCDM methods, that include maximin & maximax method, simple additive weighting (SAW) and hierarchical additive weighting method (HAW). This concludes the possibility of policy methodology through which we can input environmental variables in distributing local budget.
