The purpose of this research is the activation proposal about the local design innovation center that was established as a national design policy For this proposal, I have to research about the established process of local design innovation center and then, I analyzed the present condition of local design innovation center for the promoting plan. As a result, we must establish three basic elements to activate the local design center. the first, we have to know the local characteristic. the second, we have to make up the management direction of local design center the third, we have to get the sympathy from the local administration and local people for the positive support. With above conditions, the local design innovation center have to arrange infra elements. (1) design developing facilities for the lending to the local designer, (2) professional designer for the developing of design industry, (3) program development for various activities, (4) the trend research for supply to local company, (5) design one stop service support, (6) the network foundation construction between design administration and design company for the active communication, (7) the innovation of design center for the benefit model, (8) the local design policy establishment with local administration, (9) the independent management of responsibility for the fulfillment For the promotion of the local design innovation center have to make efforts continually with below listed elements. 1. Design supporting for the local industry 2. Various design campaign for the spreading of public recognition about design 3. The supporting for design company and local company with established facilities and expensive equipments. 4. The construction of design information infra for local company 5. The development of new program about the connection between industry and university. 6. The development of local characteristic and local image innovation to make new local where we are.

As South Korea has become an aged society, the dementia rate has also been increasing. With the introduction of both de-institutionalization and community care in 2017, the importance of community-based care has increased. Perspectives on dementia have also been shifting from the medical model and social model to the person-centered model. This paper suggests ways to improve dementia service through analyzing the dementia knowledge of care-givers at ADS. The paper includes an FGI with the care-givers who have worked for more than 2 years. Based on such FGI, the paper draws sub-themes from 7 areas. Among the suggestions for improvement are: community-based service with daily routine practice, improving awareness of dementia for co-living, and person-centered service based on individuality and diverseness.

메콩지역은 최근 연 7%에 육박하는 경제성장률을 달성하며 아세안의 고성장을 지속 견인하고 있으나, 기후변화 및 급속한 도시화로 매년 가뭄·홍수 등 물 관련 재해 발생 빈도 및 강도 증가와 이에 따른 상·하류 국가간 물 분쟁 등으로 인해 메콩지역 지속가능 발전에 지장이 초래되고 있다. 이에 한국과 미국은 메콩우호국(Friends of the Lower Mekong, FLM) "메콩지역 수자원 데이터 관리 및 정보공유 강화에 관한 공동성명(2018년 8월)"을 계기로 메콩유역의 실시간 수자원 변동 모니터링 및 분석과 수자원 데이터 공동활용 역량을 강화하여 효율적이고 과학적인 수자원관리 지원과 함께 한국의 신남방정책과 미국의 인도-태평양 전략 시너지효과를 극대화하고자 메콩 주변국 재해경감 및 수자원 데이터 활용 역량강화를 위한 글로벌 위성기반 수문자료의 생산·활용 및 홍수·가뭄 등의 수재해 분석기술을 개발하고 있다. 여기에는 한국 K-water의 물관리 기술과 미국 NASA, USACE의 위성활용 및 수자원분석 기술을 접목하여 메콩지역의 체계적인 물관리 및 재해로부터 안전성 확보 기여에 목표를 두고 연구를 진행 중에 있다. 본 연구에서는 전 세계적으로 광범위하게 활용되고 있는 미공병단(USACE, U.S. Army Corps of Engineers)의 HEC software 프로그램을 메콩 시범지역(pilot area)에 적용하여 수리/수문모델 구축을 진행코자 한다. 구축되는 모형은 유역 상류 댐의 연계 모의운영 및 하류 홍수분석이 동시 가능한 HEC-RTS(Real-Time Simulation)로 이는 HEC-HMS, -ResSim, -RAS와 -FIA 모형이 순차적으로 결합된 수리/수문 모델링 시스템이다. 모형의 시범적용 지역은 현지 메콩위원회(MRC, Mekong River Comission)의 의견 등을 반영, 메콩강 하류지역(Lower Mekong) 본류 유역에 위성 자료 활용 및 준실시간(near real-time)으로 댐 모의운영 등을 고려할 수 있는 JingHong댐(중국 란창강 최하류)에서 라오스 Xayaburi댐(메콩강 최상류)까지의 구간을 선정하였다. 한편, 금번 연구에서는 HEC-RTS 중 HMS 모형 적용을 중심으로 가용한 위성자료(GPM IMERG)와 K-LIS 지표 모형 생산 자료를 활용하여 과거 홍수사상에 대한 모의를 고려하였다. 아울러, 연구에서 구축된 HMS 모형은 HEC-RTS에 포함되어 메콩 시범지역의 종합적 수리/수문분석에 적용될 예정이다.

저출산 고령화 시대에 지역인재의 균형적 육성은 지역경쟁력과 직결되는 시급한 사안이라는 점에 착안하여 대구광역시에서 서울의 K대학교로 진학한 20대~40대의 남성 10명을 대상으로 현 시점에서 기획 실행되고 있는 관련 정책의 체감도 및 효과성과 지역인재육성에 대한 인식을 고찰함으로써 지역인재의 유출을 방지하고 지역경쟁력 향상에 기여할 수 있는 교육정책을 지역인재 양성 차원과 활용 차원, 인프라 차원으로 구분하여 고등학교 진로지도 개선, 지역대학 육성, 지역인재 우선채용, 지역산업 맞춤형 학과개편, 지역인적자원개발센터(RHRD) 운영 개선 및 조례제정, 지역주민참여 등 정책을 정교화하기 위한 개선방안을 제시한다.

부산시에서는 2천년대 국제화, 지방화 추세에 부응하고 문화의 중심센터로서 다원적 기능을 수행하며 문화예술 창작활동을 고양, 대중화함으로써 지역 문화 창달에 크게 기여하기 위해 금정구 문화회관 건립 현상설계를 실시, (주)일신설계종합건축안을 당선작으로 선정 발표했다. 우수작으로는 종합건축 건창안이 선정되었다. 본지에서는 당선작을 게재한다.

The purpose of this study is to investigate the oral health education effect considering the integrated factors of oral health and education for children in some community child center. The subjects in this study were 124 selected children, on whom a survey conducted from May 12 to August 13, 2014. The data were analyzed using SPSS 19.0. The finding of the study were as follows: First, change of rolling method and change toothbrushing in the gum and the tongue by after oral health education(p<0.05). Second, change of dietary control behavior and attitude(p<0.05). Third, change of method of preventing a dental caries behavior and attitude(p<0.05). Fourth, as for the level of oral health awareness and change of attitude were more aware than before oral health education(p<0.05). Given the findings of the study, the continuous oral health education and development of programs intending for children in some community child center seems necessary.

The paper concerns the role model of the local cultural industry agencies, which were established by the local government for the purpose of fostering the regional cultural industries. In this article, the term of the innovative milieu refers to the interaction and network system for the creation, diffusion and application of knowledge. In doing so, the case on the Gyeonggi Digital Content Agency(GDCA), which has managed the Digital Animation Academy and the cultural heritage based digital content development project will be examined in terms of the network between academic and industry. As a result of the case study, it is not certain that the activities and policy programs of the GDCA has affected the improvement of the knowledge and network environment in the field of cultural content industries. This demonstrates industries rather than the innovation system as a whole. In this respect, the paper develops the Cultural Content R & D Network Model for the improvement of the creative partnership among universities, companies and public sector organizations. In addition, the paper suggests that the Digital Animation Academy should be managed in terms of the improvement of the innovative environment of the regional cultural content cluster.

The purpose of this study to develop a human rights education program for improving human rights sensitivity of the teachers in community child center, and verify its effectiveness. For this purpose, pre-program and post-program analysis was conducted by using human rights sensitivity scale on 102 teachers working in community child center. The major results of this study is as follows: First, the teachers' human rights sensitivity was statistically improved. Second, the teachers' ability of situation perception, ability of consequence perception, and ability of consequence perception were statistically improved. Third, the teachers' human rights sensitivity on "the right not to be arrested illegally", "physical liberty of the disabled", "the right to labor by migrant workers", and "freedom from detention" was statistically improved. Based on the research results, practical implications and limitations were discussed for developing human rights education program.

This research focuses on the case studies for operating scheme of technology venture incubation centers located at science parks, technology parks, and foreign universities. Technology venture incubation centers in foreign countries commonly vitalize local economy, create job markets, and promote new venture industry. There is a distinct difference in many ways between foreign and domestic incubation centers. Foreign countries consider the position of incubation centers at national policy level. They characterize the operation of incubation centers into technology fields. They install the networks cooperating with experts and promote the management. Tenant companies moved in incubation centers enhance the degree of completion through industry-university cooperation. Universities and research centers utilize the results of R&D to make the business, accelerate to venture establishment with technical skills, and foster technology entrepreneurs by spin-offs. Through case studies we propose implications helpful to manage domestic technology incubation centers and management methods to be successful centers.
