  • The purpose of this study is to find methods for building the community in poor residential environments. We analyze the public art project, "The Rose of Sharon Blooms," in Daejeon. To understand the project we interviewed artists, curators, local residents, and visitors, about three aspects of public art: visuality, speciality, and communication with citizens. These stakeholder interviews yielded valuable knowledge and insights: First, artworks created from the residents' recycled junk effectively harmonizes and unifies the citizens and their environment. Second, managing a gallery in the neighborhood symbolically values and explicates the public art project and thus enhanced the local identity. Third, public workshops in the neighborhood provide a venue for local citizens to communicate with visitors about the public arts, which eventually led to the welcoming atmosphere of the community. However, we found relatively little awareness of the need for partnership aspects among our interviewees, which suggests the importance of ongoing cooperation with other arts institutions and researchers to build vital cultural linkages and introduce varied art forms.

  • The purpose of this paper is to examine the effect of income-mix on place attachment as civic pride in Seoul. Place attachment and social mix are considered important in urban planning. However, place attachment is frequently thought to form more strongly in the homogeneous area. On the other hand, social mix policy is aimed to form more heterogenous area. So, the two concepts are thought to be incompatible. This paper focused on the income-mix which is kind of social mix, and used the 2013 "Seoul Survey" and 2010 "Household Travel Diary Survey" data. Based on the review of the literature, we used the civic pride in Seoul as the indicator of place attachment. The results of this paper indicate that the degree of income-mix increases, place attachment in Seoul also increases. Also, it appears that as regional income levels get higher, the effects of income-mix on place attachment decrease.

In this context, the library must demonstrate how it contributes to local development by restoring memory and analyzing social roles and functions. Based on the contributions of local development of public libraries as background information and through literature case studies, field surveys and interviews. This study has logically demonstrated local development to the local economic development, regenerating and promoting local culture, and forming a community in the open-port cities of Busan and Incheon. Nevertheless, the contribution of local development in terms of economic, cultural and community formation cannot be perfect. • National balanced development and regional innovation have been one of the most important national agendas under the Participatory Government. National balanced development gives a central focus on realizing self-sustaining localization which is based on regional innovation. The core policy goal is to build competitive regional innovation system and innovative clusters in the regions of the country. In this vein, this paper aims to evaluate the present government's policies of regional innovation and innovative cluster. It needs to point out that the regional innovation and cluster policies show some critical problems. Firstly, the policy-making process is based on the top-down approach rather than the bottom-up one. Secondly, regional innovation policies, in many cases, expose the redundancy of similar policies and a lack of linkages between similar policies. Thirdly, the regional innovation policies are too much social infrastructure building-centered, even though the basic principle of regional innovation policy should be based on building superstructure such as networking and social capital.
