Collaboration Development Factors and Consideration for Community Health Promotion Practice (지역사회 건강증진을 위한 협력개발 요인과 논점)

  • Background: Although collaboration for community health is emphasized, the concept and process of collaboration are rather unclear. International research has classified the types of collaboration and focused on the factors influencing successful collaboration. Greater attention is needed for collaboration practice and research domestically. Findings: By the level of intensity, the types of collaboration range from simpler networking to more formal and sophisticated collaboration. A 4-stage collaboration development consists of formation, implementation, maintenance, and institutionalization stages. Influential factors for collaboration development include: shared goals; operational structure and process; sufficient resources; member and leadership characteristics; environment and climate for collaboration; and information exchange and communication. Discussion: Most of collaboration research so far has dealt with partnerships and coalition building with community-based organizations, and much attention is given to private-public partnership for health. Contextual understanding and collaborative environment are the foremost tasks for us to enhance collaboration for community health in our centralized public health system.

A Study on the Restructuring of Shipbuilding Industry and the Structure of Community Cooperation - The Case of Sinhyeon-eup in Geoje, Korea - (조선산업 구조조정과 지역사회 협력구조에 관한 연구 -거제시 신현읍을 사례로 -)

  • This study inquired the features of restructuring of shipbuilding industry and structure of community cooperation. The Sinhyeon-eup region has experienced rapid changes as a large shipyard location. Prior to Korea, Japan has developed the cooperation of company-community-residents relationships and the reorganization of location systems through division and accumulation system. The restructuring of shipbuilding industry in Korea have focused on the improvement of business environment. So they have not been efficiently settled in the accumulation and the cooperation structure between company and region. Japan established the organic cooperation structure of company and community before the large restructuring, while the shipbuilding industry city of our country commenced it with the crisis of community by the restructuring. In the Sinhyeon-eup region, The connecting ring among the production sections of a core company in center is established. However the structure of community cooperation is weak. The structure of community cooperation as local governance consist of company, pubic institution, local residents, and regional expert. This structure can be a rational channel in which it can not only strengthen the cohesion of the community, but also solve the present questions of the industrial city.

  • This study focuses on the collaboration among public libraries and communities through 'One Book, One City' reading campaign. This study introduced the meaning and trend of 'One Book, One City' program on the world. And this study also suggests the ideas for the collaboration among public libraries and communities making use of this reading campaign; activation of reading campaign, building library network, establishing partnership model between private and public sectors.

The Role of Universities in Solving Local and Regional Problems (지역사회 문제해결형 산학협력을 통한 대학의 역할 제고 방안)

  • Recently, the third mission as the new role of the university is being emphasized as contributing to the local community through active participation in local and regional problems as well as an economic contribution as an entrepreneurial university. Thus, overseas universities started various university-industry collaboration activities targeting sustainable development based on local community and improve their roles for regional regeneration and innovation. Universities in Korea also tend to set up a cooperative governance with various agents in the local community via university financial support projects by the government and started to promote the university-industry collaboration project for solving the problem of the local community. Therefore, this research tries to find implications in order to expand the role and responsibility as local university and reinforce substantiality and enhancement of university-industry collaboration through a case analysis of university-industry collaboration to solve the problem in local communities in foreign countries. In order to solve the problem of local communities based on local agents-led small-sized projects, it is requested to improve the more active role of the university, local governments and university students.

Urban Regeneration through University-Community Partnerships in Japan: A Case Study of Yokohama City and Yokohama City University Partnership (일본의 대학-지역사회 협력을 통한 도시재생에 관한 연구: 요코하마시와 요코하마시립대학교 간의 협력 사례를 중심으로)

  • University has various resources such as intellectual human resource, spatial resource and facilities, and economic resource. At the same time, universities are, in general, found upon fundamental mission of public service, as well as teaching and research. Recently in Korea, it has been argued that we should make use of such resource of universities in the process of urban regeneration through university-community partnership. Yet, these arguments are lack of concreteness: 'which' kind of resource for 'what' kind of problem, and 'how'. Therefore, this research examined the case of university-community partnership in Japan and tried to find of some implications to Korean society. The reason for examining Japanese case is because Japan has experienced similar problems that Korea face such as aging population, decrease in the number of student, deteriorations of existing urban area; there are respectable amount of similarities between Japan and Korea in political, social and economic context; and because Japan has proceeded regeneration of communities through university-community partnerships.

Development Stages and Characteristics of Place-Based Industry-Academic Cooperation Projects: The Case of Universities Participating in the LINC+ Project (대학-지역 연계형 산학협력 사업의 발전단계와 특성: LINC+사업 참여대학을 중심으로)

  • As the role of universities as a civic university contributing to regional development has been emphasized, industry-academic cooperation projects are increasingly focused on quadruple helix interactions of university, government, business and civic society. Drawing upon focus group interviews, we divided place-based industry-academic cooperation projects into four different types and stages of development, according to two indicators of network participation and network strength. Although the proportion of projects that were in the early stages of development was overwhelmingly high, some universities developed a close cooperative system with the local community to enhance the effectiveness of the industry-academic cooperation projects and to implement them in an advanced stage. These findings suggest that the LINC+ project, which has been criticized for its policy effectiveness, will not only contribute to enhancing policy effectiveness through place-based projects but also enhance the role of universities as the main body of regional innovation.

University-Industry Collaboration of Humanities and Social Sciences Majors and Regional Development: The Case of Japan (인문사회계열의 산학협력과 지역발전: 일본 사례를 중심으로)

  • This study investigates the role of universities in regional development by drawing upon case studies from Japan in which local universities contribute to regional development through the promotion of Industry-University Collaboration Projects of humanities and social sciences majors. Based on these cases, policy implications are derived for Korea. As a result of the analysis of Japan's cases, university-industry collaboration activities incorporating active participation and cooperation of various regional actors led by local universities of humanities and social sciences majors were seen to contribute to regional development. Rather than taking a passive attitude toward solving regional problems, the universities have entered into a more proactive relationship with their local community through university-industry collaboration of humanities and social sciences majors. They thereby also address problems and challenges relating to various aspect of the local community such as economy, culture and education. To activate university-industry collaboration of humanities and social sciences majors in order to strengthen regional development in Korea, awareness-raising of university-industry collaboration, development of student-led programs, proactive attitudes and efforts by the universities, arrangement of support plans by the government, and the like are required.

Strategies for Improving Communities of Practice in Korea by Cooperating with Residents Autonomy (주민자치와의 협력을 통한 한국형 공공도서관 실행공동체 활성화 방안 연구)

  • The study is to find the possibility of cooperation between civil servants as a mediators for changing a society in a region into community of practice. "Community" is the value-oriented concept and exists in a local community, a community of practice and a organization that have the characteristic of "Community." Public libraries as "Community" have both characteristics of local community and community of practice. And public libraries as community gives public services for neighborhood region problem-solving to people. But in Korea, Residents autonomy system in Dong gives the service to people. They all conducts the business for changing a society in a region to community of Practice. Therefore the study conducted a survey about sense of community and necessity of cooperation in the business. The results are following: The group of higher awareness on community feels less needs to corporate the work in community than the group of lower awareness on community; The group of higher awareness on community or the group having more experience on community have lower job satisfaction. Therefore the motivation on working for community is needed for the mediator.
