Relationship between the Social Capital, Job Satisfaction and Organizational Commitment in Social Welfare Organization (사회복지조직의 사회자본과 직무만족 및 조직몰입의 관계)

  • Prior research has shown empirically that social capital is as a critical factor determining organizational effectiveness. The purpose of this study is to examine the relationship between the social capital, social workers' job satisfaction and organizational commitment in the social welfare organization. For the research, social capital was consisted of trust, norms and network. The results of this study were summarized as follows: Mean analyses showed that social workers perceived the level of social capital had a higher than medium. By using a structural equations modeling(SEM), trust and norms had a positive effect on the social workers' jon satisfaction and organizational commitment. This study finally discusses theoretical implications for future study and practical implications for social capital strategies on the results.

Structuralization Expected Outcome of Social Welfare Program Based on Community Network : Using Concept Mapping Method (지역사회네트워크를 기반으로 한 사회복지프로그램 기대성과 구조화 : 컨셉트 맵핑(concept mapping)을 활용하여)

  • The purpose of this study is to verify the applicability of concept mapping in the process of planning social welfare program based on community network. Concept mapping is a kind of decision-making method that structuralized complex ideas and presented visually. Already, concept mapping is widely utilized in counseling, nursing and public health area to plan and evaluation their program and service. For recent, effectiveness of concept mapping has been reported. Concept mapping is a effective decision-making method that they recognize outcome gap between service provider and client, reach the outcome's consensus in counseling and nursing, medical area. In this study, we conceptualized 3rd year outcomes of Community Impact Project that was supported from Busan Chest using concept mapping. This CI project intervenes children and youth who lives in Buk-gu, Busan. Concept mapping has six stages-preparation, collecting ideas, structuring statements, representing statement, interpreting the results of the analysis, applying the results. We followed these steps. The participants were working at social welfare organizations, total 11 persons. We obtained 60 statements and analyzed using multidimensional scaling. we collected 5 clusters, cluster 1 'awareness and attitude change of children and youth', cluster 2 'social system change of children and youth', cluster 3 'friendly community formation', cluster 4 'community people change', cluster 5 'service provider change'. As a result, among total 5 clusters formed, 'awareness and attitude change of children and youth' came to the strongest outcomes. When concept mapping was applied to the program planning, the consensus of the opinion came easily in the decision-making process, and the participants were empowered. In addition, clear conceptualization on each element of the program planning was made.

  • This study was carried out to analyze the job of care managers in their social welfare practicing fields about the frequency of care management duties they perform, types of duties considered to be most important and the reason, and types of jobs counted to be the most difficult and the reason by qualitative case study research methods. The job area of care management was elicited using DACUM method, and those 9 job areas derived from it were analysed according to frequency of performance, importance and difficulty. The subjects were 10 social workers serving more than 3 years with major duty of care management and chosen by reputational-case selection, and those collected data analysis was operated according to embedded analysis types. We discussed the implication of this research. : The experience of participants are the process of maintaining the tension, and search the equilibrium point between client centered service and institutional pressure. Welfare Activation Strategy for a Urban Park Users (도시공원 이용자들을 위한 공원복지 활성화전략 -부산도시공원 이용자를 중심으로-)

  • The purpose of this study is to suggest the improvement plan for the welfare in the park through the empirical test on the park facilities, which are the hardware, and the service contents, which are the software, in the urban parks of Busan. Therefore, to identify the welfare of the parks in Busan, this study took 7 urban parks as samples according to the plate method of experts, and conducted the questionnaire survey from 1,500 persons using these parks. The IPA analysis results on the importance and the satisfaction of the users on the form of use, facilities and the contents of the park are as follows. First, the convenient facilities, which are the hardware of the park, are represented as a intensive management item. Second, the importance and the satisfaction for all the facilities and the contents of each park are significant differences. according to the location of each park and the characteristics of each principal park users. Such results mean that the Busan urban park operation does not satisfy the expectation of the park users for the welfare facilities in the parks. Therefore, it implies that to activate the urban parks and to improve the quality of life than the present, the aceessibility of the local residents to the information should be reinforced through the development of contents to reflect the region and the desires of the users and through building and managing the homepage of the urban parks.

Development of Social Services through Analysis of Service Cases for Children and Older Citizens (사회서비스 사례분석 및 발전방안 -아동 및 노인서비스를 중심으로-)

  • Since 2000, Korean Society has developed social service program, facing the increasing social needs. With the semi-public goods' factor, social service has shown the original limitation in the private market. This paper analyses social services for children and older citizens in 6 metro cities, exploring the current condition and limitation. Program were collected through research institute and metro city's social service support groups. Analysis shows that most cities have similar programs without reflecting regional specialty. Therefore, the diverse and expanded supply of social services, professional service providers, reflection of regional specialty, easier accessibility of services are suggested. More participation of users in the process of program decision-making process and networking of service providers are also proposed.

Establishment of Collaborative Governance for North Korean Refugees' Settlement Support Service (북한 이탈 주민 정착지원을 위한 협력적 거버넌스 구축)

  • This study was conducted to establish collaborative governance for North Korean Refugees' settlement support service. Three major actors were identified. At the central government level, there is no control center to coordinate various functions. This study suggested three roles for central government in collborative governance, which are policy planning based on public value, allocating financial resources to implementing organizations, and program evaluation for securing public accountability. The rloes of local government are establishing communication channels between implementing participants, maintenancing good relations, and coordination. Finally, the role of private actors is developing high quality service programs, connecting local resources for settlement service.

An Exploratory Study on the Experience of the female Elderly using a Long-Term Care: Centering on Users of Home-Visit Bath (장기요양보호를 이용하는 여성노인의 경험에 관한 탐색적 연구: 방문목욕 이용자를 중심으로)

  • This research, with the participants of the female elderly using a home-visit bath among long-term care services, made an in-depth analysis of what they experience while getting a home-visit bath. We conducted in-depth interviews with 8 elderly people. According to the result, the female elderly experienced the absence of a caregiver, difficulty in carrying out daily life due to physical diseases, getting what they need by themselves, getting comfortable in body and mind, accepting their given situation though feeling shame at getting a bath, and expressing their desires. In addition, they had a close relationship with a care helper. On the basis of the results, a systematic training system which could intensify the professionalism of care helpers was suggested. For the enhancement of the elderly's emotional stability in a long-term care, an integrated case management system was also suggested, which supports the family by organizing an integrated network by region between a long-term care service, home-visit care service, welfare center, and the National Health Insurance Corporation.

  • 스마트워터그리드(Smart Water Grid; 이하 SWG)란 현재 직면에 있는 물 부족, 물 안보, 물 복지 등 물에 대한 문제를 ICT 기술을 활용하여 물관리의 새로운 패러다임을 제시할 수 있는 융합 기술이다. 즉, SWG는 기존의 수자원 관리 시스템의 한계를 극복하기 위해 첨단 정보통신기술을 이용하는 고효율의 차세대 인프라 시스템으로 다양한 수원을 활용하고 물을 효율적으로 배분 관리 운송하여 수자원의 불균형을 해소하고, 첨단센서네트워크를 이용해 용수관리 전분야에 걸쳐 양방향 실시간으로 용수정보를 감시 대응하여 용수관리와 에너지 효율의 최적화된 메가시티(mega-city)에 적합한 지능형 물관리가 가능할 것으로 예상되는 시스템이다. 따라서 국토교통부 과제로 추진중인 SWG 연구단에서 개발한 스마트 워터 기술을 영종도 112 블록에 적용하여 지역주민의 물복지 향상 및 물 사용자에 대한 소비자 만족도를 높이는데 목적을 두고 데모플랜트를 구축 방안을 수립하였다. 영종도 112블록(인천 운서동 및 운북동 일원)은 인천 공촌정수장에서 해저관로를 지나 영종통합 가압장에서 가압 후 공항신도시배수지에서 물을 공급받고 있는 지역으로 면적은 $17.41km^2$, 인구는 약 17,000명, 물사용량 $8,000m^3$/일, 총관로연장 약 55km, 유수율이 겨우 73.2% 지역이다. SWG 적용성 평가를 위해 영종도 112 블록에 유수율 제고 및 운영비용 저감을 목적으로 데모플랜트를 구축하였다. 스마트 계측을 위해 스마트미터 469개(15~20mm), 디지털미터 172개(25~200mm), 누수유무센서 1개소, 다항목 수질측정기 1개소, 유량계 3개소, 수압계 5개소, AMI 시스템 641개 및 물효율 운영프로그램과 물정보 App서비스 기능으로 구성하였다. 물효율 운영프로그램은 실시간 수요량 예측, 배수지 운영에 따른 취수량, 송수량, 펌프 대수조합 및 운전스케줄링이 가능한 경제적 물공급 스케줄링, 관망상태 감시 및 제어(실시간 유량/수압 분석을 통한 누수분석) 기능이 탑재되어 통합운영센터에서 운영할 계획이다. 데모플랜트 운영을 통해 수자원의 효율적인 배분 및 공급, 유지관리 향상, 운영 비용 최소화 등의 결과를 바탕으로 신도시 및 기존도시의 물관리 정책수립에 활용할 수 있을 뿐만아니라 시간적 공간적 불균형 해소 및 물시장 발전에 크게 기여할 것으로 사료된다.

COVID-19 Discourse and Social Welfare Intervention through Online News Big Data: Focusing on the Elderly Living Alone (온라인 뉴스 빅데이터를 통한 코로나 19 담론과 사회복지 개입방안: 독거노인을 중심으로)

  • The purpose of this study is to provide clues to social welfare policy making by revealing discourse on social intervention and response based on big data on elderly living alone in the COVID-19 situation. Keyword analysis, network analysis, and topic analysis were utilized to explore the ways in which news media have portrayed challenges facing older individuals and the ways in which the central and local government as well as private organization have responded to them. Results are as follows. First, networks(degree, closeness, betweenness) were formed around region, delivery, society, support, and vulnerability, suggesting an increased demand for economic assistance and social support as well as stronger service delivery systems. Second, key topics derived included "establishing public delivery systems", "establishing local networks", "Managing care gap", "Establishing a private economic support system", and "Establishing service organization system". Based on the research results, discourse on the organic role of government, communities and the private sector has been presented, suggesting policy and practical implications by proposing a discussion on how to intervene for elderly living alone in disaster situations such as COVID-19.

지역보건의료 정보화 사업의 현황과 발전방향

  • 보건소 정보화 사업은 지역단위 공공보건의료의 최일선 기관인 보건소에 정보시스템을 설치하여 내부운영을 효율화하고 생산성을 증대시킴으로써 양질의 보건의료 서비스를 제공하고, 동시에 지역보건의료의 효과적인 정보체계 구축과 정보의 원활한 교류를 통하여 국가보건정책수립을 위한 기본정보를 제공하며, 이를 통해 공공보건의료의 환경변화를 이끌어 갈 기반을 확충하려는 목적으로 추진되었다. 보건소 전산화 사업을 근간으로 하는 지역보건의료분야 정보화 사업은 보건 의료부문의 정보화를 위한 국민복지망 기본계획에 의거하여 94년 12월부터 2기로 나누어 8차 년도에 걸쳐('94.12 $\sim$ '01. 10) 연차사업으로 시행 중에 있다. 보건소 정보화 프로그램 개발을 목적으로 시행된 제1기 정보화 사업('94.12 $\sim$ '98.7)을 통해 개발된 보건소 정보시스템이 현재 242개 보건소 중 108개 보건소에서 사용중이며, 이를 통해 보건소 업무의 효율화와 함께 지역보건의료분야 전산화 구축의 기초단계가 확립되었다. 제2기 사업은('98.10 $\sim$ '01.10) 보건소 중심의 지역보건의료망 구축과, 보건소 정보시스템의 전국 확산, 관련기관 정보망과의 연계를 통한 정보교류 확대와 정보활용도 제고 등의 목표로 시행중이다. 2기 1차 사업을 통하여 보건소-보건지소 진료소간 지역보건의료망의 기본 하부골격의 토대가 구축되었고, 2기 2차 사업에서는 보건의료원의 전산화 프로그램이 개발되었다. 또한 현재 진행중인 2기 3차 사업에서는 지역보건정책 수립을 지원하는 진료현황, 보건사업현황 등의 자료를 통합D/B로 구축하여 시범적으로 운영함으로써 정보망의 활용도를 높이고, 광역단위의 지역보건정보 의사결정시스템(EIS) 개발을 추진하고 있다. 한편, 최근 급속한 정보기술의 발달과 보건의료 환경의 변화로 인하여 보건정보시스템의 변화 필요성이 증대되고 있다. 이를 위해서 중앙정부와 광역자치단체, 보건소를 연결하는 전국 단위 정보네트워크 구축에 있어 신기술 적용방안 연구를 통하여 보건소 정보화 사업의 발전 방향(ISP)을 모색 중에 있으며, 시군구 행정정보망과 연계를 통해 생애주기에 따른 주민 평생건강관리를 위한 정보시스템 구축을 도모하고 있다.
