지역복지운동탐방-주민 통합서비스 실현을 위한 전국 네트워크

  • 지역복지계에서 대상자별 서비스 네트워크는 매우 중요한 일이다. 그 이유로 각 기관 및 단체간 서비스 재원 및 인력의 상호 협력과 중복성의 조정에 있다. 이러한 문제점을 해결하고자 한국종교계사회복지협회, 한국사회복지협의회, 복지재단, 자원봉사단체 등의 전문가들이 협력하여 구성한 ‘복지서비스 네트워크’가 바로 ‘주민 통합서비스 실현을 위한 전국 네트워크’의 모태가 된다고 할 수 있다.

Plans of Local Community Cooperation for Welfare in the Level of Local Governance (로컬거버넌스 수준에서의 지역복지서비스 제공방안)

  • This study is to examine the cooperation plan of participating bodies in the area on social welfare system that is appropriate in the localization era. In order words, in order to develop the local social welfare system by approaching on the cooperation within the participating bodies within the area in the local governance level, the purpose of this study is to find out the problems that the existing local community welfare system has, and seek the responsive development cooperation plan. Furthermore, through this study, it is expected to present desirable cooperation model of local social welfare, and the reasonable welfare plan on the locality would be available.

  • As Social Welfare Service Act was revised in 2011 and its enforcement decree was revised in 2012, the function of local social welfare center was classified into 3 functions such as case control function, service supply function and local society systematization function. Therefore, from 2013, local social welfare center faces the assignment to establish its status as a core subjectivity of local social welfare while maintaining function, role, business, program, service and organization system required for local social welfare center. Currently, there are internal and external limit factors for local social welfare center to perform its original function. The external limit factors are competition with similar organization, diversification of welfare desire depending on social change, insufficient service network construction and lack of partnership between private sector and government. The internal limit factors are lack of local social organization's ability, program issue, insufficient resource, insufficient manpower, etc. In order for local social welfare center to overcome the limit factor and establish the core status for improving the life quality of resident, it should concentrate its ability on local society systematization, construct human & material support network related to local social welfare, minimize social education program and simple relief project gradually, suggest the reasonable direction for village to nurture resident organization, develop the program based on the research on local resident's desire and create the partnership between private sector and government.

Effect of Professionalism of Social Workers on Service Quality : Focusing on the Mediating Effect of Social Capital (사회복지사의 전문성이 서비스 질에 미치는 영향 연구 : 사회자본의 매개효과를 중심으로)

  • This study investigated the mediating effect of social capital between social workers' professionalism and service quality. By utilizing a convenience sampling method, a survey data form 276 social workers in Chungbuk province was analyzed. Results of descriptive statistics found that professionalism of social workers is 3.36, subtype of social capital among network being 3.43, credibility is shown for 3.67, and quality of service is confirmed for 4.00points in 5-point Likert scales. Both subtypes of social capital - network and credibility - showed mediating effects in the relations between professionalism and service quality. That is, a causal path of professionalism, social capital and service quality was confirmed by the data. Based on these results theoretical and practical implications for enhancing the level of social support and service quality of social services.

  • This study is to explore the contents and interaction of residents voluntary network and propose the strategies to promote residents voluntary network. The grounded theory was utilized to attain our object. Total of seven social worker and 17 residents participated in the study. Data were collected through in-depth interviews and documents. The data were analyzed by using Strauss and Corbin's method. Results are the followings. In open coding 13 categories, 32 subcategories and 133 concepts were constructed. In axial coding causal conditions were qualitative ascent of needs, emergence of the right welfare consumer. Phenomenon was agitation of praxis ground and grope of exist. Contextual conditions were crisis resources, skepticism of welfare. Intervention conditions were maturation of welfare cognition and proliferation of the sense of community responsibility. Strategy were resocialization of voluntary organization and construction of field related service delivery system. Consequence were grass routing welfare strategic fitting service system. In selective coding we constructed the core category: The praxis revolution from bottom for break social welfare environment.

A Study on the Structure and Characteristics of Interorganizational Network for Women in Buchon (부천지역 여성복지 관련 조직의 네트워크 구조와 특성)

  • The purpose of this study is to find out the structural characteristics of interorganizational networks for women, and to identify the magnitude of efficient structure for network using 30 organizations for women in Buchon. This study attempted to examine the characteristic of interorganizational networks through searching out the central organization and block modeling. The research sample was 30 organizations, and the data analyzed by UCINET V and KP(Krack Plot) 3.1. The results show that public agencies are central organizations of all dimensions(information exchange, client referral, cooperation, resource exchange) and they also play an important part as intermediary of interorganizational network. A prominent characteristics of network is "ggiri-network" that means network between similar agencies. This finding provides important strategy to build and expand the network. Also this finding can be direction of network structure to meet women's needs and empower women.

A Study on Community Governance of Public Sector and Service Agencies : Focusing Differences of Perceptions Between Local Officials and Workers in Social Service Agencies Working for Poor Female-headed Households (빈곤여성가장을 위한 서비스 제공에 대한 민-관 인식 차이에 관한 연구: 지역사회 거버넌스 실현의 현실적 간격을 중심으로)

  • The study is to investigate the extent to which public sector and private sector have established local governance at the community level. Also, it examines similarity and dissimilarity in the perception of unmet needs in the community service delivery system among local officials and workers in social service agencies for poor female-headed households, using survey questionnaire. It finally aims to propose more effective way of local governance between officials and workers in service agencies, and to improve living conditions for poor female headed households. Results show that first, about 70% of survey participant assess community governance and network system do not work well. Second, the more positive people evaluate their outreach efforts and the network level among community service agencies, the more they perceive that unmet needs are satisfied and recipients are well benefited. Third, the perceptions are significantly different in the extent of service delivery and the unmet needs between local officials and service workers who implement direct social service to female-headed households, after controlling for other related factors. In conclusion, suggestions are given to develope more effective service delivery system for poor female-headed households.

Evaluation on the Specialized Quality Programs of the Senior Welfare Centers in Gyeonggi-do: Focusing on the Perspectives of the Service Users (경기도 노인복지관 특화 프로그램 평가: 서비스 이용자 관점을 중심으로)

  • The purpose of this study is to observe whether the specialized quality programs of senior welfare centers actually help service users and meet their needs. In order to find out, we have utilized three different research methods. First, an in-depth interview was generated among the service users of senior welfare centers. Second, the specialized quality program in senior welfare centers was analyzed. Third, a focused group interview among the senior welfare experts was conducted. Based on the results of this study, they suggest four practical proposals. First is to enhancing programs of senior welfare centers based on the service users' rights. Second is to providing high-class services by developing and transforming the 'elderly culture.' Third is to converting the existing programs to make associations with their local communities. Last is to building a network as a hub to communicate and sharing outstanding programs within senior welfare centers.

Effect of Social Support for Social Welfare Workers on Job Satisfaction -Focusing on local child care center- (사회복지사의 사회적 지지가 직무만족에 미치는 영향 -지역아동센터를 중심으로-)

  • The purpose of this study was to analyze the effect that the social support for social welfare workers who are the key personnel providing the service to children directly at local child care center would have on job satisfaction. For this study, the social welfare workers of local child care center in Jeollanam-do were surveyed. A total of 240 questionnaires which had been collected were used for analysis. This study analyzed the effect of social support on job satisfaction by defining the demographic characteristics of social welfare workers as the control variables. The results of the analysis showed that the social support had the greatest influence on job satisfaction. Such results suggest that the stronger social support for social welfare workers would increase the job satisfaction of social welfare workers. Based on the results of the analysis, the following recommendations are presented which can help increase social support for social welfare workers: First, it is necessary to standardize the works of social welfare workers at local child care center and provide them with specialized training and education. Second, additional points should be granted to excellent local child care centers. Third, a cooperation system needs to be established which links the networks of colleagues and local societies.

  • 본 연구는 지역사회의 노인 가운데 지역사회에서 홀로 살아가는 남성 저소득노인의 일상생활경험을 토대로 복지욕구를 파악하기 위한 양적 질적 통합연구로서, 65세 이상의 연구 대상자의 삶에 대한 경험분석을 통하여 남성노인의 삶과 욕구충족을 위한 복지정책과 서비스 방안을 탐색하는데 목적이 있다. 질적 자료 분석을 위한 연구방법으로는 중심주제 분석을 활용, 남성노인들의 생애사를 종단 분석하였으며, 남성독거노인의 경험은 다양한 개인의 특성을 반영한 인생이 담겨있었다. 따라서, 실질적인 남성독거노인의 사회적 관계망 확대, 남성노인 지원정책의 로드맵 재조정, 사회적 연결감을 위한 조직적 지역 네트워크 구축, 고령친화 커뮤니티인프라 구축방안을 국가와 민간이 협력적이고 융복합적인 대책으로서 강구해야 할 것이다.
