  • The purpose of this study is to establish a new rural development policy system based on the unit of a community organizations. This study is to complement or replace the existing rural development system which is based on the unit of rural villages. The communalism which is the core concept of traditional rural villages has been weakened or destroyed. Especially, economic, social and spatial communalism of a rural villages has been weakened rapidly in the process of industralization and urbanization for the last 50 years. This means that strong communalism inside rural villages and neighborhood independence from each others among rural villages are already weakened. Rural villages no longer represent rural area, unlikely the hypothesis policy makers have been used to set up rural development policies. Advanced countries like EU and Japan are well known to have a rural development policy based on the units of social organizations in the rural area. These policies have been on the main stream in the era of local decentralization. Rural resident's organization made rural site's development plan using local assets and submitted to the public sector. Then the public sector examine its value and possibilities as a rural development projects. And public sector finalize the decision on subsidy grant. These policy patterns are already introduced partly in the field of urban development programme as well as rural development programme. It is time to apply those policies more widely and to examine more systematically.

  • A military is not an organization that seeks profits, such as a company, or a research institute whose results and outcomes can produce. Therefore, it can be said that the nature of the bureaucracy is stronger than any other organizations, which perform the task centered based on ranks. In addition, as military missions deal with national and operation security which is closed with each other and more conservative compare to other organization. In this circumstance, the role of military organization and leaders is to carry out their duties with the cost of people's lives, and indeed, leades and leadership in military are more important than those of any organizations. However, many researches are lacking or focused on leadership research in a limited field, especially positive field, developmental, constructive leadership research and researches that are not focused on that area are limited. Already in the United States, research on negative leadership has been actively conducted under the direction of the Secretary of US Army Thomas E. White in 2003, how toxic leadership is serving in military organizations and on the battlefield. Now they realize how toxic leadership had impact on missions in military organizations and on the battlefield. The purpose of this study is to collect and analyze qualitative and quantitative data on the negative leadership of military organizations that have not been studied. The aim of this study was to establish a literature study on the scope and behavior of toxic leadership among negative leadership and to build empirical data on toxic leaders of current military organizations, and to create occupations that occur when subordinates work with toxic leaders. This study analyzes changes in satisfaction and organizational cohesion that mediates results and causes. This study will be more urgent and important for groups that prioritize groups and organizations over individuals, and it may provide new directions for the role and impact of military leaders from attempting these studies.

  • This research had selected current rural village development projects with the representative meaning of rural regional development projects in order to analyze results of projects and various policies of the government to enhance the quality of resident life and to develop rural regions. For the analysis, this research had selected 2 districts of the case study in Gyeongnam-province and Jeonnam-province, respectively. In the result of the satisfaction analysis on the projects, it was considerably difficult to analyze satisfaction degree by using a clear distinction of each region type when promoting overall project. However, this research confirmed that there were some differences about residents' understanding of the project and satisfaction degree in the process of projects according to the regional characteristics (rural and mountain areas). In general, two districts' residents of rural areas expressed relatively more negative feedbacks in process of the project compared to two district residents of mountain areas. This research suggested that it is needed to have residents' understanding of the project, a restoration of village community spirit to help each other and to cooperate, fostering a desirable leader, establishing effective village regulations, transition into an open and inclusive attitude, promoting rural village development project, and realization of the operating method in order to have an amicable project process in the future.

  • This research aims to examine Korean regional innovation governance, find structural problems, and explore alternative strategies of regional innovation governance. Especially the alternative governance was searched through the case study of Daegu-Kyungbuk mobile cluster, of which formulation Samsung is the anchor institution. Regional innovation governance in this research is defined as a policy system to link knowledge generation & diffusion subsystem and knowledge application & exploitation subsystem, and institutional conditions to steer the system. "Social Capital Assessment Tool (SOCAT)" of the World Bank was utilized for the appreciation of cluster governance. The regional innovation governance of Daegu-Kyungbuk mobile cluster is characterized as production networks dominated by one-to-one relationship between Samsung and hardware/software developers, decentralized R&D networks and policy networks with multiple hubs. Major policy agents have not developed networks with local companies, and rare are interactions between the policy agents. Local companies, especially software developers, responded they have had experiences to cooperate for local problem solving and shared their community goal, however, the degree of trust in major local project leaders is not high. Local hardware/software developers with core technologies need to be cooperative to develop similar technologies or products in Daegu-Kyungbuk mobile cluster. Regional administrative actors, such as the City of Daegu and Kyungsangbuk-do, and diverse innovation-related institutes should build cooperative environment where diverse project-based cooperation units are incessantly created, taken apart, and recreated.

This study focuses on the characteristics of location selection process of common innovative city in Gwangju and Jeonnam province. Discussion about construction of common innovative city was started in need of new model for common development of two provinces, and most of peoples agreed a plan to establish on common innovative city within Jeonnam area near Gwangju area. Gwangju Jeonnam Regional Innovation Council, in particular, played an important role in the process of location selection and initial discussion about common innovative city. In addition, Common innovative city to be built in Naju city will be provided positive regional development effects in several dimensions. In result, it has been evaluated as a successful model of innovative city to be constructed with transfer of public institutions to local areas.
