In Korea, small and medium sized domestic enterprises (SMEs) play an pivotal role in the national economy, accounting for 99.8% of all enterprises, 87.9% of total employment, and 48.3% of production. and SMEs were driving a real force of the development of national economy in many respects such as innovation, job creation, industrial diversity, balanced regional development. Despite their crucial role in the national development, most of SMEs suffer from a lack of R&D capabilities and equipments as well as funding capacity. Government-Supported Research Institute (GRI) can provide SMEs with valuable supplementary technological knowledges and help them build technological capacities. so, In order to effectively support SMEs, government and GRI must be a priority to know about the factors influencing the performance related to technology transfer and technological collaborations. The paper analyzes the effects of Korean IT SMEs Venture external collaborations and technology transfer on their performances, according to their collaboration activities and technology transfer experiences. The results show that there was a significant difference between '3~5times' of technology transfer experience and 'zero technology transfer experience' in the case of technology transfer experience. In case of technological collaboration type, there was a significant difference between 'R&D manpower' and 'enhancement of technological capabilities including core technologies'. The results show that the effectiveness of technology transfer of Korean IT SMEs Venture depends on experiences, types of collaboration activities. so the results of this research will be useful for Government-Supported research institute (GRI)' policy makers when establishing technology commercialization support policies and strategic planning of small and medium sized domestic enterprises.

This study aimed to suggest implications for the future development of agricultural R&D through a priority analysis of excellent agricultural R&D performance considering productivity, marketability, and effects on region, which are important factors of agricultural R&D evaluation. The subjects of analysis were R&D of Rural Development Administration (RDA), which was selected as national R&D excellent Performance from 2006 to 2018, and the priority was analyzed using Analytic Hierarchy Process (AHP). The results are as follows. First, the relative importance of the criteria decreased in the order of marketability(0.423) > regional impact(0.360) > productivity(0.216). Second, as a result of analyzing the relative importance of the sub-criteria, the possibility of commercialization(0.515) was high in the category of marketability. The possibility of technology expansion(0.538) was high in the category of effects on region and the quality improvement(0.464) was high in the category of productivity. Third, the excellent agricultural R&D performance that had high relative importance was the technologies associated with improving the agricultural competitiveness of horticultural crops.

Recent increase of academic interest in Born Globals has brought abundant researches, which accounts their causes and states, both in and out of the country. However, postulating that types of companies see the different perception of environment of global markets, and this difference will also bring different effects on enterprise capabilities and performance, this study implemented theoretical inquiry and evidential analysis. Technologically innovative SMEs, main subjects of this study, were categorized into Rapid Globals and Gradual Globals according to their internationalization speed, then followed by a CSA. This analysis has shown, regardless of corporate types, early perception of changes in global market environments, affects, in great amount, on marketing and R&D capabilities as well as performance. However, corporate types also showed difference in early perception of changes, marketing and R&D capabilities as well as performance. This evidential analysis provides enterprises pursuing internationalization in early stage with enforcement in their early perception of changes in global market environments.

This study attempts to figure out the impact of Information and communication technologies (ICTs) on spatial structure and to speculate on spatial strategies in the electronic economy from a geographical perspective. The unprecedented development of ICTs based on the explosive use of the Internet was enough to lead to the expectation that physical distance would not be a significant barrier in business activities. In fact, however, at least at a current stage, the development of ICTs has not automatically removed the inequality in spatial structure. The accessibility to electronic space is different by economic and social status within a country as well as between countries. The importance of place, locality, and place-specific assets has been strengthened in the global economy. Physical proximity is still of great importance because it helps to minimize transaction costs, to exploit place-specific social networks, and to accumulate credibility for successful businesses. Likewise, the development of electronic commerce such as B2B and B2C EC also does not necessarily result in the ignorance of place and locality. Rather, the recognition of the importance of spatial strategies is extremely important for the success in online businesses. As a conclusion, the spatial dimension becomes more important in the digital era for successful businesses and balanced regional developments than ever before. The need for the improvement of ICT infrastructures, the development of human resources, and the establishment of regional innovation systems in peripheral areas cannot be overemphasized even in the digital era.

스마트그리드는 Modern Grid Initiative와 미국 에너지성인 DOE(Department of Energy)에 의하여 정의된 것으로서 기본적으로 "발전, 송전, 배전 및 수용가로부터 발생하는 수많은 혁신적인 신규기술 및 설비들을 통합할 수 있는 망"을 의미한다. 본 연구에서는 최근의 연구동향을 분석하여, 장래의 스마트그리드의 전개방향을 제시하고자 한다. 구체적으로는 하나의 지역(또는 수용가군)을 대상으로 분산전원과 전력저장장치로 구성된 마이크로그리드를 중심으로 정보와 에너지를 감시하고 제어하는 계통을 스마트그리드의 모델로 제시하고자 한다.

This paper aims at identifying the strategies for strengthening regional innovation systems. This paper is based on the objective evaluation on regional innovation systems by regional government officials who are in charge S&T promotion. This paper has two significances. First, regional government officials as manager on S&T policies, will be able to diagnose exactly their own regional innovation systems. Second, we will be able to get a complete figure on regional S&T culture throughout them. This paper argues that, in order to strengthen regional innovation systems, we must reinforce firms' technological capabilities, create and decentralize public research institutes, and diffuse the culture for appreciating S&T and innovation within region etc.

현재 우리 군은 다가오는 인구절벽에 대비하기 위해 인공지능(AI) 기반의 과학기술강군 육성을 목표 국방혁신 4.0을 추진중에 있다. 특히 북한의 도발위협이 높아지는 현시점에 우리 군은 첨단기술을 활용한 과학화경계시스템 도입을 통해 병력절감을 도모하고 있다. 하지만 우리 군의 통합 전투능력을 보장하기 위한 핵심 기반통신체계인 전술정보통신체계(TICN)의 경우 전송 대역폭이 좁아 영상정보 송수신이 원활하지 않을뿐더러 보안 및 난청지역 발생 등의 이유로 평시 과학화경계시스템의 기반 네트워크로 활용하기에는 제한적이다. 이러한 문제를 해결하기 위해 본 논문은 2017년부터 국내에서 무료로 활용할 수 있게 된 TVWS 기반의 무선네트워크 구축 기술을 활용해 TVWS 기반 과학화경계시스템 구축방안을 제안한다. 본 논문에서 제안하는 TVWS 기반 과학화경계시스템의 경우 기존의 유선네트워크 기반의 과학화경계시스템과 비교해 작전공백 최소화, 구축비용 절감, 설치 및 운용의 탄력성 측면에서 다양한 장점을 가진다.

고도로 발전되는 현대과학은 시대의 흐름에 따라 우리의 생활문화를 급격히 변화시키고 있다. 물질의 풍요는 주위환경의 여건을 변화시키지만 인간의 지식 및 관리능력이이에 따르지 못하면 생활의 진정한 향상과 혁신은 실천될 수가 없다. 본 연찬회의 목적은 대학교육이 지역사회 개발에 직접적인 관련과 도움이 되기 위해 시행된 일련의 교도행사이다. 생활과학연찬회는 1978 년 11월 7일부터 9일까지 3일간 각 시도군의 생활지도사를 대상으로 의생활분야, 식생활분야, 주생활분야, 아동학분야의 강의와 실습을 통하여, 지역사회의 생활개선 지도방향을 교육 실시하였다. 금번에 가정대학이 실시한 연찬회 참여자들의 반응 및 의견을 종합해 볼 때 상당히 만족할 만한 것으로 나타났다. 그런 궁극적으로 생활과학의 보급은 더 넓은 범위와 지방민에까지 전달되어야만 더욱 효과적인 프로그램이 될 수 있다고 하겠다. 그렇게 되기 위해서는 우선 세분화되고 필요로 하는 교육내용에 관한 연구와 실제 응용할수 있는 기술 및 지식의 보급이 시급하다 하겠다. 특별히 지방인들이 과거보다 더 요구하는 영역은 주생활분야와 아동학분야이다. 또한 지도자들이 훈련을 받을 때 사용한 교재나 교구를 지방에 갖고 갈수 있게 다양하고 보다 자세한 자료의 개발 및 보급이 뒤따라야하겠다. 결과적으로 이번 연찬회는 성공적이었고 앞으로 위에서 제언된 몇 가지를 감안하여 정기적인 Program이 계속되어야하겠다.
