The competence of SME's technological innovation is deemed as one of the crucial factors in national and regional economies. Yet, as seen in previous studies, there is a dearth of studies on this subject, and policy and academic circles had been inclined to relatively underestimate the contribution of the SMEs to economies and industries (such as, job creation and GDP contribution). Generally, there is a bias that the innovative activity of the large-sized firm is likely to perform better than that of the small-sized company. According to several case studies, however, SME possesses a more appropriate form for innovative activities, and significantly contributes to creating advanced industrial agglomeration. Hence, this study analyses the contribution of the SME innovation to the national and regional economy along with analysing the extant literature. In doing so, we can reason out theoretical and policy implications.

이 글에서는 해외지역연구에 있어 세계와와 관련한 여건 변화, 지리하계의 동향, 그리고 21세기의 새로운 지역연구에 지리학의 역할이 어떠하여야 할 것인가를 살피고자 한다. 해외지역연구는 2차대전 이후 미국을 중심으로 발달하였다. 냉전기에 세계적 우위를 유지하고 국익을 보호하기 위하여 외국 현지어 구사 능력을 포함한 해외 정보 수요가 늘어 지역연구의 발달을 보게 된 것이다. 이러한 배경 때문에 지역연구는 개성기술적(ideographic)성격을 띠게 되었다. 요즘에는, 지역연구가 주로 초국적기업, 국제 경영대학원 등을 중심으로 이루어 지고 있다. 새 지역연구는 해외시장정보 수집 등 경제적 동기로 이루어지고 있어, 경제적으로 편향되는 취약점이 있다. 세계화는 요즘 하계의 화두(話頭)로, 세계 경제와 사회에 일고 있는 이 변화를 바로 이해하는 것은 향후 지역연구의 방향을 정립하는데 매우 중요하다. 세계화는 세계 어디서나 똑같이 일어나는 동질적인 현상이 아니라, 매우 다양하고 여러 의미가 담긴 현상이다. 마치 동전에 양면이 있듯이, 세계화는 수렴과 분화를 동시에 일으키고 있는 것이다. 따라서, 국경을 개방하고 장애를 없애 하나의 동질적인 세계시장환경을 지향하는 신자유경제 논리에 바탕한 지역연구는 설득력이 약하다. 지리학이 지역연구에 기여하기 위해서는 다음과 같은 노력이 계속되어야 한다. 첫째, 해외지역을 이해하려면 공간(space)과 장소(place)연구가 필수적이라는 점을 인식하고, 둘째, 인간과 환경의 상호작용 관점에서 지리적 차이를 파악하려는 노력이 필요하다. 셋째, 지리학은 이론정립 노력을 계속해야 하며, 넷째, 그 이론들은 해외지역의 현장답사와 정보수집을 통하여 검증되어야 한다. 지리학은 일찍부터 도시, 농촌 등 미시적 수준의 연구를 수행해왔기 때문에 경험적 연구에 강하다. 다섯째, 정부와 기업 등 조직에 대한 지리학적 연구가 이루어져야 할 것이다. 경제활동 분포에 대한 조직의 역할, 소유권에 대한 정부의 규제, 생산 조직의 환경 영향 등의 연구가 그 예이다. 여섯째, 지리학의 발달을 위하여 국가, 국제적 학술 기구를 활용하는 전략이 필요하다. 국제지리학연합(IGU)에서 개발한 지리교육과정, 미국National Research Council에서 세계지리에 밝지 못한 국민을 대상으로 펴낸 지리서 등이 그 사례이다. 지역연구는 사회과학 이론과 문화연구가 서로 접목되도록 새롭게 방향이 설정되어야 하며, 지리학의 인간-환경 연구 전통이 여기에 기여할 수 있을 것이다. 그러나 지리학의 역할이 효율적이기 위해서는 지리학 자체의 담론을 다시 확립해야 한다. 지리학계에서 지난 20여년간 추구해왔듯이 일반적 법칙을 지향(nomothetic)하는 접근법을 활용해야 하며, 여타 사회과학 및 환경과학과도 긴밀한 관련을 유지할 필요가 있는 것이다.

This study analyzes how to support social economic organizations financially -with online donation system. Two methods of online donation system is compared that vouchers contribute to the creation of sound market in damaged area by giving options of selecting service of social economic organization to service beneficiaries while civil fund for these organizations create employment and improve cooperative relationship between givers and receivers through online donation system. It is important for Korean government to improve donation system not only for victim directly but also for social economic organization through voucher and civil fund method of online donation system.

This study aims at identifying the industrial distributional characteristics of creative industry in Chungnam Province. It finds that there are 11 sectors of creative industrial in Chungnam region. In order to find out the specific characteristics of creative industry in Chungnam, it firstly carried out LQ analysis on the 11 sectors by the 16 counties of the region. It turns out that the distributional characteristics differs between county by county in terms of RCC, BQ and IG effect. These results may imply the needs of regional specific industrial development strategy by the 16 counties in Chungnam Province.

기후변화로 인한 다양한 문제는 전 세계적인 사항이며, 그 중 물과 관련한 사항은 가장 큰 문제로 주시되고 있다. 물 관련 인프라와 산업이 미비한 국가에서는 다양한 방법을 통해 자국의 물 공급 등 수자원 문제를 해결하려 하고 있으며, 이는 국내에서 물 산업의 해외진출 기회로 작용하고 있다. 본 연구에서는 해외 수자원 인프라 구축으로 인한 실제적인 효과성을 분석하고자 스리랑카 Galle 광역시 상수도 사업을 대상으로 하여 다양한 효과적 측면 중 사회적 측면인 지역주민의 삶의 질 향상, 경제 활성 기여, 성 인지도 제고, 지속가능성 제고에 대해 평가하였다. 지역주민의 삶의 질 향상은 현지의 통계자료 분석, 관계자 면담 등을 통해 취수시간 감소 및 깨끗한 물 공급 달성과 수인성 질병 감소를 조사하였으며, 경제 활성화 기여는 관련 문헌조사와 주민을 대상으로 한 설문조사를 통하여 그 여부를 파악하였다. 성 인지도 제고는 관계자 면담 및 설문조사를 수행하여 여성가사노동 감소 및 여성의 경제활동 참여 증가정도 및 기여도를 분석하였다. 지속가능성 제고는 관련 정책 개선여부에 대하여 조사 및 분석을 수행하였다. 분석 결과 깨끗한 물 공급이 사업 착수 전보다 원활해 졌으며, 수인성 질병 중 하나인 이질 환자가 감소되어 삶의 질이 향상되었다고 사료된다. 또한 상수도 사업을 통한 기간시설의 용수공급이 원활해지고 용수부족 해소 및 관광산업 등 서비스산업 활성화를 촉진시킴으로서 경제 활성화에 기여했다고 판단할 수 있다. 성인지도 제고에 대한 분석은 원활한 물 공급으로 인하여 여성의 물 관련 가사노동 감소에 기여하였으나 여성의 사회참여 기여에 많은 영향을 미치지는 못한 것으로 사료된다. 마지막으로 상수도시설 확충으로 인하여 용수보급률이 증가하고 이에 따라 관련제도를 개선하여 담당 기관의 재무건전성을 제고시킴으로서 지속가능성을 향상시켰다고 할 수 있다. 스리랑카 Galle 광역시 상수도사업의 이러한 성공적인 결과는 해당 국가의 개발정책과 높은 의지와 인구가 밀집되어있고 인구에 비해 급수보급률이 낮은 지역, 관광서비스 산업 밀집지역이 사업대상지로 선정된 요소가 작용하였다고 할 수 있다. 본 연구 결과를 통해 추후 해외 수자원 사업 진출 시 해당국가의 개발정책의지와 대상지역의 현황, 사업으로 인한 다양한 영향력을 고려한다면 성공적인 사업을 수행할 수 있을 것이다.

In this study, we analyze the performance of five major port distriparks and present a development plan. The analysis groups the performance into three categories: revitalization of companies in port distriparks, contribution to the port volume, and contribution to the national economy. The key parameters examined in detail include the ratio of hinterland volume to port volume (container and total cargo), port volume growth contribution rate, and job creation. Our results indicate that Gwangyang and Ulsan Ports showed steady growth for all the indicators analyzed, while Gwangyang Port was the only one among the five ports to display consistent steady growth. The results suggest that to achieve consistent growth, high value-added and specialized port distriparks based on the local economy should be established.

본 연구의 목적은 자연재해나 인위재해로 인한 시설물 피해가 초래하는 경제적 영향을 분석할 수 있는 재해영향평가모형을 개발하고, 2002년도에 발생한 태풍 루사를 연구사례로 하여 본 연구에서 개발한 평가모형의 적용가능성을 살펴보는 것이다. 본 연구에서는 태풍 루사로 인한 시설물 피해가 초래하는 경제적 영향을 평가하기 위해서 경제분석모형인 다지역 투입산출모형(MRIO model)을 적용하여 서울시, 인천시, 경기도와 수도원외지역의 수해피해 영향을 분석하였다. 본 연구방법을 적용하여 지역별 산업별 경제피해영향을 분석한 결과 직간접 수해피해는 총 15조 4천 5백 2십 4억원이고, 고용손실영향은 총 265,476인으로 나타났으며 수도권외지역의 비중이 각각 88,8%와 88.1%를 차지하여 지방경제의 피해가 상당한 것으로 나타났다. 또한 복구비를 투자하였을 경우 총 21조 5천 9백 5십 7억원의 경제파급효과와 412,110인의 고용창출효과가 발생하고, 특히 수도권외지역에서 투자파급효과의 89.3%와 고용창출효과의 89.5%를 차지하여 지방경제 활성화에 크게 기여하는 것으로 분석되었다.

A road is an infrastructure that helps boost up growth of local economy, connections among local communities and living conditions. For South Korea the increase in infrastructures like roads now concentrates on specific regions, which causes regional imbalance. also, some areas are faced with the overall weakness of local economy such as decrease in local tax revenues, slowdown in industrial and economic growth of regions, and the low independence of local finances because lack of roads, a basis of local economic growth, make big and smaller business reluctant to invest in localities. In addition, even though the power-centralized age turns to a decentralized age, the preference of development policies by the existing economic size rather than those of nationwide balanced development gets the economic gap of localities deeply-rooted; moreover, disparity of local wealth has a tendency to even differentiate the overall quality of living. The paper intends to analyze relations between road development and local economy focused on road construction, one of requisites to balance national development and accelerate local economy.

본 시스템은 1995년에 추진된 지역정보화 사업의 추진과제인 $\boxDr$공단중심의 지역정보시스템$\boxUl$을 확대 발전시키고 시스템 운영의 효율화를 도모하고자 DB를 통합하여 확대 재 구축함으로써 서비스 수준을 한 단계 높이고 인터넷을 통한 웹 정보 이용 활성화 차원에서 추진되었다. 기 구축되었던 $\boxDr$공단중심의 지역정보시스템$\boxUl$은 정보화를 통한 지역경제 발전에 일익을 담당하고자 관. 산. 연이 참여한 지역정보화 사업이다. 이번에 확대 개발된 $\boxDr$과학산업정보서비스시스템$\boxUl$은 연구개발정보센터와 광주광역시, (주)광주광역정보센터가 매칭펀드에 의한 대응자금으로 구축한 시스템으로 크게 10개 산업단지 기본정보, 입주기업체정보, 기업지원정보, 전문인력정보, S/W패키지정보, 장비/설비정보, 기술개발결과정보, 지역소장 도서정보 등을 중심으로 구성하였다. 특히 650여개 지역 기업체 홈페이지를 각각 개별적으로 특성 있게 구축하여 지역기업활동 지원 및 수출진흥을 도모하고 지역경제 활성화에 기여토록 하고자 한다.
