The Economic Effects on the Creation of Industrial Park (산업단지 조성에 따른 경제적 효과 분석)

  • Industrial parks have played a pivotal role in leading and sustaining economic and regional development in Korea. It is conventionally known that industrial parks induce a variety of effects in regional economy from a formation stage to an operational stage. Notwithstanding it is surprising that there is almost no literature on economic effects of the formation and operation of industrial parks. In this paper we attempt to measure economic effects of the formation of industrial parks in Gimhae, Sanmak (Yangsan) and Haman in Gyeongnam. The formation stage of industrial park is divided into a site renovation stage, a firm location stage and an operational stage. This research shows that economic effects of the formation of industrial parks can be different by the characteristics of individual industrial park. Particularly, the main sectors of industry to be located in an industrial park can be to a great extent influential for the effects of the new creation of industrial park on productive inducement and job creation.

Common Innovative City in Gwangju and Jeonnam Province: Location Selection Process and Regional Development Effects (광주.전남 공동혁신도시 입지선정과 지역발전 효과)

  • Central government of Korea devised the balanced national development as one of important agenda of government administration, and set up special act for balanced national development. According to special act, a plan to transfer public institutions to local areas was publicized on June 24, 2005. Thus 175 public institutions located in the capital area will be transfered to 11 local governments, and innovative cities will be built in local areas until 2012. However, Gwangju and Jeonnam province adopted not two individual innovative cities but one common innovative city in cooperation with two local governments. This study focuses on the characteristics of location selection process of common innovative city in Gwangju and Jeonnam province. Discussion about construction of common innovative city was started in need of new model for common development of two provinces, and most of peoples agreed a plan to establish on common innovative city within Jeonnam area near Gwangju area. Gwangju Jeonnam Regional Innovation Council, in particular, played an important role in the process of location selection and initial discussion about common innovative city. In addition, Common innovative city to be built in Naju city will be provided positive regional development effects in several dimensions. In result, it has been evaluated as a successful model of innovative city to be constructed with transfer of public institutions to local areas.

  • 2009년 인천지역의 목재 및 나무제품제조업과 가구 제조업체는 총 1,285개로 각각 전국 목재 관련 제조업체의 10.4%와 6.7%를 차지하여, 일반 제조업의 전국비중 6.1%에 비해 높은 비율을 보이고 있다. 또한 종사자 수 역시 총 13,202명으로 각각 전국 목재 관련 제조업체의 21.0%와 9.9%로 인천이 큰 비중 차지하고 있다. 한국은행(2009)에서 발표한 지역별 산업 산출액 기준으로도 인천지역의 산출액은 수도권의 12.5%, 전국의 5.5%를 차지하고 있는데, 이중 가구 기타제조업(12.8%), 목재 종이(10.6%) 등은 전국에 비해 상대적으로 높은 비중을 보이고 있다. 본 연구에서는 최근 친환경 저탄소정책으로 다시금 부각되고 있는 천연목재를 기반으로 한 인천지역 목재산업을 육성할 수 있는 대안으로 인천항을 중심으로 한 목재산업 클러스터화를 위한 고찰을 수행하고자 관련 연구 문헌 및 설문 조사를 기반으로 목재산업단지 조성의 필요성과 경제적 파급효과를 제시하고자 한다.

Local R&D Networking of SMEs in the Shihwa Industrial Complex (시화산업단지내 중소기업의 R&D 네트워크 형성)

  • Knowledge spillover among firms is a crucial ingredient in realizing the benefits of agglomeration. This paper provides an overview and critical assessment of the Shihwa Industrial Complex (SIC) in Korea. In order to identify the relationships and interplay among different agents in the area, a survey was conducted on business networking of industry-academia-government collaboration in research and development. Unlike the closely knit input-output relationship, the findings suggest that the technological linkages in the SIC still have room for improvement. As the role of small and medium enterprises as catalysts of regional economic development in Korea is expected to grow in importance, more effort should be made to nurture clustering and R&D networking among them.

  • 가뭄은 국민생활, 경제 등에 막대한 손실을 초래하며, 지역사회 공동체나 사회기능에 심각한 영향을 끼칠 수 있는 재해이다. 가뭄피해 최소화를 위해서는 단기대응, 복구지원 등의 사후대책에서 사전대비 및 예방으로의 정책 전환이 필요하며, 이러한 정책 수립을 뒷받침하기 위해서는 가뭄에 따른 정량적인 피해영향 평가가 우선적으로 필요한 실정이다. 가뭄은 그 지속기간이나 피해양상 및 영향범위 등에 있어 일반 자연재해와는 다른 특성을 지니고 있다. 우선 그 시점과 종점이 모호하고 다른 재해에 비해 장기간에 걸쳐 피해가 누적되며, 가뭄이 해갈된 후에도 장기간 파급효과가 나타날 수 있다. 또한 가뭄이 장기화 될수록 대형복합재난의 형태로 사회전반에 영향을 주기때문에, 영향범위를 설정하고 피해규모를 추정하는 것조차 쉽지 않은 것이 현실이다. 특히 가뭄으로 인한 제한급수, 단수 등의 상황에서 생 공용수의 부족으로 인한 국민생활과 산업의 피해규모 추정과 관련해서는 그 필요성에 비해 연구되거나 적용된 사례가 극히 드물다. 본 연구에서는 국가 가뭄정보분석센터에서 운영 중인 가뭄정보시스템을 통한 가뭄영향평가 정보 생성 및 제공을 위해, 가뭄 영향평가에 대한 국내 외 사례를 조사하고, 생 공용수에 대한 가뭄 피해액 추정 기법을 국민안전처, 국토연구원 등에서 수행된 연구사례와 일본의 갈수에 의한 감 단수피해액 추정기법을 중심으로 검토하였으며, 가뭄정보시스템 구축자료와의 연계 활용 방안에 대해 고찰하였다.

Economic Analysis of a 2.4 GW Offshore Wind Farm in Southwest Korea (서남해안 2.4 GW 해상풍력단지 건설의 경제적 파급효과 분석)

  • Since the Paris Agreement, countries around the world have been planning to introduce RE100, CF100 and the Carbon Border Adjustment Mechanism to achieve carbon neutrality. In these policies, advanced and renewable energy sources such as wind power, solar power and geothermal heat are recognized as core power resources to deal with climate change. The contribution of this study is that the wind power industry was added to the 33 major categories in the 2015 regional input-output table, published by the Bank of Korea, expanding the total to 34 sectors. As a result, the spillover effects of the 2.4 GW offshore wind power project are as follows. First, the domestic direct and indirect production effect amounts to 25.0 trillion won. Among these, Jeonbuk's production effect reaches 6.3 trillion won. Second, the domestic direct and indirect value-added effect is 9.3 trillion won, of which the Jeonbuk region's value-added effect is 2.4 trillion won. Third, the domestic direct and indirect employment effect is 450,643 people, of which the Jeonbuk region's employment effect is 125,085 people. The limitation of regional input-output analysis is that an increase in input due to inflation can lead to an increase in output, which may lead to a discrepancy from economic reality.

Analysis on Spatio-Temporal Change of Extreme Rainfall Under Climate Change (기후변화에 따른 극치강수량의 시공간적 특성 변화 분석)

  • 기후변화로 인해서 발생하는 여러 영향 중 가뭄 및 홍수와 같은 극치강수량의 변동은 사회 경제적으로 파급효과가 크기 때문에 더욱 주목을 받고 있다. 이러한 점을 효과적으로 평가하기 위해서 본 연구에서는 지역규모기후변화시나리오와 비정상성 Markov Chain 모형을 이용한 Downscaling 기법의 적용 등 일련의 과정을 통해 기후변화를 반영한 지점별 일강수계열을 생성하고 이를 대상으로 다양한 분석을 실시하였다. 수문기후변화시나리오 작성 과정을 요약하면 다음과 같다. B1과 A2 지역규모 기후변화시나리오가 사용되었으며 이를 비정상성 Downscaling 기법의 입력 자료로 활용하여 일강수량 자료를 모의 발생하였다. 이러한 과정을 우리나라 기상청 산하 60개 강우지점에 적용하였으며 극치강수량의 빈도를 추정하기 위해 부분기간 계열과 전기간 계열 자료로 재생산하여 극치분석을 실시하였다. 극치분석결과 강수량에 대한 공간적인 편차가 심하게 발생하고 있으며 강수량의 변동성 또한 매우 크게 나타나고 있는 것을 확인할 수 있었다. 이러한 특성은 선택된 시간 및 사용된 기후변화시나리오에 따라 다르게 나타나고 있으며 한 가지 주목할 점은 기후변화정도가 심한 A2 시나리오와 정도가 약한 B1 시나리오를 비교할 때 온도와 같은 뚜렷한 차이점은 발견할수 없었다.

The Effects of the Port Logistics Industry on Port City's Economy (항만물류산업이 항만도시의 경제에 미치는 영향 분석)

  • Port Logistics Industry plays a crucial role in trade creating added value, and contributes greatly in economic growth of a nation. Multitude of studies have been conducted to develop this industry as a means of intensifying national competitiveness. In line with this trend, this study aims to examine the effect of the Port Logistics Industry on the regional economy focusing on Ulsan, and also compare the industry among five port cities by using Korean Standard Industrial Classification (KSIC) Rev. 9 and 2010 Economy Census. The results of this study demonstrate that the Port Logistics Industry has significant regional employment rate and economic importance, showing the high number of workers (11.7%) and sales (13.1%) in 2010. According to the comparison among five port cities between 2007 and 2011, the increase of annual average in the number of companies of Gwangyang (5.72%) and Ulsan (4.23%) is higher than the national average (1.74%), and Ulsan (23.82%) and Pyeongtaek (25.74%) show high increase of annual average in the number of workers.

Location Selection and Evaluation of Education and Research Facilities in Large City (대도시 교육연구시설의 입지선정 및 평가에 관한 연구)

  • The purpose of this study is to suggest the elements that need to be taken into consideration in urban planning to determine the optimal location of education and research facilities based on the knowledge-based industry in a large Korean city. In this study, we conducted an analysis and evaluation of the locational conditions and elements of education and research facilities as the important functions for regional economic revitalization and urban balance development. For this purpose, the relevant concepts and patterns of education and research facilities were reviewed as a theoretical research endeavor, and their locational conditions and elements were surveyed based on the existing research. The planning directions and some lessons for determining the location of the facilities are suggested through the analysis of the evaluation method according to the selection of the location. The results of this study are expected to act as guidelines for the optimal location selection of education and research facilities in large Korean cities in the era of the fourth industrial revolution.

A Study of the Priority Order Valuation for Multi-Intermodal Transfer Center (복합환승센터 투자우선순위 평가기법 연구 - 경제성분석과 AHP 분석기법을 중심으로 -)

  • Recently, several number of Multi-Intermodal Transfer Center are nominated to improve convenience of public transportation user. Due to budget constraints, it should be defined which is the first consideration among the discussed many works. In this circumstance, there are some absurdities in the evaluation of validity of existing methods. Therefore, we suggested the Priority Order Valuation for Multi-Intermodal Transfer Centerer. The evaluation method, we suggested, is considered quantitative analysis and qualitative analysis. In this study, we find out that B/C ratio and construction costs are strongly related to the quantitative analysis so that Multi-Intermodal Transfer Centers in metropolitan area are evaluated the positive results. Therefore, both quantitative analysis and qualitative analysis are applied to the Priority Order, metropolitan area and other area are fairly evaluated the results for the Priority Order.
