In this paper, technology gap between Korea's manufacturing industries compared to technology frontier countries was estimated in order to take into account Korea's status as a technology follower country. Then by using this measure the role of technology gap was investigated in explaining total factor productivity growth of the Korean manufacturing at industry level. The main empirical findings are as follows: First, the conventional factors that were emphasized in the previous literature such as R&D intensity, trade openness and human capital play important role in explaining the growth rate of Korea's total factor productivity. Second, the larger the technology gap between Korea and technology leader country (and the faster the technology growth rate in the leader country), the higher the growth rate of total factor productivity in Korea as well. Third when the technology gap is large, the most efficient way of absorbing higher technology from frontier country seems to be the international trade channel rather than R&D or human capital accumulation.
This paper deals with the regional asymmetries of MERCOSUR and regional development cooperation for its solution. Through the formation of a common market, the countries of Southern Cone expected to grow evenly. However MERCOSUR had structural asymmetry from the beginning and exposed policy asymmetry over time. It is basically due to the overwhelming influences of Brazil on MERCOSUR. With regard to asymmetries, Paraguay calls for special and differential treatment. Uruguay wants equitable application of market liberalization. Argentine emphasizes production integration based on the development of value chains. In the issue of asymmetries, while Paraguay, Uruguay and Argentine act as petitioners, Brazil is capable of selecting the initiatives. Under these circumstances MERCOSUR has established FOCEM as regional redistribution mechanism. FOCEM has achieved some results as seen in Paraguay, but there are still problems such as financial limitations and lack of enforcement. In oder to activate the redistributive mechanism for regional integration and to coordinate the policies to resolve regional disparities, transnational governance is essential but all member countries are reluctant to it. To date, regional asymmetries or development gaps have persisted and disparities in individual countries remains a problem.

This study calculates comprehensive regional innovation potentials of the 16 provincial governments of Korea based on the 20 indices from 3 fields such as regional innovation infrastructure, regional innovation activities, and regional innovation performance. Except regional innovation activities supported by the central government's regional innovation grant program, there are disparities of the 3 innovation fields between the Seoul Metropolitan Area and non-Seoul areas. In some local provinces where the comprehensive innovation capacities are low, there are significant disparities among the 3 innovation fields. These provincial governments should support a policy to adjust the disparities for the sustainable regional innovation.
When EU was formed in the late 1950s, the income gap or economic development between member nations was similar so that the interest in execution of regional policies at the level of union was relatively small, with just Italy showing some interest relatively. In 1975, however, ERDF was founded, and nations such as Spain or Portugal that were falling behind in economic development compared to existing member nations joined EU, and the regional policy of the union gradually gained attention. Accordingly, EU gradually increased the budget size for regional policies so that through 1980s and 1990s, the budget size grew over 4 times. In 2004 and 2007, 12 Central-Eastern European nations with great gaps in income level with existing member countries joined EU all at once, so that the resolution of regional inequality among member nations arose as an important assignment in the development of the community. Accordingly, EU has modified the overall goals and basis of regional policies to deal with this matter. From such perspectives, this report examined the development process of regional policies executed by EU for the last 50 years. In the conclusion parts, the issues that appeared in the process of executing EU's regional policies were also examined at the same time.
In terms of labor market accomplishments, such as income, size of the company, and the matching quality between one's job and college major (specialization), a very large discrepancy is observed between the graduates from colleges located in Seoul and those outside Seoul. But, when the department average score of the Scholastic Aptitude Test (SAT) at the time of college entrance is controlled for, the discrepancy is found to be reduced to a considerable degree. In the case of wage gap, at least two third can be explained by the SAT score gap. The remaining wage gap seems to reflect the characteristics of workplace. In other words, graduates with high SAT scores enter colleges located in Seoul and thus tend to find better jobs leading to earning differences. This result that confirms the importance of aptitude test scores suggests that in the labor market, one of the major reasons behind a lower accomplishment of the graduate from local colleges is due to a lower competitiveness of local colleges in attracting the brightest students. But, this should not be viewed as only an internal problem of local colleges. This is because the growth of local economies tends to haul the advancement of local colleges in that area rather than being the other way around. The agglomeration effect in Seoul where headquarters of large corporations and financial institutions gather is the factor that has elevated the status of colleges located in Seoul since this provides highly preferred job choices of graduates. When the competitiveness of college is significantly influenced by exogenous factors, such as the vicinity to Seoul, the effort being made by colleges alone would not be enough to improve the situation. However, the central government, too, is not in the position to carry out countermeasure policies for such problems. The regional development strategy boosted through supportive policies for local colleges, such as financial support, is not based on the persuasive and empirical grounds. It is true that college education is universal and that the government''s intervention in assisting local colleges to secure basic conditions, such as tenure faculty and adequate facilities is necessary. However, the way of intervention should not be a support-only type. In order to improve the efficiency and effect of financial support, restructuring programs, including the merger and integration of insolvent colleges, should be underway prior to providing support. In addition, when the policy is focused on education recipients-local college students, and not on education providers-local colleges, the importance of regional gap in compulsory education (elementary and junior high schools) turns out to be much important as the gap between metropolitan area colleges and local colleges. Considering the educational gap before college entrance shown from the discrepancies of aptitude test scores among different regions, the imbalance between regions in terms of human resources is apparently derived from compulsory education, and not from college education. Therefore, there is a need to double the policy efforts to reduce the educational gap among different regions. In addition, given the current situation where it is difficult to find appropriate ex post facto policy measures to solve the problem of income gap between the graduates from metropolitan colleges and local colleges, it can be said that improving the environment for compulsory education in local areas is a growing necessity for bridging the educational gap among different regions.

The purpose of this study is to analyze the learning tendency of rural residents participating in lifelong education. The analysis data were analyzed using a polynomial model for 3,685 people using raw materials from a lifetime education survey. According to the analysis, participants in rural residents prefer small study groups. They were also approached on a practical level, such as life-help or self-realization. And the participating education programs were highly involved in vocational non-formal education. Based on the workings of personal backgrounds, participation of people with lower income and lower educational backgrounds is more active than in urban areas. In addition, the effect of improving the quality of life through lifelong education was shown in the order of big cities, small cities, rural areas. These results suggest that ways to improve the quality of life through lifelong education are not suitable as a means to maintain rural population.
This study analyzes the regional disparity in India between 24 states over the period 1980 to 2009. The traditional regressive and spatial autoregressive models are used that includes measures of spatial effects. The results provide no evidence that convergence is valid in India. However, the results indicate that spatial interaction is an important element of state growth in India. The result of spatial analysis excluded two outliner states reveals more strong relationship between the weighted spatial income level and the state growth rates. Moreover, the results find that the coefficients of spatial lag of initial per capital and error terms are significantly negative. The coefficient of variation measures that the distribution of state income level has diverged over time. Therefore, this study concludes that the growth of regional state income does not have a tendency to converge rater than diverge. The results is rational because as the Indian economy is growing rapidly, some states grow faster than the others while initial poor states become the poorest ones, which increases regional disparity in India.
South Korea has experienced various social problems during rapid economic development, and now attempts to address them through social economy and advanced technologies. This approach, however, requires comprehensive research on not only phenomenal issues but also their fundamental causes and regional/cultural contexts as Design Thinking Process does. This study aims to draw implications for applying Design Thinking Process into the entire process of solving social problems, from field research, idea refinement, and solution design. Limitations of Design Thinking-based social problem solving are also drawn through comparative analysis on various cases. In conclusion, the process of refining ideas and developing product/service can be utilized by social enterprises, ventures, NGOs, etc. as a guideline in addressing social problems.
ICT capacity building education in developing countries with poor infrastructure is a solution to help solve ICT gaps and improve economic performance. However, there is a clear difference between countries' geographical and industrial level in terms of geographical and industrial aspects. Therefore, it is necessary to design customized educational contents for each country according to the status of various industries in each country rather than uniform and unilateral ICT capacity building education. This should be followed by a basic understanding of the current situation. The purpose of this study is to identify the level of ICT technology and curricula for female students at Life University of Cambodia among developing countries, and to find out the subjects related to industry in that region and to propose policies for continuous operation.
