In the glocalization a common phenomenon of several nations reveals knowledge innovation and growth by the important subject of region and state and is studied at theory and practice. the successful cases of regional development in an advanced country have leading innovation through regional innovation system and cluster. therefore we are necessary to analyse how the knowledge spillovers in innovative cluster as the reduced model of regional innovation system guide firm innovation and region growth. this article reviews theories and empirical studies of the knowledge spillovers in the regional innovation system and innovative cluster of innovative geography and proposes a new research issues for further explorations of the knowledge spillovers. Previous studies assist that knowledge spillovers exist in knowledge-based industries of specific local area and local innovation accomplishes through pure knowledge spillover. but limits of these studies include narrow region and technological area, few analytical variable and exclusion of rent knowledge spillover. therefore new research topics related with that exemplifies geographical dimension(concentration and decentralization), technological dimension(knowledge based industry), category of analytic variables(previous indicators, time, and social capital), conceptualization(appropriation means, markets for technology) etc.

본 연구에서는 고부가가치를 창출할 수 있는 문화산업이 제주 지역 경제에 미치는 영향에 대한 파급효과를 보기 위하여 산업연관분석 기법 및 AHP 기법을 이용하여 분석하였다. 그리고 제주문화산업에 대한 현황 및 문제점을 분석하여 Porter의 가치사슬 (value chain) 모형을 토대로 지역발전전략으로서 지식기반 제주문화산업의 육성방안을 제시하였다. 분석결과, 문화산업에 대한 투자가 지역경제에 소득유발효과, 고용창출효과 및 타 산업으로의 전?후방 연계효과 등이 강한 긍정적인 영향을 미치는 것으로 나타났으며 소득유발효과와 고용창출효과 등의 파급효과로 인한 제주지역 경제를 활성화시키기 위하여 기식기반 문화산업을 육성하여야 할 것이다.

The digital culture contents is one of the fastest growing industry in Korea and it accounts for 60% of the digital contents industry. This paper attempts to analyze economic impacts of the digital culture contents industry using input-output analysis. This study investigated the production-inducing effect, value-added-inducing effect and employment-inducing effect of the digital culture contents industry based on a demand-driven model. In addition, the study dealt with the supply shortage effect and sectoral price effect of the digital culture contents industry using a supply-driven model and the Leontief price model, including the inter-industry linkage effects of 29 sectors with the digital culture contents industry sector. Some interesting findings were drawn from the study. First, production of 1.0 won in the digital culture contents industry results in production-inducing effect of 2.39542 won, value-added effect of 1.29895 won and employment-inducing effect of 0.39657 persons in other industries. Second, the supply shortage of 1.0 won in the digital culture contents industry prevents other industries from producing 0.56631 won. Third, a 1% increase in the price level of the digital culture contents industry raises the overall price level by 0.06017%. Finally, very high backward linkage effects were found, but forward linkage effects were minimal.

Nowadays it is more important to measure the technological impact of a concerned R&D technology on others, when deciding or selecting strategically, under the environment such as more complex, more uncertain and more costly. But there was very few of proper methods to measure quantitatively. So we studied on measuring the technological impact of one group of technologies on others, which means the flow of disembodied knowledge, using patent citation analysis. We reviewed the prior art of the measurement of technological impact, and designs the effective citation analysis method using patent information, analyzing the prior art of patent citation analysis method and ie index. Finally, we developed the disembodied knowledge flow matrix between technology groups, counting citation frequencies between them, using KISTI's US patent database(USPA) and the index to represent the technological impact to others using the developed matrix as well as the intrinsic nature of the technological groups clustering by network analysis. The results of this study is to present the insight of a technological impact on the others quantitatively and this study aims at using them to refer to R&D budgeting and decision making in case of R&D planning or to the basic information to understand technology conversion or fusion.

지식경제부는 12월 15일 서울그랜드인터콘호텔 그랜드볼룸에서 올해 국내에서 개발된 세계최초 세계 최고 수준의 신기술 제품중에서 경제적으로 파급효과가 큰 대한민국 10대 신기술을 선정 발표했다. 10대 신기술 및 기술대상 선정은 전기 전자, 기계 항공, 재료 화학, 생명과학 환경자원 등 분야별 전문가로 구성된 기술대상 심의위원회에서 기술검토와 현장조사를 바탕으로, 기술의 우수성 국내산업에 미치는 파급효과 등을 기준으로 중소 대기업 등을 안배하여 선정하였다. 환경자원 분야에서 영예의 신기술로 선정된 '대우 통합 고효율 바이오가스 생산 및 활용 공법 : DBS 공법'<(주)대우건설>의 주역인 박현수 선임연구원의 인터뷰를 게재합니다.

This study analyzes whether the network characteristics lead to differences in innovation performance between inventors, using the case of Samsung Electronics and Hyundai Motor Company which have applied for the most patents in the electronics and automobile industries while showing significant differences in the degree of collaborative invention. The more inventors an inventor is connected with in the network, the higher innovation performance is achieved. While existing literature addressed intra- / interindustry, and intra- / inter- group spillovers at the organizational level, this study extends this discussion to the inventor level. This study newly introduces spillover pools from network components and then constructs spillover pools in three dimensions of the group, the industry, and the network component. The study analyzes the effects of each spillover pool on invention performance of an individual inventor and compares the effects between spillover pools. At the inventor level, the innovative effects of spillover pools were confirmed. The results of this study suggest that the inventor's network characteristics and spillover pools can be used to predict the inventor's innovation performance.

The wave of the Fourth Industrial Revolution was spreaded in Moon Jae-in Government. The efficiency of the R&D budget of government began to pay attention, the role of the National Science & Technology Information Service (NTIS) which provides all national R&D information in real time World's first R&D information portal has been emphasized. NTIS provides information on national R&D projects with their participating researchers, outcomes, and facilities & equipment through of information from each ministry and institution. NTIS supports to build science and technology policies, to enable transparent and efficient management of national R&D projects and to promote joint utilization of the R&D data among researchers and industrial utilization of the R&D data. NTIS provides since 2005. In this paper, I have analyzed the economic ripple effect of NTIS using the Input-Output model technique based on the input-output tables published by the Bank of Korea. When I set the NTIS R&D budget (about 120M$ for the last 13 years) as input coefficients, the effect on production inducement, value added inducement and employment inducement was analyzed by 211M$, 100M$ and 1,882 respectively.

In this study, we have measured the effects on production inducement, added value inducement, employment inducement and backward and forward linkage regarding the knowledge service industry in Korea. It turns out that the knowledge service industry greatly contributes to increase of added value and employment creation while highly withholds to effect on production inducement and backward and forward linkage effects. In recent, government seeks out new growth driver out of the knowledge service industry. We have found the fact that its direction should be 'production growth of the knowledge service industry' through this study.
