다가오는 미래는 지식 경쟁에서 살아 남는 국가, 사회, 개인만이 존재하는 지식사회라고 한다. 인류문화의 보고라는 도서관도 예외일 수 없다. 기존의 도서관 시스템으로는 새로운 경쟁사회, 즉 지식사회에서 제 역할을 찾을 수 없다. 따라서. 지식과 정보를 직접 이용자에게 제공하는 정보공유의 시스템으로 전환되어야 한다. 사서들의 경험에 의한 Know-how를 아웃풋하여 새로운 지식을 창조함으로써 업무의 효율성과 양질의 지식정보를 서비스 받을 수 있는 지식관리시스템을 구현해야 한다. 본 글에서는 현 도서관 시스템의 문제점을 파악하고 바람직한 지식관리스템의 새로운 모형을 구축한다.

협력추천은 이용자가 가지고 있던 지식과 경험 또는 정보를 활용하는데 사용하였던 지식을 토대로 다른 이용자들이 효율적으로 정보를 획득할 수 있도록 지원하는 것을 목적으로 하는 서비스이다. 이 연구에서는 음원 서비스의 기존 이용자들이 구축해놓은 공개앨범에 나타난 정보를 분석하는 과정에 동시인용분석기법을 적용하여 음원을 찾고자 하는 이용자들에게 선호할 만한 음악을 추천해주는 방안을 제시하였다. 동시출현한 정보를 기반으로 구축된 가수 네트워크에서는 연관 가수 집단이 폭 넓게 표현될 수 있었고, 동시출현한 빈도가 높은 상위 곡은 이용자에게 직접적으로 유사정보를 추천하는 방안으로 활용될 수 있는 것으로 나타났다.

The wave of the Fourth Industrial Revolution was spreaded in Moon Jae-in Government. The efficiency of the R&D budget of government began to pay attention, the role of the National Science & Technology Information Service (NTIS) which provides all national R&D information in real time World's first R&D information portal has been emphasized. NTIS provides information on national R&D projects with their participating researchers, outcomes, and facilities & equipment through of information from each ministry and institution. NTIS supports to build science and technology policies, to enable transparent and efficient management of national R&D projects and to promote joint utilization of the R&D data among researchers and industrial utilization of the R&D data. NTIS provides since 2005. In this paper, I have analyzed the economic ripple effect of NTIS using the Input-Output model technique based on the input-output tables published by the Bank of Korea. When I set the NTIS R&D budget (about 120M$ for the last 13 years) as input coefficients, the effect on production inducement, value added inducement and employment inducement was analyzed by 211M$, 100M$ and 1,882 respectively.

생물정보공학을 위한 학문적/실용적 접근은 전산학, 생물학, 유전공학, 수학/통계학등이 유기적으로 통합되어 이루어져야 한다. 그러나 각계의 전문가가 서로의 특정 지식을 활용하기 위한 물리적인 기반이 갖추어져 있지 않은 상태에서는 각 분야의 전문적 지식 활용이 용이하지 않다. 현재의 의료 서비스 제공자/병원이 가진 방대한 의료 데이터를 생물정보공학 령역에서 활용할 수 있도록 해야 하고, 진료 데이터에 근거한 유전적 정보 분석을 위해 생물학 전문가들이 생성하는 인간 질병에 관한 유전적 분석, 연구 결과를 다시 의료 서비스 제공자에게 돌려주는 순환적 사이클이 필요하고, 이러한 순환적 사이클 지원자는 정보 기술이라고 생각한다. 인간 질병 극복과 좀 더 나은 진료, 예방책을 제공할 수 있도록 생물정보공학, 의료정보학, 컴퓨터과학의 통합 활용 목표를 설정할 수 있다. 각계의 전문가가 지식을 공유할 수 있고 기존의 병원 시스템 및 유전 연구소 등의 시스템을 통합하여 유기적으로 엮음으로써 데이터를 의미 있게 해석하고 공유할 수 있도록 지원하는 프레임워크가 절실히 요구된다. 본 세미나에서는 의료정보학과 생물정보공학에서 활용하는 시스템 통합, 전문 지식의 통합적 활용을 위해 각 전문가를 대신하는 에이전트로 구성된 멀티에이전트 플랫폼을 제시하여, 각 분야가 갖는 전문성 확보, 광고, 유기적 연결을 멀티에이전트 시스템에게 위임함으로써 각 영역에서 서비스 할 수 있는 내용과 서비스 제공 주체인 각계의 전문가 집단을 유기적으로 통합하고자 한다. 의료 영역에서 이루어진 의료 영상 통신 시스템 (Picture Archiving and Communication Systems), 의료 정보 표준화를 위한 HL7 (Health Level 7)에 대해서 경북대학교 지능정보 연구실에서 연구, 개발한 내용을 발표한다. 의료 정보 시스템과 생물학 영역의 유전체 정보 데이터베이스 시스템 사이에 의미 있는 데이터 전송, 지식 획득을 위해 정보 기술 분야에서 활용해야 할 영역으로 XML Web Services, Multi-agent Systems, 전문가 컴뮤니티를 위한 그룹웨어 연구 개발에 관해 사례 중심으로 발표한다.

The ecosystem of the Library has been radically changing in the advent of ubiquitous information service technology. We are already aware of the digital library due to popularizing digital information resources and we are impressed with Library 2.0 and Social Semantic Digital Library of user-centered, service-oriented library. We summarize the ultimate goal of the evolution of library systems as knowledge services and propose a logical model of library system for the realization of knowledge services. This local model can be applied for a library framework to harmonize the diverse knowledge resources, active users with participation and collaboration, the innovation of library business and ubiquitous information service technologies to achieve the missions of library in knowledge-intensive society.

This study is to improve the quality of online reference service which is serviced in the world. For this it suggests the strategic methods for collecting and connecting of internet information resources. It makes information service circumstance for professional librarians to retrieve and service. To achieve the purpose, this study have drawn implications by analysing the theoretical discussions and the cases of online reference resources system. This study suggests some strategies as follows; 1) Collaborative constructing and using of online reference resources, 2) Developing classification scheme and subdividing the subjects of it, 3) Developing the standard format of the data as like metadata, 4) Developing the guidelines to select the proper resources from many internet information resources, 5) Subdividing the 'knowledge DB' by subjects, 6) Connecting as much as possible the DBs as like the National DB and open access resources.

In the knowledge society the main resource is knowledge, and the role of library to manage knowledge and information is very important. Therefore it is necessary to knowledge and information management that provides on demand service to user. The purpose of this research is to design model for web-based help-desk knowledge management system. This study used Qualitative methods as interviews and surveys through BBS and e-mail on information service in the university libraries. Here the investigated component factors are followings Q/A service user's education service to use the library, user's online reference service, e-mail service, FAQ service electronic service(BBS), lecture and research service for faculty, my library, SDI service, and open data service. The railroad is one of the most popular means of transport. Howerver, railroad agencies are managing the railroad information and provide its service respectively. That is, because of managing the different information and its type, The user will not receive the correct and integrated information. In this study, We figure out the needs of passengers that they want in railroad service and seek an integrated service plan that railroad passengers can use the railroad information service at a time, at a glance and in one place. Also, we investigate the knowledge-base construction to provide a knowledge map service to railroad passengers.

In this study, we have measured the effects on production inducement, added value inducement, employment inducement and backward and forward linkage regarding the knowledge service industry in Korea. It turns out that the knowledge service industry greatly contributes to increase of added value and employment creation while highly withholds to effect on production inducement and backward and forward linkage effects. In recent, government seeks out new growth driver out of the knowledge service industry. We have found the fact that its direction should be 'production growth of the knowledge service industry' through this study.

기존 IoE 환경에서 수집데이터는 특정 서비스를 위한 도메인 지식과 연계되어 서비스를 제공한다. 하지만 수집되는 데이터의 유형이 다양하고, 정적인 지식베이스가 상황에 따라 동적으로 변화하는 IoE 환경에서는 기존의 지식베이스 시스템을 통하여 원활한 서비스를 제공할 수 없었다. 따라서, 본 논문에서는 IoE 환경에서 발생하는 대용량/실시간성 데이터를 시맨틱으로 처리하여 공통 도메인 지식베이스와 연계하고 기존의 지식베이스 추론 방법과 기계학습 기반 지식 임베딩 기법을 통하여 지식 증강을 유기적으로 진행하는 빅시맨틱 시스템을 제시한다. 제시한 시스템은 IoE 환경의 멀티모달(정형, 비정형) 데이터를 수집하고 반자동적으로 시맨틱 변환을 수행하여 도메인 지식베이스에 저장하고, 시맨틱 추론을 통해 지식베이스를 증강 시키며 증강된 지식베이스를 포함한 전체 지식베이스를 정형 및 반정형 사용자 쿼리를 통해 지식정보를 사용자에게 제공한다. 또한, 기계학습 기반 지식 임베딩 기법을 통해 학습·예측을 함으로써, 기존의 지식베이스를 증강하는 기능을 수행한다. 본 논문에서 제시한 시스템은 공장내의 에너지 정보를 수집하여 공정 및 설비 상태 및 운영정보를 바탕으로 실시간 제어를 통한 에너지 절감 시스템인 공장 에너지 관리 시스템의 기반 기술로 구현될 예정이다.
