The Rationalization through Comparative Analysis of Price Fluctuation Adjustment Method (물가변동 조정방법의 비교분석을 통한 합리화 방안)

  • There are index adjustment method and item adjustment method in estimation methods for price fluctuation rate of public constructions. A relevant regulation has put item adjustment method as a principle, but in most construction, contract sum adjustment has been made by index adjustment method. Hence, this study, by figuring out width and causes of the gap between index adjustment method and item adjustment method through direct comparative analysis, solved inequality caused by difference between them and suggested a rational way against irrationality of each method. For building operations of public housing construction, a detailed fluctuation rate by index adjustment method and item adjustment method of construction cost elements of the same construction, that is, direct material cost, direct labor cost and historical construction cost was estimated to analyze difference between two adjustments and establish its cause. Across the analysis, it was found that fluctuation rate by item adjustment method was estimated lower than that by index adjustment method and difference between methods for estimating fluctuation rate of quotation unit price and application of index unrelated to construction type and construction nature are main causes of the difference. This study has a significance in that, for smooth contract sum adjustment between contracting parties, it practically proved the real difference between adjustment methods by conducting comparative analysis of the difference in direct correspondence way.

  • Index adjusted ratio method has been widely utilized in public construction sector for contract sum adjustment by price fluctuation. In this method, the Production Price Index are used for the base ratio, but the PPI can't reflect the character of construction project in respect of the selected items and weight. In this research we prove the problem of using the index adjusted ration method in contact sum adjustment by price fluctuation, and improve it by using the construction cost index, which has the property of construction project. And we figure out the efficiency of the proposed method by case study.

Analysis of Road Construction Projects' Escalation under Historical Data-Based Estimate System in Jeju (실적공사비가 적용된 제주도 도로공사의 물가변동률 영향 분석)

  • This study has conducted case studies in order to suggest alternatives to the historical data-based estimate system. Price fluctuation calculation methods based on historial cost indexes, standard estimate and construction cost indexes were applied to 9 road construction sites in Jeju for an analysis. As a result, in 5 construction sites (about 56% of 9 sites), the index control rate calculated based upon historical data-based estimate system was higher than that calculated based upon standard estimate and construction cost indexes. Thus the establishment of the requirements for the adjustment of contract price due to price fluctuation delays, which leads to a significant difference in price fluctuation amount. And, in an analysis of construction cost indexes, the indexes for road construction were used for calculating index control rate which ranges from 2.0 to 9.4 percent, indicating the time of construction amount and price fluctuation application has a significant influence on index control rate.

A Study on the introduction of the outpatient and inpatient conversion factors in the 2020 Physician Fee Contract (외래⦁입원 환산지수에 기초한 2020년도 환산지수 산출 연구)

  • In this study, the conversion factor for 2020 is estimated based on an outpatient and inpatient conversion factor separation model developed from SGR and AR by using actual medical expense data. In addition, a policy plan is proposed to calculate the values of single and multiple conversion factors for each type of medical expense, and to effectively use the conversion factor separation model as one of the means to establish a medical delivery system. The major results are as follows. First, at r=0.1, the rate of adjustment in the hospital single conversion index in 2020 was 2.0%, and the outpatient and hospitalization conversion rates for hospitals were 2.2% and 2.3%, respectively. In addition, a combination of outpatient and inpatient conversion factors can be used for the adjustment. Second, as a measure to establish a medical delivery system, instead of adjusting the addition rate, a method of interlocking the addition rate and the conversion factor is proposed. Third, it is necessary to develop a model that enables target management of volumes, in addition to the outpatient conversion factor, the inpatient conversion factor, and the adjustment coefficient.

Improvement on the Managerial Method of Price Fluctuation System (물가변동제도 운영방식 개선방안)

  • There are several causes to recalculate the contract amount in public construction projects. Among them, the escalation clause was introduced in 1969 and now the condition to recalculate the cost is effective after 90 days from the date of contract and the rate of fluctuation should be more than 3% from the date of bidding. The two calculation methods for the rate of fluctuation are item-adjustment and index-adjustment. According to the results of investigation into 4 public institutions and 163 projects, all of them have used the method of index-adjustment and the rate of projects that spend over 6 months obtaining the approval of contract amount adjustment is more than 90%. The reason for spending lots of time is caused by problems of the calculation method on the price fluctuation rate. Therefore, it is necessary that the calculation method should be diversified to cope with the problems and a option of the builder should be expanded as well. Furthermore, if the way to apply correction factors to construction price index and average index based on the producer and consumer price index made by the bank of Korea is added, then the duration will be reduced without additional expenses. This study proposed the diversification of the calculation method using price fluctuation rate and builders' expanded options as improvement on the managerial method of Price Fluctuation System for the prompt and efficient contract amount adjustment.

  • In case of long time progressive construction work, we need contract sum adjustment due to escalation for a period of works and the process of applying, consistent and obvious criterion is required. In this study, it were attempted to figure out problem and study this rational improvement by giving examples based on core activities of escalation adjustment. Based on literature study and legal system analysis, we classified processes of contract sum adjustment for escalation and defined 20 core activities for each process. From this measured variable, we carried out case study by giving 37 examples of escalation. As a result of case study, problems of each process was found and we suggested rational improvement. As this study, providers will be able to waste budget and the other will be given smooth escalation adjustment.

시차종속변수(時差從屬變數)에 의한 우리 나라 원목수요분석(原木需要分析)

  • 본 논문은 시차종속변수를 이용한 우리 나라 원목수요분석을 통해 장기원목수요의 변화를 예측하는 데 그 목적이 있다. 원목수요는 재화의 특성상 파생수요를 전제하여 분석하였다. 분석에서는 1970년부터 1996년까지 27년간의 원목수요 자료를 이용하였다. 원목수요는 1980년대 들어서면서 1970년대와 같은 빠른 증가는 아니지만 지속적으로 완만히 증가하다가 1991년을 정점으로 하향 안정세를 보이고 있다. 분석에서는 적응적 기대모형과 부분적 조정모형을 사용하였다. 1977년에서 1979년까지 원목수요량의 급격한 증가를 설명하기 위하여 모형내에 더미변수를 사용하였다. 설명변수는 원목가격, 더미변수, 파생재화(목재 및 나무제품)의 가격과 시차종속변수를 이용하였다. 분석 결과, 적응적 기대모형은 시차종속변수를 사용해야 할 만큼 유의한 결과를 얻을 수 없었다. 하지만 부분적 조정모형에서는 각 변수의 추정치가 전반적으로 유의하게 나타났다. 특히, 시차종속변수 추정치에 대한 t값이 2.07로 유의하게 나옴으로써 모형의 설명력을 높여 주었다. 부분적 조정모형의 수정계수는 0.74 정도로 나타났다. 부분적 조정모형의 가정하에 2010년까지 매년 원목가격지수 6.7%와 국내 목제품가격지수 5.8% 상승률에 근거한 방법과 원목가격지수 6.8%와 목제품가격지수 5.6%로 전제하여 원목수요를 전망하였다. 그 결과, 원목수요는 지속적으로 상승하는 것으로 나타났다. 일정한 가격상승률을 전제한 예측수요량이 일정한 가격지수의 상승을 전제한 경우보다 높게 나타났다.

Comparative Analysis between GDP Deflator Method and Index Adjustment Rate Method on BTL Sewer Rehabilitation Projects in Jeju (제주도 내 하수관거정비 BTL사업의 GDP 디플레이터 방식과 지수조정률 방식과의 비교 분석)

  • This study conducted case studies in order to suggest the improvement of GDP (Gross Domestic Product) deflator method which is adopted on calculating fluctuation rate on BTL (Build-Transfer-Lease) sewer rehabilitation projects in Jeju. As a result, because GDP deflator method calculates fluctuation rate by each quarterly, the fluctuation rate of GDP deflator method is higher than it of index adjustment rate method. And GDP deflator method cannot reflect real price because of applying fixed index in whole construction cost for calculating fluctuation rate. Especially, the notification day - the base point influences fluctuation rate and fluctuation amount strongly in GDP deflator method.

주가지수선물시장과 증거금정책 : 실증분석

  • 본 연구는 일본주가지수선물시장에서의 증거금 변화와 선물시장행태와의 관계를 알아보았다. 선물 증거금의 조정은 선물 가격변동성에 통계적으로 유의적일 정도의 영향을 미치지는 않았다. 또한 증거금의 조정이 선물거래활동(futures trading activity)에 미치는 영향을 실증분석하였는데, 일관성 있는 영향을 주지 못하는 것으로 나왔다. 이 결과에 의하면 증거금 규제는 선물시장에서의 가격 변동성 및 선물거래 활동을 통제하기 위한 적절한 도구는 아니라는 것을 의미한다. 또한 본 연구는 선물증거금의 조정을 야기시키는 변수가 무엇인가를 알아보았는데, 일본 주가지수선물시장에서의 네번의 증거금 조정중 두번의 경우에만 가격변동성이 중요한 변수로 작용했다. 또한 놀랍게도 선물증거금의 수준은 선물거래활동의 증가함수라는 결과를 보였다. 보편적인 관점에 의하면, 선물거래활동가 활성화되면 즉, 거래량과 미청산약정고가 증가하면 유동성이 증가하여 위험이 감소하게 되고 이는 곧 증거금의 수준을 낮추게 된다. 그러나 일본의 경우는 이러한 관점과 정반대의 결과를 보였다. 이러한 재미있는 결과의 세부적인 분석을 위해, 본 연구는 일본 증거금 규제기관이 증거금의 수준을 결정하는데 있어서 어떤 기준이 있다면 그 기준을 적용하는데 일관성을 가지는지를 살펴보았는데, 분석 결과는 일본의 증거금 규제당국이 일관성을 가지지 못하는 것으로 나왔다.

한국주식시장에 적합한 사건연구 방법론의 고안

  • 본 연구는 우리나라의 실제 일별 주식수익률 자료를 이용한 시뮬레이션을 통해 우리나라 주식시장에 가장 적합한 사건연구방법론을 도출하고자 하였다. 이를 위해, 1980년에서부터 1995년까지 우리나라 주식시장에 상장된 675개 주식을 대상으로 무작위 복원추출 방법에 의해 50개의 개별주식으로 구성된 250개 표본을 선정하였다. 이들 250개 표본을 이용하여 시뮬레이션 기법에 의해 다양한 사건연구 모형의 통계적 오류와 검정력에 미치는 영향을 종합적으로 분석하였다. 시뮬레이션 실험 결과에 의하면, 먼저 사건일을 정확히 포착할 수 있는 경우에는 산업별주가지수를 시장지수로 선택한 시장모형 혹은 시장조정모형으로 초과수익률을 측정하고, 횡단면 독립성을 가정한 검정법이 가장 우수한 사건연구방법으로 나타났다. 한편, 사건일을 정확하게 포착할 수 없는 경우에는, 동일가중지수를 시장지수로 선택한 시장모형 혹은 시장조정모형으로 초과수익률을 측정하고, 횡단면 독립성을 가정한 검정법이 가장 적합한 모형으로 나타났다. 그리고, 사건일 집중현상으로 인한 제1종 오류를 감소시키는 데에는 개별주식의 초과수익률 간의 횡단면 독립성을 가정한 검정법보다는 횡단면 중속성을 조정한 검정법을 사용하는 것이 더욱 효과적이다.
