It is often argued that the parental leave should be extended in order to help employees achieve the balance of work and family life. However, one should be careful in designing the parental leave since there is a tradeoff between the continuity of employment after childbearing and the depreciation of human capital due to the time off the work. The paper investigates whether the parental leave payment introduced in Korea in 2001 helped women's take-up of the leave and employment after giving birth. The results are as follows. First, the increase in the payment indeed raised the female take-up of the leave. Second, women returned to labor market less often after giving birth in the short run, but the size of the effect tends to decrease in the long run. However, the negative effect on returning to the same workplace after the birth remains significant in the long run. Lastly, there is no evidence that the share of women of childbearing age at workplace changed due to the increase in the parental leave payment. Although there is a limitation in that the analysis is based only on the employment covered by the Employment Insurance, these findings imply that the increase in the parental leave payment may not be an effective policy tool for promoting female labor market participation. On the other hand, it should be noted that it is necessary to pay attention to child development as well as female employment as an objective in order to make an overall judgement on the parental leave policy.

The positive changes in urban space and urban activities resulting from the urban services provided by Smart City is not accomplished by simply creating the physical environment built on ICT but through the cooperation and participation of citizens and private sector, which is in fact key to success. In this study, this research analyzed the role and structure of smart governance, which is a system of horizontal cooperation between public and private sector, and analyze its role in developing Smart City. The study also proposes various ways to facilitate such development in each of critical categories. For this purpose, this research studied 228 smart services across 11 categories registered in the Ministry of Land and Transport in Korea to analyze the spatial distribution of smart services by spatial hierarchy and their characteristics Also, the research conducted a case study of MetroGIS, which is an information collaboration governance system for the greater area of Minneapolis and St. Paul in the state of Minnesota, United States, to explore how governance is formed; its organizational structure; the role of sub-level organization hierarchy and their interrelationship. The results of the analysis suggest that the following conditions are required to create a smart city: first, public sector resource assistance for building community; second, enhanced communication system within the community and with outside the community; securing financial stability and establishing a model of sustainable development to induce the community to evolve into a governance form.
This study aims to analyze the environment for the open-source records system and to identify the risk and requirements for the success of the strategy in Korea. For this, Chapter 2 presented a review of the strategic benefits of open source to public organizations, developers, and users. It also discussed the process of cooperatively developing and releasing the source code and the technology infrastructure supporting open source. In Chapter 3, six representative open-source projects in the field of records management were selected, and case studies were conducted. To derive comprehensive implications, we have divided the main development body of open-source projects into international organizations, international cooperation systems, national archives, and software development companies. We also analyzed the background and purpose of each project, the agents of development and funding, the governance model, the development period and cost, the business model and software architecture, the community composition, and the licensing strategy. Through this, we have derived four critical success factors. In terms of technology, a component-based design was required; therefore, we proposed a microservice architecture and a model-view-controller design pattern. Next, it was necessary to reestablish system requirements of records center and archives. Moreover, we also proposed a dual licensing strategy to allow developers to easily participate in open-source projects. Lastly, we emphasized a strong governance structure and an effective cooperation framework to create a sustainable community. For a record system to be open-source successfully in an organization-centered market, the roles of software developers and end users should be exercised more in the community. To achieve this, it is important to build various collaborative tools and development infrastructure from a planning stage to a centralized one.
The purpose of this study was to examine the associations of Korean older adults' use of Social Network Service (SNS) and text messages with frequency of contact with 1) non-coresident adult children, 2) siblings and relatives, or 3) friends, neighbors, and acquaintances. Data were drawn from the 2017 Survey of Living Conditions and Welfare Needs of Korean Older Persons 65+ (N=8,392), and older adults were categorized into 4 groups depending on their familiarity with use of SNS and text messages. Ordinary Least Squares regression models were estimated for analyses. Results revealed that older users of both types of communication media reported frequent exchanges of calls, text messages, etc. with both family and friends. However, using SNS and text messages was consistently related to more face-to-face contact with non-family members. To conclude, older adults' familiarity with communication media could be key to exchanges of emotional and instrumental support with informal social network members and quality of life in the community. Overall, our results highlight the importance of information communication education targeting older adults for continued involvement with their informal social network members.
This study aims to explore how older adults construct their life-world in their ecological and socio-cultural context of rural communities and to understand what meanings they give to the life experiences they have had within their life-world. Two rural villages in Sunchang County in North Jeolla Province, South Korea were selected for this study and ethnographic fieldwork was conducted for about 2 months to gather the data. Despite the fact that rural communities face restructuring and economic decline, older adults in this study gave positive meanings to their life experiences. Doing agricultural labor particularly in later life let them maintain independence and continuity in life, and provided them with plenty of opportunity to interact with nature. Also, they had a sense of control over their physical and social environments where they had been familiar with for a long period of time. Furthermore, older adults had various memories of contributions to families and communities have been created. This research shows older adults in rural communities are active agents of their life-world, dismantling stereotypical notions of older adults as dependent, isolated, and marginalized. Implications of the study are discussed in detail.

The purpose of this study was to examine the mediating effect of emotional intelligence on college students' sense of community and psychological well-being. Accordingly, a survey was conducted targeting 267 college students attending universities in the Busan and Gyeongnam regions. For data analysis, the SPSS 21 program was used to check the general characteristics of the survey subjects, the mean, standard deviation, skewness, and kurtosis of the main variables. Correlation analysis was performed to check multicollinearity among the main variables, and mediation effects were examined. For this purpose, regression analysis was conducted according to the three-step verification method proposed by Barron and Kenny.The results of this study were as follows. First, college students' sense of community was found to have a significant impact on their psychological well-being. Second, the sense of community perceived by college students was found to have a significant impact on emotional intelligence. Third, emotional intelligence was found to have a significant impact on psychological well-being. Lastly, emotional intelligence was confirmed to have a partial mediating effect in the relationship between college students' sense of community and psychological well-being. Lastly, emotional intelligence was confirmed to have a partial mediating effect in the relationship between college students' sense of community and psychological well-being. Accordingly, we strive to find and implement various ways to increase the sense of community that is closely related to the emotional intelligence skills and social participation of college students in the special situation of college, so that college students can form and sustain a happier and more satisfying life. The Korean government is currently expanding the business startup incubator support program and funds for new ventures with innovative technology in order to spread the second venture boom. However, despite the fact that entrepreneurial education and mentoring that entrepreneurs should have are important parts for the sustainable growth of the startup, some companies selected for government support programs are reluctant to participate in programs such as entrepreneurship education and mentoring for the sole purpose of funding commercialization. This research addressed the effects of entrepreneurial alertness with opportunity awareness as its medium and the small business mentoring service along with the number of times the mentoring has taken place, on the corporate performances. The results of empirical research are as follow: the first one is that scanning-search and evaluation-judgment can influence a company's performance (financial, non-financial) through opportunity recognition, with the exception of association-connection, which is a sub-factor of entrepreneurial alertness. Secondly, it was found to affect a company's financial and non-financial performance through opportunity recognition for financing mentoring, technical support mentoring, and management support mentoring. Thirdly, it was found that the number of mentoring also affects the financial and non-financial performance of a company through opportunity recognition. The implications of this study are that it should be revisited that program managers consider rooms that do not violate the startup founder's strategic decision-making opportunities when designing and operating the program as entrepreneurial alertness sub-factor association-connection does not affect corporate performance through opportunity recognition. This study also emphasizes the need for customized mentoring to meet the outcome goals of each startup, as it has been empirically clarified that the mentoring provided to the startup by the government's support is important. The contribution of this research is that entrepreneurial alertness and opportunity recognition that are treated as important components in research for entrepreneurship, and the factors of mentoring and mentoring frequency that are recognized as important elements in the practical aspect of startup business are clarified theoretically and empirically as an influential factor in corporate performance. And this study also provide a rationale for the startup business support agency supplying mentoring.

With the era of the Fourth Industrial Revolution in sight, innovative business models utilizing new technologies are emerging, and startups are enjoying an abundance of opportunities based on the agility to respond to disruptive innovations and the opening to new technologies. However, what is most important in creating a sustainable start-up ecosystem is not the start-up itself, but the process of research-start-investment-investment-the leap to listing and big business-in order to build a virtuous circle of startups that leads to re-investment. To this end, the environment created in the hub area where start-ups were conducted is important, and these material and non-material environmental factors are described as being inclusive by the word "entrepreneurial ecosystem." This study aims to provide implications for Korea's entrepreneurial ecosystem through the study of the interaction of the elements that make up the start-up ecosystem and the relationship of ecosystem participants in Singapore. Singapore has been consistently mentioned as the top two Asian countries in assessing the start-up environment and business environment. In this process, six elements of the entrepreneurial ecosystem presented by Isenberg(2010)-policies, finance, culture, support, human resources, and market-are the best frameworks for analyzing entrepreneurial ecosystems in terms of well encompassing prior studies related to entrepreneurial ecosystem elements, and a model of regional transformation is formed focusing on some elements to suit Singapore, the target area of study. By considering that Singapore's political nature would inevitably have a huge impact on finance, Smart Nation policy was having an impact on university education related to entrepreneurship, and that the entrepreneurial networks and global connectivity formed within Singapore's start-up infrastructure had a significant impact on Singapore's start-up's performance, researches needed to look more at the factors of policy, culture and market. In addition, qualitative research of participants in the entrepreneurial ecosystem was essential to understand the internal interaction of the elements of the start-up ecosystem, so the semi-structured survey was conducted by visiting the site. As such, this study examined the status of the local entrepreneurial ecosystem based on qualitative research focused on policies, culture and market elements of Singapore's start-up ecosystem, and intended to provide implications for regulations related to start-ups, the role of universities and start-up infrastructure through comparison with Korea. This could contribute not only to the future research of the start-up ecosystem, but also to the creation of a start-up infrastructure, boosting the start-up ecosystem, and the establishment of the orientation of the start-up education in universities.

Recently parks and green spaces contribute not only as a place of leisure but also for environmental welfare, social education, new jobs and $CO_2$ Emissions Reduction. Parks and green spaces are understood as urban infrastructures like roads and rivers. They are also included in social infrastructures like education, culture, and welfare facilities. These changes are applied to policies for parks and green spaces, many governments and local authorities make investments on them. The modification of policies for parks and green spaces in England is a good example about this trend From this view point, this study now deals with the changing process of policies, results, and evaluation. Some implications have been deducted. The first is the inducement in participation in policies and implementation of practices through policy papers. They are more practical than written laws which are composed of abstract sentences and generalizations. Secondly, the status of parks and green spaces is highly raised with the establishment of CABE Space and so on. This organization controls many different policies and programs related to parks and green spaces. Third is the funding for the improvement of parks and green spaces. Fourth, are the short-term measures, such as funding and management, and the long-term measures such as pursuing building of partnership and training. Fifth, the government strives to establish its partnership with the local authorities and communities through a spectrum of support in terms of information, monitoring, and developing good practices among networks. Finally, parks and green spaces are being addressed from multiple directions through the participation of numerous agents like voluntary groups, development companies, communities and so on. Recently, in Korea, the influences of the Sunset Law for Park Site, Landscape Architecture Law, Urban Forest Law, and other related ordinances have encouraged the review on the policies on parks and green spaces needed. However, there are not many studies about them. Owing to these reasons, the cases of England will he helpful.
