Revisiting the e-Government Maturity Model: Significance, Limitations, and Suggestions (전자정부 성숙도 모델의 재검토: 모델의 의의와 한계, 실증분석을 통한 제언)

  • This study aims to analyze the usage behavior of e-government service users based on the e-government maturity model and provide suggestions for advancement of the e-government services. The changes in Korea's e-government services were analyzed as follows; 1) Proportion of use of e-government services in Korean public services, 2) E-government service types/stages use, 3) Service use by platform 4) User response to e-government service 5) Users' requests for future e-government service usage methods. For the analysis, this study used data from Korea's 2012-2020 e-government usage behavior survey data. As a result of the analysis, first, the proportion of e-government service has been continuously increasing, and second, the use of the e-participation stage is relatively low compared to the presenting information, interaction, and transaction stages. Third, by platform, e-government service has been expanded to various access platforms such as mobile, kiosk, and SNS centering on the web. Fourth, users' satisfaction with e-government service is very high. However, to vitalize e-government services, users requested improvements such as providing one-stop integrated services and simplifying authentication procedures. Based on the analysis results, this study 1) reflects the user's point of view in the maturity model of e-government, 2) considers access to various platforms according to the development of digital technology, 3) improves the e-government maturity model through data-based analysis such as user usage behavior suggested the need.

The Qualitative Study on the Life of Old Women Collecting Waste Paper (폐지수집 여성 노인의 삶에 대한 질적 연구)

  • This is a qualitative study to research the meaning and essence of life of old women living alone collecting waste paper in their experiences of daily life. Targeting seven old women who have kept collecting waste paper for a long time, data was collected through preliminary research and in-depth interview. In the results of analyzing in accordance with Colaizzi(1978)'s phenomenological analysis method, total 18 themes and five theme-groups were drawn. The five theme-groups related to the experience of old women collecting waste paper included 'tough time-I have gone through', 'continuity of tough life', 'continuously bearing', 'adjusting to street environmental changes', and 'proactive and active life of mine-current myself'. In summary, the essence of life of old women collecting waste paper was interpreted as 'acceptance'. Thus, the institutional/practical intervention measures for the social welfare of old women collecting waste paper were suggested.

  • This qualitative research is conducted to explore the balancing experience of work and child care of North Korean female defectors. Five of North Korean female defectors from double income family in their 40's were selected and interviewed. The interview data were analyzed by a phenomenological qualitative method. The five categories were derived from the data and included as follows: , , , , . Based on the results of the research the suggestions for practical services, such as parenting education, career path development programs and policies with gender perspective were made. Limitations of the research and further research recommendations were suggested as well.

A Study on the Perception of Stakeholders on Sunken Costs of an Urban Development Project (도시재생 사업의 매몰비용에 관한 이해집단간의 의식조사 연구)

  • This study investigates the perception of the sunken costs of an urban development project, which is currently a social problem through a questionnaire survey. The results indicate that local and federal governments, political authorities, association members, landowners, etc. partially recognize their responsibility in bearing the sunken cost. It is also found that all stakeholders who participated in the maintenance project felt shared responsibility of bearing the sunken costs and exchanging solutions to mitigate the same, rather than making one party deal with the same. This study also suggests that with regard to reducing these sunken costs, the public sector should offer indirect support (by bearing the cost of infrastructure, tax benefits, regulation relaxation, etc.) rather than direct support so that the association members can make a reasonable choice on the project execution.

The Educational Needs Analysis on Migration to Mountains Area by City Dwellers (도시민 대상 귀산촌 교육 요구도 분석)

  • The purpose of this study was to investigate the educational needs targeted at city dwellers with hope of migration to mountain areas. 80 city dwellers participating in the education program operated by Korea Forestry Promotion Institute were selected. Results showed that city dwellers had higher preference for the education including medium scale(20-40 persons)and the type of camp with field experience. Real experiences and knowledge and understanding of migration to rural area are the most important element of the qualifications of the program teachers. In the contents of education, city dwellers wanted the teaching programs about 'how to have forest land', 'how to produce the forest products', 'field experience' and 'forest tourism' and so on. In other words, city dwellers who wanted to move to mountain areas were interested in basic things for living. In addition, it will need to investigate people who have real experiences migrating to mountain areas and then it is necessary to discuss educational needs and supporting system helping people can settle in mountain areas.

  • There are insufficient cadaver-used practice programs for paramedic student education. To provide the basic data for the effective cadaver practice program, the study interviewed 255 students in department of EMT, who attended cadaver practicum. The results indicated that the average satisfaction level in education was 4.5 out of 5 and in relation to allotted time was 3.61 out of 5. The average understanding level of was 4.5 out of 5. In conclusion, senior students who have already taken clinical education & clinical procedure are recommended to focus on clinical anatomy practice and lower grade students are recommended to focus on understanding human body structure in cadaver-used practice program.

  • Using a qualitative multimethod approach, this study was to discover integrated factors to construct a substantive theory about occupational socialization of librarians. Through theoretical sampling, 42 participants were in-deathly interviewed at three studies, i. e phenomenological, ethnographic, and grounded theory approach. These data were analyzed and finally integrated using grounded theory approach. Emerged integrated factors were: Sharing values of the profession in education, Striving to overcome the peripheral perception, Lack of understanding about the profession, Inadequate conditions, Shared work values, Social changes, Perception about users, Organizational culture of library, Human relations in organization, Continuing education and exchange, Seeking the professional, Strategies for work, Strategies for human relations, Strategies for surviving slump and crisis, Strategies for enhancing oneself, Coping strategies for lack of understanding, Self congruence with the profession, Non-self congruence with the profession.

An Analysis of Community Service Investment Project by the Framework of Output Analysis and Policy Issue (공동체성 지향을 위한 지역사회서비스투자사업의 정책적 쟁점)

  • This study aims to discuss what is needed for meaningful development of social service, focusing on Community Service Investment Project(CSIP). The contents of CSIP were analyzed on applying the Analytic Framework by N. Gilbert and H. Specht and the values that were the basis of social choice. Based on the analysis of output and policy value of this Project, this study draws three social service policy issues. First, 'localization' is needed to be emphasized more in CSIP because there are few programs that take into account the regional peculiarities. Second, as the social services focused on the individuality of the citizen is more important, it is necessary to examine 'sustainability' of CSIP. Third, in relation to the community building, it is necessary to discuss the modification of the CSIP's goals. As process for improving community, it is needed to review for local residents not participating in decision-making process, income-based user selection and appropriateness of the term 'investment' in the project name.

  • The purpose of this study is to analyze the different human book programs operated by the Gyeonggi Provincial Office of Education and from this analysis, propose systematic and efficient ways to operate human book programs in libraries. In order to accomplish these objectives, we analyzed the case studies of the human book programs run by the Gyeonggi Provincial Office of Education from 2015 to 2017. As a result, participating readers were shown to be satisfied with the human book program overall and wanted to continue the program respectively. I personally found that I was able to meet with people involved with human books in various fields and could expand the time of conversation with them. Results of these conversations further suggest the positive feasibility of running a human book program in a library. The results of this study will help in the planning and operation of human book programs in any library.

  • Maize (Zea mays L.) is a monoecious plant, which separates male (tassel) and female (ear) floret that evolved into increasing heterogeneity. In each floret, male or female, bears both one pistil and three stamens primodia before diverged to unisexual state. When diverged to tassel, pistil cell death occurs in the pistil primodium, which is mediated by TASSELSEED genes. In contrast, cell protection occurs in the ear pistil from TASSELSEED-mediated cell death, which is mediated by SILKLESS1 gene. On the other hand, cell cycle arrest occurred for a long time in the ear stamens and then the stamens eventually dye. The cell cycle regulating genes such as CYCLIN B and WEE1 are involved in this process. Furthermore, the temporal and spatial regulation of gibberellin biosynthesis may cause cell cycle block in arresting stamen cells. This review describes the cell death, cell protection, and cell cycle arrest mechanism during maize sex determination process at the molecular, cellular and developmental biology, and genetic levels.
