Comparison of Local Educational Autonomy between Korea and the U.S. (한국과 미국의 지방교육자치 구조의 비교)

  • The purpose of this study was to comparatively analyze local educational autonomy(LEA) between Korea and the U.S. and investigate the new directions that Korea can follow. To do so, a comparative analysis was employed to study the background, development process, principles and structural elements of the respective LEAs. The conclusions drawn from the study were as follows: First, the structure of the Korean LEA should be selected and established. Second, the LEA principles should be discussed again and decided anew to accomplish the goals of the LEA by mobilizing all local potential resources. Third, 'control by people,' one of essential LEA principles, should be expanded to include the participation of the people.

  • The aim of this paper is to analyze the educational gap between 250 local governments, by their location and size, in terms of the efficiency of education. For the analysis, this paper employed the data envelopment analysis(DEA), which can consider input and output factors simultaneously, as a research method. Input factor included student number per teacher, student number per class, student number per staff, and donation fund per student, whereas college entrance rate and employment rate were used as output factor. The data were collected through 'the school information' website. Research target was confined to high schools, taking into consideration the variables used for output factor. As a result of analysis, while the high schools in local governments around the capital area showed the high density of students in terms of input factor, college entrance rate and employment rate were higher in the high schools of non-capital area. An efficiency score was also higher in the schools of the non-capital area in both aspects of BCC and CCR models. By the size of local governments, high schools in agricultural-type and small-sized local governments were higher in the efficiency of education, compared to those in populated local governments.

  • The purpose of this study is to explore the necessity and possibility of establishing a research institute for local educational autonomy where the importance and necessity of institution establishment and operation are increasing with the decentralization and educational autonomy. The necessity of establishing a local educational autonomous research institute was examined in terms of both external and internal necessities, and the possibility of establishment in terms of the form of establishment, financial resources, and legal basis. In order to effectively cope with common issues by leading the nation's educational autonomy policy and legal agenda, and to support regional policy research and development by linking and cooperating with regional educational policy research institutes, local educational autonomous research institutes are established. This is an urgent point. Considering the publicity, professionalism, economic feasibility, and stability of specialized research institutes, the form of foundation corporation seems to be appropriate, and, like the case of specialized research institutes in general local autonomy, legal grounds for the establishment of special law should be prepared. In the future, it is necessary to conduct collaborative discussions and academic discussions with the Ministry of Education and the National Council for Superintendents of Education.

안내-행자부, 지방계약민원 종합상담센타 개관

  • 행정자치부(장관 박명재)가 지역예산을 집행하는 계약과정에서 발생하는 문제의 해결을 돕기 위해 마포구 공덕동에 소재한 한국지방재정회관에서「지방계약민원 종합상담센타」를 개설, 지난 1월 22일부터 민원상담서비스에 들어갔다. 이 센타는 2006년‘지방자치단체를 당사자로 하는 계약에 관한 법령’시행 이후 폭발적으로 증가하는 민원상담을 소화하는 한편, 서비스의 질을 높여 체계적·능동적인 민원서비스를 위해 개설 됐으며 △상담신청 → 1차상담서비스 → 진행상황 파악 → 미진한부분에 대한 사후 서비스 → 수범사례 전파의 순으로 서비스가 진행된다.「지방계약민원 종합상담센타」는 앞으로 자치단체, 교육행정기관, 건설업체 등에 대한 신속하고 품질 높은 민원상담서를 제공, 고객만족을 확대하고 제도적 건의사항이나 문제점을 즉시 파악해 정책에 반영할 계획이다. 한편 이날 현판 제막식에는 김경회 대한설비건설협회 상임이사를 비롯한 건설단체 임원 및 지방자치단체 시·도 계약담당 사무관, 시·도 교육청 계약담당 사무관, 행자부 산하기관 임원 등이 참석했다.

An Analysis on Major Keyword & Relationship in the Studies of Superintendent (교육감 관련 연구들의 주요 핵심어와 그들 간의 관계성 분석)

  • 본 연구는 지방교육자치의 가장 핵심인 '교육감' 관련 연구들의 주요 핵심어들과 그들 간의 관계성을 분석하였다. 본 연구에서는 2009년부터 2018년까지(10년간)의 '교육감' 관련 선행연구 총 93건을 키워드 네트워크 분석 방법론을 활용하여, 주요 핵심어 추출 및 워드 클라우드 제시, 주요 핵심어들 간의 관계성(의미망 네트워크) 분석 등을 진행하였다. 최근 10년간 국내 '교육감' 관련 연구들의 주요 핵심어들은 교육감선거, 주민직선제, 선출제도, 개선방안, 비교연구, 교육자치, 문제점, 지방자치, 교육부장관, 교육위원 등 이었다. 주요 핵심어들(상위 출현빈도)은 높은 밀도와 연결정도를 가지고 상호 네트워크를 형성하고 있었다. 본 연구결과는 향후 진행될 '교육감' 관련 후속연구들의 새로운 연구주제 선정 및 다양한 방향 설정에 기초자료로 활용될 수 있을 것이다.

A Study on the Proposal for Extension of Local Autonomy and Financial Atonomy of Local Education

  • The measures to extend local education autonomy are as follows: First, it is necessary to correct the confusion of the legal system of the local education autonomy system. For this, Article 12, Paragraph 2 and 4 of the 「Special Act on Local Autonomy and Decentralization, and Restructuring of Local Administrative Systems」 which state that "The State shall endeavor to consolidate systems for autonomy in education and local government" and "The implementation of autonomy in education and the autonomous police system shall be prescribed separately by Acts" should be deleted. Second, it is necessary to clarify unnecessary legal matters and regulatory measures for unification at the national level and to proactively consider the introduction of the legal trust system, in which education affairs are designated as local governments' own work and the state carries out specific affairs. The decentralization of local education finance is a key factor for the development of local education autonomy, and it requires the transfer of authority and resources to the region, and the enhancement of local autonomy and corresponding responsibility. First, the ratio of special grants must be adjusted further (from 3% to 2%) or the ratio of national policy projects must be lowered. Second, the provision that requires a consultation with a mayor/governor when making a budget covered by transfers from general accounts should be deleted. Third, it is necessary to remove the elements that limit the authority of city and provincial councils. Fourth, it is necessary to integrate the national education tax and the local education tax to create the education autonomy tax (tentative name) for only one independent purpose. Fifth, it is necessary to strengthen the distribution of the total amount of grants and abolish the settlement regulations for the measurement items of standard financial demand. Sixth is the expansion of the participation of stakeholders and experts in the grant distribution process. Seventh, it is necessary to establish a long-term employment system by designating the education finance field as a special field. Eight is the expansion of cooperative governance.

Overview and Issues of Disaster Management Training and Exercise Program for Local Government Officials (지방자치단체의 재난관리 담당 공무원 대상 교육훈련 현황 및 문제점)

  • This article aims to analyse the overview and issues of current disaster management training and exercise program for local government officials who is currently in charge of the disaster management tasks by surveying and interviewing. Main issues that raised in the survey and interview are that current disaster management training and exercise program is not practically related with the current work tasks. Furthermore, the organizational issues including lack of awareness in disaster management from upper and middle management are derived. In order to solve such issues, this article suggests to establish regulations to force local government officials completing certain hours of training and exercise programmes and integrated system that can manages local government officials' training records and to improve awareness of senior officials towards importance of training and exercise in disaster management.

Discussion on Local Archives Based on the Ideology of Educational Autonomy : Focused on the Need to Amend Article 11 of the Public Records Act (교육자치의 이념에 토대한 지방아카이브 논의 공공기록물법 제11조의 개정 필요성을 중심으로)

  • Recently, following the opening of the Gyeongsangnam-do Archives and the Seoul Archives, work to establish local archives management institutions in cities and provinces is being actively carried out. In this process, there is an institution directly or indirectly affected by the records management work following the emergence of metropolitan·provincial office of education records management institutions. Article 11 of the current Public Archives Act is centered on cities and provinces, such as giving only the mayor and provincial governor the duty to establish a local record management institution. When a management agency is established, only the obligation to transfer the records with a retention period of 30 years or more among the records under its jurisdiction is specified. This is not appropriate when considering that each metropolitan·provincial office of education and each metropolitan·provincial perform their own duties and roles at the metropolitan·provincial level in accordance with the Constitution and laws. Therefore, in this study, legally, institutionally and historically, the fact that metropolitan·provincial offices of education and metropolitan ·provincial are the core institutions that realize local educational autonomy and local autonomy, and are equivalent administrative agencies independently in charge of their own affairs in their respective jurisdictions. We compared and examined the need to revise Article 11 of the current Public Archives Act, which is overly composed of cities and provinces, and presented the expected effects of the establishment of local records management institutions by cities and provinces of education.

  • 교육서비스의 경쟁을 촉진하기 위해서는 첫째, 교육, 특히 초, 중, 고등교육의 내용과 방법은 각 지방자치단체에 완전히 맡겨 지방자치단체간에 교육서비스제공에 관한 경쟁이 벌어지도록 해야 하며, 둘째, 각 학교에 학생선발 방식 및 교육내용 등에 폭넓은 재량을 주어 학교간에 폭넓은 경쟁이 일어나도록 해야 할 것이다. 셋째, 세계화 시대에 걸맞게 우리의 교육서비스시장을 외국학교에 개방하여 국내교육기관과 외국교육기관 간의 경쟁이 활발하게 일어날 수 있는 여건을 갖추어 주어야 할 것이다.
