Analysis of policy priorities for strengthening the capacity of local public officials (지방공무원 역량강화를 위한 정책우선순위 분석)

  • This study was conducted to explain the capacity building policy of local public officials. Especially, it is to derive the policy task that can increase the efficiency within the limit of limited resources. The results of the study are as follows. First, local government officials' job management was the most important policy task in the largest framework to strengthen the capacity of local public officials. Next, the evaluation was in the order of recruitment management of local public officials and personnel management of local public officials. Second, the results of the evaluation of detailed policies. Among the local government officials 'job management, the introduction of the local government officials' rest period was evaluated as the most important. Regarding recruitment management of local public officials, reform of the public official exam courses was evaluated as the most important. In the personnel management of the local public officials, the job training of the elected officials was the most important. The results of this study will help to explain the policy development for strengthening the capacity of local public officials in realistic aspect. In order to strengthen the capacity of local public servants in future, it is necessary to analyze the measurement variables more.

Analysis of Factors that Affect the Learning Effect of Cyber Education and Training in Local Civil Servants - Focusing on the Recognition of Chungnam Civil Servants - (지방공무원 사이버 교육훈련의 학습효과에 영향을 미치는 요인 분석 - 충청남도 공무원 인식을 중심으로 -)

  • The present study purposed to analyze factors affecting the effect of cyber education and training in local civil servants focused on the perception of civil servants in Chungcheongnam-do, and to make suggestions for improving cyber education and training for local civil servants. According to the results of analysis in this study, many of the respondents replied that the effect of cyber education was moderate in general (3.0726 on the average). In addition, the effect of cyber education was significantly different according to age and position. That is, the older civil servants were and the higher their position was, the more highly they perceived the effect of cyber education and training. In addition, the result of cyber education and training was affected most by the community of teachers and learners, and next by the contents of education. In order to improve the effect of cyber education, most of all, the contents of education should be diversified, and furthermore, it is keenly required to expand accessibility to cyber education and to deploy personnel exclusive for cyber education.

  • Various education programs using cyber education in the age of knowledge informatization were introduced to schools, corporate education, military service, lifelong education facilities as well as public employee education and training system. In the case of the national government officials, the education and local civil servants are organized by 15 cities and provincial public officials training institutes, which are organized by the national civil service personnel development center cyber education center. The purpose of this study is to find out the development plan through questionnaires of the students who are in charge of cyber education in the chungcheongnam-do local civil servants.

  • Dismissing incompetent public servants started from Ulsan City is spreading to the nation. As part of comprehensive administrative reform in provincial and municipal authorities, such movement is strong to kick out those who are not qualified and incompetent as public servants. It is because citizens have high hope for the change of public officers. Firing incompetent workers started from Ulsan city government was spread to Seoul City government and to the central government. However, other concerning views over kicking out incompetent public workers are very strongly raised. Accordingly, this study examines various opinions and does institutional, legal, and theoretical reviews on the dismissal system of incompetent workers that is widely spread. It examines social significance and problems over the system and suggests its improvements and directions of innovation toward administrative reform.

The Effects of Group Art Therapy on Depression and Job satisfaction of Local Government Officials (집단미술치료가 일 지방 공무원의 우울과 직무만족에 미치는 효과)

  • The aim of this study is to examine the effectiveness of group art therapy on the depression and job satisfaction of local government officials. The study was conducted from March 2017 to March 2018 and the participants of this study were twenty public officials in North Chung-Chung Province. They randomly placed in two different group : 10 in experimental group, 10 in control group. To measure the effects of group art therapy, K-BDI and Job Satisfaction Scale were used a week before and a week after the intervention of group art therapy program. Data was analyzed using paired t-test with SPSS Statistics 23.0. The result was as follows : First, there was significant change to alleviate Depression. Second, there was significant change to increase job satisfaction. This study provides empirical evidence of effectiveness of group art therapy. The findings in this study are not only helping public officials' individual mental health but also enhancing productivity of local government and the quality of service to local residents in Chung-Chung province area.

A Study on the Perceptions of Consumers, Producers, and Government Employees toward Geographical Indications (지리적 표시제에 대한 소비자 생산자, 지방자치단체 공무원의 인식에 관한 연구)

  • This study investigates the perceptual differences on geographical indications among consumers, producers, and government employees. First, in terms of the recognition of the geographical indication certification mark, approximately 56% of consumers showed no experience to recognize the mark, indicating their low level of recognition. Besides, some respondents among producers and government employees indicated no experience or no recollection on the certification mark. In terms of the vitalization of geographical indications, consumers and government employees showed positive responses while producers were negative on it. Consumers and government employees attributed the reasons for the low level of vatalization of geographical indications to the low level of consumer recognition. On the other band, producers indicated that the complicated registration procedure and incidental expenses were the main reasons for this issue. Lastly, this study examined if there were significant differences on the perceived consumer preferences on the domestic and imported agricultural and processed products among the three groups. The results found that producers and government employees perceived that consumers preferred the imported products to the domestic products than customers actually did, indicating the lack of understanding of these two groups on consumer preferences on agricultural and processed products.

  • The Information society is accelerating it's speed of change with the IT technology at the center of it and the society as a whole is in the process of transition. The purpose of study is to reveal the information gap among the public servants of Chungbuk Province. For that reason this study on the information gap of the officers is considering the effectiveness of IT. First, A theoretical approach has been made about Information Divide. Second, the analysis of questionaire on the information divide use frequency analysis, means analysis, factor analysis, and t-test.

행정전산화의 준비도와 기대효과에 대한 지방공무원들의 의식에 관한 연구

  • 지방자치제의 실시에 따라 지방행정 부서는 보다 독립적으로 업무를 수행하게 되 고 이와 함께 정보화 시대의 도래에 따라 신속, 정확 및 원활한 정보제공의 필요성이 증대 하게 되었다. 따라서 행정정보시스템(Public Management Information System)의 구축은 필연적이며, 이에 따라 행정전산화에 대한 공무원들의 의식구조도 능동적인 대처가 요청된 다. 본 연구는 행정전산화의 구축에 대한 준비도와 기대효과에 대해 설문 방법을 이용하여 지방공무원들의 의식을 조사하였다. 연구결과 공무원들은 동료직원과의 인간관계, 컴퓨터 관련 교육의 경험 및 전산화 장비의 보유정도가 행정전산화의 효율성에 중요한 영향을 미친 다고 생각하고 있었다. 이와 함께 남자공무원이고, 학력이 낮을수록 행정전산화에 대해 수 동적인 입장을 가지고 있었다. 또한, 중간계층의 직급일수록 행정전산화의 효율화에 필요한 직접적인 요인들의 중요성을 강조하였다. 이와 함께 근무년한이 낮을수록 전산화와 직접적 으로 관계되는 요인들의 중요성을 강조하는 반면, 근무년한이 높을수록 간접적인 요인들의 중요성을 강조하였다. 본 연구는 제한된 지역에서 데이터를 수집하였기 때문에 연구결과에 한계점을 지니고 있다. 따라서 본 연구결과를 일반화하기 위해서는 보다 넓은 지역에서의 데이터 수집 및 분석이 필요하다고 본다.

  • In the age of knowledge informationization, various educational programs utilizing cyber education were introduced to schools, corporate education, military service, lifelong education facilities as well as public education and training programs. In the case of the national government officials, the education and local government officials, which are organized by cyber center in the national civil service personnel development center, are organized by 15 cities and provincial public service training institutes. In 2008, it became to be mandatory for them to receive education and training over a certain period of a year through the introduction of the regular learning system of public officials, and cyber education got active in the education and training of public officials. The purpose of this study is to suggest the development plan of cyber education based on the results of the analysis of the trainees of the civil servants of Chungcheongnam-do who participated in the cyber education in the viewpoint of the public education and training system.

  • 본 연구에서는 횡단면 즉 지방자치단체별로 "고정된 효과"를 가지고 있다는 전제하에 시의 공무원 정원을 산정하였다. 본 연구에서 주장하는 시의 공무원 정원은 시 공무원 1인당 업무량에 기준한 적정정원에 대한 산출은 아니나 도시형태별로 - 일반시와 도농복합행태의 시 - 동종 시가 평균적으로 고용하고 있는 현정원에 가까운 평균 인력규모를 타단체와의 비교를 통하여 평균적인 추세를 파악했다는 점에서 의의 있는 일이다. 그러나 공무원 정원산정의 거시적 모델을 학문적으로 논의하는 것은 가능할 지 모르지만 계량적 방법의 한계가 있기 때문에 이를 현실에 적용하는 것은 정치적.사회적으로 타당성에 한계가 있다.성에 한계가 있다.
