  • u-GIS를 기반으로 시설물관리방안은 국토해양부의 VC-10 과제인 "지능형국토정보기술혁신사업단" 의하여 개발되고 있다. 이 관리방안은 상수도 하수도 등 지하시설물 또는 지상시설물에 적용되는 기법으로, VC-10 다른 과제로 연구단 구성을 하고 있는 "U-Eco City 사업단"에서 제공하려고 하는 u-Space인 공공시설 관련 서비스에 해당된다. 본고에서는 "지능형국토정보기술혁신사업단" 과제와 "U-Eco City 사업단" 과제를 개략적으로 파악하고, "지능형국토정보기술혁신사업단"의 관리 중심 u-GIS 기반 u-City 구축방안의 현황을 분석하여, "지능형국토정보기술혁신사업단" 과제와 "U-Eco City사업단" 과제의 연계방안을 모책하여 u-GIS기반의 u-City계획 설계 시공 및 유지관리를 위한 방향제시를 하고자 한다.

Research on Conceptual Designs and Basic Plans of Korea Land Spatialization Program's Proving Ground (지능형국토정보 공동실험장 기초설계 연구)

  • Korean Land Spatialization Program(KLSP) is the R&D program of the National GIS Project for developing ubiquitous GIS core technologies under control of Ministry of Land, Transport and Maritime Affairs(MLTM). The first program of KLSP, from 2006 to 2012, initiated with $132 million (US dollars) of national fund and $42 million of matching fund. KLPS which aims 'Innovation of the GIS technology for the ubiquitous Korean land' consists of 5 core research projects and 1 research coordination project to practically utilize and commercialize the results of core research. Korean Land Spatialization Group(KLSG) is planning the KLSP proving ground for testing, integrating, exhibiting the KLSP's outcomes. In the near future, this proving ground would be utilized as a national ubiquitous GIS proving ground. The key objective of this paper is to present the conceptual designs and basic plans. In addition, this paper discusses characteristics of the outcomes which are applied to KLSP proving ground.

  • The Korean Government is promoting Korean Land Spatialization Program(KLSP) to commercialize and practice of the technology from 2006 to 2012. It is preparing for field test to make research achievements verified in Sejong City by selecting a test-bed area. It creates the conditions to be satisfied standards that can be recognized at internal and external. This paper proposes to design a test bed considering site conditions and various requirements for performance verification of Surveying Equipments in KLSP.

  • This study investigates how Korean Land Spatialization Group (KLSG) has controlled and managed its own R&D effectively and what particular elements have made it practical. Korean Land Spatialization Program (KLSP) has produced large amounts of practical outcomes for the intelligent land by collaborative 5 core research projects. The well-harmonized cooperations between proving ground, practical business model, and services oriented integration and others have driven the KLSG to an succeedable management. The active role for practicality is prominent with its usefulness and competitiveness. KLSP is financially and administratively supported from Ministry of Land Transport and Maritime Affairs of Korea (MLTM). By investigating relationships between 5 core research projects involved in the R&D projects of KLSG, it has been found out that R&D projects of KLSG bring forth practicality and commercialization. The results of this study presents strategies of KLSP in conducting research for practicality and commercialization of GIS technology and integrated geospatial information.

  • Korean Land Spatialization Program (KLSP) is a R&D program of the National GIS Project for developing ubiquitous GIS technologies under control of Ministry of Land, Transport and Maritime Affairs. The first program from 2006 to 2012, initiated with $132 million of national fund and $42 million of private matching fund. Aiming 'Innovation of the GIS technology for the ubiquitous Korean land', KLSP consists of five core research projects and one research coordination project. The coordination project's purpose is to practically utilize and commercialize the results of core research projects. Korean Land Spatialization Group (KLSG) is planning a test-bed for testing, integrating, and exhibit- ing the KLSP's outcomes. Integrations of the outcomes are mandatory for the successful KLSG Test-Bed. The main objective of this paper is to introduce KLSP test-bed and three methodologies for integration of the outcomes in KLSP. As a plan of integrations, especially, this paper proposes SWE SOS (Sensor Observation Service) prototype to achieve interoperability of the geo-sensor networks.

  • The Korean Government recognized that the importance of spatial information market is promoting Korean Land Spatialization Program(KLSP) to commercialize and practice of the technology. For achieve this purpose, KLSP is planning to build test-bed for field test, integration, display of outcomes. The most important problem in this process is reasonable decision of location. In this paper, the subject is to find how to decide efficiently in locating facilities to test Geospatial information technology like KLSP Test-bed. Consequently, we look over some cases of the inside and outside of the country, and analyze property of outcomes to apply the test-bed. And then we find assessment items for locating.

  • Recently, it is very important to create economic value as well as develop core algorithms and technologies in the field of R&D. Various R&D projects make an effort to do the technology commercialization of their results and, as part of efforts, many studies on business model(BM) are conducted to create economic benefits in using the developed technology. However, it is difficult to use the general business model methodologies, which are usually utilized for companies, to the government's research due to different processes and characteristics between them. And for the practical application of business models, it needs to systematize conceptual business models in technical perspective through technical architecture analysis. In this study, a business model development process and a technical architecture analysis for national R&D project is developed for the technology commercialization. In addition, the process is applied to Korean Land Spatialization Program (KLSP) organized by Ministry of Land, Transport and Maritime Affairs to verify the feasibility of its practical application.

  • R&D businesses lead by a government of each countries are recognized as important businesses that may affect the destinies of the nation. However, the process of developing a new business has not been so favorable as the process was primarily managed by engineers who concentrate on research development. The problem was solved by applying a business model regarding outcomes of a developed research. Yet it is difficult to apply the business model methods that are commonly used for enterprises to government's research businesses due to their unique research development characteristics. Therefore, it is developed a business model methodology for national R&D project in this study. In addition, the methodology applies to a sub-project of Korean Land Spatialization Program(KLSP) organized by Ministry of Land, Transport and Maritime Affairs to verify the possibility of practical application.

  • 최근 유비쿼터스 기술을 도시 인프라에 적용하는 u-City 개발연구가 활발히 진행되고 있다. u-City에서의 시설관리는 실시간으로 도시내 시설물의 위치 및 상태정보를 모니터링하고 필요에 따라 지능적인 제어가 요구된다. 이를 구현하기 위해서는 기존 도시정보시스템에서 이용되던 GIS도면 혹은 대장에 의한 관리방식에서 벗어나 관리대상의 상태를 원격에서 직접 관리할 수 있는 체계가 필요하다. 이미 '지능형국토정보기술혁신사업'을 통하여 시설물 뿐만 아니라 부재와 센서의 상태파악을 원거리에서 효율적으로 하기 위하여 도시공간객체식별자(UOID:Urban Object IDentifier)를 제안하였다. 본 연구에서는 UOID의 효율적인 부여와 관리를 위한 DBMS기반의 시스템을 개발하였다. 본 시스템을 통해 관리자는 UOID의 생성, 수정, 소멸 등의 이력을 시간정보와 함께 관리할 수 있다. 또한, 3차원 도시객체모델과 함께 UOID를 관리하여, ID를 이용하여 좀 더 직관적인 도시시설 관리가 가능토록 하였다. 향후, 개발될 UOID시스템은 도시공간정보플랫폼에 적용되어 도시 내에 발생하는 모든 이벤트를 효과적으로 관리할 수 있는 식별자가 될 것이다.
