  • GIS의 국가적 틀을 이루는 공급주체에는 중앙정부 이외에도 지방자치정부가 있다. 현실적으로 지방자치정부는 행정 일선에 위치하고 있으며 각 지역의 특수성을 고려하여 지역 주민들의 수요를 충족시키고 행정서비스의 질을 향상시키기 위하여 GIS를 도입할 수 있는 대표적인 기관들이다. 학계의 전문가들은 공공 부문 업무의 80%가 지리적 연관성을 갖는 것으로 보고 있기 때문에 향후 GIS가 정부의 서비스 제공과 관리자들의 의사결정에 필수적인 요소로 자리잡을 것으로 예측된다. 본 연구의 목적은 국내 기초지방자치정부가 정부의 행정효율을 향상시키기 위하여 그리고 국민을 위한 서비스의 질을 높이기 위하여 GIS를 얼마나 도입하여 활용하고 있는지를 알아보고자 했다. 또한 이러한 조사분석을 통하여 얻은 결과들을 정리하여 국가적으로 GIS의 활용을 촉진할 수 있는 방안들을 담고자 하였다.

  • 하천은 이수, 치수 및 환경 등의 역할을 수행하며 문화생활의 공간 제공, 재해예방 기능, 생활용수 공급 등 다양한 형태로 국민의 생활과 문화의 발전에 기여한다. 국내에는 총 5,937개의 하천이 존재하며, 정부는 매년 많은 예산을 투자하여 다양한 하천사업을 추진 중에 있다. 하천사업의 경우 국토교통부, 환경부, 행정안전부를 중심으로 하천수변공간의 복원, 홍수예방 등에 관한 사업을 수행해 왔으나 현재 지방의 자율성, 책임성과 권한확대를 위해 지방하천 관련 사업들의 경우 각 지자체로 기능이 이양되고 있으며 국가하천을 대상으로 한 사업만을 중앙정부기관에서 관리하는 중이다. 그러나 중앙정부 기관에서 관리 중인 국가하천 관련 사업들에 대한 관리 또한 수월하지 않아 사업 현황관리, 예산 관리 등에 대한 필요성이 지속적으로 제기되는 실정이다. 한편, 국내에서는 수자원관리를 위한 시스템인 하천관리지리정보시스템(RIMGIS)과 국가수자원관리종합정보시스템(WAMIS)을 운영 중에 있으나 하천에 관한 제반사항 및 하천기본계획 등의 관리만을 수행하며 하천공사관리는 포함하고 있지 않다. 따라서 본 연구에서는 하천사업(공사)관리 시스템 개발 방안을 제시하고자 한다. 이는 중앙부처에서 관리 중인 국가하천 관련 사업의 체계적인 관리와 사업수행 중 발생 가능한 문제 상황 대응력을 향상시켜줄 것으로 기대한다.

A Study about the Deposit Stations in Japanese Colonial Era (일제강점기 순회문고에 관한 연구)

  • This study attempted to analyze the deposit stations in Japanese Colonial Era of Korea. To do this, this study reviewed the related literature such as articles, records, statistics, books and reports selected from databases, archives and libraries. The deposit stations were categorized by the colonial governmental bodies that included the central and local governments, by the non-governmental bodies that included the quasi-public organizations, the anti-Japanese organizations and the others and religious organizations and by the public libraries. These deposit stations were analyzed according to the time and purpose of establishment, the audience and area of the services, the ways of the services and the theme and quantities of the collections. Finally, the study could find that the deposit stations were widely adopted to supplement the lack of a library infrastructure by various administrative bodies and non-governmental bodies in Japanese Colonial Era of Korea.

  • National libraries are responsible for acquiring and conserving copies of all significant publications and digital information published or produced in the country. To accomplish this, the library director should perform these duties based on professionalism in the library and information system. Nevertheless, the former directors of the National Library of Korea did not have professional knowledge nor management careers in the library and information system field. This paper suggests various ways to strengthen and ensure the professionalism of the national library director in terms of an open position system, executive agency system, political appointees, and special incorporation.

  • The purpose of this study is to survey the problems of the record appraisal system based on value of "Business Transaction (Danwi-gwaje)" and suggest a way to solve the problems in Korean government agencies. This study begins with analyzing the many negative cases of creating wrong "Business Transaction" profiles and making discordances between value of records and value of transaction, through data mainly from focused group interviews of six record professionals in central government agencies. It concludes with suggesting a new records appraisal model that assigns the retention periods to multiple entities to solve the problems of the current record appraisal system.

  • Currently many central administrative agencies, municipalities and public and private institutions operate Managed security services to cope with cyber security incidents. These entities exert efforts in operating efficiencies rather than introduction of services as they used to. Accordingly, quite a few policies, directions and guidelines have been established for stable operation of Managed security services. Still, Managed security is operated by individuals, whose competencies influence the quality of Managed security services to a great extent. In this respect, the present article examines Managed security technology and methods and describes evaluation methods and examples relevant to human competencies, so as to seek for some potential courses for further development as well as more efficient approaches to human resource management in terms of institutional Managed security services.

  • This paper introduces the progress and remaining tasks regarding the establishment of the record center led by the Ministry of Justice since 2015. The establishment of the record center requires long-term and repetitive mutual and organic agreements, reviews, and feedback processes that involve internal and external parties from multilateral areas. This paper is a summary of the major proceedings and results of each field. The cases introduced in this paper regarding the establishment of the Ministry of Justice Record Center are expected to be a useful and valuable resource for other institutions seeking to establish a record center.

A Study on the Record Management of National Archives of Korea (국가기록물 관리의 현황에 관한 발전적 제언)

  • In this research the issues of record management of national archives in Korea are classified into four categories: 1) improving the status of the Central Archives of Korea, 2) constructing a new national archives, 3) revising the law on the record management, 4) creating qualifications for a professional administrator for Archivist. 1) In order to strengthen the function of the Central Archives of Korea, it is very urgent to create a systematic mechanism in which the Central Archives oversees and administers public archives(documents) collected from all the public institutions not only under the Administration but also the legislature and the judicial authorities. 2) This paper suggests that a new National Archives should be a symbolic building representing Korea as archives. Considering the fact that Presidents archives will be a part of this new National Archives, it also suggests that artistic and decorative pieces which embody Korea's representative archives or people should be included in the building. The budget for these should be supplied by the government. 3) This paper looks at the matter of revising the law on Record Management in two respects: (1)strengthening the function of the Central Archives of Korea, (2)making it obligatory to produce archives not open to the public, or making a protection clause for secret archives. This paper proposes that the Central Archives of Korea will be able to collect all the public archives from all the public institutions, and to oversee and administer them by revising the 5th and 6th clauses of the current law on the record management. It also proposes that some laws which make it obligatory to produce archives for documents not open to the public, and which protect those secrecy. 4) Regarding the qualifications for a professional administrator for the record management, this paper suggests lowering the qualification a little to the bachelor's degree of the record management. Also it suggests taking into consideration the persons in charge of the record management in public institutions and acknowledging their qualifications after a certain period of training at the Central Archives of Korea or something like that. In addition, it classifies the ranks of the professional administrators according to their qualifications.

Solving the Problems of the Seoul Metropolitan Region and the Construction of the New Administration Capital City (수도권 문제해결과 신 행정수도의 건설)

  • The essential Policy for solving the problems of the Seoul Metropolitan Region is the relocation of national pivotal functions into the non-Capital Region. The decentralization of pivotal functions should be pursued at the national level. National public institutions should be moved according to the characteristics of the institution itself and the regional function and specialization. Primarily, after selecting target institutions from the administrations at the vice-ministerial level, affiliated organizations, government-funded agencies, and institutions invested tv governments, we need to develop various measures to diminish the problems and obstacles resulted from the relocation of public sector. The construction of the new administration capital city is one of the alternatives which solve the problems of the Seoul Metropolitan Region and improve the regional inequality. It is very much important that the Korean citizens agree to the construction of the new administration capital city.

A Study of the Use of Documentation Strategies for Presidential Records Collection (대통령기록물 수집을 위한 도큐멘테이션 전략 활용 방안에 관한 연구)

  • The purposes of this study are to compensate for the deficiencies of the presidential records using the documentation strategy and to establish a long-term plan for collecting presidential records that should be considered as references in country governance. For these purposes, this study examined literature reviews, foreign case studies, and the presidential records collection of the United States and Korea, and conducted in-depth interviews in relation to the presidential records collection. Semistructured questionnaires were used for in-depth interviews and 15 target organizations, such as a foundation and memorial affairs agency, central government agencies, and university-affiliated organizations, were selected. A total of 14 records collectors of 12 organizations (82%) of all 17 records collectors of 17 organizations (100%) participated in these interviews, and the interview results were analyzed according to the grounded theory of qualitative research methodology. Based on the accumulated results, this study proposes an effective model in designing collection strategy and operating and collecting presidential records through the use of documentation strategies.
