A Study on Intelligent Value Chain Network System based on Firms' Information (기업정보 기반 지능형 밸류체인 네트워크 시스템에 관한 연구)

  • Until recently, as we recognize the significance of sustainable growth and competitiveness of small-and-medium sized enterprises (SMEs), governmental support for tangible resources such as R&D, manpower, funds, etc. has been mainly provided. However, it is also true that the inefficiency of support systems such as underestimated or redundant support has been raised because there exist conflicting policies in terms of appropriateness, effectiveness and efficiency of business support. From the perspective of the government or a company, we believe that due to limited resources of SMEs technology development and capacity enhancement through collaboration with external sources is the basis for creating competitive advantage for companies, and also emphasize value creation activities for it. This is why value chain network analysis is necessary in order to analyze inter-company deal relationships from a series of value chains and visualize results through establishing knowledge ecosystems at the corporate level. There exist Technology Opportunity Discovery (TOD) system that provides information on relevant products or technology status of companies with patents through retrievals over patent, product, or company name, CRETOP and KISLINE which both allow to view company (financial) information and credit information, but there exists no online system that provides a list of similar (competitive) companies based on the analysis of value chain network or information on potential clients or demanders that can have business deals in future. Therefore, we focus on the "Value Chain Network System (VCNS)", a support partner for planning the corporate business strategy developed and managed by KISTI, and investigate the types of embedded network-based analysis modules, databases (D/Bs) to support them, and how to utilize the system efficiently. Further we explore the function of network visualization in intelligent value chain analysis system which becomes the core information to understand industrial structure ystem and to develop a company's new product development. In order for a company to have the competitive superiority over other companies, it is necessary to identify who are the competitors with patents or products currently being produced, and searching for similar companies or competitors by each type of industry is the key to securing competitiveness in the commercialization of the target company. In addition, transaction information, which becomes business activity between companies, plays an important role in providing information regarding potential customers when both parties enter similar fields together. Identifying a competitor at the enterprise or industry level by using a network map based on such inter-company sales information can be implemented as a core module of value chain analysis. The Value Chain Network System (VCNS) combines the concepts of value chain and industrial structure analysis with corporate information simply collected to date, so that it can grasp not only the market competition situation of individual companies but also the value chain relationship of a specific industry. Especially, it can be useful as an information analysis tool at the corporate level such as identification of industry structure, identification of competitor trends, analysis of competitors, locating suppliers (sellers) and demanders (buyers), industry trends by item, finding promising items, finding new entrants, finding core companies and items by value chain, and recognizing the patents with corresponding companies, etc. In addition, based on the objectivity and reliability of the analysis results from transaction deals information and financial data, it is expected that value chain network system will be utilized for various purposes such as information support for business evaluation, R&D decision support and mid-term or short-term demand forecasting, in particular to more than 15,000 member companies in Korea, employees in R&D service sectors government-funded research institutes and public organizations. In order to strengthen business competitiveness of companies, technology, patent and market information have been provided so far mainly by government agencies and private research-and-development service companies. This service has been presented in frames of patent analysis (mainly for rating, quantitative analysis) or market analysis (for market prediction and demand forecasting based on market reports). However, there was a limitation to solving the lack of information, which is one of the difficulties that firms in Korea often face in the stage of commercialization. In particular, it is much more difficult to obtain information about competitors and potential candidates. In this study, the real-time value chain analysis and visualization service module based on the proposed network map and the data in hands is compared with the expected market share, estimated sales volume, contact information (which implies potential suppliers for raw material / parts, and potential demanders for complete products / modules). In future research, we intend to carry out the in-depth research for further investigating the indices of competitive factors through participation of research subjects and newly developing competitive indices for competitors or substitute items, and to additively promoting with data mining techniques and algorithms for improving the performance of VCNS.

인터넷을 기반으로 한 지역 구축방안에 관한 연구

  • 흔히들 네트워크(network)들의 네트워크라 불리는 인터넷의 급속한 보급은 개별기 관들이 적은 비용으로 전세계에 산재해 있는 정보를 효율적으로 검색할 수 있을 뿐만 아니 라, 개별기관들을 전세계에 쉽게 알릴 수 있는 환경을 제공하고 있지 때문이다. 개별기관들 의 인터넷 접속은 ISP(Internet Service Provider)를 통해서 이루어진다. ISP는 IP 주소를 할 당해주고, 인터넷 접속서비스를 제공하는 업체로서 우리 나라의 경우 비영리업체로는 교육 전산망, 연구 전산망 등이 있고 영리업체로는 Kornet, Boranet, 아니네트 등이 있다. 구미 선진국의 경우 지역기관들을 대상으로 하는 ISP가 설립되어, 인터넷을 이용한 지역정보화의 견인차 역할을 담당하고 있다. 즉, 지역 기관들이 일정한 지분을 참여하여 ISP를 설립하고, 이에 가입한 지역 기관들에 저렴한 가격으로 인터넷 접속 서비스를 지원하고 있다. 이러한 지역 ISP의 설립은 지역적 특성을 반영하여, 지역 중소기업의 정보화라던지 지역교육기관의 정보화 등과 같은 특정한 목적 달성을 위해 효율적으로 활용될 수 있다. 본 연구는 ISP에 대한 현황을 알아보고, 지역 ISP의 설립을 통한 인터넷 접속의 효율화 및 특정 목적을 위한 ISP에 발전방안을 제시하기로 한다.

캐나다 항공기산업의 현황과 정부 육성정책

  • 캐나다는 우리나라와 경제규모, 기술수준, 관련 산업의 발전 및 고급인력의 공급 등 여러 측면에서 비교가능하다. 하지만 항공기산업의 경우, 캐나다는 낮은 군수의존도에도 불구하고 민수기 개발을 중심으로 정부는 산업의 육성을 위해 효율적이고, 지속적인 정책을 추진한 결과 세계 5위 수준의 산업성과를 보이고 있으며, 대표적인 기업인 Bombardier는 브라질의 Embraer와 함께 세계의 중소형 민수기 시장을 양분하고 있다. 한편 우리나라는 세계 13위의 경제규모와 세계 10위권의 군용기 보유로 인한 매우 큰 규모의 잠재적인 항공기 군수수요를 보유하고 있다는 점 등을 고려할 때 산업 발전을 위한 양호한 환경과 기회를 갖추고 있다고 볼 수 있다. 일국의 항공기산업의 발전 정도는 그 나라의 전반적인 산업 및 경제규모와 그 기술수준에 밀접하게 관련되어 있다는 점을 감안한다면 우리나라 항공기산업의 성과는 캐나다는 물론 여타의 국가에 비해서도 여전히 미흡하다고 볼 수 있다. 따라서 본 연구에서는 캐나다 항공기산업이 발전해 온 과정과 성장배경 및 정부의 육성지원 정책을 분석하고, 우리나라의 그것과 비교함으로써, 향후 우리나라 항공기산업의 발전의 방향에 대한 시사점을 얻고자 한다.

기술사업화 정책 동향 및 촉진 전략

  • 기술사업화는 R&D의 결과물인 기술에 내재된 잠재가치를 실현하는 과정이다. 따라서 R&D기획부터 기술개발, 기술이전, 상용화에 이르는 기술성장의 전 과정을 포괄하며, 각 과정은 다양한 경제주체들의 참여와 이들 간의 상호작용으로 이루어진다. 본고에서는 먼저 기술사업화의 개념과 중요성을 살펴보고, 이어 본론에서 R&D성과의 기술이전 사업화 촉진과 관련한 정책 동향과 현황, 기술사업화 과정 및 유형, 그리고 공공연구기관에서 개발한 기술이 사업화 되는 주요 경로인 기술이전과 기술창업 등에 대해 살펴본다. 아울러 공공R&D 성과의 사업화와 관련하여 그 중요성이 부각되고 있는 중소기업 지원 이슈를 소개하고 기술사업화 활성화 및 성공을 위한 전제조건으로서 필요한 몇 가지 제언을 제시한다.

The Effect of Preferential Purchase Policy for Technologically Developed Products on Growth of SMEs (기술개발제품 우선구매 제도가 중소기업의 성장에 미치는 영향)

  • In this study, in relation to "Chapter 3 Support for Priority Purchase of Technology Development Products" of the 「Market Channel Support Act」, this study investigated the positive growth impact of technology development products subject to preferential purchase on small and medium sized enterprises. The data used for empirical verification is for 371 companies that obtained certification for technology development products subject to preferential purchase in 2016 and Data from SMEs were collected from 2017 to 2021, Sales, operating profit, and net profit was identified, and empirical verification. And conducted through statistical analysis to determine whether it had a positive effect on the growth factors of SMEs. In addition, data from 225 technology development product certification companies were collected, and empirical testing was conducted through t-test analysis on the change in growth factors before and after acquiring certification. As a result of statistical analysis, it was found that the total assets, certified sales, operating profit, and net profit, which are the growth factors of a company, are all positively affected according to the type of technology development product certification. However, in the case of authentication types, some authentications showed significant negative results. In addition, significant results were derived that after acquiring certification had a positive effect on growth factors than before acquiring certification. Consistent with this conclusion, I think that it is effective for technology development-based SMEs to enter the public procurement market and utilize the technology development product priority purchase policy for market exploitation and corporate growth. And the government should strengthen the market support policy to create demand so that SMEs can enter the procurement market and actively utilize the preferential purchase system, and come up with an improvement plan so that public institutions can actively utilize the preferential purchase system.

  • The Importance of SEP (Standard Essential Patents) Procurement Operation is on the side of Governmental and Public both to accelerate the national trade negotiation competitiveness. To operate cooperative system of SEP creation and management, Government should monitor the effect and performance periodically to public sectors. and To achieve the support objectives, it should establish the virtuous circle infrastructure between R&D and economic performance on SEP. This can make the SEP enhancement to pursue the international competitiveness on Intellectual Property Rights. Especially the specific support approach to each phase of the SEP declaration matrix is essential to consolidate the possibility of SEP creation and acquisition. In this study, the concepts of SEP to accelerate the national trade negotiation competitiveness and the prior research were verified through the investigation of market trend and current state of affair analysis. Through the analysis of international and domestic situation of SEP procurement and management, We have found the results as follows. First of all, the leading conglomerates and the Government should focus on the secondary and tertiary industries to create and acquire SEPs to accomplish the effectiveness of selection and concentration. In second, the SMEs and Univ. Labs should focus on the quaternary sector of the economy to retain the competitiveness of speed and challenge on SEP related. From this study, the appropriateness of the tailored-support management model should be institutionalized, and the results implied an research in order to examine the suitability among the current SEP to enhance the competitiveness of national trade research issues.

  • Local freight forwarder's circle is suffering worsening profitability and insecure employment from over-competition which caused by a saturated local logistics market. It is emerging UN procurement market for local freight forwarders. However it is needed to study on successful entry, market status and supporting measures from government and research institute. Currently there are no national research data of UN procurement market in logistics sectors but as per the writer's experience and viewpoint to UN bidding, it would seem that appropriate measures should be made such as government's enhanced support for overseas advancement, price competitiveness, building global network and development of education program for trainees associated with current overseas internship program by government.

Analysis of National R&D Commercialization Policy: An Out-bound Open Innovation Perspective (유출-개방형 기술혁신으로서의 기술사업화 정책 분석)

  • Up to present science and technology (S&T) policy in Korea has focused on producing academic papers and patents through the increase of investment on research and development (R&D). However, as the role of science and technology on boosting national economy has been emphasized and the current government has established 'creative economy' as a main policy agenda, 'technology commercialization' has been moving onto the center of S&T policy. Technology commercialization policy encourages R&D outcomes of public R&D institutions to be utilized in private firms for their new business development, and this concept is in line with out-bound open innovation, in the sense that it involves the flow of technological knowledge from public R&D institutions to private firms. Based on this understanding, this paper analyses government technology commercialization programs and attempts to suggest policy implications. The results suggest that future technology commercialization policy (1) be specialized in a way of reflecting the characteristics of each government ministry, (2) strongly support technology licensing-out, (3) strengthen the linkage between each programs, and (4) nurture expert groups, such as accelerators who can help and foster technology start-ups.

The Effects of The Distinction in Family Business on CEO Succession Types: A Behavioral Agency Theory Perspective (행동대리인 이론관점에서 가족기업 특성이 승계에 미치는 영향)

  • The first generation of the business that had been founded in 1960~1970s faces the situation to consider the succession of the family business developed by devotion of their whole lives in the critical timing to the next generation. In the process of selecting the party of family business succession, it is required to consider a variety of succession types including smooth transfer to the other family member or the employee of the company, selling the company, or hiring external specialist. Foreign countries acknowledge the importance of the succession in the family owned company to perform multiple studies on the influential factors to the succession, distinction, and types of family business succession; and they utilize the results for the related policy development and the support of family owned business succession. However, few studies have been conducted on the succession of the domestic family owned business and majority of them are related to the types of succession. Considering its share and influential power in the domestic economy, it is necessary to develop the guideline and the policies to solve many issues on the succession of the family owned business by systemic studies. Hence, the impact of the main characteristics in the family owned business on the types of its succession was analyzed in this study focusing on five domains of Socioemtional Wealth (SEW) in view of Behavioral Agency Theory by Gomez-Mejia et al. (2007) using the data from 540 family owned small-to-medium sized businesses so as to analyze the issues on their business succession. Upon the empirical analysis results, it was confirmed that they were influenced to the selection of succession type by family succession > internal employee succession > external succession, for the variables of social contribution which were non-financial characteristics, internal employee succession > family succession > external succession for the intellectual properties, and family succession > external succession for the management participation of the family. The distinction of social contribution were influenced the most to the selection of the succession types. Financial factors, business performance, and R&D investment variables were not significantly influenced to their selection of the succession types. In case of simultaneous management, the family succession rate was high and it showed the control effect to strengthen selecting family owned business with R&D investment, social contribution, and company history variables. The behavioral agency theory used in this study was confirmed with high explanation power on the family owned business succession. The family owned business showed the tendency to maintain SEW, and non-financial factors such as accumulated know-how and social contribution based on the long term history were significantly affected to the succession in the small-to-medium sized family owned businesses, unlike general large sized listed companies. The results of this study are expected to be helpful practically for the succession of the family owned business and to suggest the guideline for the development of governmental policy.

지방과학기술정책의 추진현황 및 발전과제

  • 오늘날의 과학기술은 국가전체의 경쟁력 강화는 물론, 지역의 산업과 경제를 발전시키고 국가의 균형발전을 도모하는데 있어서 매우 중요한 역할을 수행한다. 지역경제 활성화의 주역인 중소 벤처기업을 육성하고, 지역산업을 체계적으로 발전시키며, 지역주민의 생활편의 향상을 위한 각종 지역개발 사업을 추진함에 있어서 과학기술이 핵심적인 요소이자 중요 수단으로서 기능하고 있기 때문이다. 이에 따라, 각 국가들은 1970년대 이후 지방의 과학기술을 육성하고 지원하기 위한 지방과학기술정책을 지속적으로 수립하여 추진해 나가고 있다. 우리나라의 지방과학기술정책이 실질적으로 수립되고 추진된 것은 1990년대 초반 이후 과학기술이 지역경제 활성화를 위한 유효한 수단으로 인식되기 시작하면서 경제 관련 부처를 중심으로 지역과 연계한 각종 사업들을 추진하면서 부터라고 할 수 있다. 특히 과학기술의 지방화 내지 과학기술 지방분권에 관한 논의와 정책적 노력은 1995년에 도입된 지방자치제도의 본격적인 시행과 함께 이루어졌다고 할 수 있다. 그러나 그 진전과 발전은 아직도 여전히 미흡한 상황이다. 이는 과학기술의 연구개발과 진흥이라는 정책의 특성에 기인하기도 하지만, 지방자치단체 스스로 관련 정책을 수립하고 추진할 수 있는 기반과 여건이 제도적인 측면에나 실제적인 측면에서 매우 취약하였던데 그 원인이 있는 것으로 분석된다. 이 글은 과학기술의 지방분권을 강화하여야 한다는 최근의 사회적 논의와 관련하여 지방과학기술정책의 발전을 위한 방안을 모색하는데 그 목적이 있다. 이를 위해, 그동안의 지방과학기술정책 추진현황 및 지역의 과학기술 혁신기반과 역량을 살펴보고, 앞으로 지방 스스로가 지역의 과학기술혁신정책을 수립하고 집행할 수 있는 역량과 기반을 강화하는데 필요한 제도적 과제들을 검토하여 제시하였다.
