  • 최근 세계 자동차업계는 구조개편과 혁신을 동시에 추진하고 있다. 미국 빅 3의 회생을 위해 미국 정부가 직접 나서서 구조조정을 독려하고 있으며, 유럽의 소형차 업체인 폭스바겐과 피아트는 세계 1위와 2위 자리를 목표로 인수합병에 적극 나서고 있다. 일본 지동차업계도 감원을 최소화하면서 대대적인 비용절감을 추진하고 있다. 여기에 중국정부는 자국 자동차산업에 대한 통제와 지원을 강화하면서 추격 전략에서 선도 전략으로 육성 전략을 전환하고 있다. 이러한 가운데 산학관 협력을 통한 자동차업체간 첨단 기술 개발 경쟁도 심화되고 있다. 적자에 허덕이고 있는 자동차업계를 지원하기 위해 각국 정부가 대규모 구제 금융과 연구개발 보조금을 지원하고 있기 때문이다. 이하에서는 가시화되고 있는 세계 자동차산업의 구조개편과 혁신 전략에 대해 살펴보고 타이어업계에 대한 시사점을 도출해 보기로 한다.

A Study on the Resolution of Trade Disputes by Mediation (조정에 의한 무역분쟁의 해결방안 고찰)

  • As trade volume increases and the business environment becomes more complex and competitive, international trade disputes are also increasing and becoming more complex. Parties need to become more aware of alternatives to costly and time consuming arbitration and litigation. The ADR (Alternative Dispute Resolution) can encompass all dispute resolution processed and can act as a substitute for traditional litigation. Mediation, a type of ADR, offers an amicable dispute settlement mechanism between concerned parties through a natural mediator. There are several strong points of mediation compared with litigation or arbitration. First of all, mediation can take place without having to complete time-consuming and expensive discovery processes associated with litigation. In addition, since mediation is considered a private process, the dispute can remain out of the public eye. It can be embarrassing and disrupt business when customer or suppliers learn that a company is involved in litigation. Lastly, mediation is less adversarial than litigation or arbitration, so the parties often can salvage their relationships. Often the parties to mediation find themselves continuing to conduct business. In spite of such benefits of mediation, it is less used in Korea and therefore, this article aims to promote the mediation system in international trade disputes. However, this paper has limitation, for example, why ADR is not used well in Korea and need to suggest how ADR can work best in international trade disputes.

  • The Montreal Convention which came into force on November 4, 2003 over the world, has brought a fundamental change to the scope of carrier liability and expanded the sue scope of the carrier. Not only confirms the carrier liability, it also reflects the effects of code-share. In addition to integrate the existing principles that adopted by many conventions, the Montreal Convention has systematized the unity of international air transport into a single convention. It even successfully increased the extremely low compensation amount which was pointed out as a problem in the Warsaw Convention before. The Warsaw Convention, originally stood for the carriers, began to reflect the standpoint of the passengers. The Chinese Civil Aviation Law came into force on March 1, 1996. One of the significant characteristics of the law is that, the regulation on public and private law is mixed combined. Therein, the content of carrier liability system is prescribed in Chapter 9, which is explained in detail in this study. Besides, the relationship between the Montreal Convention and China will be expounded too. So far, China ranks the 5th in RPK and the 6thin FrK. However, in spite of the high ranks, China has not yet joined this convention. This can be regarded as a serious problem. China should join it as soon as possible for a further development and deeper cooperation with the air-industry-developed countries. Once the government ratifies the Montreal Convention, it will benefit both the Chinese passengers and the airlines.

A Study on Income and Price Elasticities of Tourism Demand in Korea (한국관광수요의 소득 및 가격탄력성에 대한 연구)

  • This study examined the income and price elasticities of tourism demand model by using the ARDL models. This paper used the ARDL & ARDL-RECM model based on the annual number of tourists arrivals, GDP and CPI including tourists from the US, Japan and China entering Korea. First, the income elasticity of the US was inelastic and insensitive necessities for long-run US tourists in the ARDL model. China's income elasticity was elastically sensitive luxuries. Second, the US and China's own price elasticities were very elastic to tourism demand in both models. Third, the US's cross price elasticity showed the relationship between inelastic positive substitutes and inelastic negative complements in China in ARDL model. The cross price elasticities of the US and China showed inelastic positive substitutes in the ARDL-RECM model. Fourth, the coefficients of the error correction term were such that the actual sign and the expected sign of the US and China coincided with the negative sign in the ARDL-RECM model. Therefore, first, it can be established in a tourist policy or tourism strategy through income elasticity. Second, we can improve the quality and differentiation of products, recognizing that Korea's tourism price is more elastic than other markets through price elasticity.

Rice Production, Distribution, and Utilization in China (중국의 쌀 생산, 유통 및 이용현황)

  • 쌀은 중국에서 중요한 식량작물로 제9차 5개년 계획(1966-2000년) 동안 재배면적 31.4백만 ha이며 생산량은 단위 ha당 6,303kg으로 198백만톤에 이르며 이는 재배면적으로는 식량작물의 27.7%, 그리고 생산량으로는 전체식량작물의 40%를 각각 점하고 있다. 이러한 재배면적과 생산량은 각각 세계전체면적과 생산량의 20.7%와 33.7%를 차지하는 많은 량이다. 중국의 남부지역은 전지역의 73.5%가 이모작으로 재배되며 주품종은 Indica이다. 중국의 중부지역은 이모작과 일모작의 재배형태가 2:3으로 공존하고 있으며 양쯔강 이북은 주로 일모작의 형태이다. 중국의 쌀 재배면적은 1960년대 이후 점차 증가하다가 1980년대 후반으로 정체되었다가 최근 90년대 말에 이르러서는 재배면적의 감소가 가속화되고 있으나 단보당 생산량은 꾸준히 증가하고 있다. 2001년 중국의 쌀소비량은 138백만톤으로 이의 85.2%는 식량용으로, 5.8%는 사료용으로, 1.3%는 가공용, 1.5-2.0%는 수출용으로 그리고 1.2%는 종자용으로 소비되었다. WTO체제에 들어서도 중국의 쌀 생산에는 크게 영향을 받지않을 것으로 여겨지는데 그 이유로는 충분한 생산능려과 자급률, 쌀의 낮은(4%) 국제교역비율, 총생산량에 대한 낮은 쿼터비율 등을 들 수 있다. 그러나 WTO체제 가입에 따른 압력 또한 존재하는 것이 사실인데 그것은 낮은 품질, 국제가격보다 높은 국내가격 등을 들 수 있다. 향후 중국 쌀의 발전적 전략들로는 쌀의 안정적 발전을 지속하는 일, 쌀 재배구조 조정과 함께 높은 미질을 가지는 품종육종, 기계화를 비롯한 경작기술의 발달, 쌀과 부산물 가공기술의 개발연구, 특징 기능을 함유하는 유전공학적 기술의 적용, 토지와 도시화 그리고 식량순환에 시스템의 개혁 등 과학기술을 고양하는 일 등을 들 수 있다.TEX>$\times$10cm의 소식일수록 짧아서 재식주수와 경장은 정의상관이 인정되었다. 9 경직경은 30$\times$10cm, 40$\times$10cm의 소식일수록 크고 20$\times$10cm의 밀식일수록 작았다 10. 수량구성요소인 주근장과 수량인 건근중은 30$\times$10cm, 40$\times$10cm의 재식주수가 적을수록 높아서 재식주수와는 부의 상관이 인정되었다. 11 이상과 같은 결과로 보아 경직경이 크고 주근장이 길어서 10a당 건근중이 많은 30$\times$10cm(33주/$m^2$)가 알맞은 재식거리였다.에 대한 인식을 새롭게 하고 농약취급시의 건강장해예방행동을 촉구하는 등의 효과도 높은 것으로 예방의학적인 유용성이 크다고 볼 수 있다. 미침을 알 수 있었다. 대두 단백질로 코팅된 golden delicious는 상온에서60일 동안 보관하였을 경우, 사과표피의 색도 변화를 현저히 지연시킴을 확인하였다. 또한 control과 비교하여 성공적으로 사과에 코팅하였으며, 상온에서 보관하여을 때 사과의 품질을 30일 이상 연장하는 효과를 관찰하였다. 이들 결과로부터 대두단백질 필름이 과일 등의 포장제로서 이용할 가능성을 확인하였다.로 [-wh] 겹의문사는 복수 의미를 지닐 수 없 다. 그러면 단수 의미는 어떻게 생성되는가\ulcorner 본 논문에서는 표면적 형태에도 불구하고 [-wh]의미의 겹의문사는 병렬적 관계의 합성어가 아니라 내부구조를 지니지 않은 단순한 단어(minimal $X^{0}$ elements)로 가정한다. 즉, [+wh] 의미의 겹의문사는 동일한 구성요 소를 지닌 병렬적 합성어([$

Increase of Labor Dispatching in China as a Combined Effect of the Global Financial Crisis and the 'Labor Contract Act' (세계경제위기와 '노동계약법'의 결합효과로서 중국 파견노동의 증가)

  • The Chinese dual structure of employment('Shuangguizhi') has been retained through the Economic Reforms, and has been supported and reproduced by the system of division between rural and urban household registration. In the 2000s, efforts of the government to abolish the division appeared to be effective with the introduction of the 'Labor Contract Act'. However, the eclecticism of the Act and the outbreak of the global financial crisis in 2008 gave new momentum to the revival of the Chinese dual structure of employment by increasing the scale of labor dispatching. Labor dispatching in China has become a regular form of employment rather than an exceptional one. Labor dispatching reveals its Chinese characteristics against the particular background formed during the periods of state-owned-enterprise restructuring around 2000. The combined effects of the 'Labor Contract Act' and the global financial crisis brought about the effect of increase rather than control of labor dispatching, and gave a signal to enterprises to use various forms of labor dispatching including 'reverse directional labor dispatching' to lessen burdens and costs caused by the Act and the crisis. As labor dispatching strengthens or displaces the existing dual structure of employment, social groups which need more social protection tend to be much more excluded from the protection of the government and the society.

Analysis on Product Architecture and Organizational Capability of Shipbuilding Industry in South Korea and China (한·중 조선 산업의 제품 아키텍처와 조직역량에 관한 연구)

  • As companies seek lower cost and superior quality at the same time, which depend on improvement in product architecture, they need to critically consider product architecture as part of corporate strategy. This research investigated how product architecture and organizational capability affect innovative outcomes with using architecture framework. As a result, we were able to find out Korean shipbuilding company has put much effort on integral works such as development of FGSS(Fuel gas supply system), PRS(Partial Re-liquefaction System) and weight lightening for improving fuel efficiency. And this kind of integral ability was realized by organizational capability of Korean shipbuilding company based on interactive relationship with plant workers. In contrast, Chinese shipbuilding companies focused excessively on the standard design and the convenience of research and development made by central government, overlooking the need for fine-tuning. As a result, the fuel efficiency of Chinese LNG ships turned out to be 7-10% lower than those of South Korea with using the same modules and components.

Road Map for ROK-US Alliance Readjustment with the Changing Security Environment (안보환경 변화에 따른 한미동맹 조정 로드맵)

  • The future of ROK-US alliance has not been discussed in detail by both governments since early 2000s. However, it is becoming more apparent that ROK-US alliance is facing various daunting challenges. The new administrations both in ROK and US might have different perspectives about the future of alliance. In the process of resolving outstanding North Korean nuclear issue, the alliance can face challenges to change its fundamental features such as halting joint military exercise. ROK-US governments also agreed to transfer wartime operational control as soon as possible. All those factors indicates the growing necessity to articulate the future of ROK-US alliance. ROK and US needs to facilitate to dialogue for future alliance with the possible scenarios of changing security environment such as maintaining status quo, reconciliation of North and South Korea, and entering the reunification stage. In each phase, ROK-US has to develop the goal for the alliance, military institution to implement the alliance, role of USFK, and etc. It is imperative to develop the road map for future ROK-US alliance at this stage to avoid unnecessary folly.
