The purpose of this study is to analyze some problems of general high school and provide some promotion ways of general high school in Gyeongsangbuk-do in long and short term perspective, considering necessity for consolidating educational capacity of general high school which is in disadvantage due to high school diversity and special high school promotion policy. For this, first, the study explores educational policy basis of Park Geun-hye's government, educational policy direction of Gyeongsangbuk-do, educational situation of general high school in Gyeongbuk area, and main contents of educational capacity consolidation way of general high school. Main tasks of Gyeongsangbuk-do general high school educational capacity reconsideration based on the educational capacity consolidation way of Ministry of Education are (1) enlargement of autonomy for formation and operation of focused curriculum by guidance, (2) enlargement of guidance and vocational education for general high school student, (3) consolidation of support program for student at risk, and (4) consolidation of support for general high school High-up program. For these main tasks are fixed and operated in school successfully, the fixation of school responsible management system based on geological environment and trait of each general high school, the application of whole quality control in school management, and the formation of cooperative school organizational culture should be constructed. And specific practice tasks and strategies for Gyeongsangbuk-do general high school educational capacity reconsideration (the cultivation of grobal democratic citizen, human being image in 2009 revised curriculum, and 'talented people with new thinking and genuine mind' of Gyeongsangbuk-do) are provided.

This research is focused on how the venture-startup policies of South Korea has changed for the last ten years and then scope on its outcomes, limits and suggestions. Several policies for venture-startup has begun when "Small Business Startup Support Law" was developed in 1986. Government's support policies for venture and startup and development of venture had made a turning point in 1997 "Act on Special Measures for the Promotion of Venture Business" and venture companies has achieved remarkable growth with Information Technologies(IT). However, with the global IT bubble and the enrichment of venture companies, a number of venture companies experienced considerable difficulties due to multiple thresholds. There were a lot of efforts to revitalize venture-startup ecosystem such as fostering innovative SMEs and one-person creative enterprise support policy. From 2002 to 2004, Korean Government focused on preventing moral hazards of Korean Venture Business. From 2005 to 2006, It focused on fostering the role of venture capitals, and From 2007 to 2012, Single start-up business has been fostered by government policies. Generally speaking, it can be said that venture-startup policy was emphasized on building the hardware infrastructure of venture-startup and supporting with the funds.

How do Korean people recognize major welfare policies of the Moon Jae-in government? Using a survey of 1,000 adults conducted in December 2018, this study examines what the public thinks about major issues related to welfare policies and what factors are related to variations in their opinions regarding the welfare policies. Results show that the public recognized the roles of government in providing welfare in a positive way. The positive opinion on expanding the coverage of National Health Insurance was the highest. Regarding the resolutions of fiscal problems of the National Pension Plan, there were substantial oppositions to reforms such as insurance premium increase, benefits cut, and increase in the age of receipt of pension benefits. Both efficiency and equality were perceived as important when government makes decision for allocating budgets. Only one-third of respondents agreed Korean government contributed to promoting the happiness of Korean people. Based on these findings, implications for developing welfare policies were discussed.

The paper aims to identify how Korean national image can be refined through the strategic use of design. There has been a distinctive need for refining the national image in Korea in recent years in accordance with the rapid growth of the nation's wealth. A comprehensive definition on nation image was prepared through a course of library search. The role of design in the establishment of national image was identified as a result of case study on the United States of America and Japan. Major problems were revealed through an analysis of current states of Korean national image. Finally, strategic suggestions for refining Korean national image have bl'en prepared in relation to the overall direction and specified guidelines.

This study explored recent discussions, experiments, and case studies related to the appraisal of digital records, which was focused on datasets and websites. Based on this, it proposed what issues should be addressed for developing appraisal policies. To this end, it categorized appraisal criteria that can be applied to digital records, examined the arguments that in the digital environment total retention is necessary in the era of big data, and that selective retention is still necessary, based on the literature review. Subsequently, after analyzing case studies conducted on datasets and websites, the study dealt with what discussions should be made in terms of targets, tools, objectives of appraisal, and roles/responsibilities which used to develop appraisal policy. This study addressed the following questions to reveal current debates and challenges; First, what appraisal criteria can be applied to digital records in general; second, is the appraisal activities still necessary in the era of digital environment and big data; third, what are the results that case studies produced for the appraisal of digital records; fourth, what changes are expected in the future regarding the appraisal. Based on these questions, it tried to reveal the main issues necessary to develop the appraisal policies that can be applied to various types of digital records created in the public domain.

This is a research on the characteristic and its limit of Korean migrant women policy to prospect and suggest in the point of interculturalism. The focus of this paper is in summing-up to current situation of multiethnic society which rapidly progressing in Korea and in reviewing the race-oriented, gender-biased issue in the migrant women policy in Korea. However, the migrant women go through by the unique rebuilt progress in the transnational social field which can be continue for several or for decades between delivery country and inflow country but the one-sided, certain movement to a new country. In the above mentioned standpoint, this paper can suggest the implication for the concept and its character of interculturalism, the policy and undertasking case in Europe as a realistic directing point on which the migrant women policy in Korea. The educational program consolidation of intercultural citizenship, the orientation of pluralistic integration through selective assimilation, the consolidation of intercultural adaptation program, the intercultural measurement metrics development and feedback which considered of Korean characteristics are proposed in this paper.

우리 전통술산업의 육성은 원료농산물의 소비증대와 수입주류의 대체, 전통문화의 복원 등 다양한 의미를 가지고 있다. 즉 쌀과 잡곡, 과일, 약초 등 우리 농산물로 빛은 민속주의 재현을 통해 개방여파로 인해 남아도는 우리 농산물의 소비증대와 국민들의 건강 증진, 전통문화의 계승발전에도 기여할 수 있기 때문에 산업적 활성화의 필요성이 크다. 특히 술은 지역축제나 관광, 예술 등과 결합한 고부가가치 문화상품이 될 수 있는 만큼 그린투어리즘(green tourism)이나 농촌문화관광을 풍요롭게 하는 중요한 컨텐츠가 될 수 있을 것으로 기대된다. 우리술산업의 활성화를 위한 정책과제로는 다음을 제시할 수 있다. (1) 우리술의 맛과 향, 숙취제거 등 품질을 개선하되 특히, 젊은층과 서민들의 기호에 맞으면서도 건강기능성을 가미한 다양한 제품의 개발과 포장 및 디자인의 개선이 필요하며 이를 위해 전문연구기관을 설립하거나 한국식품개발연구원을 통한 연구개 발과 교육 훈련이 선행되어야 한다. (2) 우리술의 품질관리와 차별적 유통을 위한 브랜드화가 필요한데 이는 지방자치단체와 관련업체에서 지역에서 생산되는 술에 대해 원료나 제조방법, 생산지역 등 품질기준과 표기방법을 제도화하고, 이를 소비자들에게 알리는 방법을 강구해야 한다 (3) 시음회나 품평회, 우리술페스티벌 등 다양한 이벤트행사를 통해 우리술에 대한 부정적 이미지를 개선하고 소비를 촉진하기 위해서는 적극적인 홍보와 판매촉진이 필요하다. (4) 우리 전통술의 품질향상과 가격인하를 위해 시설현대화와 기술개발, 포장 및 디자인개선, 원료구입, 홍보 및 판매촉진 등에 소요되는 자금을 지원하고 주세 차등화 등 조세감면과 경영컨설팅 등의 지원이 필요하다. (5) 현재 국회에 계류 중인 [전통술산업육성 및 지원법(안)]를 통과시켜 제도를 정비하고, 여러 부처에 흩어져 방치되고 있는 농민주 및 민속주 관련 행정체계를 정비해야 한다.

다가오는 21세기에 국가의 미래가 달린 정보화를 성공적으로 추진하기 위해서는 정보화 관련 기술의 개발이 무엇보다 중요한 과제이며, 기술개발은 정보통신 기술인력의 확보에 그 성패가 달려 있다고 하겠다. 그러나, 우리나라의 경우 고도로 숙련된 전문 인력이 절대적으로 부족, 정보화의 진전에 장애 요인이 되고 있다. 해마다 교육기관을 통해 정보통신 기술인력이 배출되고 있음에도 기업에서는 인력 확보에 어려움으로 겪고 있는데, 이는 산업 전체의 정보화 욕구 증대에 따른 인력수요의 폭발적인 증가도 이유가 되겠으나, 그보다는 질적인 욕구를 충족시키지 못하는데 더 큰 원인이 있으며, 또한 인력 수급의 체계적 관리 부족도 한 원인 이 있는 것으로 판단된다. 따라서, 기업내에서의 경력별 인력 보유 현황과 교육 기관에서의 인력 배출 현황을 정확하게 파악, 인력 수급에 따른 문제점을 밀도있게 분석하고 향후 체계적인 인력 수급 정책을 마련하는 작업이 시급한 과제라 하겠다. 이에 우리 협회에서는 향후 정보통신 분야에 대한 효율적인 인력양성 방안을 수립하는데 도움이 되고자 전국 4년제 대학 및 사업체를 대상으로 설문조사를 실시, "'96 정보통신산업 기술인력수급 실태조사"보고서를 발간하였다. 이 보고서의 주요 내용을 요약.발췌한다.

스마트폰의 보급이 급증하면서 모바일 인터넷 서비스, SNS 등 새로운 ICT 서비스의 이용이 크게 확대되고있다. 이로 인해 정치, 경제, 사회 문화 등 다양한 분야에서 많은 변화와 발전이 일어나고 있다. 그러나 이에 따라 인터넷 침해 사고와 개인정보 유출사고, 악성 댓글과 같은 인터넷 윤리 문제도 심각한 수준에 이르고 있다. 이러한 도전과제를 해결하기 위해 본고에서는 한국인터넷 진흥원이 중점적으로 추진하고 있는 인터넷 침해사고 대응을 비롯한 주요 정보보호 활동을 설명하고, 개인정보보호법 시행에 따른 추진활동 등을 통한 안전한 인터넷 이용환경 조성 노력을 기술한다. 아울러 건전한 인터넷 이용분화 조성을 위한 범국민 운동 및 교육, 그리고 사업자의 자발적 정화노력 동에 대해 살펴본다. 또한 인터넷 윤리 및 정보보호 문화 조성을 위한 국제협력 활동, 개도국 인터넷 정책 수립 지원을 위한 패키지 개발과 보급 활동 동에 대해 설명하고, 이어 인터넷 정보보호와 윤리 문화 선진화와 글로벌 선도 국가로서의 도약을 이끌어내기 위한 한국인터넷진흥원의 역할에 대해 제시한다.
