Participatory Budgeting's Types and Policy Implications by Participatory Institutions and Participatory Levels (참여기구와 참여수준에 따른 주민참여예산제도의 유형과 시사점)

  • Participatory budgeting has been introduced and proliferated with differentiated types by Local Finance Act which had been revised in 2011. This study aims to classify the types of Participatory Budgeting by participatory institutions and participatory levels and suggest the implications. We have reviewed the participatory budgeting operation ordinances, operating plans and operating systems of 243 local governments. And the participatory budgeting can be divided into five types. First, submission of opinion type found in 100 local governments is characterized by operating without participatory institutions. Second, commission type found in 85 local governments is characterized by having only participatory budgeting committee. Third, regional meeting type found in 21 local governments is characterized by having participatory budgeting committee and regional meeting or only regional committee. Fourth, public-private partnership type found in 30 local governments is characterized by having citizen-government meeting. Fifth, delegated power type found in 7 local governments is characterized by having policy fair or mobile voting, or both. Analysis showed that institutionalization levels of participatory budgeting is not high because many local governments(76.5%) are belong to submission of opinion type or commission type in South Korea. For developing participatory budgeting, participatory institutions, such as citizen-government meetings, policy fair or mobile voting, should be adopted and proliferated in more and more local governments.

  • The purpose of this study was to identify the influence factors on understanding the financial structure and activating of citizen participation budgeting system, which is implemented local governments. And Identify the factors that will influence participation intention of citizen participation budgeting system The activating citizen participation factors previously classified as sub-factors in the Edbon & Flanklin's(2006) design of the budget process was constituted independent variables to accomplish research purpose. the results were as follows in summary. First, The significant affecting variables for activating the citizen participation budgeting system were found to the policy perception, the committee representation, the fairness of the selection process, the budget project adequacy for regional development, the methods of budget allocation. Second, The significant affecting variables for understanding financial structure were found to the policy perception, the committee representation, the fairness of the selection process, the guidelines given by the local government. Finally, The Activating citizen participation budgeting system and understanding financial structure also showed the significant variables to the participation intention. However, It was the Limitation of this study that it's results did't represent all regions because of operating citizen participation budgeting system in Jeju.

  • In contrary to the expectation of which it has a role to increase the transparency of and the responsibility of self-governing, the participatory budgeting even though aggravates perfunctoriness of participation and local conflicts in Korea. The problems are caused not from the institutional vices of participatory budgeting but from others which each part of people, participating in the budgeting process, have a misunderstanding on the participatory budgeting. Under the consideration that the misunderstandings of citizen and local officials are one of main reasons of a derailing of the participatory budgeting, the study aims to examine empirically the gap between the citizen's understanding on the participatory budgeting and the official's, focused on Daeduck-ku, Daejeon.

  • Korean local governments operates the participatory budgeting system autonomously. This study is to classify these entities into clusters. Among the diverse machine learning methodologies(Neural Network, Rule Induction(CN2), KNN, Decision Tree, Random Forest, Gradient Boosting, SVM, Naïve Bayes), the Support Vector Machine technique emerged as the most efficacious in the analysis of 2022 Korean municipalities data. The first cluster C1 is characterized by minimal committee activity but a substantial allocation of participatory budgeting; another cluster C3 comprises cities that exhibit a passive stance. The majority of cities falls into the final cluster C2 which is noted for its proactive engagement in. Overall, most Korean local government operates the participatory busgeting system in good shape. Only a small number of cities is less active in this system. We anticipate that analyzing time-series data from the past decade in follow-up studies will further enhance the reliability of classifying local government types regarding participatory budgeting.

Derivation of Success Elements for the Sustainability of Landscape Agreements - A Case Study on Ongjin-gun Mungab Island and Suwon Gobuk Market - (경관협정의 지속성을 위한 성공요소 도출 - 옹진군 문갑도와 수원시 거북시장길 사례분석을 통하여 -)

  • This study shows that the role of residents in landscape management is becoming increasingly important. The purpose of this study is to suggest elements that can continue the operation of landscape agreements and directions for promoting them. Therefore, 1)the operational elements considering the sustainability of the landscape agreements were proposed by way of literature research, expert interviews, and surveys. 2)The sustainable operation of elements of the landscape agreement were applied and best practices were developed through interviews with participants and literature analysis. 3)The final plan operational elements considering the sustainability of the landscape agreements and the directions for implementation were presented. As for the results, it was first presented that the elements of continuous operation of the landscape agreement, consisted of 3 major categories, 10 subcategories, and 25 details. These include resident awareness, practical applicability, effectiveness of administrative means, securing the budget, maintenance, public relations, expert support, dedicated support organization, sustainability of participation, and resident participation and communication methods. It is a detailed list of items that should be considered in the preparation phase, maintenance phase, and conclusion phase. Second, it suggested the direction for the sustainable operation of the landscape agreements be highly backed by the residents, and after reaching consensus on a landscape agreement, it is necessary that the agreement is based on contents that the residents can execute themselves. In addition, it was found that there is a need for a system to prepare the basis for securing the budget for the continuity of work, preparation of the landscape agreements, and consultation and activity costs during the maintenance phase. In addition, continuous exchanges and capacity building among residents have signed landscape agreements, and step-by-step support from experts in accordance with the level of involvement of residents is necessary. Third, even if a landscape agreement is concluded in connection with public projects, it is understood that the residents have the capacity to participate and can continue to support the administration and experts to enable the continued operation of the landscape agreement.

A study about Expert's Opinions for Establishing the Korean Disaster Prevention Village (한국형 방재마을 구축을 위한 전문가 의식조사 연구)

  • 방재마을만들기는 지역방재개념을 도입하여 마을단위에서 자치단체와 주민들의 참여를 통해 지역자율 방재의식을 고취시키고, 마을에 조성되어 있는 환경적 영향을 고려하여 재해로 인한 취약요인을 조사하고 취약요인이 유사/인접되어 있는 마을을 대상으로 취약요인을 종합적으로 검토한 재해예방사업의 추진이 필요하다. 방재시범마을만들기 구축사업의 계획범위는 동/리 행정구역 단위로 실질적인 생활권 단위로, 생활권 단위에서의 방재관련 사업의 패키지화를 통하여 지역의 자주적 방재역량이 향상되도록 하는 사업으로 현재 방재시범마을은 조성/운영중에 있다. 이에 본 논문에서는 지역방재 실무 담당자, 대학교수, 연구원 등 전문가를 대상으로 의식조사를 실시하여 현 실태조사를 토대로 한국형 방재마을 구축 방안에 대해 도출하고자 한다. 전문가 설문결과 현 지역의 방재대책은 전반적으로 미미하며, 구조적인 부분과 비구조적인 부분 모두 보강되어야함을 알 수 있었다. 그 중에서도 지역주민의 방재에 대한 관심부분은 상당히 부족하다는 것을 알 수 있었다. 방재마을이라는 사업의 이미지는 대부분의 응답자가 재해위험지구의 정비사업 혹은 지역단위의 종합적 방재대책이라는 의견이 다수였으며, 방재마을 전반에 대한 의견으로는 지자체의 추진의지, 방재마을관련 법 제도 정비, 사업예산의 지속적인 확보, 방재마을 홍보 및 주민참여 등의 중요성을 강조하는 의견이 있었다. 이러한 설문결과를 바탕으로 지자체의 추진의지가 어느 정도냐에 따라 사업의 형태를 갖추고 성공할 수 있으며, 지속적으로 사업이 추진될 수 있는 방안 및 사업의 안정적 확보방안이 중요하다는 결론을 도출할 수 있다. 한국형 방재마을 조성을 위해서는 주민참여가 바탕이 되어야 하며, 이를 위해 방재마을 사업을 시민들의 풀뿌리 방재활동과 연계하여 추진하는 것도 요구된다.

Policy Suggestions for Soil Contamination Prevention and Management of Inactive or Abandoned Metal Mines (휴.폐금속광산지역의 토양오염관리정책의 평가)

  • Attempts were made to analyze the national policy of soil contamination prevention and management of inactive or abandoned metal (IAM) mines in Korea. This approach focused on legal systems and legislation, remediation technology development, and the arrangement or distribution of budgets pertaining to national policy since the mid 1990's. Prevention of Mining Damage and Recovery Act enacted. Defines the roles, responsibility and budget of the government when recovering mine damages. However, in 2005 there still remains to improve the national policy of soil contamination prevention and management of IAM mines. Analysis of national and industrialized foreign countries including the United States, the United Kingdom, and the Netherlands suggest the following improvements: i) arranging distinct regulations between strict and non-strict liability criteria for potentially responsible parties; limiting innocent and non-strict liability depending on the period of incurred mining activity, ii) enhancing participation of local communities by enforcing law and legislation, iii) establishing a national database system of (potentially) IAM contaminated sites based on the Website-Geographic Information System, iv) carrying out site-specific risk assessments and remediation of IAM contaminated sites, v) preparation and distribution of clean-up fund at mine sites adequately, and vi) technology development for the cleaning of IAM contaminated sites; awarding positive incentives of a legal nature for participants applying newly developed technology in IAM mines.

Comparative Study on Setting-up the Civil Welfare Standard through Public-Private Partnership in Local Governments (민관협력방식의 지자체 시민복지기준 제정 비교연구)

  • The study proposes some principles that enable local governments to set-up their own civil welfare standard through the public-private partnership in the context of the participation of residents. First, the study analyzes the concept of the civil welfare standard in comparison with the national minimum. In sequence, the study tries to compare various conception, set-up process, fields and contents of the civil welfare standard in 10 local government. And the study suggests a series of some principles for setting-up the civil welfare standard, budget securing, developing core businesses, and reflecting regional characteristics. At last, the study would remind that the process of setting-up and realization of a civil welfare standard could be long-term project through the public-private partnership with civil society organizations, research institutions, local governments and local councils in region.

A Comparative Analysis on Emergency Management System Between South Korea and the U.K. (한국과 영국의 재난관리 체제에 대한 비교 분석)

  • 기후변화의 영향으로 전세계적으로 이상 기후 및 자연재해가 증가하면서 재난을 효과적으로 관리하기 위한 법체계 및 제도에 대한 관심이 높아지고 있다. 그럼에도 불구하고 재난관리의 법과 제도적 측면에 대한 연구는 공학 및 기술적 연구에 비해 충분히 이루어지지 않고 있다. 특히 재난관리에 대해 많은 경험을 축적해온 선진국가의 재난관리체제에 대한 연구는 아직 미비한 수준이라 할 수 있다. 따라서 본 연구는 영국의 재난관리체제를 법과 제도를 중심으로 분석하고 한국에 필요한 시사점을 도출한다. 영국의 재난관리 체제는 지방정부가 재난대응에 있어서 주도적인 역할을 수행하고 중앙정부는 대응 가이드라인을 제시하고 지원 및 조정업무를 수행하는 분산적 재난대응체제라 할 수 있다. 중앙정부에는 재해를 전담하는 조직이 별도로 구성되어 있지 않고 지방행정조직이 지역특정에 맞게 위기관리계획을 수립하고 집행한다. 지역별로는 지방정부, 기업, 시민단체로 구성된 민관협력체인 위기관리포럼을 형성하여 재난에 대처한다. 반면 한국의 재난대응체제는 중앙집권적이며 국민안전처가 재해전담조직으로서 역할을 하고 있으나 영국과 같은 민관협력체는 발달하지 않았다는 차이점을 발견할 수 있다. 영국과 한국의 재난관리체제를 비교해 볼 때 다음과 같은 법 제도적 개선방안을 제시할 수 있다. 첫째, 분산되어 있는 재난관리 기본법을 하나로 통폐합할 필요가 있다. 둘째, 지방정부의 재난대응권한을 강화해야 하며 특히 인력과 예산이 재난에 적절히 대응할 수 있는 수준으로 조정되어야 한다. 세째, 지방수준에서 재난대응 관련 기관들간 조정 및 협력을 할 수 있는 체제가 강화되어야 한다. 네째, 민간단체를 재난대응체제에 조직적으로 참여시킬 수 있도록 해야 한다. 이를 위해서는 주민단위의 방재조직이 공공부분과 효과적으로 협조할 수 있도록 할 수 있는 제도적 틀이 필요하다. 다섯째, 재난대응단계 설정에 있어 예방에 앞서 지역의 특성에 따라 예방업무를 효과적으로 수행할 수 있도록 진단하는 평가단계를 추가하는 것을 고려해야 한다.

A Monitoring and Evaluation on the Project for Utilization of Cultural Property - Focused on the Project "SaengSaeng Cultural Property" in 2016 - (문화재활용 사업 모니터링 및 평가 - 2016년 생생문화재사업을 중심으로 -)

  • This study carried out field evaluation by experts, monitoring by the public, and visitor satisfaction survey for 88 sites by using cultural property projects that received support from "SaengSaeng Cultural Property"in 2016. The result of the comprehensive evaluation was 'good', the part of planning, outcome, annual special index were 'good', field operation and performance were 'normal'. The field evaluation was rated as 'normal' by experts, monitoring by the public was 'good', and visitor satisfaction survey was also 'good'. The advantages of the project were as follows; increased enjoyment of local cultural assets, utilization of historical and cultural heritage as tourism, expansion of local participation and cooperation. On the other hand, the disadvantages were as follows; shortage of promotion to other local people, deterioration of program's quality, insufficient materials for explanation of cultural assets, insufficient program for staying. We suggested measures to develop the project as follows; developing paid contents in order to secure sustainability, connection with other programs, developing representative program and brand, improvement of environment to participate, strengthening of role for experienced local organization, utilization of local artists and volunteers, exchange between local organization, promoting by government organization, managing existing visitors, establishing of strategy for promotion, improvement of monitoring by the public, strengthening of reflection of visitor's opinions, consulting for each programs.
