이 연구의 목적은 지자체의 계획수립 정책과 마을주민의 요구를 분석하여 농촌마을 재개발을 위한 지역계획 방향을 제시하는 데 있다. 마을재개발 주요 내용으로는 생활편의성 향상 뿐만 아니라 자연환경, 역사문화와 같은 어메니티 자원과 경관자원 등의 보전과 활용이 포함되어야 한다는 관점을 취하였다. 마을주민에 대한 설문조사와 마을재개발 계획수립 과정 및 결과에 분석을 토대로, 농촌마을재개발 계획의 특징을 파악한 후, 향후 발전을 위한 과제를 다음과 같이 제시하였다. 첫째, 마을재개발시 국토이용계획과 농촌특성을 반영할 수 있도록 토지이용 및 농촌개발 관련법을 보완해야 한다. 둘째, 농촌지역에 주거 및 취락지구를 도입하여 체계적인 마을정비가 이루어질 수 있도록 유도해 나갈 필요가 있다. 셋째, 지역계획수립 체계를 토지이용계획과 마을재개발 추진에 적합한 형태로 확립, 운영토록 한다. 넷째, 마을개발 부지 확보를 원활하게 할 수 있는 방향으로 농지교환분합 제도를 활성화해 나가도록 한다. 다섯째, 지역계획과 마을재개발이 유기적으로 연계되어 추진될 수 있도록 우선 개발 마을을 선정하고, 마을주민의 요구를 반영한 마을발전계획을 수립하며, 농촌취락지구와 같은 농촌토지 용도지구를 도입, 운영할 필요가 있다. 여섯째, 마을재개발 시범사업의 추진 및 평가를 토대로 체계적인 본 사업을 확대, 시행해 나가는 방안 마련이 필요하다. 일곱째, 농촌지역의 낙후도를 고려한 사업지원 및 추진에 차등화 방안을 마련할 필요가 있다.

The citizen-initiative has been frequently mentioned in community building project which is being promoted by Seoul City. The citizen-initiative has become an important concept in the direction of community welfare efforts. However, this concept has not been defined clearly in social welfare. In this context, the purpose of this study is to find how the practitioners of the social welfare practice field recognize the concept of citizen-initiative. In this study, concept mapping method was used to generate 59 statements about the citizeninitiative in 10 social workers in Seoul. Multidimensional scaling analysis and hierarchical cluster analysis are used to do mapping and grouping the 59 statements. The results are as follows. A total of 6 categories were derived. The six categories are named "Inducement of Participation", "Practice", "Procedure", "Awareness and Interest extension", "Expression of Opinion", "Attitude and Emotion". "Practice" category was revealed as a core category in the concept of citizen-initiative. This study is meaningful as a first step to discuss "what is the citizen-initiative?" and to make consensus in social welfare academic area and practice field.

올해 창립 50주년을 맞은 한국건강관리협회 '메디체크'는 건강검진과 건강증진에 특화된 명실상부한 국내 최대의 의료기관으로 자리 잡았다. 건협은 국민의 건강동반자로서 '건강수명 120세'를 달성하기 위해 건강위험군을 대상으로 질병예방사업에 주력하고 있으며, 나아가 고객 개개인에게 더욱 수준 높은 의료 서비스를 제공하기 위해 근거 중심의 맞춤형 건강검진 프로그램을 개발 지원하는 등의 노력을 꾸준히 이어가고 있다.

본 논문에서는 지역박물관을 장소 마케팅적 관점에서 고찰하였다. 지방자치제의 시행과 지방 문화 사업 지원책에 힘입어 지역 박물관은 어느 때보다 활발히 사업이 추진되고 있다. 지역 문화 시설 확충과 관광자원의 확대라는 장점에도 불구하고 건립에만 초점이 맞춰진 현실에서 지역 박물관은 자칫 난립으로 기울 수도 있다. 재정과 인력의 부족이라는 현실적 문제에 놓인 지역 박물관은 그 아이덴티티를 확충하고 지역주민과 외부지역 방문객에게 만족할 서비스를 제공할 수 있는 방안으로서 지역의 장소 마케팅을 고찰해 보고자 한다.

This paper attempted to explore the basic concept of a website for start-up supports angled towards North Korean defector entrepreneurs. The position of this study was made clear by reviewing the existing literature, and the case study was carried out to make sure the results are essential to create the services vital for the North Korean defector's entrepreneurial ecosystem. Focusing on the fact that there is not yet a website for supporting North Korean defectors' start-up in Korea, an early version named "Prometheus" was designed. A revised version called "Pathfinder" followed with improvements. This study conducted academic and practical experiments by directly designing and implementing a medium that can boost the development of the start-up ecosystem of North Korean defectors based on the insights provided by North Korean (future)business owners and South Koreans interested in the start-up ecosystem of North Korean defectors. Taking this study as an opportunity both the research to further clarify the "start-up of North Korean defectors," a very special phenomenon that exist in Korea, and the research for practical contribution should be encouraged in various ways. These efforts will not only help North Korean defectors start-up businesses, and also play a role in boosting a sense of coexistence and cooperation within North Korean defectors community.

The Lifelong Learning City Project whose aim is to encourage regional innovation and development by the Ministry of Education & HRD. As of in 2006, there are 57 Lifelong Learning Cities which are providing its citizens with various lifelong learning programs since the project got started in 2001. The Lifelong Learning City Project has been increasing across the nation since it has been regarded as a key strategy for the sustainable reg ional development. Accordingly, there has been a lot of discussion on how to develop the project qualitatively as well as quantitatively. In this context, this study aims to draw policy implications of the Cyber Network System for the lifelong learning cities. With this context, this paper suggests to set up the Cyber Network System as the developmental strategy of learning cities and intends to search how to structure the Cyber network System. For this purpose, we survey the learners' needs and suggest the directions for the further Cyber network System of the Learning Cities.

This study examines the policy direction for energy self-reliant islands using marine energy. In other words, it was suggested that the environmental characteristics of the ocean should be considered by conducting a strategic marine environmental impact assessment when establishing an energy-independent island project plan. It was also suggested to proceed with preemptive site selection. In particular, it was emphasized that continuous monitoring of the marine environment should be carried out during the construction and operation of the marine energy development project. In addition, I emphasized the need to seek ways to expand marine environmental impact data and to actively participate and support the residents of the island, which is important in promoting self-reliant islands using ocean energy. This can be said to have a high probability of success when the government-led smart grid project group and KEPCO collaborate with each other. The results of the study analyzed through literature review are as follows. First, active participation and support for initiatives led by residents are needed. second,. KEPCO must collaborate with specialized public institutions such as the Smart Grid Project Group. Third, a strategic marine environment impact assessment should be introduced. Fourth, continuous marine environmental impact investigations should be conducted.

This study examined the current conditions of the community facilities constructed by demonstration project for rural elderly that were promoted for the last two years by the ministry of agriculture, food and rural affairs. The type of community facilities are community living home, community food service facility and small bath house. And it was accomplished satisfaction survey for analyzing the effects of demonstration project focused on inhabitants and users of community facilities constructed by demonstration project. The results are as follows. First, The satisfaction index of community facilities was evaluated high level in generally. Second, Inhabitants and users of facilities were presented high level satisfaction in humanity sector, especially. Third, It should be to establish maintenance and management plan such as supporting of linkage program and operation cost for secure the sustainability. Consequently, the implementation of community facilities demonstration project to improve the living conditions of rural elderly is entirely appropriate. The results of this study were considered to promoting demonstration project for improving quality of the facilities and securing effectiveness of the project.

The importance of residents' participation has become more prominent to promote better living condition and quality of life in rural communities due to the skeptical views on the outcomes of the rural community supporting projects led by organizations and institutions. This study analyzes White Dandelion Eco-Village in Hoebuk Myeon, Boeun Kun, Chungbuk where community development is being done by its residents. By examining the formation background and the history of the village, and various participation forms and methods of the residents, I am to derive the ideal rural community development project led by the villagers themselves. To achieve successful supporting projects for rural communities by many different organizations and methods, it is necessary to have followings; residents' affectionate attentions for the community as well as good ideas and intentions, excellent leaders who gather all the efforts and transform them into good plans, well made strategies and continuous endeavor, and the diversion of thoughts of the supporting project experts and the organizations.

우리나라의 건강증진사업은 1995년 국민건강증진법을 제정하면서 시작되었다. 동법의 제정과 더불어 보건소법을 지역보건법으로 전면개정하면서 보건소를 지역주민의 평생건강관리 중추기관으로 육성하기 위한 노력을 하였다. 지역보건소는 보건의료전달 체계에서 일차의료를 담당하고 있기 때문에 접근성이 좋고, 국가주도의 사업을 체계적으로 수행할 수 있는 장점이 있다. 지난 1999년도부터 3년간 각 시도별로 1개소씩 건강증진거점보건소를 선정하여 건강증진시범사업을 실시한 후 그 사업성과를 평가하고, 2002년도 하반기부터 전국의 100개 보건소에 150억 규모의 예산을 투입하여 건강증진사업을 추진하도록 기금을 지원하고 있는 것은 건강증진사업을 보건소를 중심으로 활성화하기 위한 실질적인 노력으로 볼 수 있다.
