This study was conducted as a survey to find out middle-aged persons's housing preferences for a future elderly housing and to grasp background characteristics of persons influencing the preferences and the effect of elderly's aging situations on the changes of their preferences. A sample of 300 middle-aged people was selected purposely from parents of university students living in Gwang-ju city. Questionnaires were administered to parents by students and analysed with SPSS Windows 10 program. Middle-aged persons's housing preferences were differed according to elderly's aging situations, in the case of healthy situation, they tended to prefer to stay present house without their children in irrespective to couple or single, whereas in the case of unhealthy situation, they tended to prefer to live with their children. and couples showed preferences for planned housing for the elderly and singles showed preferences for elderly housing facilities with care services. The most important characteristics of elderly housing among middle-aged people was a places where they can enjoy leisure and provide home-help services, located in the suburbs. Also middle-aged persons were likely to prefer to a green spaces such as garden, path for walking, and madang for the elderly housing. Needs for community care services (NCCS) were required above the average. Among the items of NCCS, a visiting medical examination was the most demanding, and a visiting nursing services, a emergency calling bell, and home repairs were sequently followed in the level of needs. The characteristics of the elderly housing which preferred to and needs for community care services were influenced by middle-aged persons's age, gender, subjective evaluation of economic abilities, tenure status, the cost of living, and the size of housing. This findings suggests that it must to be considered to develop various types of the elderly housing depending on socioeconomic status.

Recently there has been increasing the population of the elderly, the welfare of the elderly is no longer family's and personal problems. It is a social issue that the communities have a role to supply the systematic welfare service of the elderly and the facilities. Therefore It is needed to study the extended function and role of Gyungrodang because Gyungrodang is the most wide spreaded welfare service facilities for the normal elderly in urban single housing district. The subject of this study is to propose the facilities' program improvement method for the Gyungrodang that hold a extended role as a community welfare service facility for the elderly. This paper Is assessed as an sustainable research of normalization of the old people's living. By the comparison analysis of the existing Gyungrodang in Daejeon City and the investigation results of the welfare service present condition of the elderly in Daejeon City, finally the facilities' program improvement direction for the Gyungrodang is proposed.
Recently housing demands are going to be diversified, and many suggestions are driven for the housing consumer's right of choice and expectation for welfare services. These require the policy change from the clear division between houses and facilities toward more market-oriented concept capable of mixed-use development of houses with facilities. The research explores the possibilities to provide various types of mixed-use developments of houses and facilities in the level of architectural design and political implication. Major case studies focus on the elderly welfare housing with serviced residence with the comparison of similar cases in Japan. The policy implications are, first, expanding the production of elderly housing with more elderly care services, second, challenging time-sharing residence composed of serviced residence and small dwelling units, third, activating the production of small scale housing development with small public facilities. The simulation shows the merits and demerits of this concepts and the efficacy of the policy implications.
This study was conducted to examine elderly users' satisfaction with welfare services and the environments of the senior citizen centers in mid-sized and small cities in Korea. Three hundred and two elderly users were surveyed for this study. Age and gender differences in the level of satisfaction were found. The male elderly users and older users were more satisfied with the education programs than the female and younger users. The elderly people who reside in single-family residences were more satisfied with the educational programs and part-time job opportunities offered at the center than the elderly users who were living in apartment buildings. This could be explained by the fact that dwellers of single housing had more freedom and more room for self-regulation in scheduling their program participation, whereas the apartment building residents had rarely experienced social exchanges with their neighbors. There were significant differences in satisfaction with the environments of the centers by gender, marital status, age, level of education, religion, and housing type. The group differences were explained by the abundance of community activities that are centered around younger and female participants. Based on these findings, it is suggested that more specialized educational and social programs should be developed for the younger users in their early 60s, that co-ed religious activities and hobby programs should be expanded, and that the home-visiting welfare staff should regularly provide the elderly users the information on programs and activities.
This study of purpose is to examine the efficiency through the current status and performance of each institution providing the Daegu community service investment project, and to find a direction for the efficient operation of each institution. In order to promote efficient and effective project promotion by checking the management status that meets the purpose of the local community service investment project, to provide systematic services necessary to consumers, improve quality, and improve the environment, the accurate situation and situation through the efficiency analysis of the service provider organization It is necessary to identify problems, develop programs suitable for regional characteristics, and actively manage services. This study analysed the components and characters of welfare rights through discussions of the concepts and types of universal rights, and discussions of human rights and citizenship rights. Welfare rights is claims rights which requires somewhat, and it is positive rights. And it is generally passive rights, but it contains collective participation rights which is active rights. The result of total discussions of rights, human rights, and citizenship rights led us to know the components and characters of welfare rights. Welfare rights contains social rights, economic rights, and cultural environmental rights. Social rights are composed of the right of social security, social welfare service, health, education, and residency. Economic rights are composed of the right of labor, intervension of labor market, job security, and capital control. cultural environmental rights are composed of the right of culture and environment. And welfare rights has several characters. First, it is natural rights which is bestowed on the citizens or people in modern civil societies. it is samely characterised as liberties and political rights. second, it has the same values like other rights such as lberties and political rights. Or it is more important, because it is necessary for other rights. Third, it is not the objective being which is constant, but it is changed, formed and constructed as total rights with human rights and citizenship rights. Fourth, it is truely rights, but is simultaniously accompanied by obligations. But the obligations is unconditional like as other rights. Endly, levels of welfare on the welfare rights must be modicum rather than minimum. The meaning of modicum level is uncertain, but it aims to the entire participation of peoples as citizen and social integration. And it has to aim to the prevention of heridity and continuity of inequality.
Material hardship measures have been used to supplement the traditional income-based poverty measures. Recently poverty researchers have increasingly used measure of material hardship to examine the well-being of low income families. Measuring the material hardship might be useful to a better understanding of the multi-dimensions of the poverty in Korea. Using the data of the Korea Welfare Panel Study(the fourth wave), I examine incidences of material hardship across quintiles of the income distributions and the factors that might affect the experience of material hardship among the poor families. Major findings are as follows. Descriptive results show that nearly one-fifth of all families had experienced at least one of the five material hardships in the year. Those in the bottom quintiles and the poor families are more likely to experience material hardship than the other quintiles and non-poor families. But, incidences of the material hardship in the middle income quintiles and low income families are not a few(18 percent and 37 percent). Logistic regression results show that family-consumption related variables, income other economic resources(asset and public assistance), and household's employment status affect the experience of material hardship among the poor families. But, material hardship among the poor families is not significantly related with family income. These results indicate that material hardship measures are the useful indicators to understanding the multi-dimensions of the poverty in Korea. And they suggest that an extensive reform of the public assistance policy is necessary to relieve the material hardships of the poor in Korea.
This study examined life in old age and images of the aged perceived by middle-aged and old-aged generations through indepth interviews with 30 persons aged 40s through 80s residing in three areas (city or county) in capital region in Korea to use it as basic information in planning social welfare policy and reorganizing social services in response to population aging in capital region in Korea. In terms of economic life of the middle-aged and olde-aged generations perceived older people's opportunities for work were rarely given to the aged due to ageism and negative stereotypes of aging and the aged, and the aged tended to regard themselves less able or unable to work. In terms of social life of the aged both middle-aged and old-aged generations perceived that the frequency of social participation was low, and the daily life of the aged was found mostly aimless, unorganized and unplanned. In terms of psycho-social life of the aged both generations still felt that they were not alienated from the family, neighbors, and the society. In terms of social welfare services both generations thought the aged needed basic services such as income maintenance, health care, housing services, and particularly they felt lack of social services. The old-aged generation was willing to travel to the distance taking more than one hour to receive social services that they would need. Both the middle-aged and the old-aged agreed upon the necessity of preparation for old age and the benefits of earlier preparation, however, they said that they could not prepare for their old age due to lack of social programs to help preparation for old age and due to spending for rearing and education of their children. In terms of perceived life in old age both middle-aged and old-aged generations tended to be slightly positive, but the degree of positiveness differed between respondents from urban area and those from rural area regardless of generations. Images of the aged were perceived to be overwhelmingly negative while positive images were very few in number regardless of generations. This finding may suggests that negative stereotypes on aging and the aged are also prevalent in Korean society like in Western societies. Based on findings of this study some implications for social policies in response to population aging in capital region were suggested.

Nowadays numbers of non-residential Korean traditional house (Han-ok) like Caf$\acute{e}$ and restaurants within the cultural property preservation area. So the purpose of this study is suggesting the necessity of governmental support about non-residential Han-ok. The research started to analyze influential factors toward them and estimate the value of non-residential Han-ok. After then it investigated what kind of value factors are important when it is agreed to the necessity of governmental support using logistic regression. According to the result, there are main 7 factors; possibilities to use Han-ok with poor residential environment, the unique appearance of Han-ok, possibilities to offer social and welfare service within local community, value to develop tourism on Han-ok, utilization of commercial area, historical deficiency and easy to access Han-ok for tourists and overseas which are an effect on decision making to sustain non-residential Han-ok.

As our country is currently facing "aging society," people demands for qualitively and quantitatively better social welfare services. In particular, the abruptly rapid increase in the elderly population requires various welfare services and medical care related to the elderly. It is urgent to resolve these demands. Also, IT technology in Korea is developing rapidly, and U-Health, a part of the Ubiquitous field is under the actively ongoing researches. In this paper, we studied the Elderly care system model suing U-Health technology. We designed the care system of the residential environment designed specific for the elderly. Additionally, based on that design, we studied the elderly care system using the ubiquitous technology. Since this elderly care system combines the existing community-based model and IT technology in conjunction with other mobile devices, we may supply a new care service application, thus solving the problems of the existing care and medical services.
