건실한 전문건설업체 ㈜금강종합건설이 최근 ESCO등록을 마치고 본격적인 에너지절약사업에 들어갔다. 국내에너지소비량의 $25\%$를 차지하는 건물부문의 에너지절약을 위해 신축건물의 설계단계에서부터 원천적인 에너지절약을 유도하겠다는 금강종합건설은 건설업계의 축적된 기술과 노하우를 ESCO사업에 적극 적용하겠다는 방침이다. ESCO사업부의 이운조 이사를 만나 앞으로의 사업방향에 대해 들어봤다.

국토해양부가 지난 9월 말 종합건설업체를 대상으로 '부실 불법 종합건설사 전면 실태조사'에 들어갔다. '시장 규모에 맞는 적정건설사 유지'란 목표 아래 초고강도로 진행 중인 이번 부실건설사 실태조사는 건설산업기본법 상의 자본금, 기술자, 사무실 등 등록기준 미달 여부를 조사하며 아울러 직접시공, 일괄하도급 여부까지 확대 조사한다. 또한 조사주체가 건설협회에서 지자체로 바뀜으로써 더욱 엄격하게 조사한다. 실태조사 결과 등록기준 미달 업체는 영업정지 6개월 또는 등록말소, 일괄하도급 위반 업체는 영업정지 8개월 및 형사고발(3년 이하의 징역 또는 3천만원 이하의 벌금), 직접시공의무 위반 업체는 영업정지 6개월의 처분을 받게 된다. 국토해양부는 전문건설업계도 매년 2차례에 걸쳐 시 군 구와 함께 재하도급, 동일업종 하도급 등의 위반여부에 대한 실태조사를 하고 있다. 그러나 올 하반기에 예정되어 있던 전문건설사 조사는 내년 상반기에 별도로 시행할 계획이다. 이에 앞서 대한설비건설협회는 건설산업 공생발전위원회를 통해 "전문건설업계의 어려운 실정을 감안하여 실태조사를 유예하여 줄 것"을 건의 한 바 있다. 이에 따라 본지는 내년 상반기에 실시 예정인 국토해양부의 전문건설사 실태조사 시 회원사들이 불이익을 받지 않도록 재하도급, 동일업종 간 하도급, 일괄하도급, 직접시공, 영업정지 기간 중 건설업 영업행위 등의 위반에 대한 건설산업기본법 관련 규정을 게재한다.

Recently, the construction policy is rapidly changing and construction project becomes larger and more complex. Specialty contractors are in charge of the actual construction work, but they are considered to have low competence level. To strengthen competence of specialty contractors' employees, above all, it is essential to evaluate and to analyze the competence factors level for specialty contractors' employees. However, there is no in-depth research on competence factors level for specialty contractors. Therefore, the purpose of this study is to analyze the competence factor in order to find the high priority factor. The result of this study can be utilized for development of effective educational program for enhance specialty contractors' competence.

서울시는 앞으로 제휴 금융기관을 통해 모든 공사대금을 원도급(종합건설업체)대금과 하도급(전문건설업체)대금으로 분리해서 지급한다. 또 공사대금 지급상황을 실시간으로 확인할 수 있는 시스템을 구축, 하도급대금 미지급이나 지연지급, 현금수령 후 어음지급 등 부정, 부당행위를 예방키로 했다. 서울시는 지난 1월 19일 금융기관 2곳과 연계한 '하도급 대금지급 실시간 확인시스템'(hado.eseoul.go.kr) 구축을 완료하고 본격 시행에 들어간다고 밝혔다.

한라건설(대표 김재영)은 상하수도 처리시설 등의 환경사업, 아파트, 빌라, 주거용 오피스텔 등의 주택사업을 영위하고 있는 종합건설업체로 2001년 현재 국내 시공능력 평가순위 36위업체다. 이와 같은 경험과 능력을 바탕으로 지난해 ESCO사업에 진출한 한라건설은 국내 최초로 아파트 세대 내부까지 ESCO사업을 적용하는 등 ESCO사업의 수준을 끌어올리기 위해 노력하고 있다.

The purpose of this study is to forecast future changes in the construction market following the reorganization of the construction production system by analyzing the possible market size in which general contractors and specialty contractors may participate in each other, and by carrying out a survey. The ratio of correlation between general construction and specialty construction industries was derived by analyzing the relevance of work area of general contractors and specialty contractors, the similarity of registration standards, and the market in which general contractors and specialty contractors may be able to mutually participate. In order to overcome the limitation of previous studies which analyze the changes in construction market based on the statistical data, and to analyze in more detail the impact of reorganization of construction production system from market participants' view, a survey targeting general contractors and specialty contractors for their willingness and method of participating in the mutual market was conducted. As a result of the survey, it was found that 52% of general contractors were willing to participate in the specialized construction market and 55.1% of specialty contractors were willing to participate in the general construction market. It was found that there was a high willingness to participate in the earthworks, reinforced concrete works, facility maintenance and management, water and sewage facility works, and interior works, and high competition is expected for projects with a scale of 500 million to less than 3 billion won. Through this study, it will be possible for general and specialty contractors to understand the changes in the construction market due to the reorganization of the construction industry production system, and to respond effectively to these changes.

This study analyzed the efficiency by using the DEA model to evaluate the competitiveness of specialty construction firms. The target of the analysis is 300 firms with continuous data from 2010 to 2017 as listed and externally listed firms. Significant analysis results are as follows. First, the efficiency of specialty construction firms is lower than that of general construction industry. Second, efficiency by type was highest in facilities construction and dismantling work. This shows that the relevant industries such as reinforced concrete works and scaffolding and demolition work are relatively efficient in specialty construction industry. Third, the efficiency of specialty construction industry is affected by economic fluctuations. When the construction industry is in the expansion phase, the efficiency value is high and the efficiency value is low in the down phase. Finally, in the scale profitability analysis, specialty construction industry was most analyzed by DRS. This means that it is effective to scale down for the efficiency of the firm.

감사원은 준공된 부실공사에 대해 관련공직자의 책임추궁을 대폭 강화하고 부실시공업체에 대해서도 제재를 강화해 해당업체가 더이상 건설업계에 발을 붙이지 못하게 할 방침이다. 또한 이같은 영업활동제한과는 별도로 부실시공부분은 원칙적으로 철거$\cdot$재시공하도록 하고, 시설물의 내구성 및 기능 저하땐 손해보전요구도 병행해 부실시공업체는 업계생존이 불가능하도록 할 방침이다. 그리고 준공검사와 하자검사제도를 품질검사위주로 전환하고 이를 담당할 전문검사기관을 육성하는 등 부실시공 방지대책을 강력히 추진하기로 했다. 본고는 감사원의 $\ulcorner$2단계 부실공사 방지대책$\lrcorner$ 추진방향을 종합적으로 살펴본 내용이다.

대한민국을 대표하는 기업!!! ''삼성전자''. 대한민국 국민이면 대부분 인정할 것이다. 그럼 대한민국의 물류산업을 대표하는 기업은? 한진, 대한통운, 현대택배, 범한 등등 우수한 기업들이 많이 거론될 것이다. 그러나, 이들 기업이 우리나라 물류를 대표한다고 하기엔 아직 성급한 면이 있다. 노무현 정부가 들어서면서 동북아 물류중심국가 건설을 위한 종합물류기업 육성을 표명한바 있다. 우리나라에도 외국의 페덱스, DHL, UPS와 같은 글로벌 종합물류기업을 육성하자는 것이다. 그럼, 국제적기업인 페덱스, DHL과 같은 기업을 육성하기 위해 우리나라에서는 어떻게 하면 될까? 다양한 의견이 물류전문가로부터 제시되고 있으며, 추진중에 있지만, 국내에 있는 모든 물류기업을 글로벌 종합물류기업으로 육성하는 것은 다소 무리가 있을 것이다. 그럼, 자생적으로 성장하여 글로벌 종합물류기업이 될 업체는 어떤 업체일까? 이에 본지는 최근 12월 결산법인 기업 중 물류 관련기업을 대상으로 손익계산서상의 매출액과 당기순이익을 기준으로 페덱스와 같은 기업으로 성장할 수 있는 업체를 분석해 보았다. 국제적 물류기업으로 성장할 기업을 재무제표만으로 평가하는 것이 다소 억지가 있지만 외형적 규모를 비교해 보고자 한다. 여기에서 거론된 40여개 기업들은 물류관련업체중 지명도가 다소 있는 기업이지만, 이들 기업이 물류기업을 대표하는 것은 아니다는 것을 밝히며, 여기에서 제외된 우수한 물류기업도 많이 있다는 것을 미리 밝혀둔다.
