21세기 해양시대를 맞이하여 선진 해양수산 경남으로의 발전 도약을 위하여 2002년부터 2006 년까지 5개년에 걸쳐 지역특성을 살린 자율적이고 미래지향적인 해양수산업 및 삶의 질이 향상되는 해양수산종합발전계획을 수립하였다. 해양수산업의 현 실태는 대외적으로는 신 해양질서의 재편, 대내적으로는 해양환경오염 등으로 어업여건이 악화되고 있으며, 또한 체계적인 어업관리 미비로 인하여 잡는어업 관리의 문제점이 노출되었다. 양식어장 관리부실 및 수산물 수입 급증으로 양식기반이 위축되고, 소득기반 및 정주환경 열악으로 탈어촌ㆍ노령화 현상이 가속화되고 있는 실정이다. 이와 같은 문제점을 극복하기 위해 연근해 어업의 구조조정 및 어업자원 관리를 통해 연근해어업의 경쟁력을 강화시키고, 기르는 어업의 육성과 연안어장 목장화 및 쾌적하고 생명력 넘치는 해양환경 조성으로 수산물 생산량을 향상시키는 수산업에 대한 종합발전계획을 수립하였다. 또한, 수산물 수출촉진과 유통혁신 및 가공산업 현대화를 통해 수산물 가공업의 영세성을 탈피하여 풍요롭고 활력이 넘치는 어촌개발, 해양레져타운 건설 및 선진 어업인을 육성하기 위한 해양산업발전계획도 수립하였다.

With the full execution of the Comprehensive Library Advancement Plan(2009~2013), related bodies and participants, including national administrative agencies and local government, are increasing and the policy environments are intricately being expanded as well. However, there has been insufficient research on the general aspects of library policies to analyze and evaluate the current circumstances. The objective of this study is to analyze both the problems and suggestions in the areas that need improvements implementing this comprehensive plan. Accordingly, we designed a formative model for evaluating the policy process relating to the comprehensive plan, and then modified and supplemented the developed plan based on the Delphi method utilized by library policy experts. We conducted an empirical evaluation of library policy officials who have established and implemented the comprehensive plan. We then used the evaluation results to assess the effects of the factors regarding the accomplishments reached each policy stage.

도서관정책을 총괄하고 있는 문화관광부는 2월 5일 「도서관 발전 종합계획」수립계획(안)을 발표하고 금년 상반기 중 관계부처와의 협의를 거쳐 동 계획을 확정할 예정이라고 밝혔다. 이러한 계획이 수립되면 도서관 육성과 진흥에 대한 도서관계, 시민단체, 언론 등의 여망을 기반으로 각 부문에서 산발적으로 추진되어 온 도서관 진흥 정책을 종합하여 관계부처간 협력을 통해 효과적으로 추진해 나가는 계기가 될 것으로 기대된다. 그 동안 문화관광부는 1991년부터 지난해까지 도서관 건립지원에 769억원, 공공도서관의 콘텐츠 확충에 228억원(1995~2001)을 투입하는 등 도서관 육성 및 진흥을 위해 지속적으로 지원해 왔으며, 그 결과 1991년 267관이던 공공도서관이 2001년에 485관(건립중 포함)으로 2배 가까이 증가하였다. 이처럼 절대 부족한 도서관의 확충과 함께 지식정보화시대 도서관을 지식정보유통의 핵심기관으로 확성화시키고자 2000년부터 관계부처와의 역할 분담을 통해 공공 및 학교도서관 정보화기반 조성 및 도서관 소장자료의 디지털화(콘텐츠 확충) 등 '도서관정보화 종합계획'을 추진하고 있다. 계획수립은 한국문화정책개발원이 주도하여 도서관계 전문인사와 공동연구로 추진하고 자문위원단을 구성하여 계획의 기본방향 및 내용에 대한 각계의 의견을 수렴하게 되며, 문화관광부, 국립중앙도서관, 한국도서관협회 등이 지원기관으로 참여하여 정부정책으로 연계되어 그 활용성을 높이는데 주력할 계획이다. 이번 계획에서는 기본적으로 국립중앙도서관 및 공공도서관의 발전방안을 중심으로 학교 및 대학 도서관 부분에 대해서는 관계부처간 효과적인 정책협의체계 구축을 통한 정책적 지원부분에 초점을 두고 정보화 시대에 부응하는 도서관의 역할과 기능 재정립, 도서관 관종 간의 협력 프로그램 개발을 통한 도서관 운영활성화 등 도서관의 조직ㆍ기능ㆍ인력ㆍ프로그램 등의 측면에서 현황분석을 통한 문제점 도출과 개선방안을 마련, 궁극적으로는 도서관및독서진흥법 개정 등 도서관발전의 법ㆍ제도적 지원 토대를 마련할 방침이다. 한편 도서관정보화 부문에 대해서는 2003년부터 2단계 도서관정보화사업 추진을 위해 관계부처와 협력하여 현재 민간 컨설팅업체를 통해 추진중인「도서관 정보화전략계획(ISP)」을 종합계획에 반영할 계획이다. 또한 교육인적자원부를 중심으로 정부 6개 부처가 '학교도서관 활성화대책 기획단'을 구성하고 학교 및 대학도서관 발전 계획을 수립 중에 있다. 그리고 대통령자문 교육인적자원정책위원회에서 4월 3일 '도서관 정보인프라 활성화 방안'을 대통령에게 보고한 바 있다. 우리 「도서관문화」에서는 도서관 및 관련 부문의 각계 인사들에게 정부 「도서관 발전 종합계획」등 계획 수립에 바라는 바를 알아보았다.

This study aimed to analyze media reports of the Comprehensive Library Advancement Plan using big data analysis in order to determine trends and implications by period. To do so, related data from 2009 to 2017 were collected from major domestic web portal sites. Words in the collected data were refined through the text mining process and frequency, centrality, and structural equivalence analyses were performed. Results confirmed that, during the implementation of the first and the second phases of the Comprehensive Library Advancement Plan, the focus of the library policy changed from external growth to strengthening internal stability and advancement of library operation, and the media coverage were limited to specific policies such as expansion of library facilities. Findings from this study will serve as useful material for ascertaining the approach to perceive and understand the national library policy represented by the Comprehensive Library Advancement Plan.

라오스 남능강 유역에는 현재 11개의 수력 발전 댐이 운영되고 있으며 최근에 설치된 댐을 제외하고는 오래전에 개발된 운영규정 곡선에 근거하여 운영하고 있다. 즉 댐의 증설에 따른 하천 유량의 변동과 발전소의 설비용량증설 등의 발전환경이 충분히 반영되지 못한 상태로 운영하고 있으며, 이로 인해 통합수자원 관리의 최적화 차원의 일환으로 최대 전력생산을 위한 새로운 저수지 운영규정 곡선 개발이 필요하게 되었다. 저수지 운영규정 곡선(reservoir operation rule curve)은 일반적으로 주어진 저수지의 규모와 저수지로의 유입량 그리고 발전소의 설비용량 등의 발전환경을 종합적으로 고려하여 연간 발전량을 최대로 생산할 수 있도록 최적화 기법 등을 활용하여 개발한다. 본 고에서는 이를 위해 범용적인 동적 계획법(Dynamic Programming:DP)프로그램인 CSUDP를 활용하여 최초의 최적 저수지 운영규정 곡선을 제시하고 이에 의한 발전량을 모의하기 위해 HEC-ResSim package를 활용하였으며, 최종적으로는 기존의 운영규정 곡선, 운영실적, 그리고 현장 운영자의 의견 등을 종합적으로 고려하여 댐 운영 시나리오(단독, 연결, 댐별 상업 발전 시기 등)별로 운영규정 곡선을 개발하고 라오스 정부(EdL)에 제시하였다.

This paper describes the method decide to optimal sizing and operation scheduling of total cogeneration system which is interconnected with cogeneration unit of utility and auxiliary thermal devices of heating company. Optimal sizing and operation scheduling is established in order to minimize the fuel cost under national viewpoint. Simulations are carried out to show the reliability of method suggested by seasons and kinds. The simulated results can be effectively used as the guideline of operation scheduling between the utility and the heating company.

This study regards the evaluation for the main contents of the 'Library Development Plan(2003-2011)' promoted by the Ministry of Culture and Tourism for the library development plan in Korea. SMART evaluation method was introduced for the evaluation of vision, objective, core project of library development plan. Following result was acquired as a result of the study. First. as a result of SMART vision, objective, core projects and main business of library development plan was presented to be 3.05, 3.09, 3.15 and 3.12 respectively. Thus, in the evaluation for components of development Plan, it was excellent in core projects. Second, as a result of SMART, concreteness, measurability, achievability, relevance and time frame of library development plan was presented to be 3.09. 2.99. 3.12. 3.24 and 3.10 respectively. Thus, in the evaluation components of development plan. it was excellent in relevance but it has been found that supplementary measures should be taken on measurability. Third, 'culture-oriented room with knowledge and information' was found to be superior to the 'information library with up-to-date technology' in evaluation of the objective. Fourth, 'substantiality in user service with the supplement of library contents' was excellent in evaluation of core projects but there is some problem with 'activation of library function through training and supplement of professional manpower.' Fifth. 'Enhancement in library information service' was presented to be excellent in evaluation of main business but there was problem in 'reinforcement in function of library for each location and type,' 'partnership of public-private enterprises' and 'promotion for book culture of the public' thus it need to be revised and supplemented hereafter.

본 고에서는 통신 서비스의 발전 형태와 번호 계획 표준화 동향을 분석하였다. 통신 서비스의 발전 형태로서 정보 통신 발전 추세, 서비스 및 망의 발전 전망과 이용구조 등을 설명하였고, 통신 서비스가 발전하고 표준화됨에 따라 발생하는 번호 계획에 대한 요구 사항 및 ITU-T 내에서의 번호 계획과 관련된 연구 과제를 기술하였다. 현재의 국제 번호 체계 아래에서 운용되고 있는 국내의 번호 체계, 이미 정의는 되었지만 시행되지 않고 있는 종합 정보 통신망 번호 계획과 새로운 번호 계획의 탄생을 위해 정립되는 과정에 있는 UPT 번호 계획에 대한 최근 동향을 분석, 설명하였다.

국유전기사업자 멕시코전력공사(CFE)는 2008년 9월, 앞으로 10년간의 전원개발계획을 종합 정리한 보고서 "Programs de Obrase Inversions de Sector Electrico 2008-2017"을 발표하였다. CFE는 2017년까지의 전력수요의 신장을 연평균 4.8%로 예상하여 발전설비를 약 2,649만 kW 증강하는 계획이다. 이 계획에서는 신규 전원의 주력을 가스 컴바인드 사이클로 하고 있으나 재생가능에너지 전원을 총발전용량의 25%로 하는 것과 석유 등의 발전화력을 단계적으로 폐지하는 것 등도 포함시키고 있다. 다만 신규 발전소의 건설은 독립발전사업자(IPP)에 의지하지 않을 수 없는 상황으로 계획목표 중에 679만 kW 상당의 용량은 미확정 상태로 두고 있다.
