러시아는 사회주의체제 붕괴 후에 시장경제체제로의 전환을 위한 많은 노력과 각종 정책을 발전시키고 있다. 이중에서도 특히 시장경제 운영을 위해 그 기본적 규범인 경쟁법을 1991년부터 제정$\cdot$운영하여 왔다. 그러나 독점금지법인 동법은 전통적인 자본주의 국가의 경쟁법과는 다른 내용이 많이 포함되어 있는 것이 특징이라고 할 수 있으며, 이에 따라 동법의 운영 성과에 관해서도 많은 사람들의 관심대상이 되고 있다. 특히 흥미있는 것은 러시아의 독점금지위원회는 독금법에 의한 기능 수행 뿐만 아니라 국가경제구조 개혁을 위한 광범위한 권한을 보유하고 있다는 점이다. 본 고는 동법에 대한 주요내용과 동법 운영기구인 독점금지위원회의 조직과 기능에 대한 주요 내용을 게재한 것이다.

인터넷 유통업은 기본적으로 대량 트랜잭션 발생을 목표로 한다. 본 논문에서는 인터넷 유통업의 대표적인 형태인 인터넷 쇼핑몰 운영을 위한 내부 프로세스 에이전트를 정의하고 이들의 참조 구축 프레임웍을 제시하고 있다. 인터넷 쇼핑몰의 후방 프로세스를 분석해 보았으며 이를 토대로 다양한 운영층 프로세스 에이전트 유형과 특성을 정의하였다. 또한, 다수의 에이전트로 구성된 프로세스 에이전트팀 조직과 활동 원칙도 제시하였다. 에이전트의 구현을 위해 멀티쓰레딩 기법을 사용하였다. 단순한 데이터 처리를 담당하는 운영층 프로세스 에이전트에 대한 연구는 향후 보다 복잡한 지능을 가진 전략층 프로세스 에이전트에 대한 연구로 발전할 것이다.

현재 정부는 지금까지 관청 조직인 철도청에 의해 철도시설의 건설 및 유지관리 업무와 열차 수송 업무 등 운영부문을 일괄적으로 수행되어 오던 우리나라의 철도교통체계를 근본적으로 변화시키는 작업을 추진하고 있다. '철도구조개혁'이라 지칭되는 이러한 작업은 소위 말하는 상하분리 또는 수직적 분리의 원칙에 따라 철도청의 업무를 하부구조에 해당하는 기반시설(infrastructure) 부문과 철도차량을 운행하여 여객과 화물을 운송하는 운영부문으로 구분하여, 기반시설에 해당하는 부문은 기본적으로 사회간접자본의 개념에서 국가의 책임으로 하고 운영부문에 해당하는 부문은 타 교통수단의 운영주체 위상(예: 고속버스 회사, 항공회사 등)과 같은 민간 경영체제로 전환한 다는 것이 주 내용이다.(중략)

급속한 기술환경의 변화와 정보화 사회의 도래에 따라 시스템의 구축 비용보다 더 많은 비용이 유지보수에 투입되고 있다. ERP(SAP)는 공통의 package를 사용하므로 서로 다른 업종, 조직이라 하더라도 통합운영관리가 비교적 용이하다. 통합운영은 고객의 유지보수비용을 줄이고, 유지보수입장에서도 적은 인원으로 효과적인 운영이 가능하게 하다. 하지만, 여기서 나타나는 문제점을 사례를 통해 제시하고 분석하여 그 개선방향을 제시하고자 한다.

IT 아웃소싱은 IT 서비스 관리에 있어서 가장 중요한 전략 중 하나로 인식되고 있다. 조직의 핵심 역량에 집중하면서 부차적인 IT 업무는 외부로부터 지원을 받는 IT 아웃소싱 전략은 조직의 효율과 성과를 높일 수 있는 효과적인 방안이면서, 보안에 대한 우려와 IT 서비스 공급자에 대한 의존도를 높이는 부작용을 동반하고 있다. 본 연구에서는 국내 민간 기업 데이터 센터의 IT 아웃소싱 전략과 운영을 분석하였다. 국내 주요 IT 서비스 전문 기업 3개사와 금융그룹 1개사의 데이터 센터에 대한 심층 인터뷰를 바탕으로, 데이터 센터들의 IT 아웃소싱 조직 현황, 아웃소싱 결정 요인, 아웃소싱 저해 요소와 해결 방안 등 전반적인 IT 아웃소싱 전략과 운영을 살펴보았다. 국내 주요 기업들의 데이터 센터는 IT 유지 보수, 인프라 기반 운영 등의 업무를 아웃소싱 대상 업무에, 그리고 IT 기획 전략 컨설팅, 시스템 기획 개발 등의 업무는 인소싱(in-house sourcing) 업무로 분류하고 있었다. 또한 IT 아웃소싱 결정 요인으로 내부직원의 역량, 비용, 리스크 등이 있었고, 정량적인 분석보다는 정성적인 판단에 의해 아웃소싱을 결정하고 있었다.

These days, the environment surrounding university has been changing rapidly and largely. Especially, the academic entrepreneurship for university spin-offs and wealth creation is being emphasized. And therefore, the importance of industry-academy-research institute cooperation for technology transfer and commercialization is increasing more and more. According to that, government have made various legal system and support the university activities for their autonomous and practical technology use, and one of that core means is to make university establish the special organization for technology transfer and commercialization, and support its activities systematically. This paper aims to study legal system on the special organization for university technology transfer and commercialization in korea. Especially, it is layed emphasis to search the problems and find out the improvement ways about the special organization. For this purpose, the legal system and necessity of special organization in university and other research institute are reviewed in domestic and abroad, the type and operation methodology of special organization in the existing laws are investigated in korea, the operation effects of several organization are analyzed, and lastly the improvement methods for activating the organization are studied and suggested.

The objective of this study is to propose the operational organization and connective cooperation plan for the Daegu regional central library which will be completed in 2020. The vision of regional central library was presented as 'the library for the happiness of Daegu citizens and the cradle of knowledge and culture', and 10 core functions also proposed. In order to fulfill the roles as a regional central library, it has been suggested to maintain 5 departments including the department of administrative support, the department of library policy, the department of collection development, the department of information service, and the department of cooperative preservation. Lastly, it has also established the model of connective cooperation plans between other regional libraries and the regional central library as follows: the construction and operation of cooperative system, connective cooperation for the construction of Daegu collaborative repository, cooperative library system of ILL/DDS.

The purpose of this paper is tthe first, diagnosing the effect of terminal operating strategy which Busan Port container operators established and executed by the strategy execution process (XPP) model, second, enhancing the competitiveness of Busan Port Container Terminal by presenting ways to improve the executive ability of strategies. In order to achieve the purpose, this study utilized XPP 6 steps diagnostic variables of Kaplan and Dr. Norton for problems of the strategy execution of Busan Port container operators and conducted the survey of 7-point scale targeting employees of Busan Port container operators for the variable measurement.

경영성과(經營成果)의 평가지표(評價指漂)는 개별조직의 목표와 제약환경, 즉 이용가능한 자원량과 개별적 특수요인 등을 고려하여 설정하여야 하며, 산업내의 특성과 동질적 비교집단을 이해함으로써 조직의 성과와 직접적으로 연결될 수 있어야 한다. 또한 조직의 평가는 부분적(部分的)인 효율성(效率性)에 편중되지 않고 투입과 산출간의 유기적인 관계를 총체적인 관점에서 분석함으로써 종합적(綜合的) 효율성(效率性)에 그 촛점이 두어져야 한다. 이러한 문제의 인식에 바탕을 두어 본 연구에서는 Charnes, Cooper와 Rhodes(1978)에 의해 처음 개발되어 주로 비영리기관의 경영성과의 평가에 많이 사용하여 온 DEA(Data Envelopment Analysis)기법을 이용하여 금융기관(金融機關)의 효율성(效率性)을 평가(評價)한다. 금융기관은 다양한 투입요소를 사용하여 다양한 서비스 상품을 제공하는 조직이기 때문에, 또 재무비율을 이용한 기존의 평가나 통계적 생산함수의 추정에 의한 평가방법은 단순히 과거의 실적을 평가하는 데 그치게 되고 객관성이 결여되기 쉽기 때문에 조직의 미래운영방향의 설정에 도움이 되지 못한다는 단점을 가지고 있다. 그러나, DEA은 다수의 투입과 산출요소를 요구하는 경우에 적합하게 설계된 분석방법이므로 금융기관의 성과분석에 적절하게 이용될 수 있다. 본 연구에서는 먼저 금융기관(金融機關)의 효율성(效率性)을 평가(評價)하는 기존의 방법을 간략하게 검토한 다음, DEA에 관한 이론적 기초와 그 특성을 검토한다. 실증분석에서는 여 수신업무(與 受信業務)를 수행하고 있는 국내금융기관들 중에서 자료의 동질성과 표본대상 기업의 수를 고려하여 은행업(銀行業)과 투자금융업(投資金融業)을 선정하고 이들 업종에 속한 37개 회사들에 대한 운영효율성(運營效率性)을 측정한다. 투입요소로 직원의 수와 영업비용을, 그리고 산출요소로 영업수익과 경상이 익을 선정하고, 3년간의 자료를 사용하여 실증분석을 한다. 분석의 결과에 의하면, 18개 전체 은행의 평균적인 효율성의 정도는 가장 효율적인 은행을 기준으로 할 때, 약 85% 수준에 그치고 있어서, 나머지 대부분의 은행들 특히 대규모 시중은행들의 경영상의 개선의 여지가 매우 크다고 할 수 있다. 5대 시중은행들간에는 효율성의 차이가 거의 없는 반면, 지방은행들간에는 매우 큰 차이가 있는 것으로 나타난다. 이는 영업지역의 제한으로 인하여 지역경제 규모가 은행의 수지상황에 결정적인 영향을 미치고 있다는 것을 반영하고 있다. 29개 단자회사를 대상으로 한 투자금융업의 경우에도 은행업의 경우와 동일하게 낮은 효율성과 지역간 격차현상이 나타나고 있다.

We investigate empirically the impact of IT exploration & exploitation capability and operational capability upon organizational agility, especially small and medium sized firms in the logistics industry in South Korea. Based on literature on the bilateral relationship between organizational agility and IT capability, we follow the established research model and propose hypotheses. This work takes an empirical methodology to test the hypotheses: design survey questionnaires, collect data, test reliability and validity of data, and finally test the hypotheses. Our results based on the data collected in 2018 present that IT exploration & exploitation capability significantly increases operational capability, and operational capability increases organizational agility. We find our contribution in updating previous research findings with recent data and in expanding the domain of research more specifically into small and medium sized firms in logistics industry in South Korea. Practically our work suggests that managers and policy makers should consider both fostering newly emerging IT exploration and existing IT resource exploitation capability in order to enhance organizational agility of those small and medium sized firms in logistics industry.
