Now that fiscal soundness is increasingly important influenced by the euro area fiscal crisis, early budget execution has been under the spotlight as a tool for economy control, other than typical expansionary method, such as supplementary budget. Basically, early budget execution is a fiscal policy instrument that reponses to economic fluctuations through modifying the inter-temporal allocation of fiscal expenditure within budget, without affecting fiscal soundness. This study empirically examines how effective the intert-temporal reallocation of fiscal expenditure is in economy control. Using Korea's Consolidated Fiscal data, the size of inter-temporal reallocation of fiscal expenditure is defined as changes of fiscal expenditure for one year excluding seasonal factors and used to explain real economic growth rate, a dependent variable. The result shows that the macroeconomic effect of the inter-temporal reallocation turns out meaningful in general, though some policy time lag exists. Meanwhile, a simulation using macroeconomic model finds that overall effect on economic growth is not large because increase in fiscal expenditure allocation at a certain point of time is canceled by the opposite direction within the same fiscal year. However, the inter-temporal reallocation is found to reduce volatility of key macroeconomic variables so as to contribute to partially stabilizing macroeconomy. In particular, such effect of economic stabilization seems to be highly apparent at the time of financial crisis, but not very noticeable in normal economic cycle.

지방계약법 시행령 개정을 통해 공사 분야의 최저가낙찰제가 과도한 가격경쟁을 유발함에 따라 300억원 이상인 공사입찰의 경우 국제표준에 맞게 시공실적, 기술능력, 시공품질 등을 종합적으로 고려하여 낙찰자를 선정하는 종합평가낙찰제로 전환하고, 지방재정 조기집행 활성화를 위하여 계약이행 대가의 지급기간을 단축했다. 또한 지방계약예규 개정을 통해 주계약자공동도급 시 주계약자가 선금 수령일로부터 5일 이내에 부계약자에게 지급토록 하였다.

Fast track completion of urgent typhoon damage recovery construction project is becoming crucial for the prevention of the secondary damage from the next year typhoon, prompt psychological stabilization of flood sufferers, the early recovery of damaged infrastructure condition and so forth. As the recovery learning process has been continued for last consecutive typhoons and experts suggested, the keys in attaining the goals of the project (preventative, sustainable, cleaner and fast tracking development) are found to be the early contracting and improved competencies in project management especially during the design phase. It can be presumed that the former is attainable through administrative supports in the form of government guidelines, but the latter necessitates more research efforts. In this regards, this study aims to find a way how to lift up the current level of project management capability facing ever changing project mangement environment of urgent typhoon recovery project. By comparing the current level of application of government guidelines in flooded districts and analyzing the time required for each phase from design contracting to construction starting, several reformative ideas are illustrated in association with the necessity of adopting CM method in the deign phase. It is highly expected that CM application in the design phase can be an effective alternative in overcoming current limits in improving the quality of the project and prevent the delay due to the lack of expertise and professional workers in the owner side.

The purpose of this study was to investigate the effects of early cognitive training and tailored telephone coaching program for ischemic stroke. Among 28 participants, assigned into the experimental(n=15) and control group(n=13). Only the experimental group was received a 4-week cognitive training and 11 session of tailored telephone coaching. The effect ot the program was evaluated four times(baseline, 4weeks, 8weeks, 12months) using the tool on Depression, Mini Mental State Examination(MMSE), Neuropsychological battery, Activities of Daily Living(ADL). The repeated measures ANOVA showed that the experimental group showed improvement in MMSE, verbal memory and executive function compared to the control group. Especially, the improvement of executive function which is related to ADL was a remarkable result. This suggests that early intervention is very important for recovery cognitive function and independent daliy life after stroke, and periodic telephone coaching should be done together for mid-to long term effects.

In order to solve problems of global warming, many policies and measures has been implemented in various countries. In January 2005, the European Union Emission Trading Scheme officially started. In order to take it into action, the EU ETS stated that all members must submit the national allocation plan including the national's total allowances, allowances for installations, reserve for new entrants, etc. In the process of this decision-making, it was also stated that problems related with early action should be solved by each member state at its option. This paper is a study on necessity of compensation for early action and its limitation of its practices. With a comparative study on dealing with early action in the key nations including Germany, the Netherlands and United Kingdom, we can get insights and strategies for effective processes of dealing with early action and the direction for harmonizing data collection and allocation rules.

올해 중고기업 정책자금이 지난해 3조 2000억원 보다 35% 늘어난 4조 3000억원으로 확정됐다. 중소기업청은 지난 12월 22일 이 같은 내용을 골자로 한 '2009년도 중소기업 정책자금 운용계획'을 발표하고, 올해 상반기중 자금의 70% 이상을 조기 집행한다고 밝혔다. 올해는 정책자금의 기준 금리를 지난해의 5.91%에서 5.07%로 0.84%포인트 인하하고, 자금을 기능강화(창업초기기업 개발기술 사업전환) 분야와 시장보완(신성장기반 지방주소기업지원 긴급경영안정 소상공인) 분야로 구분해 각각 4.37%, 4.74%의 차등 금리를 적용키로 했다. 각 자금에 대한 설명자료 및 신청방법 등은 중소기업진흥공단 홈페이지(www.sbc.or.kr)를 통해 안내받을 수 있다.
