A Consideration of the Decision-Making Efficiency Concerning the Removal of Oil Spills by Foreign Ships in the EEZ (EEZ내 외국 침몰선박 잔존유 제거 의사결정 효율화 방안 고찰)

  • The removal of oil spilled by the sinking of a foreign ship in Korea's Exclusive Economic Zone (EEZ) began in May 2019 four years after the ship sunk near Jeju Island. The cleanup was conducted by a foreign company that was contracted to the ship-owner's protection & indemnity (P&I) insurance company. In contrast to the time taken to begin the cleanup, the operation itself was completed in just 22days. Compared to similar cases, the decision to begin the removal was a delayed one. This study analyzes all 93 documents related to the ship's sinking and the eventual cleanup, confirming delays in administrative decision-making on the removal, and identifies factors that influenced this delay. These factors include a neglect of accident-related data verification, and other, legal, technical, environmental, and human aspects. Finally, this study suggests ways to improve decision-making efficiency. As the first study dealing with the cleanup in the EEZ, this research is expected to facilitate decision-making and influence the formulation of policies in the future.

On the Abnormal Low Temperature Phenomenon of the Yellow Sea Bottom Cold Water in Summer, 1981 (1981年 夏季 黃海底層冷水의 理想底水溫現象)

  • The abnormal low water temperature phenomenon of the Yellow Sea Bottom Cold Water in summer, 1981 is studied on the basis of the oceanographical data collected by the National Fisheries University of Pusan in July, 1981 and Fisheries Research and Development Agency of Korea from 1960 to 1981 and meteorological data within the same 22 years. In winter, 1980 the northwesterly monsoon was vary predominant and the air temperature was lower than that of mean year by 1∼8$^{\circ}C$ and also the surface temperature was lower 1∼3$^{\circ}C$. And then the temperature of the Yellow Sea Bottom Cold Water in summer, 1981 became lower 2∼3$^{\circ}C$ than that of mean year and the influence of this cold water was extended to about 50 miles off the coast of Cheju Island. Comparing with mean year, the water temperature at 30m depth in February, 1981 was lower by 1∼2$^{\circ}C$ in entire regions except near sea of Sohuksando and at 50m depth in August, 1981, it was lower by about 3.5$^{\circ}C$. Particularly, the offshore of Hongdo shower value of 5$^{\circ}C$ than that of mean year. It was found that the abnormal low water temperature phenomenon of Yellow Sea Bottom Cold Water in summer, 1981 resulted from the sea surface cooling by the predominant northwestly monsoon and abnormally low air temperature in winter, 1980.

Hydroacoustic survey on distribution and density of fisheries resources in the Marado coastal area of Jeju, Korea (제주도 마라도 연안해역의 어업생물자원에 대한 분포밀도의 음향학적 조사)

  • The survey was conducted to investigate biomass and distribution of fisheries resources using a quantitative echo sounder and a fixed gillnet around Marado coast of Jeju to obtain the scientific basic data for dispute resolution with a large purse seine fishery and coastal fishing and policy establishment of reasonable fisheries resources. Hydroacoustic surveys were conducted six times (November 28~29, 2015 (night), February 23~24, 2016 (night) and March 3~4, 2016 (night/day), March 30~31, 2016 (night/day)) using a quantitative echo sounder. The pelagic fish densities were relatively higher around Marado in November 2015, February 2016 and March 3~4, 2016. However, demersal fish densities were relatively higher in Jeju coastal waters on March 30~31, 2016. Catch data using fixed gill net were used to calculate biomass. Based on the hydroacoustic data, fish length-weight function and target strength information of dominant fish, the biomass of fishes were estimated as follow: 5.64 ton CV = 70.2% at night on November 28-29 2015, 7.14 ton CV = 35.8% of pelagic fish and 530.77 ton CV = 34.6% of demersal fishes at night on February 23-24 2016, 2.34 ton CV = 56.7% of pelagic fish and 571.93 ton CV = 40.3% of demersal fish at daytime, 1.39 ton CV = 48.4% of pelagic fish and 194.59 ton CV = 54.3% of demersal fish at night on March 3~4 2016, 0.37 ton CV = 72.9% of pelagic fish and 338.79 ton CV = 99.7% of demersal fish at daytime, 0.24 ton CV = 21.3% of pelagic fish and 68.61 ton CV = 53.8% of demersal fish at night on March 30~31 2016.

Growing features and Vegetation at natural growth area of ristics of Acanthopanax chiisanensis and Acanthopanax koreanum (지리산오갈피와 섬오갈피의 생육특성 및 자생지 식생조사)

  • This study has investigated the growing features and vegetation of Acanthopanax chiisanensis and Acanthopanax koreanum in Mt. Jiri and Halla from Sep. 1997 to Aug. 1998. As to Acanthopanax chiisanensis, it occupied surrounding areas of Nogodan in Mt. Jiri of the height of 1,507m, ImgeolyoungJae of 1,300m and the Mt. Halla. of 1,100m of There were rather high constancy degree with Quercus mongolica, Schizandra chinensis, Hydrangen serrate for. acuminata, Acer pseudo-sieboldianum, Dryopteris crassirhizoma, Actaea asiatica, Thalictrum filamentosum, Abies koreana, Arundinella hirta from the sorts. The common species in Mt. Jiri and Halla are Acer pseudo-sieboldianum, Dryopteris crassirhizoma, Callicarpa japonica, Parthenocissus tricuspidata, Acer mono, Ligularia fischeri, Disporum smilacinum, Viola acuminata Aconitum kusnezofii. On the other hand, concerning of Acanthopanax koreanum community, it possessed the small areas of wedo weoltae village in Chejudo. In this area, a liana e.g. Dioscorea tenuipes, Hedera rhombea, Lygodium japonicum, Akebia quinata, Vitis thunbergii, Dunbaria villosa, Trachelospermum asiaticum var. intermedium, Vitis amurensis, Paederia scandens, lives with Pinux thunbergii, Celtis aurantiaca, Mallotus japonicus and so forth in tree layer and subtree layer. There is artificial change no move in the researching sites, Acanthopanax chiixanensis will be transformed into Abies koreana - Acanthopanax chiisanensis community. Soil characteristics showed the high value such as pH 6.56 and conductivity 0.258mmho/cm in Acanthopanax koreanum community of Mt. Jiri, they also indicated digit as follows: the content of organic matter and total nitrogen are from 25.16 through 25.35% and 7.58 through 9.30mg/g respectably. The soil characteristics at Acanthopanax chiisanensis community in Mt. Jiri and Halla, was high as like pH 5.76, conductivity 0.238mmho/cm, total nitrogen 9.30mg/g, total phosphorus 0.126mg/g in Mt. Halla.

A Research on Comparison of Cultural Idea of Horse Between Korea and Mongolia - In view of customs related to horse in Korea and Mongolia (한·몽 말 문화 연구 시론 -한국과 몽골의 말과 관련된 세시풍속을 중심으로-)

  • In Mongolia which consists of nomadic populations, horse has been loved by nomads and considered most important transportation means. Horses have been used when they were making long journey looking for new plain ground for grazing. Therefore, horse is closely connected with Mongolian nomadic culture. In Korea, too, horses had been considered one of most important means for transportation and military. The symbolism of horse that is represented in both Mongolia and Korea is Heavenly Horse which communicates with the God and it was sanctified as a Sacrificing Horse which was sent to God for sacrifice, and it was even worshiped as Divine Horse, the diety. As is the case of two of Mongolian customs associated with Mongolian language are 'the ceremony of horse's giving birth her young' and 'the ceremony of letting the mare go where it was before', all the cases are related with cattle's milk. The ceremony of 'horse's giving birth her young' is the ceremony where people hope that they would see the young can grow well which were born in early summer thus increasing the numbers of horse. To go with this, they perform a ceremony of Chachal in which they sprinkle the best quality white milk which is the symbol of good luck and hope they would produce plentiful of dairy products. The ceremony of 'letting the mare go where it was before' is also the ceremony where people hope to have many new born young horses thus produce more dairy products and Airag for the next year as milking is no more available for that you. Since the unified Silla Era, Koreans have performed a sacrifice rituals to horse in auspicious day. It's purpose is to see their horses get no disease and bear as many youngs as possible. The Back Ins Je, one of well blown festivals in Jeju Island, was originated from people's wish to prosper in stock farming. It can be said that the custom of Korea and Mongolia related with horse's giving birth was originated from the wishes to god for fertility and fecundity. On top of that, while Mongolians sprinkled horse's milk both on the ground and to the air hoping they would have increased houses and, thus, secure many dairy products, Koreans wish that they would see the increased number of horses and their healthy conditions through heavenly rituals.

A Study on the Korean Shamanistic Myth "Samgong Bonpoori" from the Perspective of Analytical Psychology (무가 '삼공본풀이'에 대한 분석심리학적 고찰)

  • This thesis discusses and analyzes Jeju island's shamanistic myth "Samgong Bonpoori" from the perspective of analytical psychology. Similar to the "I live on my fortune"-type folktales discovered in the Korean mainland, "Samgong Bonpoori" is such a widespread myth that similar folktales are found not only in East Asian regions, including Korea, Japan, and China, but also in Ireland. The essence of the story is as follows; One day, a father asked his three daughters whose fortune they lived on. The first two daughters claimed that they owe their lives to their parents. However, the youngest daughter, Gameunjang-agi, replied, against his expectation, that "I live on my own fortune," and showed her fortune and virtue were physically embodied in the line drawn from her genitals to navel. Her answer enrages his father so fiercely that she was expelled and forced to embark on a journey with no one but a black cow carrying food to accompany her. In retaliation for telling lies against her, Gameunjang-agi transformed her two sisters into a centipede and a mushroom, while her parents were turned into beggars afflicted with blindness. Afterward, Gameunjang-agi wandered around the country and eventually found love with a Chinese yam digger. Not long after, they got married, and as a couple, they stumbled upon roots of gold in fields, which brought them an incredible amount of wealth. After this miracle has happened, Gameunjang-agi began to wonder about the status of her parents and decided to organize a party for all the beggars and the blinds in the country. She eventually found her parents and got a chance to reconcile with her sisters. The story ends with her parents regaining their eyesight and Gameunjang-agi reestablishing herself as the "Goddess of Providence." "Samgong Bonpoori" is a myth about a God. A God is ontologically a supremely perfect being; however, in this thesis, it will be discussed as a part of a folktale. Gameunjang-agi can be seen as the anima archetype of the father, which reveals the process of a paternal consciousness being transformed over time. At first, her parents deny Gameunjang-agi. However, after years of suffering from blindness, they regain their eyesight and finally recognize their daughter. This signifies that Gameunjang-agi is a being that has come into the world for a certain "purpose." Gameunjang-agi embodies the creative function of "femininity" that can renew the existing collective consciousness embedded in the patriarchal system. Such recognition of femininity matters to men to a great degree as well as to women. Without knowing their true nature (femininity), the two sisters submit themselves to their parents and conventional values. Not until they suffer from being transformed and captured into small and insignificant beings, a centipede and a mushroom, which symbolize their shadow, they fail to develop their self-awareness. Meanwhile, by reconciling with her parents and sisters--playing a significant role in reuniting the family--Gameunjang-agi turns out to be a figure that can reveal what it truly means to have self-awareness and achieve Self-realization. In conclusion, this story illustrates that recognition of femininity matters to men to a great degree as well as to women, and women's Self-realization plays a critical role in revitalizing the collective consciousness embedded in the patriarchal system.

Blood Picture of Army Pack Horses(Jeju Horses) (군용타마(軍用馱馬)(제주마(濟州馬))의 혈액상(血液像))

  • Although considerable research has been done on the blood picture of the horse, hot-blooded and cold-blooded, little work has been made of the blood picture of the army pack horse, Jeju horse. The object of the present investigation was to make good this deficiency, and to suggest standard for the blood picture of army pack horses kept under the regular military training and the ideal feeding in the heart of a mountain. Blood samples were drawn from the jugular vein through a 15-gauge bleeding needle from 41 males and 28 females, aging 3 to 9 years old. It was taken between seven and nine o'clock in the morning. Animals were handled as quietly as possible to avoid any excitation. No restraint other than a halter was used. Enumeration of erythrocyte, total and differential leukocyte count, determination of hemoglobin in blood, and the value of packed cell volume were male in the usual manner, and erythrocytic constant was calculated by the method of Wintrobe. Erythrocyte count was $7.83{\pm}0.20(4.95{\sim}11.05){\times}10^6/mm^3$(SE). This value was much lower than hot-horses, but slightly higer than the values of cold-horse reported from foreign country. Concentration of hemoglobin in blood was $13.0{\pm}0.33(9.5{\sim}17.8)g/100ml$. This value was much higher than that of cold-horses observed by the other authors, approaching to the values of hot-horses. Packed cell volume was $32.1{\pm}0.92(22{\sim}42)ml/100ml$. This vague was a little higher than that of the other cold-horses. Mean corpuscular volume was $41.5{\pm}1.20(26.6{\sim}59.3){\mu}m^3$. This value matched so well with the other results recorded by various investigators. Mean corpuscular hemoglobin and mean corpuscular hemoglobin concentration were $16.9{\pm}0.43(12.3{\sim}25)$ pg and $41.0{\pm}0.45(29.1{\sim}51.1)g/100ml$, respectively. These values were significantly higher than the values found by the other investigations. Total leukocyte enumeration was $10.5{\pm}0.41(5.6{\sim}17.9){\times}10^3/mm^3$, being considered as normal. And differential leukocyte count of neutrophil was $44.5{\pm}2.23(15{\sim}76)%$, $5,527{\pm}234(2,231{\sim}9,144)/mm^3$, of lymphocyte $50.5{\pm}1.19(19{\sim}77)%$, $4,307{\pm}125(1,456{\sim}11,098)/mm^3$, of monocytel (0~4)%, $105(0{\sim}352)/mm^3$, of eosiophil 3.2(0~14)%, $340(0{\sim}1,232)/mm^3$ and of basophil 0.25(0~3)%, $23(0{\sim}236)/mm^3$. The percentage of the differential count obtained from the present work showed a good agreement with the results of various authors. Of the horses examined monocyte was found from 42 horses, eosinophil from 62 horses and basophil from 10 horses. No significant differences recognized between male and female horses, and the effect of age was not observed between three to nine years old. Judging from the blood picture of the present investigation, it could be stated that the army pack horses on training were kept better than the average farming conditions.

A Study on the Maneuverabilities of the Training ship M.S. A-RA (실습선 아라호(M.S. A-RA)의 조종성능에 관한 연구)

  • The for this study, turning circle tests and maneuvering indices were conducted to study and evaluate the maneuverabilities of the fishery training ship M.S. A-RA(G/T : 990tons). The results obtained were summarized as follows : 1. The advances of the starboard and port of the turning circle were measured based on the dumb card test method were 198m, 192m, the size of tactical diameters of them were 194m, 188m, respectively. 2. The advances at the starboard and port of the turning circles were measured according to the DGPS positioning obtained 196m, 194m, the size of tactical diameters of them were 194m, 190m, respectively. 3. The results were compared which came from the sizes of turning circle measured up with the dumb card test method during the trial test and from the size of turning circle measured according to the DGPS positioning. The advance of the turning circle measured at the time of the starboard turning according to the DGPS positioning was 1m longer than that of the trial test. And it was 21m shorter at the time of the port turning. 4. The rudder was steered at $35^{\circ}$ of rudder angle each starboard and port while the ship M.S. A-RA was advancing at full speed of 13 k't. The velocity of the ship was reduced to 7.8 k't at $180^{\circ}$ of turning angle and 6.0 k't at $360^{\circ}$ of turning angle and mean values of turning angular velocity of the port and starboard were $2.4^{\circ}$/sec and $2.3^{\circ}$/sec, respectively. 5. The Z test at each $10^{\circ}$, $20^{\circ}$, and $30^{\circ}$ of rudder angle was carried out to have the maneuvering indices K and T measured. K for the each rudder angle were 1.24, 1.45, and 1.65 while T for the each rudder angle were 0.33, 0.20, and 0.14. That is, K at the Z test at $30^{\circ}$ was greater than at the Z test of $10^{\circ}$ and $20^{\circ}$ while T at the $30^{\circ}$ Z test was less than at the Z test of $10^{\circ}$ and 20.

Studies on the Reproductive Cycle of Damselfish, Chromis notatus (Temminck et Schlegel) (자리돔의 생식주기에 관한 연구)

  • Annual reproductive cycle of the Damselfish, Chromis notatus collected monthly at the four coastal areas around Chejudo, Korea are studied on the bases of histological observations of gonadal tissue and various quantitative variables including gonadosomatic index (GSI), fatness, egg diameter composition and the first maturity. The ovary consisted of a pair of saccular structure with many ovarian sacs. Oogonia proliferated along the germinal epithelium of the ovarian sac. Young oocytes with basophilic cytoplasm showed several nucleoli along the nuclear membrane. When the oocytes reached about $450{\mu}m$ in diameter, nucleus migrate toward the animal pole, nuclear membrane disappeared and most of cytoplasm were filled with yolk materials and oil drops. After ovulation, residual follicle and growing oocytes remaining in the ovarian sacs degenerated. But early young oocytes without follicle layer were not degenerated, and growing continuously till the next year. The testis consisted of a pair of lobular structures in the right and left were united in the posterior seminal vesicle. Cortex of testis was composed of many sperm ducts connected with lobuli. GSI began to increase from March, starting season of longer day length and higher water temperature, and reached the maximum value between June and August. It began to decrease from September with the lowest value appearing between October and February without any evident variation. The annual reproductive cycle could be devided into five successive stage : growing(April to Many), mature(May to August), ripe and spent (June to August) and recovery and resting stage(September to March). The spawning peak occurred from June to August. According to the frequency distribution of egg diameter, Chromis notatus was a polycyclic species to spawn twice or more in a spawning season. Fatness, correlated with gonadal phases, was remarkably decreased by spawning. Percentage of the first maturity . in femate and male fish ranging from 7.0 to 7.9 cm were $50\%$ and from 9.0 to 9.9 cm in total length $100\%$.

The Comparative Studies on the Distribution and Species Composition of Forest Community in Korea and Japan around the East Sea (한국과 일본의 동해안 지역에 분포하는 산림군락의 종조성과 분포에 관한 비교 연구)

  • This study compared the species composition and distribution of the forest communities between Korea and Japan using vegetation releve database. The study included the eastern and southern Korean Peninsula, Is. Jeju, Is. Ulreung, northern Kyushu, central part of Japan and Is. Tsushima and divided in fourteen region with major mountain as the center. Seventy-nine forest communities were classified by tabular comparison with the total of 1844 releves. In the composition table, fifty-four groups of plant species were listed. Some grew in one area exclusively, while others were present in multiple locations. This study showed the similarity and heterogeneity of species composition among study areas. We grouped fourteen types showing similar physiognomy for forest communities. The physiognomical features of the vertical vegetation zones in the study area were similar, however, dominant species and species composition were different between the regions. In the lowland zone, Castanopsis-Type dominated by Castanopsis cuspidata var. sieboldii or Castanopsis cuspidata were distributed in the study area except for northern part of the Korean Peninsula and Is. Ulreung. Additionally, Persea thunbergii-Type was distributed widely in the lowest part of the study area, however, it showed the simplification of the species composition in the Korean Peninsula and Is. Ulreung. In the hilly zone, evergreen forest composed by Abies firma-Type distributed in northern Kyushuand Is. Tsushima, but it was absent in the other study region. The difference in forest community was conspicuous, especially in the montane zone. Deciduous broadleaved forests composed Quercus(D)-Type and Fagus-Type widely distributed in the montane of study area. However, forest community dominated by Quercus mongolica and Fagus multinervis flourished in Korea. On the otherhand, forest community dominated by Quercus mongolica var. grosseserrata, Fagus crenata and F. japonica distributed in Japan. In the sub-alpine zone, evergreen coniferous forest composed Abies-Quercus(D)-Type, Abies koreana-Type, and Pinus pumila-Type were distributed in the Korean Peninsula and Is. Jeju. Forests composed Taxus cuspidata var. nana-Type, Abies mariesii-Type, and Pinus pumila-Type distributed in the central part of Japan. As a result of DCA ordination, evergreen broadleaved forests of the whole study area showed the lower scores along the first axis, while deciduous and coniferous forests showed the higher scores. The forest types of western part of Japan were located the higer scores, forest types of the Korean Peninsula were located the lower scores, and forest types of Is. Jeju located in the middle. Warmth index (WI) and Annual range of temperature in climate factor were highly correlated on the first axis. The first axis reflected the gradient from oceanic climatic to continental one. The higher the altitude and further geographically, the lower the similarity among communities and the peculiarity of community appeared stronger. The historical background reflecting local flora has strongly influenced on development of community.
