This study examines the application of big data and tasks of tourism based on the case of Jeju Special Self-Governing Province, which used big data for regional tourism policy. Through the use of big data, it is possible to understand rapidly changing tourism trends and trends in the tourism industry in a timely and detailed manner. and also could be used to elaborate existing tourism statistics. In addition, beyond the level of big data analysis to understand tourism phenomena, its scope has expanded to provide a platform for providing real-time customized services. This was made possible by the cooperative governance of industry, government, and academia for data building, analysis, infrastructure, and utilization. As a task, the limitation of budget dependence and institutional problems such as the infrastructure for building personal-level data for personalized services, which are the ultimate goal of smart tourism, and the Personal Information Protection Act remain. In addition, expertise and technical limitations for data analysis and data linkage remain.

Website localization not only means to transliterate the content and text of the original language web pages, but also adjust it according to the culture and demand of the target language market, so as to improve the acceptance of the local market. From the perspective of localization, this paper analyzes localization strategies and shortcomings of Chinese pages of Jeju official tourist website 'visit Jeju'. First, by comparing the differences between the Chinese web pages and the Korean web pages in the content and text, the localization of the website is summed up, and then the differences are compared with the local tourism website 'Mafeongwo' in China. Not only offering and suggestions for improving the translation quality in the Chinese web pages of 'Visit Jeju'. but also the making some further suggestions for the other Korean websites.

국제관광도시로서의 명상을 돈독히 다지고 있는 제주도. 최근 이곳의 관광업 관계자들은 물론 지역주민들은 한껏 기대감에 부풀어 올로 있다. 바로 롯데건설(주)이 시공하는 제주시티호텔이 다음 달이면 준공될 예정이기 때문이다. 실제로 이곳은 제주도 내에서 가장 높은 건축물(90m)로 탄생하면서 랜드마크 역할을 톡톡히 할 것으로 전망되고 있다. 이곳 현장은 지난 2011년 8월 구 제주일보 사옥 철거공사를 시작으로 2011년 12월부터 TOP DOWN 및 UP-UP공법을 병행하여 토공, 골조공사를 본격적으로 착수했다. 현재는 공정율 85% 수준으로 건물외부 코깅작업 및 내부 인테리어 마감작업이 진행 중이다. 이곳이 특히 주목받고 있는 이유는 롯데건설(주)의 안전관리 기술력이 집약된 또 하나의 건축물이라는 평가를 듣고 있기 때문이다. 롯데건설(주) 관계자들은 이곳에 면세점과 호텔 등 다중이용시설이 들어서기 때문에 부실시공은 곧 대형안전사고를 불러온다는 인식을 바탕으로 빈틈없는 안전시공을 해나가고 있는 것이다. 이는 물론 현장 근로자들을 대하는 안전관리에도 고스란히 나타난다. 착공부터 현재까지 무재해 100만 시간을 앞두고 있다는 점이 이를 잘 증명한다. 안전으로 제주도의 새로운 명소를 건서래 나가고 있는 롯데건설(주) 제주시티호텔 신축현장을 찾아가 봤다.

The spread of COVID-19 has been changed the tourism industry. Travelers changed their traveling style and started to consider congestion of the spot for their health and safety. In Jeju, a famous tourist destination in South Korea, managing the congestion of tourists has become an important issue. This example introduces the Jeju Tourism Organization's development of a system as a smart tourism information service that manages congestion in real-time big data. Combining with congestion theory and behavior immune system, we would like to assure the necessity of the system. Also, by analyzing the system, we understand how deducing congestion information from big data and the new paradigm of the tourism industry combined with congestion theory. Data was collected by Korea's telecommunication company SKT to develop the system. The paper explains the reason for choosing the company and the pros of data quality. We expect this system to be a solution for any other city in the world under a similar situation. Finally, several suggestions for the system are included to promote and better future usage.

우리나라의 명실상부한 최고 휴양지. 외국인들이 가장 찾고 싶어하는 곳. 바로 제주도를 이르는 말이다. 제주도는 지난 11월 12일 '뉴세븐원더스(New7wonders)'에 의해 '세계 7대 자연경관'으로 선정됐다. 이를 통해 제주도는 우리나라 국민들은 물론, 전세계인들에게 관광지 및 자연유산의 산실로 더욱 큰 사랑을 받을 것으로 전망된다. 최근 이곳에 아주 의미있는 건물이 들어서고 있다. 바로 제주세계자연유산센터다. 제주의 관광을 상징하고 국제적 위상에 걸 맞는 탐방인프라를 구축하고자 추진해 온 세계자연유산센터는 지난해 8월 착공에 들어가 내년 6월에 준공될 계획에 있다. 이 센터는 제주 자연유산의 관리 및 보전을 위한 연구와 모니터링 활동을 하게 된다. 쉽게 말해 제주도의 모든 자연 문화적 유산을 이 제주세계자연유산센터에서 통괄적으로 관리, 운영하게 되는 것이다. 이렇게 사회적으로 큰 의미가 있는 제주세계자연유산센터가 만약 안전하지 못하다면? 안전이 확보되지 않는 공정과 시민들의 안전을 담보지 못하는 시설이라면, 전세계인은 물론 지역민, 국내관광객 모두에게 외면 받을 수 밖에 없다. 때문에 이곳 건설현장은 '안전'을 최고의 가치로 여기며 공사를 진행하고 있다. 제주도를 찾는 국내외 관광객들의 쉼터이자 길라잡이 역할을 하게 될 제주세계자연유산센터가 안전하게 만들어지는 과정을 한 번 들여다 봤다.

The fishing port was once the foothold of production as well as the stronghold of communities but with the declining of the fishing industry, ports became abandoned space. Jeju Special Self-Governing Province has continued its effort to vitalize marine tourism since 2010. Shinyang Port in particular is designated as a Prearranged Marina Port Development Zone, and planning for the Jeju Ocean Marina City project is underway. Nevertheless, fishing port remodeling projects implemented on Jeju so far have focused only on civil engineering such as renovating old facilities. In addition, most Marina Port Development Projects have been irrelevant to local communities. Leading projects by the local government mostly suffer from a lack of funding, which results in the renovation of old facilities and improper maintenance, while private sector investment projects do not lead to benefit sharing with the community. Shinyang Port, also renovated in 2008, ended up with outer breakwater extension construction that neither solved the fundamental problem of the site nor gave benefits to residents. To arrange a way to solve problems for civil engineering focused development project, improper maintenance, and benefit sharing with community, first, this study proposes a development plan that connects with the outlying areas near the ports. The plan reflects existing topography, Jeju traditional stonewalls, narrow paths on the master plan and programs by reading the regional context. In this way, this paper suggests a space development plan reflecting the local landscape and characteristic factors. Second, it satisfies various needs by using existing and new Marine Tourism Resources. Third, it examines sustainable operation and management measures through residents' participation. The proposal is significant in two key ways: it is a fresh attempt at connecting the fishing port with its outlying areas from a landscape perspective; and it considers environmental, social, economic issues, and suggests participation for local communities. Thus, the model can be used in future fishing-port remodeling plans for revitalizing unused space, including invaluable traditional landscapes, and for boosting the marine-leisure industry.

기후변화는 기상재해뿐만 아니라 지속적인 해수면 상승의 원인이 되고 있으며, 자연 생태계화 인간의 사회, 경제시스템 전반에 걸쳐 영향을 미치고 있으며, 건설분야도 이와 무관하지 않다. 특히 기후변화는 해수면 상승으로 이어져 사회기반시설인 항구, 연안도로, 철도, 빌딩 등과 연안산업인 석유 및 석유화학공장, 그리고 서비스업인 관광에 대한 위협으로 나타나고 있다. 이러한 해수면 상승은 토지 및 건물의 재산 가치 하락과 해수면 상승에 따른 보호비용 증대, 구조물의 급속한 노후화에 따른 유지관리비용의 증가뿐만 아니라 정치적 제도적 불안 및 사회동요 등을 유발할 수 있다. 우리나라의 경우, 지난 100년간 6대 도시 평균기온이 약 $1.5^{\circ}C$ 상승하였으며, 해수면(제주기준)은 40년간 22cm가 상승하였다. 특히 제주의 경우 매년 5mm씩의 해수면 상승을 보이고 있으며 이는 전 지구 해수면 상승률보다 3배 높은 수치이다. 본 연구는 해수면의 상승에 따른 건설분야의 영향을 분석하기 위한 선도적인 연구로서, 연구의 범위를 제주지역에 국한하였으며, 해수면 상승에 따른 영향 지역을 추출하고, 영향 지역 내 건설시설물 정보를 추출하기 위한 절차를 규명하였다. 본 연구 결과는 유지보수 및 시설물 이설에 따른 공사비 산출의 근거가 될 뿐만 아니라 관련 예산 확보에 대한 근거 자료로 활용될 수 있을 것이다. 향후 관련 지역의 유지보수 및 이설 공사비 정보의 추출 및 DB 구축을 통해 연안 건설 시설물의 이설에 따른 공사비를 예측할 수 있을 것이다.

This study utilizes FGLS (Feasible Generalized Least Squares) to determine the impact of Jeju Olle trekking courses on nearby land prices. Official 2010 land price data for 7 areas surrounding different Jeju Olle Trails was examined with a GIS program to determine the exact distance of land parcels from nearby trekking courses. Distance and various other pricing factors were used as explanatory variables for increases in land prices. The dependent variable was the rate of change in land prices from 2002 to 2010. Unlike existing studies which have examined the effect of highways, subways and other transportation facilities on land prices, this paper examines the effect of Korea's first-ever trekking courses on nearby land prices. This study concludes that 7 different Olle Trails exert a significant influence on nearby land prices and that land prices decrease by 0.03% per meter as plots get further and further from Olle Trails. This result shows that not only transport infrastructure (highways, subways, etc.) but also non-traffic infrastructure such as Jeju Olle Trails and trekking courses can have positive effects on local real estate markets.
