This study examines the effect of social conservative values that have risen as an important factor in American politics. Focusing on the abortion issue, it discusses how the abortion issue has affected American voters' issue and party preferences and their ideological orientations. The empirical results demonstrate that the abortion issue has contributed to reinforce the existing ideological and partisan divisions, although it has not realigned them. As a consequence, the abortion issue has become a significant determinant for vote choice since 1980s. Particularly in 1990s, when the polarization among the political elites became clear, the political effect of the abortion issue appears to be more evident.

This study purports to examine the potential effects of welfare attitudes of Korean people upon their political orientation. The 17^th Korea Welfare Panel Data(KWPD) in 2022 are used for this purpose. Independent variable include sex, age, education, interest in politics, and employment status. Discriminant analysis show several results. First and foremost, pre-established discriminant function works well for classification of respondents' liberal vs conservative stance. Secondly, except gender and dummy variable for temporary employed, all independent variables contribute significantly for the classification at a given significance level. . Finally, welfare attitudes of respondents', measured by universalism vs selectivism and the attitudes upon increasing tax for welfare expenditures are found to be significant and relatively big impacts upon dependent variable, compard to other variables in the model. The nature of causal relationship between welfare attitudes and political orientation remains for further study.

이 논문은 우리나라 정치 문화의 변화를 규명하면서. 제16대 대선 이후 참여형으로 변화하고 있다는 가정에 따라 그 배경 및 내용을 고찰하면서 그 요인으로 '디지털 정향'의 확산을 들고있다. 또한 '참여적 정치문화'는 제16대 대선에 직접적 영향을 미치게 되었으며, 정당들은 이러한 변화 양태를 수용하기 위해 전자정당의 추진하게 되었다고 할 수 있다. 그런데 정당의 전자 정당추진 노력은 선거에서의 유권자의 지지 획득의 수단적 메커니즘으로서의 활용이라는 초기 단계를 넘어 실질적 운용의 단계에 이르고 있다는 점에 주목하고 있다. 나아가 논문에서는 이를 바탕으로 전자정당의 모델 구축을 위한 개념적 흐름을 구성함으로써 시론적 연구의 성격을 지닌다.

This article has reviewed some possible factors of priority setting in the government R&D investment, and also reviewed the roles of scientific community. Recently many development countries have planned more and more large-scale researches which require huge resources. Many large-scale researches have presented strikingly poor performance records in terms of efficiency. Nevertheless, more and more large-scale researches have been selected and executed. According to this article, some factors such as attracting attention of the media and the public, enhancing national prestige, raising the technological independence for economic growth were raised. As implications for policy, this article presented a necessity of strengthening the public control for priority setting of government R&D investment. And new procedures such as public discourse and National Assembly's in-depth deliberation were presented.

This study attends to the effects of political entertainment as a newly emerging television genre on citizens' political talk. Particularly, this study suggests audience involvement and political information efficacy as key psychological factors that mediate the relationship between political entertainment and political discussion. More specifically, audience involvement was deemed as a conclusive concept that consists of such sub-dimensions as audience identification and parasocial interaction with program characters and transportation into the messages. Among 317 participants in an online survey, a total of 273 subjects, who had at least some viewing experience with political entertainment TV programs, were included in the final analysis. According to the findings, softer programs that piggyback political information on top of their entertainment content were more likely to increase viewers' identification and transportation. The viewer experience of identification further heightened the level of political information efficacy, which in turn positively contributed to one's willingness to participate in political talk and to hear the other side. It also appeared that political information efficacy significantly mediated the relationship between political entertainment viewing and political talk.

This study analyzes the military and political factors that influenced the Participatory Government's resolution in Wartime Operational Control (OPCON) Transition. The research on key factors in OPCON transition firstly implemented literature research and then increased feasibility through additional use of AHP. The analysis results showed that there was a negative effect for Korean Peninsular Defense in the 'ROK-US Alliance Asymmetry' area, a positive effect to increase ROK-led Capability of Theater Operation in the 'ROK and U.S. Alliance Interdependence' area and a positive effect for Invocation of ROK Self-Defense Power in the 'Interests of Participatory Government's Liberal Regime' area respectively. After applying AHP, "ROK exercise of Self-defense" in the 'Interests of Participatory Government's Liberal Regime' area received the highest assessment, while the "Increasement of North Korea's Threat" in the 'ROK-US Alliance Asymmetry' area received the lowest assessment. This study is meaningful in that it analyzed the key military and political factors in the Participatory Government's resolution of Wartime OPCON Transition using AHP.

The purpose of this study is to clarify macro causes influencing on the diversity of single-mother households poverty among OECD Countries including Korea. This study carried out pooled time series cross-section analysis applying unbalanced panel design on the period from 1981 to 2012. There is marked diversity on single-mother households poverty. GDP per capita does not contributes to reduce poverty, and female employment rate and % population 0-14 exacerbate poverty. Several factors contribute on poverty reduction including social spending, child cash spending, union density, employment protection on regular workers, proportional representation system, cumulative left cabinet, cumulative women seat. In Korea, it needs to overcome the limit of anti-poverty strategy mainly based on economic growth and labor market flexibility. And it needs to enlarge universal welfare institutions, child benefits, work-family reconciliation policy, and to design adjusted labor market institutions including union density and employment protection, to introduce consensus political model including proportional representation system to enhance left power and women's representation.

전면안전조치 협정국인 이라크의 비밀 핵무기 계발과 핵 개발 의혹국인 북한의 특별사찰 거부로 야기된 IAEA의 안전조치강화방안(Strengthened Safeguards System, SSS)은 기존의 IAEA 안전조치에 대한 효과성과 효율성을 제고하기 위하여 마련된 방안이다. 이 중 안전조치의 효과성은 핵물질의 전용 방지를 정확하고 빠르게 탐지하는데 있으며 이러한 안전조치의 효과성은 기술적인 방법과 정치적인 방법이 조화를 이루면서 획득될 수 있다. 기술적인 면에서는 정보제공과 접근확대에 대한 IAEA의 하부구조 개발이 순조롭게 진행됨으로써 효과성을 기대할 수 있다. 반면 정치적인 면에서의 효과성은 전면안전조치 협정국으로서 원자력에 대한 기술력을 확보한 국가의 조기참여예상으로 긍정적인 면이 있으나 이라크 및 북한, 그리고 부분 안전조치협정국의 참여 불투명은 SSS의 효과성을 단기적으로 떨어뜨리는 요인으로 작용할 것으로 딘인다. 따라서 IAEA는 상기불투명국의 SSS에의 참여를 유도하는 것이 안전조치의 효과성을 확보하기 위한 남은 과제라 할 수 있다.

The purpose of this study is to analyse the determinants of the change in the welfare expenditure of local governments in 2015. This study analyzed the spatial correlation of welfare expenditure among neighboring local governments and determined the factors affecting the welfare expenditures. According to the results of the study, spatial correlation of welfare expenditure among local governments appears. Determinants, such as socio-economic factors, administrative factors, public financial factors are affecting the amount of the welfare expenditures, but local political factors, and local tax, last year's budgets are not correlated with the amount of local welfare expenditures. In this study, it is significant to found out that the spatial correlation of welfare expenditure among the local governments and to examine the determinants. If possible, it is necessary to analyze the time-series analysis using the multi-year welfare expenditure data, expecially self-welfare expenditures.
