우리 대학의 리더십 발휘와 책무는 대학사회의 구성원과 정치·경제적 압력, 제도 시스템과 같은 상황적 요소들이 작용하고 있다. 그러나 무엇보다도 가장 큰 정당성의 파워와 정책 결정의 권한을 가진 총장의 리더십이야말로 대학조직 전체 리더십의 핵심 요소이자 촉매제이다. 이러한 총장 리더십의 공통적인 덕목을 집약해 보면 대학총장은 비전과 꿈을 가져야 하며, 창조적 사고를 가지고, 대학의 생존전략 우선순위를 선택할 수 있는 능력 있고 전문가적인 자질을 가져야 한다. 또한 개방된 의식을 지녀야 하며, 국제적 감각이 있는, 교육경영자로서의 CEO형 총장이 되어야 한다. 그리고 재원확보에 다각적인 노력을 하여 그 기대에 부응해야 한다.

The present paper reviews the development of democracy in the West and Korea. The first part of the paper provide a cultural framework for understanding the development of democracy in West and Korea. In the second part of the paper, an empirical study conducted in Korea will be presented. A survey questionnaire was developed to assess respondents' conception of political participation, political efficacy, trust, leadership, and social relations and it has been administered to national stratified sample in Korea (n=1,000). The results indicate that Korean respondents support the basic ideas of liberal democracy, such as the right to vote, participate in political organization, freedom of speech, and criticize government. At the same time, Korean respondents supported collective values, such as harmonious family life, harmonious social relations, and governmental welfare programs. Although Koreans trusted close ingroup members, such as family members and friends, they were less likely to trust their colleagues and outgroup members and were not likely to trust political and governmental institutions. Moreover, Korean respondents showed a low degree of political participation and efficacy and a high degree of political alienation. As for leadership, Koreans preferred moral and strong leaders. The overall results indicate that in Korea, although the basic ideals of democracy are valued, the method of implementing these ideals is different from the West. Detailed analysis of the results and implications of the study will be presented.

The objective of this study is to empirically verify the relationship between the image of politicians, political belief agreement, and voting intention recognized through YouTube content, centering on the 4·7 Seoul Mayor's Election. A survey was conducted on voters in their 20s or older living in Seoul, and the following main results were derived. First, among the factors of politician image, morality, leadership, and administrative power were found to have a significant positive effect on political belief agreement. Second, it was found that the consensus of political beliefs with politicians had a significant positive effect on voters' voting intentions. Third, it was found that among the factors of politician image, political ability and communication ability had a directly significant positive effect on voting intention. Fourth, it was found that politicians' morality, leadership, and administrative power all had a significant effect on voters' voting intentions through political consensus. The significance of this study is that this study identified the factors of politician image on political belief agreement and voter voting intention by applying the relationship between politician image, political belief agreement, and voter voting intention to YouTube content.

게임의 교육적 목적으로의 활용에 대해 관심이 늘고 있다. 이러한 흐름 속에서 최근 게임을 통한 리더십 함양이 화두가 되고 있다. 각 기업체에서는 직원들의 리더십 함양을 위해 게임을 활용하고자 다양한 시도를 꾀하고 있기도 하다. 특히 이 같은 흐름에는 무엇보다 MMORPG 게임이 두드러진다. 왜냐하면 MMORPG 에는 현실 세계와 흡사한 정치, 경제, 사회 시스템이 내재되어 다수의 플레이어와 협동, 경쟁을 하며 목표를 달성해나가는 과정이 담겨있기 때문이다. 하지만 현실과 많은 유사성을 가지고 있는 가상세계이지만 현실과 동일한 잣대로 가상세계에서의 사용자의 성향을 판단하기에는 아직 무리가 있다. 분명 게임이라는 가상공간과 현실세계는 명백한 차이점이 존재하기 때문이다. 그럼에도 불구하고 게임 내에서의 리더십 유형과 현실에서의 리더십 유형간의 직접적인 상관관계에 대한 연구가 아직 이루어지지 않았다는 점에 초점을 맞추었다. 다시 말해 게임을 통한 현실에서의 리더십 함양의 가능성을 언급하기에 앞서 근본적으로 현실과 가상공간에서의 리더십 양상의 상관성에 대한 연구가 선행되어야 한다고 생각된다. 본 연구는 우선 현실세계에서의 리더십 성향이 가상세계에서도 동일하게 적용되는지 1군주의 사용자를 중심으로 살펴본다. 그리고 군주 사용자의 심층인터뷰를 통하여 게임 내에서 리더십을 발현시킬 수 있는 여러 요소 (긍정적 요소 장애요소 등)를 살펴보고 향후 리더십 함양을 위한 게임 기획에 도움이 되고자 한다.

The political system of Xi Jinping which was launched in 2013, faced many difficulties both domestically and internationally. Xi Jinping must integrate and stabilize society through political reforms, such as sustained economic growth and Resolved corruption. In addition, he should seek new relations with the United States on the denuclearization of the Korean peninsula. Therefore, this study analyzed political leadership of Chinese political leaders including Xi Jinping using Max Weber 's political domination type. From the first generation political leaders to the fourth generation political leaders in China, the types of political domination of the first and second generation political leaders tend to be charismatic rather than legitimate domination. But the third generation political leaders tend to have a tendency of traditional domination rather than legitimate domination, and the fourth generation political leaders have a tendency to dominate more than traditional domination. On the other hand, the type of political domination of Xi Jinping shows traditional domination and legitimate domination tendency in the process of political growth and emergence, but shows tendency of charismatic domination after domination of political power.

This research is objective that we investigate the effects of transformational leadership type of the head of pre-school institution on its operation and management. In order to test, we selected the subject of 200 teachers at 50 preschools in Seoul city randomly and we measured leadership type of the head and the level of its operation and management to 174 pre-school teachers. Based on the collected questionnaire, simple correlation and multiple regression analyses were conducted to produce the following results: First, analyzed result, participants were higher recognition that the relationship between the institution head's transformational leadership and its operation and management, and between the two variable were significant static positive correlation. Second, we analyzed the difference between type of transformational leadership to the institution head's perceived by its teachers individuals variables. As a results, we found that the academic ability(a college to university graduation) was significant the ethical leadership and teachers gives a positive evaluation on the head's transformational leadership regardless of the teacher's background variables. Third, we analyzed the transformational leadership affect institution on its operation and management. its results, the transformational leadership was significant on its operation and management. In particular, it were affect according to the order, political leadership, educational leadership, cultural leadership. Our finding contribute that pre-school institution have to change consistently, and were asked higher quality by enhancing competition, politics and its operation and management. in order to it is important that there is transformational leadership of the head.

미 콜럼비아대 글로벌에너지정책연구센터는 지난 3월 미국의 세계 원자력산업 내 리더십을 유지 및 확대하는 과정에서 정부 차원의 '정책'의 중요성을 강조한 보고서를 발간하였다. 보고서에서 필자인 Timothy Frazier는 미국 주도의 원자력산업 체제가 원자력 안전, 안보, 비확산 그리고 효율성 측면에서 국제 기준을 수립하고 유지하는 데 중요한 역할을 수행할 것으로 예측했다. 또한 "미국의 리더십은 원자력산업이 달성 가능한 최상 기준을 유지할 수 있도록 할 것'으로 주장하고, 원자력산업 내 미국의 리더십을 유지하기 위한 대통령의 정치 성명 발행을 제안했다. 필자는 또한 미국의 리더십 강화를 위한 원자력산업 기술의 수출 및 이전과 타국가 지원을 위한 규제 완화와 혁신적인 원자력 시스템 구축 개발에 대한 투자를 제안하였다. 본 연구 리포트를 2회 분재(分載)한다.

This paper describes the changes in legislative rules in the U.S. House of Representatives and discusses the roles of legislative rules in public policy making. I argue that much of reform experiences in the U.S. House provide good references by which the National Assembly of the Republic of Korea may follow for its reforms. For this, I summarize primary reforms of legislative rules in the U.S. House and discuss dynamics in power distribution between committees and party leadership. These reforms are then reviewed on the basis of political stability, protection of minority rights, and legislative deliberation.

최근의 한국사회는 모든 분야에 있어 개혁을 추진하고 있다. 이러한 개혁은 문민정부라는 국내 정치변화도 한 요인이지만, 지구촌 시대로 들어서는 국제적 환경 변화도 큰 요인이다. 이제 교육 분야, 특히 대학은 외부세계와 단절되어 오직 진리만 추구하던 '상아탑'적 전통에만 안주할 수 없게 되었다. 대학도 환경의 변화에 능동적으로 대처하여 조직 체계와 그 운영에 있어 개방성을 추진하여야 한다. 대학의 최고 정책 결정기구인 대학이사회의 구성과 기능 그리고 집행기관인 총장의 선출과정 및 리더십에 대해 개방성이 강조되고, 행정의 운영에 구성원의 참여와 공개가 보장되는 것은 대학행정의 민주성을 확립하는 필수적 요소이다.
