구조 조정을 거치면서 한국의 기업들은 고용관계의 구조와 관해에서 현저한 변화를 보이고 있다. 하지만 이러한 변화의 실상과 내용에 대한 정보의 결여로 인해 정책 당국자들은 올바른 사업장 단위의 고용관계 정책 입안에 애로를 겪고 있다. 정확한 현실 진단과 효율적 정책 입안을 위해 기업 단위의 고용관계 고용 및 인적자원경영 관행에 대한 정확한 실태 및 변화 추세 파악이 필요하다. 이 논문은 고용관계 패널조사의 필요성과 아울러 그 조사방법에 대한 함의를 얻기 위해 주요선진 국가들에서 80년대부터 실시한 사업장 단위 고용관계 패널조사의 경험들을 검토하고 이에 기초하여 한국현실에 적합한 사업장 단위 노사관계 패널조사의 의미와 방향을 모색한다. 특히 패널 조사의 특성과 관련된 조사방법 상의 문제점들이 집중적으로 논의된다.

농촌개발에 관한 정책영역이 농촌공간 단위의 농업정책과 비농업정책을 포괄하는 방향으로 진행됨에 따라 관련된 농촌개발주체는 분산, 다기화되어 있다. 필리핀의 경우 농촌개발과 관련된 중앙정부의 관련부처는 상대적으로 세분화되어 있으며, NGO 등의 관련기구도 많은 편이다. 또한 필리핀의 지방행정계층의 수도 다른 나라에 비하여 상대적으로 많다. 이는 중앙정부 부처간, 중앙부처와 NGO 및 중앙정부와 지방정부간의 조정을 어렵게 하는 요인으로 작용한다. 한편, 지방정부 레벨에 있어서는 농촌개발과 관련된 관련주체간의 조정시스템에 관하여 지방정부법(1991)에 상세한 규정을 두고 있으나, 실제적인 작동의 면에서 한계를 가지고 있다. 특히, 필리핀의 농촌개발과 관련된 지방단위의 관련주체의 역량은 충분히 함양되지 못하고 있는 상황에서 주민과 NGO의 농촌개발에 대한 참여(민주성)를 매우 중시하고 있다. 필리핀 농촌의 발전을 위해서는 관련 주체들의 분산도를 감소시키고, 주체간의 통합성의 증진을 위한 노력이 필요하며, 관련 개별주체의 역량강화와 효율성에 입각한 조정체계의 정립과 전략이 절실히 요구되고 있다.

본 논문에서는 최소수리를 갖는 수리가 가능한 시스템의 최적의 교체정책에 대한 베이즈 접급방법을 제안하였다. 특히, 시스템을 운용하는데 필연적으로 발생하는 비용과 비가동시간을 함께 고려하여 기존의 비용에 근거한 연구결과를 확장하고자 하였다. 이를 위해서 단위시간당 기대비용과 단위시간당 기대비가동시간을 구하고, 이 두 기준을 동시에 고려한 최적의 교체주기를 결정하는 방법을 제시하였다. 또한, 순응적 교체정책에 대해서도 살펴보았다.

과학기술기본법 제12조 및 성과평가법 7조에 따라 국가연구개발 투자의 효율성 제고를 위해 장기간 대규모 예산이 투입되는 사업, 사업간 중복조정 또는 연계가 필요한 사업, 다수 중앙행정기관이 공동으로 추진하는 사업, 국가적 사회적 현안으로 대두된 사업 등에 대해 특정평가를 실시하고 있다. 사업군 특정평가는 "08년부터 "17년까지 총 17회 실시되었으나 사업군 단위의 평가보다 사업군 내 개별사업 중심으로 평가가 수행되어 왔다. 본 연구의 목적은 사업군 특정평가의 평가틀을 제시하는 것으로 기존의 사업 단위 특정평가 방법을 차용해왔던 방식을 사업군 단위 특정평가에 적합한 평가틀을 제안하고자 한다. 평가의 계층구조에서 사업평가와 정책평가 사이에 위치한 사업군 평가에 대한 틀 제시는 향후 과학기술분야의 정책평가 도입을 위한 탐색연구에 해당한다. 이러한 연구목적의 달성을 위해 먼저 기존에 수행되었던 사업군 특정평가의 사례들에 메타평가를 수행하여 현 사업군 평가틀의 한계를 조사하고, 국내외 정책평가 사례 분석을 통해 사업군 특정평가 틀에 활용 가능한 벤치마킹하고자 하였다. 이러한 기존 사업군 평가의 한계와 선행 정책 평가의 시사점을 바탕으로 사업군 특정평가틀을 제시하였다. 메타평가는 선행 문헌조사를 기초하여 본 연구에 적합한 메타평가틀을 구성하여 적용하였고, 국내외 정책평가 사례에 대한 선정과 분석은 정책평가 전문가들의 지문과 면접조사를 활용하였다.

According to the school autonomy plan on April 15, 2008, schools have a responsibility for ICT in education policy. Because of this plan, A guideline for governmental action for ICT education was repealed, on the contrary, responsibilities for ICT education in school level has increased. The radical exchange of education policy has a big impact on decision-making about ICT in education policy in school level. Consequently, the digital divide is generated between students, teachers and schools. So, this paper is intended as an investigation of decision-making types and awareness of teachers about ICT in education policy in elementary school. And this paper presents new ideas for decision-making of ICT policy in elementary schools.

Correct assessment of realities an effective policy making require information on human resource management practices and structure of employment relations at the workplace level. This paper critically examines the experiences of workplace-employee integrated surveys carried out in advanced countries including Australia, Canada, and Britain, to extract methodological implications for such survey in Korea. We focus on the backgrounds of the surveys and practical issues involved in multi-level, longitudinal survey design.

In this paper we present the optimal replacement policies following the expiration of combination warranty. We consider two types of combination warranty policies: renewing warranty and non-renewing warranty. The criterion used to determine the optimal replacement period is the expected cost rate per unit time from the user'perspective. The optimal maintenance period following the expiration of combination warranty is obtained. Some numerical examples are presented for illustrative purpose.

Collection Development Policy(CDP) is the master plan for managing libraries and information centers through which the features and categories of collections are defined and sorted. The National Digital Library therefore needs to determine its manifest principles based on CDP regarding the magnitude of acquisition, the acquisition priority and the magnitude of purchases. This paper pertains to the principal model for NDL Collection Development Policy as a primer for establishing NDL Collection Development Policy in order to illustrate essential elements of national collection development policy and provide general guidelines for NDL Collection Development Policy. To propose an independent Collection Development Policy appropriate for NDL by analyzing cases in digital resource development policies. To guide establishing principles for determining the types and magnitude of NDL collection acquisition, prioritizing acquisition, making decisions on purchase magnitude and licensing. To identify the essential elements in systematic development of national digital information resources; and to propose a model for NDL's CDP accordingly.

한국의 농촌개발정책은 지난 50년에 걸쳐서 많은 변화를 겪어왔다. 농촌개발정책은 국내외의 정책 환경인자와 관련성을 맺는 가운데, 농업 농촌이 처한 시대별 과제를 해결해나가는 과정의 결과라고 여겨진다. 농촌개발정책은 1960년 이후 현재까지의 기간 동안에 4단계의 시기별, 정책구성요소별로 의미 있는 변화가 일어나고 있다. 2000년을 전후하여 국가발전을 위한 행정이념이 효율성에서 형평성으로 전환됨에 따라 농촌개발정책은 전반적이고 근본적인 변화에 직면하고 있다. 농촌지역은 국가발전을 위한 새로운 가치와 자원을 가지고 있는 공간으로 재인식되고 있다. 농촌은 곧 마을이라는 으로 변화되고, 농촌의 소도읍이 새로운 농촌지역의 삶의 미시적인 관점에서 접근되던 정책이 인근의 도시와 연계를 맺는 방향 공간으로 접근되고 있다. 농촌개발정책은 농업을 중심으로 하는 정책에서 비농업부문의 개발을 중시하는 방향으로, 지역농업과 공간정책을 통합하여 개발하는 방향으로 나아가고 있다. 이 과정에서 농촌개발과 관련이 있는 중앙정부 부처의 수가 증가하는 가운데, 지방정부와 지역주민의 역할이 강조되면서, 수직적 수평적인 분권화와 협치 체제의 구축이 중요해지고 있다. 또한 지역의 고유성과 지역단위사업의 연계성에 대한 강조는 자연히 지역단위 계획제도의 정착과 이를 현실적으로 뒷받침할 수 있는 예산제도의 변화를 가져오고 있다.
