The AHP Analysis of Critical Factors on Social Enterprise Policy (사회적기업 지원정책 중요도에 대한 연구 -부산지역 전문가 AHP분석을 통한-)

  • There are many questions about the sustainability and nurture of social enterprises as an important governmental issue in Korea. But because of the social system and the deficiency of experience about social enterprise, the solution of problems included in social enterprise are very difficult. For these reasons, the purpose of this paper is to find critical factors on social enterprise policy in Korea. For this study 30 experts who work in various fields in Busan about social enterprise was selected and 23 valuable questionnaires was collected. And AHP analysis suggests critical factors(public procurement and partnership with corporation and various organizations) on social enterprise policy in Korea. When we consider many realistic problems for the social enterprises, just depending on the passion and dedication of social entrepreneurship is highly insufficient for the sustainability of social enterprises Effective and strategic governmental support for social enterprises will be a great help to the development and sustainability of social enterprises. In this sense, results of this study is meaningful to the social enterprise policy maker.

  • Start-up support policy is expanding for the activation of creative economy. Domestic start-up is activated in early 2000, but is shrinked rapidly because there is not enough collaborative system of R&D, start-up, finance, and management support. Many organizations and collaborative environment in Silicon valley of USA is developed for long time. In Korea, creative economy is constructing rapidly led by government like building industrialization and information society. VCDP(Virtual Cluster-type Dynamic Collaboration Platform) is a good tool for the start-up support policy. This study explains the necessity and effectiveness of VCDP and suggests creative activation policy using this tool.

  • This study introduces consumer protection policies at domestic and overseas, regarding the current situation that is raised about, and analyzes how to promote e-commerce with consumer protection oriented. This article explores e-commerce protection policies aiming at enforcing consumer protection and introduces some strategies - enhancing consumer trust, improving electronic transaction disputation, personal information security and privacy and using authorized certificate. This paper aims at suggesting the method of promoting e-commerce through ensuring the consumer trust and decreasing the transaction cost.

  • In this paper, we studied a policy direction for promoting wireless industry. For this, we defined the concept of wireless industry and classified their structure and suggested a growth model of wireless industry and policy elements, which is composed of technology development, service development, advancement of law and regulations, business model development, assistance of production and use, publicity enforcement for promotion. Also, we had a survey on the policy elements for promoting the industry by experts interview. We drew some policy directions for promotion of wireless industry from survey results.

  • This study examines the vision/strategies of policy for the public services based ubiquitous-IT. That policy is for searching the ubiquitous based people-friendly public services and promoting the industry related u-IT. This article's purposes are below; first, making the policy for activating the ubiquitous based public services, second, looking for the core subjects focused on practical value, and finally, proposing the system for the cooperation between public and private sector.

  • 지난 10월, 국회 건설교통위원회의 건설교통부 국정 감사에서는 노무현 정부 5년 동안의 부동산 정책이 도마 위에 올랐다. 의원들은 오른 집값을 끌어내리지 못하고 계획만 쏟아낸 노무현 정부의 부동산 정책을 집중 추궁했다. 전문가들은 현재도 앞뒤를 정교하게 따져보지 않은 반시장적 정책과 곳곳에서 사업성이 떨어지는 각종 사업이 진행 중이어서 차기 정부에 큰 부담으로 작용할 수 있다는 우려의 목소리가 높아지고 있다. 정부에게 바라는 부동산 경기 활성화 대책에 대해 알아봤다.

  • 새 정부는 '행복주택 프로젝트', '임대형 보금자리주택 확대' 등 공공 임대주택 공급확대를 주요 정책과제로 추진할 것으로 보인다. 이러한 공공임대주택 확대 정책은 기본적으로 바람직하나 임대주택의 양적 질적 향상을 위해서는 민간과 공고의 역할 분담이 필요하다. 여기서는 현대경제연구원의 '민간 임간주택 산업 활성화 방안' 보고서를 통해 일본의 민간 임대주택 산업 발전 사례를 분석하고 국내 임대주택 산업구조 개선을 위한 정책적 시사점을 도출해 본다.

The Characteristics of Community-Driven Allotments and Revitalisation of Allotments in Deprived Areas - Focusing on the Case of Sheffield, UK - (커뮤니티 주도 시민농장의 특징과 박탈감 지역의 시민농장 활성화 방안 - 영국 셰필드 시민농장을 사례로 -)

  • This study aims to understand the background and characteristics of the UK's allotments, as the UK is one of the nations participating in allotment invigoration. This study will focus on approaches to policy, active governance, and socioeconomic impact. To address this, allotment-related issues, policies since the beginning of the 19th century were analysed. In addition to this, Sheffield City, UK, was selected as a specific case to analyse the framework of allotment management, active governance concerning allotment management, and the residents' perceptions of allotments through a questionnaire survey. It was found first that the UK government, since 1806, has been consistently producing localism policies aiming to devolve management authority into local governments, which actively obtain sites for allotments. Secondly, the structure of allotment management formed in active governance leads the overall maintenance, partnership, income generation, and monitoring of the allotments. Interestingly, the structure of the department organisation of local government in Sheffield established the position of community manager, who encourages community invigoration. However, a gap between socioeconomic aspects was found in which the allotment invigoration in lesser deprived areas outweighs the invigoration in more deprived areas. In contrast, according to the questionnaire survey, respondents in more deprived areas were more likely to be involved in allotment activities and the community. The key to addressing the socioeconomic gap in the context of allotment invigoration is the adoption of the Public-Community-Private-Partnership framework. This will be of great importance to longer-term promotion of beneficial allotment practices.

창업자역량과 정부의 창업지원정책이 창업의지에 미치는 영향에 관한 연구: 멘토링의 조절효과를 중심으로

  • 정부는 고용 없는 성장이 이어지는 현재의 경제구조에서 국가 경제의 활력을 위한 실마리를 찾고자 한다. 새로운 일자리를 창출하고 기업 활동에 새로운 혁신을 도입하여 국가 경제의 성장과 발전에 기여할 수 있는 방안으로 창업을 활성화하는 정책개발과 지원에 적극적인 노력을 기울이고 있다. 많은 국가들이 창업을 촉진하여 일자리를 제공하고 있으며 우리나라 역시 창업을 활성화하기 위하여 정부 차원에서 창업 지원정책을 확대해 나가고 있다. 창업 활성화를 위해서는 창업을 기회로 인식하거나 지지하는 문화가 성숙하는 개인의 창업에 대한 인식 개선과 더불어 창업의지 함양 등이 필요하다. 이들 요인에 영향을 주는 요인으로 개인적 특성, 심리적 특성, 기업가정신, 창업 교육, 멘토링, 창업지원 프로그램 등의 요인에 대하여 개별적으로 많은 연구가 수행되어 왔다. 이들 개별적인 요인들과 창업 의지와의 관계를 잘 확인하기 위해서 자기효능감, 위험감수성, 실패부담감, 환경적 요인 등을 확인하는 연구가 다수 시도되었다. 본 연구에서는 예비창업자의 창업의지에 미치는 창업지원정책과 창업가 역량을 중심으로 실증연구를 진행하고자 한다. 또한 창업지원정책과 창업가 역량과 창업의지의 관계에서 멘토링의 조절효과를 검증하고자 한다.

Searching for the Policy Alternatives for the Activation of the Local Culture Industry in Korea (지역문화산업의 활성화를 위한 정책 대안의 모색)

  • The purpose of this study is to find out the policy alternatives for the activation of the local culture industry in Korea. The research methodology is content analysis into law articles of local culture promotion act and framework act on the promotion of culture industries and some related acts, to review the relations between local culture promotion and the promotion of culture industries. The results of this study are the followings: Firstly, the policies for the promotion of culture industries should connect to the policies of local culture promotion. 1) Local culture industries are related with the facilities like living cultural centers and the activities of the arts organizations or clubs of residents. 2) The industrial condiitions should be considered in the process of designation of cutural city and cultural area. 3) The local cuture industry policies should be connected to raise the funds for local culture promotion. 4) The local culture industries should be connected to the cultivation of professional personnel for local cultural promotion. Secondly, for the activation of the local culture industries, the obstructive factors should be eliminated and the facilitating factors should be utilized. 1) The purpose of the culture industries should be defined as concrete and clear through the clearly prescribing the range of culrure industries. 2) The roles which have been dispersed to various agents should assigned as designated clealy and the cooperative system should be construced. 3) In designating cultural cities and cultural area, conceptual elements should be considered and the brand of the local culrure industries should be presented. 4) The background industries such as tourism industries should be utilized. 5) Governance systems should be constructed and utilized.
