The purposes of this research are to grasp the actual conditions regarding management of Korean public libraries and to develop the rationalized guidelines for future-oriented policy which should be realized by the government authorities. According to the result of evaluation, it is analyzed that the regional differences of evaluation scores has grown worse, and a chronic problems such as staff shortage, old facilities, lack of budget has been continued repeatedly for 6-years. Moreover the result of evaluation was utilized as a guideline of the policy development on public libraries in the knowledge-based society, based in the evaluation for the management of public libraries in general.

환경의 가치, 특히 물의 가치는 시대와 함께 변화하고 있다. 그동안 국내 하천관리는 환경적 측면보다는 이수와 치수에 보다 초점이 맞춰져 있어, 하천 고유의 수생태계 서비스기능 유지에 필요한 용수의 확보에 정책적인 배려가 부족하였다. 그러나 최근 소득수준이 향상되고 환경개선에 대한 관심이 늘어나면서 물관리에 있어 이용뿐만 아니라 환경측면을 고려한 지속가능한 하천관리에 대한 정책적 관심이 높아지고 있다. 이에 하천 수생태에 대한 정책 역시 과거보다 강화되고 있는 추세이며, 최근 물환경보전법 공포를 통해 수생태건강성 유지를 위한 환경생태유량에 대한 법적 근거가 마련된 바 있다. 실질적인 환경생태유량 공급 정책방안 마련을 위해 환경생태유량 공급이 하천 수생태에 주는 효과에 대한 편익 정보를 산정해볼 필요가 있다. 이에 본 연구에서는 환경생태유량 공급효과에 대한 편익을 산정해 보았으며, 이를 위하여 대표적인 비시장재화 가치평가법인 선택실험법을 적용하였다. 한편 환경생태유량 공급효과에 대한 많은 연구에서는 환경생태유량 공급효과를 하천의 주요 어종 관련 지표를 통해 나타내고 있다. 이에 본 연구에서도 환경생태유량 공급에 대한 편익산정시 하천고유어종 변화, 하천 어종 수 변화, 외래어종 변화의 3가지 속성에 대한 한계지불의사액을 추정하였다. 본 연구결과는 환경개선을 위한 정책수행, 특히 수생태계 환경개선을 위한 정책결정시 기초자료로 활용될 수 있을 것으로 판단된다.

The indices to choose the object countries for developing overseas industrial park were developed and applied in this paper. The results are showing as follows. First, the Korean enterprises are branched out into total 128 countries as of the first quarter of 2010, and the 13 asian countries including China, Vietnam, Japan, and Hongkong shows the majority of precedence 20 countries among the reported during 1980-2010. Second, the 3 steps of selecting the principal region to branch out, establishing assessment indices and criteria, and choosing strategical target counties were developed to choose the countries for developing overseas industrial park. The 38 of 128 countries were selected where the GDP per capita is lower than Korea, and the local reports of incorporation during 2007-2010 are more than 10 times. Then, the 10 countries were excluded where the minimum wages during 2008-2009 are similar to Korean ($815/month). Consequently, the 28 countries including China, Vietnam, and Cambodia etc. were selected as the major target regions. Third, the indices to choose countries for developing overseas industrial park are classified into 5 categories-investment condition, labor market flexibility, potential market demand, population, changing rate of the reported number of manufacturing industry, and detailed indices for each category were selected, then the weight were given with the consideration of importance. Finally, Indonesia, Mongolia, and Uzbekistan were selected as the strategical target counties where acquire the high score in labor market flexibility and investment condition, relatively undeveloped, and friendly to Korea.

Informative contents Industry shows stable capital structure, excellent profit index high growth rate and high productivity on the average in step with the evolution of digital technology, but it shows the aggravating trend gradually in almost all the indexes. It is because the enlargement of supply market proceeds so faster than the increase of market demand that the competition is intensified and relatively easy to advance into the market according to the development of informative contents industry. The exploitation of new market and the reclamation of new technology are needed to contrive the continuous prosperity of informative contents industry, and to achieve this, it is needed to support from politic financing and taxation politic aspect.

The long lasting world-wide recession and low economic progress have made it more important to predict future economic behavior. Accordingly, it is of interest to explore useful leading indicators, correlated with policy targets, to predict future economic growth. This study attempts to develop a model to evaluate the performance of consumer survey results from Statistics Korea to predict future economic activities. A statistical model is formulated and estimated to generate predictions by utilizing consumer expectations. The prediction is found improved in the distant future and consumer expectations appear to be a useful leading indicator to provide information of future real growth.

To evaluate the sustainability assessment of eco-tourism resources, the assessment of Upo wetland was conducted by defining mathematical assessment models, by developing assessment indicators and by calculating the weight of main factors affecting on the sustainability through questionnaires analysis of 135 eco-tourism experts group. After that, the current sustainability grade level for Upo wetland was confirmed, and grade-level enhancement measures on each items were proposed. Although, this paper was focused on Upo wetland, but it is meaningful to prepare for the foundation in the sense of assessing scientifically and systematically the sustainability by providing concrete research model and method for the sustainability assessment of eco-tourism resources.

In this paper we presents an approach to assessing the efficiency of freight railroad stations reflecting freight item importance weights with multiple performance indicators and multiple operational condition indicators. We evaluate 187 freight railroad stations using data envelopment analysis with assurance region. Each freight item's loading/unloading volume is used as a performance indicator. Freight labor and yard capacity are used as operational condition indicators. Freight item importance weights are reflected to the data envelopment analysis as assurance region. The evaluation results facilitates the organization's decision making by providing valuable information.

하천은 최근 주민에게 휴식과 레저의 기회를 제공하고 지역활기 창출의 자원으로 가치가 부상함에 따라 하천공간의 관리와 운영이 한층 더 중요해 졌다. 즉 하천공간의 개발과 보전은 지역의 문화관광과 복지 등의 지역 정책과 함께 하천이용의 수요를 고려하여 신중하게 운영해야 한다. 이에 본 연구에서는 하천공간의 체계적인 관리를 위해 통신 빅데이터를 활용하여 이용객 수를 추정하고 검증 한 뒤, 이용도 지표를 산정하였으며, 하천공간의 상세 유형화 방안을 마련하고 유형별 특성분석 등을 실시하고자 하였다. 현장표본조사를 통한 검증결과 통신 빅데이터는 하천공간에서의 이용객 수 추정에 활용 가능성을 보였으며, 이용도 지표 산정결과를 통해 친구지구를 이용객들이 어떻게 활용하는지 판단할 수 있었다. 또한 상세 유형화 방안을 마련하고 적용한 결과 이용객들이 하천공간을 근린의 성격과 거점의 성격으로 이용하고 있는지 판단할 수 있었다. 본 연구의 결과를 종합할 때, 친수지구 조성 및 관리를 위한 자료 활용방안을 제시할 수 있었으며, 국가하천 점용허가 시 통신 빅데이터 활용방안을 마련할 수 있었다. 통신 빅데이터는 친수지구 이용도 조사에 크게 유용한 방법을 제공하며, 하천계획, 유지·보수 등 관련 실무활용 및 정책수립에 큰 도움이 될 것으로 판단된다.

The purpose of this study has developed a teaching and learning informatization indicator that provides the basis for utilizing or disseminating the beneficial teaching and learning informatization environment promoted by each university. The research method analyzes various informatization indicators developed by KERIS from 2002 to 2015 and recent environment such as Edutech, future education report, teaching and learning field report, and reflects them in indicator development. The development of the third indicator was completed by dividing it into Input, Process, Output stages by reflecting expert opinions in the first and second indicators. As a result, the core words of the university's teaching-learning informatization infrastructure building, sharing of educational resources, open development and sharing, joint purchase of resources, information safety system and literacy education, current status grasping, and resource utilization were derived. In the future, I will fill out the questionnaire to supplement the question through a pilot test and to grasp the current status of teaching and learning informatization in the entire university.

In international communities such as UN-Habitat, Asian Development Bank, OECD, and etc. the importance of formulating and planning for equal living of all citizens within a city regardless of any social hierarchy is being recognized recently. For this purpose the concept of 'the inclusive city' is introduced, which requires the collective consideration of physical and social factors in urban planning. This study aims at the establishment of efficient indicators in order to graft the concept of the inclusive city on urban design, and at searching a plan capable of improving the inclusiveness through applying the developed indicators to an urban space actually. After introducing the indicators the priority orders of those are searched through AHP analysis and the corelation with the factors of urban planning is examined and analysed based on the priority, so as to suggest an efficient and practical plan for promoting the inclusive city in future.
