A Study on the Implications and Trends of Logistics Security Assurance Programs for International Trade Facilitation (국제물류보안 인증제도 동향 및 시사점에 관한 연구)

  • After the terrorist attack of 9/11 on the USA, the security concern to global trade has been raised. In particular, the USA has actively promoted a series of initiatives and rules such as CSI, 24 hour rule, C-TPAT, and so on in the area of logistics activities, which aimed to better protect the country against the potential terrorist threats. While implementing such schemes called as a multi-layed logistics security strategy, a large number of countries trading with USA are facing with the issues of additional time and costs for inspecting cargos in their logistics facilities. As a result, most countries all over the world have sought a way to minimize the impacts from such strategy. The Korea also is preparing the several security programs operated by various ministries, which are aiming to not only improve the efficiency of trade flows but also to ensure supply chain security. However, many companies are expressing the inefficiency of operating such programs. Thus, this paper analyzed several global supply chain security programs currently adopted by international organizations(ISO, WCO, and IMO) and major countries(USA, EU, and Singapore) and suggested a guideline for developing the national logistics security system.

Difficulties Experienced by Leading Korean Scientists and Implications for Science Education (한국의 선도적 과학자가 경험한 어려움과 과학교육에의 시사점)

  • The purpose of this study is to analyze the difficulties with scientific research faced by leading Korean scientists and suggest implications for science education. Data were collected through semi-structured interviews with 13 leading Korean scientists and were qualitatively analyzed using constructivist grounded theory. The results of the study showed that the leading scientists encountered 11 subcategories of difficulties, which were grouped into three main categories: uncharted territory, unexpected situations, and a lack of resources in domestic research environments. 'Uncharted territory' comprised anxiety due to uncertainty about research performance, insufficient knowledge accumulation in the field of research, and the burden of maintaining research influence as an academic leader. 'Unexpected situations' included encountering new phenomena that cannot be explained by existing theories, an inability to utilize research results, and repeated failures. 'A lack of resources in domestic research environments' included inadequate research funding support systems, a shortage of expert networks, limitations on employment and career opportunities for students, poor research equipment, and insufficient support policies for retired researchers. This study provides science educators with implications for the direction of science education and R&E. For students, it can serve as career education material, their attitudes towards science and their understanding of its nature. Lastly, the study may contribute to finding ways to improve scientific research policies and to developing a culture that fosters expertise in science.

A Study on the Reorganization of the National Spatial Information System (국가공간정보시스템 개편 추진 방향 연구)

  • Spatial information has been widely used for efficient land use and management, disaster management, environment management, infrastructure management, corporate marketing, and cultural assets management, and the need for spatial information is expected to be increased. For this reason, central government, local government and public institutions must establish a National Spatial Information System (Fifteen systems related to spatial information managed by National Spatial Data Infrastructure Policy office, NSIS) framework that guarantees high accuracy and quality. The NSIS will provide convenience usage of spatial information in the field of decision-making or civil support. However the current National Spatial Information System is mainly established with separate processes, which causes data redundancy, deterioration of information, passive opening, and sharing of the spatial data. This study suggests 4 standards, which has been derived by applying value-chain model to NSIS data flow, and they are ‘Production and Establishment’, ‘Integration and Sharing’, ‘Application and Fusion’ and ‘Release and Opening’. Based on these standards, the 15 NSIS were analyzed to draw out implications and reforming directions were suggested. By following these suggestions we expect more recent, consist, accurate, and connected National Spatial Information Service which will be more open to public and then satisfy the demands.

A Study of Recent Trends in Work-Family Balance : Focusing on Academic Journals Related to Domestic Families (일·가정양립의 최근 동향연구 : 국내 가족과 관련된 학회지를 중심으로)

  • This study aimed to explore research trends related to work-life balance. For this purpose, research period, methods subjects, and content were analyzed in percentages for papers related to work-life balance published from 2000 to 2022 in academic journals focusing on domestic issues. The results of this study are as follows: First, the number of papers has continuously increased since 2000. In particular, the number of papers(37) for 2016-2020 accounts for 39.8% of the papers analyzed in this study. Second, surveys(43%), secondary data analyses(30.1%), in-depth interviews(14%), and literature research(7.5%) were used as research methods, indicating the high prevalence of quantitative methods. Third, in the early 2000s, studies addressed work-family reconciliation support policies(6.4%) and focused on married women(26.9%) and married men and women(20.4%) to understand. Since 2016, various studies have been conducted, exploring workers regardless of marital status(16.1%), unmarried workers(5.4%), and workers in a specific occupational group(9.7%). Fourth, in terms of research content, there were 24 policy studies(21.0%) and 90 phenomenon analysis studies(78.9%) out of 114 total analysis subject papers, indicating an overlapin content and high proportion of phenomenon analysis.

  • This study, for the reinvigoration domestic LCCs (Low Cost Carriers) in Asian air market which is in developing stage now, aims to analyze the management risk through the operation cases of domestic and foreign areas and then to derive a risk management plan to reinforce the competency of domestic LCCs. As for the major potential risk factors for LCCs in Asia-pacific market, the first is the absence of growth strategy. Then, the second is the problems in airline route, the typical problem of subsidiary companies of major air lines. The third is the lack of specialists and professional manpowers. In order to cope with such risk factors, rapid growth should be controlled and competition with parent company by entering to parent company's airline route should also be avoided. At the same time, there should be a comprehensive supporting system to foster specialists and professionals in this industry.

Improvement and Problem of Water Management in Korea (우리나라 물 관리의 문제점과 발전방안)

  • Korea's water management system is typically a multi-ministerial system, so its efficiency is declining. In order to propose current state and improvement plan of the water management in Korea, this study discussed the improvement of central and local water management. The water management problems are lack of water policy coordination system, conflicts between ministries due to function of water quantity, water quality and agricultural water, redundant investment and inefficiency, insufficient recognition of water autonomy, concentrated central management and deepening regional disparities, lack of financial resources, etc. Hence, improvement to solve the problem includes strengthening the coordination of water management functions between ministries, transferring water management functions of central ministries and strengthening local capacity, and desirable role allocation of central and local governments. In addition, improvement at the local include efforts to change awareness of the water detailed and get water autonomy, integrate management of the watershed, strengthen the local community, secure financial resources, etc.

A Study on the Improvement Plan of Publishing in Library Linked Open Data (국내 도서관 링크드 오픈 데이터 구축과 발행의 개선방안 연구)

  • The purpose of this study is to find the cause and solution of the situation where library LOD does not spread after the introduction of library LOD. Research methods include literature research, case studies, and expert interviews. The improvement plan presented in this study is that first, the library needs to avoid the redundancy of the LOD construction target and build the only and specialized data. Second, libraries need to develop LOD services that reflect user needs and implement convenient LOD interfaces. Third, libraries need to establish identification system of data and build a authority file. Fourth, libraries need to recognize the necessity of data opening and linking to librarians and users, and provide opportunities for education and publicity. Fifth, it is necessary to use LOD for integrated search and to establish an integrated platform for search of library LOD. Sixth, libraries need to strengthen cooperation for LOD issuance and utilization, and form a working-level consultative body. Seventh, the government should pursue strong policies with a continuous commitment to LOD promotion and need to continue to provide budget support.

Active ITS Infrastructure Management Strategy for Enhanced ITS Service (기존 ITS 서비스의 성능 강화를 위한 능동형 ITS 인프라 관리 전략)

  • In this study, we analyzed the next generation ITS (C-ITS) technology trends, focusing on the national and international C-ITS projects. Based on the promotion practices of developed countries, we pointed out the lack of linkages with the existing ITS infrastructure. As a way to overcome this problem, we proposed the three-direction to enable the existing ITS infrastructure corresponding to the C-ITS. First one is developing a technique to improve the performance of the existing ITS infrastructure and automate the performance management (Performance-enhanced ITS). Second, developing active sensors or fusion sensor which along with V2X communication technology implement of an active safety driving support system (Safety-enhanced ITS). Third, we need to develop a technology that generate the new advanced traffic data by integrating the collected data from existing ITS infrastructure and nomadic device (Cloud-ITS). By improving the function of the existing ITS infrastructure for adaptation to the new V2X communication environment, we enhanced the efficiency of maintenance performance and would maximize the benefit of the introduction of C-ITS.

A Comparative Study on Various Student-Centered Curriculum's Teaching Experiences Focusing on Physical Education (다양한 학생 선택형 교육과정의 체육 교과 지도 경험 비교)

  • The purpose of this study was to suggest qualitative improvement through various student-centered curriculum's teaching experiences focusing on physical education. For this, class diaries, memos, lesson plans, student reviews, and videos for the past four years (2017-2020) were collected and analyzed from four high schools in kyonggi-do, and six students were interviewed. The common features between each student-centered curriculum were to have many students with the purpose of entrance examination and with concern about time conflicts between class and their dinner. In contrast, the differences between each student-centered curriculum were the required level of writing lesson plan, the level of interest and role of a class supervisor, and educational expected effect of students under a given condition. In summary, pre-education experience should be required and class activity support and various evaluation methods should be also needed.

Exploring the Development Directions of Learning Outcome in Higher Education through the Analysis of Popular Tools: A Case of University K (주요 고등교육 학습성과 분석 도구 분석을 통한 발전 방향 모색: K대학 사례 연구)

  • In recent times, there has been a shift towards student-centered higher education policies, leading to a growing interest among universities to improve students' learning outcomes. To aid in this endeavor, this study aims to provide guidance for University K to enhance their learning outcome management by comparing and analyzing their learning outcome indicators with those of other domestic and foreign universities. The study examined detailed measurement questions from major learning outcome measurement tools such as AHELO, NSSE, and CLA+. Upon comparison and analysis of University K's major learning outcome indicators with those of other universities, it was found that most of the indicators overlapped. However, some indicators such as student support/facilities for learning, instructor quality, and communication were absent from University K. Therefore, it is crucial to decide whether to add these indicators to the existing learning outcomes or to confirm them through other surveys. Moreover, even for the same indicator, some indicators with different measurement need to consider changing the measurement.
