The economy has deteriorated worldwide due to COVID-19, and the domestic economy has also been hit hard. Accordingly, the government implemented unprecedented financial support policies related to COVID-19 to solve the financial difficulties experienced by SMEs. In addition, as the spread of COVID-19 continued, the government implemented guidelines and measures along with recommendations for non-face-to-face contact. Organizations in the public and private sectors have introduced non-face-to-face work methods. Considering this situation, this study investigated the impact of COVID-19-related financial support policies on technological innovation of SMEs. External support is important for corporate innovation, but internal capabilities are also important. Therefore, the effect of entrepreneurship on product innovation was identified. In addition, as the non-face-to-face work method was activated, the effect of smart work was identified by comparing companies that introduced smart work and companies that did not. As a result of the analysis, entrepreneurship showed a positive (+) effect regardless of the introduction of smart work. Financial support policies related to COVID-19 were found to show mixed results according to the type of support.

This study analyzed the influence of supporting policy fund on financial performance of small & medium sized venture firms. The outcomes are as follows. First, it was found that 11 dependent variables in profitability, stability, activity, and growth represent have significantly positive influence on financial performances 4 years after policy fund rather than prior to the fund. In short, supporting policy fund is found to bring improvement on financial performance. Second, it was found that growth rate in asset as a growth indicator and interest coverage ratio as a stability indicator have significantly positive influence on operating income to sales and ROA, respectively. Third, it was found that operating income to sales as a profitability indicator and asset turnover ratio as an activity indicator have positive influence on current ratio. Finally operating income to sales as a profitability indicator and growth rate in sales as a growth indicator have positive influence on interest coverage ratio.

The purpose of the study was to examine the support of crisis pregnancy policies among unmarried college student in Seoul and Gyeonggi-do. All support rates of the crisis pregnancy and delivery policies were high, including support for crisis pregnancy and delivery, the preventive education through professional sex education and the law revision to compensate the existing legislation and system. There was supportive attitude for all adolescent single parenting policies. Especially, parent education and financial independence and education for preventing adolescent single parents from recurrent pregnancy showed a little higher support rate than others. Having a religion showed a higher support rate than atheist. Based on these findings, we will discuss the necessity of the policies of a crisis pregnancy and childbirth and the policies of unmarried adolescent parents. The results of this study could be used as a basic data for revision of relevant policies and establishment of support services.

본 연구는 북한이탈주민의 경제적 자립과 안정적인 정착을 지원하는 하나의 방안으로서 창업을 촉진하기 위한 지원 정책과 제도 개선 방안을 제시할 목적으로 수행하였다. 정부는 현재 생활밀착형 북한이탈주민 정책 추진 기조하에 북한이탈주민의 삶의 질을 높여주는 방향으로 맞춤형 정책을 추진하고 있다. 다만, 창업지원 프로그램은 여전히 소규모로서 지원 분야를 다양화하고 예산을 증액 하는 한편, 지원 체계도 중앙-지방-민간 간 유기적으로 협업이 효율적으로 이루어지도록 개선이 필요하다. 본 연구는 북한이탈주민의 창업의지 결정요인에 대한 실증적 연구를 목적으로 하며, 북한이탈주민들에게 잔존하는 사회주의 가치체계와 이들의 사회적응성 요인을 기존 연구에서 확인되었던 개인의 성격적 특성, 경제적 지지, 자아성취욕구 요인들과 함께 분석모형에 포함하여 실증 연구를 수행하였다. 이를 위해 하나원에서 교육 중인 18세 이상 북한이탈주민 223명을 대상으로 2019년 10월 설문조사를 통해 자료를 수집하였고, 선형회귀분석과 이분형 로지스틱 모형분석을 이용하여 실증분석을 수행하였다. 2개의 분석 모형에서 일관된 결과가 도출됨에 따라 분석결과의 강건성을 확인하였다. 결과적으로 사회주의 가치체계가 약할수록 창업의지에 긍정적인 영향을 미칠것이라는 가설은 지지되었다.

The second venture "boom" diffusion strategy can be confirmed to be focused only on financing investment and finance, including achieving 5 trillion won annually in new venture investments, creating 20 unicorns, activating M&As and creating dynamic recovery markets. Of course, existing studies show that the fund is a very important policy for corporate growth, but various policy support will be needed to effectively scale up. To overcome these limitations, the scale-up support policies already in operation are analyzed by introducing scale-up policies in advanced countries such as the U.S. and Britain. It also aims to analyze domestic scale-up policies to draw up implications for establishing more effective scale-up policies. Academically, we are very lacking in research on scale-up at home and abroad, and we propose suggestions through this comparative study of policy cases to contribute to the promotion of various studies related to the scalability aspects of future research topics related to scale-up.

화석 에너지 고갈 및 지구 온난화 문제가 대두됨에 따라 신 재생에너지 산업에 대한 관심이 증가하고 있으며, 특히 신 재생에너지-IT 융합을 통한 산업 효율성 향상에 관한 정책적 논의가 지속되고 있다. 그러나 각 신 재생에너지 산업은 고유의 특성을 가지고 있기에 이를 효과적으로 달성하기 위해서는 각 특성을 고려한 지원정책이 필요하다. 따라서 본 연구는 에너지 산업 주기에 따라 각 산업에서 필요로 하는 지원 정책을 분석하고자 한다. 이를 위해 산업 태동기인 연료전지와 성장기인 태양광을 비교대상으로 선정하여 전문가 초점집단인터뷰(Focus Group Interview)를 실행하였다. 이를 현 지원정책과 비교함으로써 산업 활성화에 실질적으로 기여할 수 있는 지원정책을 도출하고자 한다. 본 연구는 향후 신 재생에너지-IT융합 정책을 수립하는 과정에서 기초자료로 활용될 것으로 예상되며 에너지-IT융합 산업에서 큰 기여를 할 것으로 기대된다.

The study is analyzed that policy support impact on youth entrepreneurship and to purpose enhancing the effectiveness of the policy support, would like to empirical study on support performance by start-up support program through education level of the founder, performance of the establishment enterprises and an empirical study of start-up support. This study reported that start-up support should be different from impact of performance of support by young founder to participate in the success of entrepreneurship incubator package or preliminary young founders and is focused on study of policy support. Examines the literature of associated young founder's characteristics and entrepreneurship support policies at domestic and foreign, and the government's support policies in order to achieve the purpose of this study, survey research as the basis of the model was set. This study surveyed to university student which were trained nationwide entrepreneurship program in order to validate the research model. The survey targeted engineering students who is practical technology foundation possible during from June 1, 2012 to June. 15, 2012, the way of data collection was directly surveryed to engineering students who participated in the entrepreneurship program. and an empirical analysis were collected each 157 call.

As the 4^th industrial revolution has been an emerging issue, the government and industry has paid increasing interest to smart factory. The Korean government has made efforts to establish smart manufacturing capabilities of small-to-medium sized firms by providing supports for smart factory. However, the effectiveness of the supports and satisfaction of firms have hardly been analyzed. This study aims to analyze firms' satisfaction by attributes of policy suuports for smart factory and identify priorities for government supports. The results show that 8 out of 11 attributes were one-dimensional and 3 were attractive attributes. Among the 11 attributes, funding support was the top priority. The attributes such as dispatching external experts, consulting for sophistication of smart-factory, and consulting for maintenance and repair were also high priorities. These results imply that firms prefer supports for maintenance and sophistication to adoption or initial establishment of smart factory.

본 연구의 주요 목적은 기존의 연구에서 구축된 배타적 경제수역(EEZ) 해양자원정보시스템(MRIS)을 근간으로 다양한 해양자원의 정보를 효율적으로 표출하고 EEZ 관련 의사지원과 정책결정을 위한 GIS기반의 EEZ 정책결정지원시스템을 개발에 있다. 이를 위하여 기존에 구축된 MRIS를 이용하여 분산되어 관리되던 기존의 데이터와 매년 탐사 과정을 거쳐 추가되는 데이터의 관리를 위한 표준화를 수립하고 관리방안을 확정하였다. 또한, 기존에 개발된 다양한 해양데이터의 표출방안을 이용하여 EEZ 경계획정 협상 및 정책 결정에 있어 실질적 판단근거가 되는 EEZ에 대한 법령과 각국의 정책 및 EEZ 경계획정 사례 등을 데이터베이스화하였다. 나아가 GIS를 이용하여 표출된 공간데이터를 다양한 공간 검색과 공간분석 기능을 이용하여 분석함으로써 과학적인 방법으로 EEZ에 대한 중요정책 결정에도 활용하도록 하였다. 본 시스템을 이용하여 향후 EEZ 내 자원분포 및 지 역 별 경제성 비교와 쟁점지역에 대한 정확한 분석이 가능함에 따라 국가 간 협상에서 우리나라에 보다 유리한 협상결과를 도출하는데 기여가 클 것으로 판단된다. 아울러 주변국과 경계획정에 있어 유리한 협상 결과를 도출하기 위한 제반 정보의 제공과 함께 보다 효율적인 정책 수립을 위한 다양한 의사결정의 지원이 가능할 것으로 사료된다.

The purpose of this study is to analyze the status of various government support policy for IoT sector and survey the level of satisfaction and relative importance among policies. In order to achieve the goal, this study surveyed experts in the field of IoT, utilizing Hierarchy Process Analysis methods. Major findings are as follows; first, despite of wide range of IoT-related policies, experts in the industry and academy are very limited, ; second, the order of policy satisfaction is primarily on Oversea Marketing, followed by R&D support, Venture support, Human resource education.; third, the order of importance is primarily Venture support, followed by R&D support, Human resource education. Also, it has been given the higher importance to the role of leader as R&D support, Oversea market pioneering, and industry university network, rather than the role of coordinator and supporter. However, expert group does not recognize the importance of policies related to the role of coordinator because these policies always have been conducted in major government projects.
